The Submillimeter Array (SMA) is an array of 8 antennas operating at millimeter and submillimeter wavelengths on Maunakea, Hawaii, operated by the Smithsonian Astrophysical Observatory and Academia Sinica Institute of Astronomy and Astrophysics, Taiwan. Over the past several years, we have been preparing a major upgrade to the SMA that will replace the aging original receiver cryostats and receiver cartridges with all new cryostats and new 230 and 345 GHz receiver designs. This wideband upgrade (wSMA) will also include significantly increased instantaneous bandwidth, improved sensitivity, and greater capabilities for dual frequency observations. We report on the upgraded One Degree Imager (ODI) at the WIYN 3.5 meter telescope at the Kitt Peak Observatory after the focal plane was expanded by an additional seventeen detectors in spring 2015. The now thirty Orthogonal Transfer Array CCD detectors provide a total field of view of 40' x 48' on the sky. The newly added detectors underwent a design revision to mitigate reduced charge transfer efficiency under low light conditions. We discuss the performance of the focal plane and challenges in the photometric calibration of the wide field of view, helped by the addition of telescope baffles. In a parallel project, we upgraded the instrument's three filter arm mechanisms, where a degrading worm-gear mechanism was replaced by a chain drive that is operating faster and with high reliability. Three more filters, a u' band and two narrow band filters were added to the instrument's complement, with two additional narrow band filters currently in procurement (including an H-alpha filter). The ALMA North America Prototype Antenna was awarded to the Smithsonian Astrophysical Observatory (SAO) in 2011. SAO and the Academia Sinica Institute of Astronomy & Astrophysics (ASIAA), SAO's main partner for this project, are working jointly to relocate the antenna to Greenland to carry out millimeter and submillimeter VLBI observations. This paper presents the work carried out on upgrading the antenna to enable operation in the Arctic climate by the GLT Team to make this challenging project possible, with an emphasis on the unexpected telescope components that had to be either redesigned or changed. Five-years of inactivity, with the antenna laying idle in the desert of New Mexico, coupled with the extreme weather conditions of the selected site in Greenland have it necessary to significantly refurbish the antenna. We found that many components did need to be replaced, such as the antenna support cone, the azimuth bearing, the carbon fiber quadrupod, the hexapod, the HVAC, the tiltmeters, the antenna electronic enclosures housing servo and other drive components, and the cables. We selected Vertex, the original antenna manufacturer, for the main design work, which is in progress. The next coming months will see the major antenna components and subsystems shipped to a site of the US East Coast for test-fitting the major antenna components, which have been retrofitted. The following step will be to ship the components to Greenland to carry out VLBI and single dish observations. We report the first science observations and results obtained with the "extended" SMA (eSMA), which is composed of the SMA (Submillimeter Array), JCMT (James Clerk Maxwell Telescope) and CSO (Caltech Submillimeter Observatory). Redshifted absorptions at z=0.886 of CI (^3P_1 - ^3P_0) were observed with the eSMA with an angular resolution of 0.55"x0.22" at 1.1 mm toward the southwestern image of the remarkable lensed quasar PKS 1830-211, but not toward the northeastern component at a separation of ~1". Additionally, SMA observations of CO, 13CO and C18O (all J=4-3) were obtained toward this object: CO was also detected toward the SW component, but none of the isotopologues were. This is the first time [CI] is detected in this object, allowing the first direct determination of relative abundances of neutral atomic carbon to CO in the molecular clouds of a spiral galaxy at z>0.1. The [CI] and CO profiles can be decomposed into two and three velocity components respectively. We derive C/CO column density ratios ranging from <0.5 (representative of dense cores) to ~2.5 (close to translucent clouds values). This could indicate that we are seeing environments with different physical conditions or that we are witnessing chemical evolution of regions where C has not completely been converted into CO., Comment: 6 pages using emulateapj, 3 tables, 2 figures ; accepted for publication in ApJL

The eSMA ("extended SMA") combines the SMA, JCMT and CSO into a single facility, providing enhanced sensitivity and spatial resolution owing to the increased collecting area at the longest baselines. Until ALMA early science observing (2011), the eSMA will be the facility capable of the highest angular resolution observations at 345 GHz. The gain in sensitivity and resolution will bring new insights in a variety of fields, such as protoplanetary/transition disks, high-mass star formation, solar system bodies, nearby and high-z galaxies. Therefore the eSMA is an important facility to prepare the grounds for ALMA and train scientists in the techniques. Over the last two years, and especially since November 2006, there has been substantial progress toward making the eSMA into a working interferometer. In particular, (i) new 345-GHz receivers, that match the capabilities of the SMA system, were installed at the JCMT and CSO; (ii) numerous tests have been performed for receiver, correlator and baseline calibrations in order to determine and take into account the effects arising from the differences between the three types of antennas; (iii) first fringes at 345 GHz were obtained on August 30 2007, and the array has entered the science-verification stage. We report on the characteristics of the eSMA and its measured performance at 230 GHz and that expected at 345 GHz. The Submillimeter Array (SMA), a collaboration between the Smithsonian Astrophysical Observatory and the Academica Sinica Institute for Astronomy and Astrophysics of Taiwan, is an eight-element radio-interferometer designed to operate throughout the major atmospheric windows from about 180 to 900 GHz. In an effort to mitigate the effects of atmospheric instabilities which limit the phase coherence of the array especially in the higher frequency bands, the array was designed to allow simultaneous operation of a low frequency receiver (<350 GHz) with a high frequency receiver (>330 GHz). The overlap region of 330-350 GHz was included to facilitate dual polarization measurements in the frequency range considered to offer the highest sensitivity for continuum observations with the array. So far, the array is equipped with working SIS receivers covering the frequency ranges 176-256 GHz, 260-350 GHz, and 600-700 GHz, and single frequency operation has been routine in the lower two frequency bands for the past year. More recently, with the completion of IF hardware required to make full use of the SMA cross-correlator, dual receiver operation became possible. We have since made a number of Galactic and extra-galactic astronomical observations in dual-band mode with the hopes of using the 230 GHz receiver as a phase reference to enable improved interferometry in the 650 GHz band. This paper describes the development of a New England Cooperative Extension Consortium created for the purpose of developing new approaches for meeting the Cooperative Extension mandate. The consortium formalizes a tradition of informal, multi-state cooperation among the New England Cooperative Extension Systems which operate as a flexible, evolving collaborative model for delivery of research-based knowledge to the citizens of the region. A design team outlined application of the model for an agricultural commodity focus and a topical issue focus. The model was derived from two primary motivations: (1) the public's need for educational programs and information requiring the cooperative extension systems to find ways to most efficiently and effectively fulfill their educational mandate; and (2) the continuing need to maintain the quality and scope of cooperative extension programs in the face of reductions in budgets for funding staff and operations. Discussed are the goals and parameters of the Consortium, the development of the Consortium model, and the criteria for selecting Consortium programs. This literature review focuses on the potential for creating a formal multi-state cooperative extension among New England land-grant universities and makes recommendations concerning the structure and operational characteristics of such a consortium. The review examines the following areas: interorganizational cooperation/collaboration; characteristics of an educational consortia; organization theory and collaboration; consortium management and coordination; the importance of institutional and administrative support; the compatibility of consortia in academia; the impacts on efficiency, costs savings; program quality; funding support for consortiums; and collaboration in the extension system. Also included is a list of conclusions resulting from the literature review about the cooperative extension system from which the importance of five guidelines are stressed: (1) clarity of consortium goals; (2) participants' perception of program; (3) program governance; (4) involvement and empowerment of the governing board; and (5) the importance of leadership.
