The overall objective of the future of crop protection project is to present an overview of crop protection options for European farmers, which might enable them to work sustainably while securing food production, preserving biodiversity and supporting farmers' incomes. The policy options proposed are based on an assessment of current and emerging crop protection practices and their impact on the common agricultural policy (CAP) objectives. This overview shows that several crop protection practices are under continuous development and have potential to improve future crop protection in Europe. The likelihood that policy options can be successfully implemented depends upon the extent to which they are consistent with the interests of stakeholder groups. These include farmers, suppliers, supply chain partners, consumers and NGOs defending societal interests. Furthermore, it is important that crop protection policy options are embedded in a systems perspective. This should include related areas, such as phytosanitary policy, the entire crop production system, the supply chain, and international trade relationships – which need to be in harmony with the crop protection policy. For each of the crop protection practices, different policy options are proposed together with an impact assessment.

One way of avoiding societal rejection of crop protection practices is to design them in line with stakeholders’ priorities and preferences. This report describes the involvement in crop protection and the opinions regarding the use of plant protection products (PPPs) for the following stakeholder groups: (1) the stakeholders who primarily look at crop protection from a consumption perspective (i.e. consumers, retailers and the food industry), (2) the stakeholders who look at crop protection from a production perspective (i.e. farmers and growers), (3) the stakeholders who look at crop protection from a supply chain perspective (i.e. crop protection industry, plant breeders and other suppliers), and (4) the stakeholders who look at crop protection from a societal perspective (i.e. citizens and NGOs). Four explorative scenarios were developed that look at ways in which existing and emerging crop protection practices might be combined to ensure plant pests and diseases are effectively controlled. These scenarios were discussed in a brainstorming meeting with relevant stakeholders. For each scenario, the potential implications of the crop protection practices for different stakeholder groups (farmers, consumers, industry, NGOs) as well as the identification of their hopes and fears (i.e. potential positive as well as negative knock-on effects) were identified.

Crop protection in prevailing agricultural systems in the EU is highly dependent on plant protection products (PPPs) to protect plants against harmful weeds, pests and diseases. The use of PPPs is a cause of health, environmental and public concerns, and a key question is whether their use can be reduced while maintaining adequate yields. This study provides an overview and description of current and new crop protection practices, including mechanical techniques, plant breeding, biocontrol, induced resistance, applying ecological principles, precision agriculture (PA), and emerging plant protection products. The potential and impact of the new crop protection practices is assessed. It may be feasible to design resilient systems that are economically viable, have limited environmental impact and help improve biodiversity. Diverse cropping systems would have a natural resilience to weeds, pests, and diseases, and potentially reduce the dependency on PPPs, enabled by PA technologies. The main challenge is to integrate new varieties, mechanisation, and biocontrol tools in these systems. Continuous development of all crop protection practices is needed to ensure sufficient control of pests, weeds and diseases. The drivers and enablers for implementing alternative crop protection practices are identified, and an analysis of key legislation to support their use is presented.

The effect of exposure to ambient air of MoS2-based, -Al2O3-supported, hydrodesulfurization (HDS) catalysts has been studied using high-resolution transmission electron microscopy (HRTEM). Analysis of unpromoted as well as Ni- and Co-promoted MoS2 samples showed that the number of MoS2 slabs and the average slab length decreased as a function of air exposure time. A parallel X-ray photoelectron spectroscopy (XPS) study showed this effect to be due to oxidation. During the first 24 h of exposure to air, all 1 bar sulfided (Ni/Co)MoS2 samples showed an initial slab length decrease of around 20%. After an additional month in air, the slabs had deteriorated significantly further. A sample of CoMoS2 sulfided at 30 bar showed a slightly enhanced effect of oxidation, particularly after the first 5 minutes in air. The combined HRTEM and XPS results lead to the proposal of the formation of a protective oxide ring around the remaining sulfidic species inside the MoS2 slabs to explain the mechanism of this oxidation process. The data obtained in this study emphasize the general necessity of shielding vulnerable catalyst samples from air during preparation and characterization, a message relevant in all fields of research related to catalysis.

In this project two inventories by means of extensive literature searches have been executed: Inventory 1 of all types of soil and growing media (if relevant components thereof) to be elaborated considering (i) the soil and growing medium imported as commodities (i.e. not in association with plants intended for planting), (ii) the soil and growing medium attached to plants for planting, and (iii) the soil and growing medium attached as a contaminant to imported goods (ranging from ware potatoes to agricultural machinery). Inventory 2, based on interceptions data and scientific and technical literature, of plant pests, plant diseases and weeds that can be associated with soil and growing medium (if relevant components thereof). Execution of Inventory 1 resulted in a list of 956 soils and growing media. Execution of Inventory 2 resulted in Excel tables for each taxonomic group separately in which the pests and diseases are linked to the soil and growing media. Additional information has been provided for processes applied to produce growing media and the impact on harmful organisms and private certification schemes applied in Europe to control the trade and use of growing media.

Report on developing guidelines and procedures for the pesticide registration in Ethiopia in a scientifically underpinned way and as specific as possible for Ethiopian conditions. It covers the aspects of efficacy assessment, human health risk assessment as well as environmental risk assessment. It aims to develop the capacity at the APHRD to apply these guidelines and procedures. The Work package will result in an evaluation manual plus software tool for the Animal and Plant Health Regulatory Directorate (APHRD) of the Ministry of Agriculture of Ethiopia. The user-friendly software tool operationalises the guidelines and procedures for human health risk assessment and environmental risk assessment; all basic pesticide data can be entered in it and these will be used for the risk estimates.

Recente vondsten van quarantaine organismen in de boomkwekerij hebben laten zien dat de boomkwekerij kwetsbaar is voor fytosanitaire risico's. Vondsten van sommige quarantaine organismen kunnen gevolgen hebben die de draagkracht van individuele bedrijven te boven gaan. Daardoor is de gedachte ontstaan onderzoek te doen naar een financieel vangnet, waarmee financiële gevolgen geheel of gedeeltelijk gecompenseerd kunnen worden, en de continuïteit van de bedrijven niet bedreigd wordt door fytosanitaire risico's. Hiervoor heeft de boomkwekerijsector met steun van het ministerie van Economische Zaken, Landbouw en Innovatie LEI Wageningen UR gevraagd een kwantitatieve risicoanalyse uit te voeren. In deze rapportage wordt daarvan verslag gedaan. De resultaten kunnen gebruikt worden om de haalbaarheid van een financieel vangnet te beoordelen.

Een plantgezondheidsfonds of verzekering voor ondernemers kan ondernemers aansporen om het risico te verminderen op q-organismen, oftewel quarantaine(waardige) organismen. Het LEI maakte een model om de premies voor een dergelijk fonds te berekenen. Met behulp van een kwantitatieve analyse is een viertal Q-organismen, Tomatengeelkrulbladvirus, aardappelspindelknolviroïde (PSTVd), Thrips palmi en Clavibacter in kaart gebracht.

This project comprised the development of a commodity-based hazard identification protocol for biological hazards in plants and animals as a decision support tree programmed in Excel. The content of the decision tree is based on the results of a systematic review of pest and pathogen characteristics, a review of risk assessment schemes and on expert judgement. Application of the protocol results in an indication of the level of likelihood of entry of animal and plant pathogens/pests in the area of destination associated with the commodity/pathway, and it guides the decision regarding potential actions to be undertaken in the search for existing and emerging pathogens/pests.

The objective of this project was to develop a framework for risk assessment of introduction, establishment, spread and persistence of vector-borne livestock diseases by integrating the essential elements of different approaches. This framework will help risk analysts to assess the risk of vector-borne diseases, considering both likelihood of occurrence and potential impact to inform stakeholders on behalf of their decision making.

In accordance with international agreements, phytosanitary regulations from standard setting to conformity assessment and monitoring have been assigned a public task which is carried out by government authorities. The private sector needs to comply with these phytosanitary requirements, and it is usually the private sector that is actively involved in handling phytosanitary risk within the chain. This report provides insights into possible options to give more responsibilities to the private sector and how such possibilities could be accommodated in the existing International Plant Protection Convention (IPPC) and the EU regulations for plant health.

De Nederlandse overheid wil dat de plantaardige sectoren meer eigen verantwoordelijkheid nemen bij het beheersen van fytosanitaire risico's. Hiervoor moeten de betreffende ondernemers preventieve bedrijfsmaatregelen willen en kunnen nemen. In een eeerder verschenen studie is een analytisch kader ontwikkeld, gebaseerd op de Theorie van Gepland Gedrag. In deze studie wordt dit kader kwantitatief toegepast aan de hand van mondelinge interviews met ruim 300 werknemers, verdeeld over drie plantaardige sectoren. Op de uitkomsten daarvan wordt een beschrijvende en statistische analyse toegepast.

Het fytosanitair beleid kan hervormd worden door te toetsen of ondernemers invasieve plantenziekten en -plagen willen én kunnen beheersen. Besmetting van plantaardige producten met invasieve plantenziekten leidt tot welvaartverlies door marktfalen. Marktfalen komt door het optreden van externe effecten en informatie-asymmetrie in de markt voor plantaardige producten. De overheid is verantwoordelijk voor het corrigeren van dit marktfalen als publieke belangen in het geding zijn. Zij kan daarbij meer dan nu gebeurt gebruik maken van ondernemers. Of dit mogelijk is, hangt af van drie factoren die getoetst worden in een bestuurskundig kader: 1. Zijn de ondernemers op de hoogte van de risico's die gepaard gaan met de handel in plantaardige producten?; 2. Hebben zij belang bij het verminderen van het risico?; 3. Zijn zij in staat het risico te verminderen? Wanneer deze drie vragen met ja beantwoord worden, kan de overheid meer verantwoordelijkheid bij het bedrijfsleven leggen.

What is the ideal phytosanitary policy? The Ministry of Economic Affairs, Agriculture & Innovation has asked LEI to develop a framework based on which the government can review its role in phytosanitary policy. The framework should contain a step by step plan which can be used with regard to new developments and for a range of phytosanitary problems. This report contains the theoretical framework that can be used for this purpose. The 'Towards Phytopia' framework has been tested several times with representatives from the Ministry of EL&I. The framework has already played a role in the dialogue about phytosanitary responsibilities which the government is conducting with industry and social parties.

Dit hoofdstuk behandelt de resultaten van de sector land-en tuinbouw als geheel en van de verschillende typen land-en tuinbouwbedrijven.

Het ministerie van LNV wil naar een effectiever fytosanitair beleid toe met meer aandacht voor risicobeheersing in de sector zelf. Dat werkt alleen als alle ondernemers meedoen. Maar in hoeverre willen en kunnen ondernemers hun verantwoordelijkheid nemen? Het LEI heeft hier onderzoek naar gedaan door middel van discussiebijeenkomsten en enquetes met ondernemers in verschillende sectoren.

Doel van het onderzoek is antwoord te geven op de vraag welke knelpunten er door ondernemers ervaren worden op het gebied van fytosanitaire regeldruk om na te gaan of en zo ja, hoe de fytosanitaire lastendruk binnen de internationale kaders verminderd kan worden. Het onderzoek houdt een kwalitatieve verkenning in, waarin zowel feiten als percepties meegenomen worden.

De Nederlandse overheid wil dat de plantaardige sectoren meer eigen verantwoordelijkheid nemen bij het beheersen van fytosanitaire risico's. Hiervoor moeten de betreffende ondernemers preventieve bedrijfsmaatregelen willen en kunnen nemen. Het LEI doet momenteel onderzoek naar de drijfveren van ondernemers om dergelijke bedrijfsmaatregelen al dan niet te nemen

In deze studie is een evaluatiekader ontwikkeld om de economische en sociale gevolgen van natuur- en milieubeleid in kaart te brengen. Gebruikmakend van diverse handleidingen voor evaluatie- en impact-assessments zijn allereerst negen economische en zes sociale impactvelden geïdentificeerd. Onderscheiden economische impactvelden zijn onder andere concurrentiepositie, kosten, opbrengsten, rentabiliteit en administratieve lasten voor bedrijven. Onderscheiden sociale impactvelden zijn werkgelegenheid en arbeidsmarkt, verdeling en bescherming specifiek groepen, en governance en uitvoerbaarheid. Voor alle vijftien impactvelden zijn vragen en (operationele) indicatoren ontwikkeld. Het ontwikkelde evaluatiekader is toegepast op vier cases, te weten de mestwetgeving, het gewasbeschermingbeleid (Nota Gewasbescherming), de Europese Kaderrichtlijn Water en de Ecologische Hoofdstructuur. Bestaande evaluaties zijn naast het hier ontwikkelde kader gelegd. Deze publicatie is een managementsamenvatting van het achtergrondrapport Indicatoren voor de Kracht van de Greenports in Zuid-Holland. In de studie is uitgegaan van het analysemodel van de provincie, waarin de Greenports voor de glastuinbouw (West/Oostland), bloembollen (Duin- en Bollenstreek) en boomkwekerij (Boskoop e.o.) worden gezien als een gebouw, bestaande uit etages en peilers. De etages representeren de ondernemers in de tuinbouwketens en de peilers stellen de beleidsthema’s van de overheid in relatie tot de Greenports voor. Het ‘Greenport-gebouw’ is getoetst aan de visies van de stakeholders binnen en buiten de Greenports van Zuid-Holland. Daarnaast is geïnventariseerd welke indicatoren de kracht en de duurzame ontwikkeling van de Greenports tot uitdrukking kunnen brengen. Dit heeft betrekking op de 3 P’s (profit, planet en people), waarbij het zwaartepunt ligt op profit (economie of kracht)

This report presents a conceptual framework for assessing and understanding phytosanitary risk perception and risk-management in plant production chains. The framework is based on the Theory of Planned Behaviour. It is explored for three sectors (pot plants, seed potatoes, and tulip bulbs). These explorations show that the conceptual framework can provide insight into the way actors in plant production chains perceive phytosanitary risk and how this affects their risk-management behaviour. The framework provides a useful tool for identifying bottlenecks in actors' phytosanitary risk-management and creating more focus in optimising phytosanitary risk-management in plant production chains

This report presents a survey of the economic state of Dutch agribusiness. First, attention is paid to general economic and political developments, followed by an overview of the changes in the EU policy for the agricultural sector. Next the report deals with the developments in the Dutch agricultural complex and food industry, followed by chapters describing changes in the Dutch rural area and environmental issues. Following a description of the production structure and production factors in agriculture, profi tability and income formation in the various sub sectors are analysed. The complete report is only available in Dutch, a separate English summary is available. Het Landbouw-Economisch Bericht 2009 biedt een verklarend overzicht van de gang van zaken in de Nederlandse agrosector. Tegen de achtergrond van de internationale en nationale economische en politieke ontwikkelingen, wordt ingegaan op ontwikkelingen in de landbouw en het landbouwbeleid in respectievelijk de wereld en de Europese Unie. Vervolgens staat de Nederlandse agrosector centraal, met aandacht voor consumptie en de voedings- en genotmiddelenindustrie. Hierna wordt aandacht besteed aan het landelijk gebied, de landbouwmilieuproblematiek en de structuur van de agrosector. De publicatie wordt afgerond met een beschouwing over de inkomensontwikkelingen in de onderscheiden delen van het agrocomplex.

In dit rapport wordt verslag gedaan van een dieptestudie naar barrières en kennishiaten die glastuinders ervaren bij hun streven naar het besparen van energie. Glastuinders hebben in de loop der jaren een 'persoonlijk optimum' van produceren ontwikkeld dat een (kwetsbaar) evenwicht is tussen de inzet van productiemiddelen en de opbrengst. Besparing op alleen energie brengt dit evenwicht in gevaar. Een nieuw evenwicht kan pas gevonden worden wanneer de inzet van alle productiemiddelen simultaan wordt aangepast. De teler ontbeert de noodzakelijke teeltkundige kennis om zonder grote risico's te lopen zelfstandig op zoek te gaan naar het nieuwe evenwicht, en wordt in zijn mogelijkheden begrensd door de investeringscyclus. In this report, results are described of an in-depth study into barriers and knowledge gaps experienced by greenhouse growers saving energy. In the course of years, growers have found a balance between inputs and production. Merely saving energy endangers this balance. A new balance can only be found if all inputs are adjusted simultaneously. The grower lacks the necessary cultivation knowledge to search independently for a new balance without running huge risks, and is limited in his possibilities by the investment cycle.

The sub-project on Economics evaluates the economic objectives of the policy documenton sustainable crop protection. The available data does not demonstrate that Dutch growersexperience any competitive disadvantage as a result of national crop protection policy.Growers are relatively positive about the crop protection policy, but are also concernedabout the potential competitive disadvantage, administrative burdens, the development ofresistance and an increasing incidence of infestations and fungal outbreaks. Integrated cropprotection would be applied and valued by many growers. In het deelproject economie wordt de economische doelstelling van de nota DuurzameGewasbescherming geëvalueerd. Op basis van de beschikbare gegevens kan niet wordenaangetoond dat Nederlandse telers concurrentienadeel ondervinden van nationaal gewasbeschermingsbeleid. Telers staan redelijk positief tegenover het gewasbeschermingsbeleid, maar zijn ook ongerust over concurrentienadeel, administratieve lasten, resistentieontwikkeling en een toenemende plaag- en schimmeldruk. Geïntegreerde gewasbescherming wordt door veel telers toegepast en gewaardeerd.

Een belangrijk onderdeel van het deelproject economie is een enquête die is gehouden onder 410 telers uit acht sectoren. De geïnterviewde telers staan positief tegenover het gewasbeschermingsbeleid (goed voor het milieu en goed voor het imago), maar zijn ook ongerust over vermeend concurrentienadeel, administratieve lasten, een toegenomen kans op resistentie en een toegenomen plaag en schimmeldruk. Geïntegreerde gewasbescherming wordt door veel geïnterviewde telers toegepast en gewaardeerd. Verplichte, emissiereducerende maatregelen ten behoeve van het Lozingenbesluit Open Teelt en Veehouderij worden door veel geïnterviewde telers toegepast, maar minder gewaardeerd. An important element of the sub-project on economics is a survey held among 410 growers in eight sectors. The growers interviewed had a positive view of the crop protection policy (in that it is good for the environment and good for their image), but are also concerned about the potential competitive disadvantage, administrative burdens, an increased risk of the development of resistance and an increased incidence of infestations and fungal outbreaks. Integrated crop protection would be applied and valued by many of the growers interviewed. Compulsory emission-reducing measures within the context of the Discharge decision for open cultivation and cattle-breeding are applied by many of the growers interviewed but are less well appreciated.

Overheid en bedrijfsleven willen inzicht in de manier waarop effectief vorm gegeven kan worden aan de preventie en bestrijding van quarantaineorganismen. Voor de organismen bruin- en ringrot is voor de aardappelkolom een institutionele analyse van het bestaande beleid gemaakt specifiek gericht op de rolverdeling tussen overheid, bedrijfsleven en andere stakeholders. Deze kwalitatieve analyse is opgesteld vanuit het theoretische kader welke vervolgens is gecombineerd met bevindingen uit de praktijk. Het verminderen van het risico op besmetting van bruinrot en ringrot is een publiek goed waarbij aandacht voor aanscherping van bedrijfshygiëne en kostenverdeling wordt voorgesteld. Government and the potato industry want to understand how to prevent and control infectious diseases in plant production. For the organisms brown rot and ring rot, an institutional analysis is made of the actual policy in the potato chain. This qualitative analysis studies the division of roles between government, agricultural industry and other stakeholders, is based on a theoretical framework and later combined with practical findings. Reducing the risk of brown rot and ring rot in potatoes is a public matter. Special attention to hygiene and spread of cost is suggested.

De glastuinbouw gebruikt veel energie. Door stijgende kosten, slinkende voorraden en afnemende leveringszekerheid wil de glastuinbouw haar afhankelijkheid van fossiele brandstof drastisch verkleinen. Ook vanuit het oogpunt van maatschappelijk verantwoord ondernemen kan de glastuinbouwsector niet zonder duurzaam energiebeleid. Daar wordt hard aan gewerkt. Er zijn plannen ontwikkeld om in 2020 nagenoeg zonder aardgas te kunnen telen. Zonder aardgas jaarrond verse glastuinbouwproducten telen op Nederlands bodem en tegelijkertijd één van de grootste spelers op de wereldmarkt willen blijven; is dat lef of waanzin? De Nederlandse glastuinbouw gelooft dat het kan. Het realiseren van deze ambitie vergt een ingrijpende omslag in denken en doen. Daar is veel lef voor nodig, vooral van de ondernemers. Door innovaties te ondersteunen, deze stap voor stap op teeltbedrijven te introduceren en van de resultaten te leren kan de ambitie werkelijkheid worden en eindigt het programma Kas als Energiebron niet in waanzin.

Dit rapport bevat aanbevelingen aan de hand waarvan de regio Holland Rijnland stappen kan ondernemen om bedrijven aan te zetten tot vestiging op nieuwe agrarische bedrijventerreinen in de regio Holland Rijnland

Successful embedding of policy processes in entrepreneurial behaviour requires that policy makers understand how entrepreneurs behave and make decisions. Besides, empirical evidence about the impact of legislation on firm processes will help greenhouse growers to improve their decision making. In this study, the impact of firm performance, firm characteristics, perceptions and strategies on firm development and the consequences of firm development for firm performance are investigated. Two data sets used in this research combine data at the firm level of the Farm Accountancy Data Network and management information collected by an oral survey. Several statistical methods (e.g. Probit, Tobit, OLS), Cluster Analysis and Data Envelopment Analysis are used to identify relationships.The results suggest mutual relationships between firm performance and firm developments like innovation and firm growth. This creates a loop with a positive feedback: firm developments increase firm performance whereas a high performance induces firm developments. This loop has also a long term version: the family-firm life cycle. If future perspectives disappear, either by bad performances, or by lack of successors, firm developments like firm growth and innovation do not take place and the entrepreneur withdraws money from the firm in the exit stage. Objectives and strategies are consistent with the life cycle stage and the firm performance. The general conclusion about the relation between perceptions and firm developments is that the perception to what degree firm characteristics or consequences of external developments are within the entrepreneur's control determines his or her optimism about firm characteristics and external developments. However, the indirect relationship between perceptions and strategies indicates that perceptions at least partly represent the attitude of the entrepreneur rather than the evaluation of characteristics and external developments.

Het beeld van de opengrondstuinbouw kenmerkt zich door lagere prijzen als gevolg van overaanbod. Behalve in de boomteelt is er in 2004 in vrijwel alle sectoren sprake van ontsparingen.

In de AMvB Glastuinbouw zijn individuele energieverbruiknormen voor 2010 vastgesteld. Doelstelling van dit onderzoek was om, met het oog op deze AMvB, duidelijk te krijgen welke belemmeringen en drijfveren er zijn voor verdere energiebesparing en inzet van duurzame energie door ondernemers in de glastuinbouw. Hiertoe zijn aan de hand van een uitgebreide vragenlijst interviews uitgevoerd op 29 glasbloemen-, 34 glasgroente- en 32 potplantenbedrijven. Op basis van variabelen met betrekking tot de perceptie, de houding en het gedrag van ondernemers ten aanzien van energiebesparing, zijn met behulp van clusteranalyse de bedrijven onderverdeeld in vijf clusters. Het rapport besluit met enkele hoofdlijnen uit de resultaten en een beschrijving per cluster van bedrijfssituaties, belemmeringen en drijfveren van ondernemers, in zogenaamde clusterprofielen.
