This study was undertaken to: (a) identify and evaluate approaches to accelerate the transfer of military lands designated as Base Realignment and Closure (BRAC) sites to the private sector; (b) assess the total costs and/or time savings from privatization and fixed price contracting; and (c) identify methods to limit cost growth using expedited transfer of DoD properties. It is hoped that future work will attempt to provide a methodology to prioritize selection of bases for accelerated transfer for closure during future BRAC rounds., The original document contains color images. This report addresses the applicability of innovative approaches from the private sector and other stakeholders for developing environmentally contaminated properties, examines existing program successes, and assesses the potential to improve the BRAC process. Options considered include the use of new tools available to DoD, the Local Reuse Authorities (LRAs) and developers, and other process changes. These new tools include early transfer authority, the no-cost economic development conveyance (EDC), and environmental insurance. Early transfer authority allows Federal agencies to transfer property before all necessary cleanup actions have been taken, The no-cost EDC legislation passed in 1999 permits property to be transferred to an LRA without consideration provided the property is used for job creation. IDA's approach was to identify barriers to successful property transfer and best approaches and ideas that could accelerate the transfer process for existing BRAC sites and future BRAC rounds. While expediting environmental cleanup is a major issue in accelerating the transfer of property, the study looked more broadly at the process, beginning with the announcement of a BRAC round and ending with title transfer to a non-DoD owner., The original document contains color images.

This report provides an independent review of DoDEA schools focused on the quality of education of the overall system. It reports the findings from extensive interviews with military leaders, parents, administrators, teachers, students, and other individuals in Europe, the Pacific, and CONUS and presents detailed analyses and comparisons of data and additional research on numerous issues identified. The review focused on student achievement, curriculum, teachers and administrators, school environment, and DoDEA management and relationships. The DoDEA school system provides students with an above average to excellent education. Interview comments and detailed analysis did not result in identification of any overall dissatisfaction or serious problems with the DoDEA school system. Analysis and comparisons with other systems indicate that DoDEA performs well and compares favorably in many areas. Improvements can be made that should further enhance the quality of education. Renewed cooperation and collaboration among stakeholder groups indicate a healthy, positive relationship that will help students. There are 53 recommendations that should have an impact on student learning and improve the overall quality of education. This volume compiles, and presents in integrated form, IDA's quantitative analysis of educational quality provided by DoD's dependent schools, It covers the quantitative aspects of volume I in greater detail, and it presents some analyses deemed too technical for that volume. Topics addressed in this volume include student achievement, measuring the DoDEA contribution to student achievement, college attendance, teacher quality, and resources.
