Policy actors address complex environmental problems by engaging in multiple and often interdependent policy issues. Policy issue interdependencies imply that efforts by actors to address separate policy issues can either reinforce (‘win–win’) or counteract (‘trade-off’) each other. Thus, if interdependent issues are managed in isolation instead of being coordinated, the most effective and well-balanced solution to the underlying problem might never be realised. This study asks if reinforcing and counteracting interdependencies have different impacts on perception and collaboration. Our empirical study of collaborative water governance in the Norrström basin, Sweden, shows that policy actors often avoid collaborating when the policy issues exhibit reinforcing interdependencies. Our evidence indicates a perceived infeasibility of acting on reinforcing interdependencies. We also find that actors do not consider counteracting interdependencies (‘trade-offs’) at all when they engage in collaboration. Further, even though actors were aware of counteracting and reinforcing interdependencies, our analyses suggest they might be less aware of the former. These findings illustrate that actors either avoid each other due to policy issue interdependencies or, at best, ignore existing interdependencies when engaging in collaboration. Our study highlights the importance of problem perception in accomplishing integrated solutions to complex environmental problems, and of how understandings of different types of interdependencies shape collaboration in environmental governance.

The advice the International Council for the Exploration of the Sea (ICES) provides to its member countries is crucial for the sustainable management of shared marine resources, and the conservation of relevant marine ecosystems. In 2014, ICES made a strategic decision to integrate marine and social sciences in a new type of assessment framework called “integrated ecosystem assessments” (IEA) to deliver advice on societal trade-offs between different policy options. The IEA-focused expert groups formed before and after this period now cover all major ecoregions. To track the progression of IEAs in the ICES network over time, we conducted a social network analysis (SNA) on expert group attendance for the years 2015–2019. The IEA-focused expert groups generally ranked lower in the overall ICES network. Our study shows that some IEA-groups become more connected over time, while others decline. We also evaluated the role of workshops in the ICES network, particularly their role in the development of IEA knowledge. Our study shows that workshops play an important role in ICES network connectivity. The study demonstrates how social network analysis can be used to study an organization such as ICES and determine the effectiveness, or impact, of that organizational function.

Inter- and transdisciplinary collaboration in environmental studies faces the challenge of communicating across disciplines to reach a common understanding of scientific problems and solutions in a changing world. One way to address current pressing environmental challenges is to employ a boundary work approach that uses activities across borders of separated field of research. But how can this look like in practice? In this research brief, we self-evaluated the boundary work approach in a synthesis group on socio-ecological systems, based on an online survey with participants. Here, we discuss how boundary work can be used to integrate the knowledge from natural and social scientists both working on social-ecological systems. We found participants were selected to be acted as boundary spanners and were willing to cooperate for solving multidisciplinary issues regarding the understanding, management, and maintenance of ecosystem services. A social-ecological network analysis framework served as a boundary concept and object for communication and knowledge integration. Being familiar with a joint boundary concept like ecosystem services prior to the working group event supported the communication of participants. These results indicate that synthesis initiatives could strategically leverage boundary work through the careful selection of members, with the inclusion of boundary spanners, as well as prior joint identification of boundary concepts and objects.

Global change is threatening the production and livelihoods of millions of smallholders. The capacity of smallholders to deal with such changes is influenced by the increasingly complex trade networks that connect them to local and global markets. Moreover, the social relationships (e.g., trust, reciprocity) in which these trade networks are embedded likely influence smallholders' capacity to respond to change. However, the prevalence and influence of such social embeddedness of trading across different fisheries and agricultural small-scale food systems is still largely unknown. Here, we characterize the social embeddedness of trade networks in small-scale food systems across different production and institutional contexts. We then explore how actors in small-scale food systems could respond to environmental changes in relation to their existing trade networks. We used a methodology based on the qualitative comparison of three different case studies of small-scale fisheries and agriculture in Mexico and South Africa. We analyzed and compared expert interviews among case studies and against the backdrop of embeddedness theory and a previous empirical study. We found key similarities in the level of social embeddedness of trade networks across cases. For example, business relationships characterized by stability and trust prevailed, whereby smallholders are often interdependent through networks of connected traders. There were also differences across cases, such as the higher formalization of business relationships in the agricultural cases, and the influence of institutional and country-specific factors on trade structures. Actors mostly responded to environmental change based on their existing trade networks, although these networks were also subject to change. Social–ecological networks (SENs) represent the complex relationships between ecological and social systems and are a useful tool for analyzing and managing ecosystem services. However,mainstreaming the application of SENs in ecosystem service research has been hindered by a lack of clarity about how tomatch research questions to ecosystem service conceptualizations in SEN (i.e., as nodes, links, attributes, or emergent properties). Building from different disciplines, we propose a typology to represent ecosystem service in SENs and identify opportunities and challenges of using SENs in ecosystem service research. Our typology provides guidance for this growing field to improve research design and increase the breadth of questions that can be addressed with SEN to understand human–nature interdependencies in a changing world.

Responding to disastrous wildfires traversing geographical scales requires multi-actor collaboration to address a series of interdependent operational tasks. While this type of distributed collective action problem is salient across governance contexts, less is known about if and how collaboration helps individual actors effectively address their tasks. Applying a novel network-centric method to wildfire responder networks in Canada and Sweden, this study shows that when actors working on the same tasks collaborate, and/or when one actor addresses two interdependent tasks, effectiveness increases. The number of collaborative ties an actor has with others does not enhance effectiveness. Furthermore, when the chain of command is unclear, and/or when actors lack recent disaster management experience and/or pre-existing collaborative relationships, effectiveness only increases if multiple actors collaborate over multiple interdependent tasks. The results have implications for disaster response agencies, and they provide valuable insights for collaborative responses to significant societal and environmental challenges.

Complex networks of relationships among and between people and nature (social-ecological networks) play an important role in sustainability; yet, we have limited empirical understanding of their temporal dynamics. We empirically examine the evolution of a social-ecological network in a common-pool resource system faced with escalating social and environmental change over the past two decades. We first draw on quantitative and qualitative data collected between 2002 and 2018 in a Papua New Guinean reef fishing community to provide contextual evidence regarding the extent of social and environmental change being experienced. We then develop a temporal multilevel exponential random graph model using complete social-ecological network data, collected in 2016 and 2018, to test key hypotheses regarding how fishing households have adapted their social ties in this context of change given their relationships with reef resources (i.e. social-ecological ties). Specifically, we hypothesized that households will increasingly form tight-knit, bonding social and social-ecological network structures (H1 and H3, respectively) with similar others (H2), and that they will seek out resourceful actors with specialized knowledge that can promote learning and spur innovation (H4). Our results depict a community that is largely ‘bunkering down’ and looking inward in response to mounting risk to resource-dependent livelihoods and a breakdown in the collaborative processes that traditionally sustained them. Community members are increasingly choosing to interact with others more like themselves (H2), with friends of friends (H1), and with those connected to interdependent ecological resources (H3)—in other words, they are showing a strong, increasing preference for forming bonding social-ecological network structures and interacting with like-minded, similar others. The dynamics and adaptive capacity of social-ecological systems are heavily contingent on system structure, which is established through geography, institutions, interactions, and movement. Contrasting views of system structure, as hierarchies and single-level networks respectively, have tended to emphasize the role of either top-down or lateral (peer-to-peer) connections. The concept of a heterarchy aims to capture both top-down and lateral connections on orthogonal axes and has been proposed as a way of unifying alternative approaches to measuring structure, but it has not been fully operationalized for quantifying and comparing system structures. We developed a simple approach to consistently quantifying heterarchical structure across different kinds of networks. We first calculated suitable metrics, including modularity and a hierarchy score, for a wide range of both simulated and real-world systems including food webs, biological, infrastructure, and social networks. Metrics were corrected for differences in size and magnitude. The results were then visualized as a heterarchy matrix. We compared the angle (degrees) and Euclidian distance of each simulated and real-world network from the center of the matrix between network groups. All networks showed distinct placement on the heterarchy matrix. Relative to one another, food webs were laterally polycentric, social networks were mainly pyramidal and coordinated polycentric, and biological networks were pyramidal and laterally polycentric. Our test of concept, although relatively basic, provides strong evidence that system structure cannot be fully understood as purely laterally connected or purely hierarchical. System resilience requires a trade-off between modularity, aiding redundancy and collaboration; and hierarchy, aiding efficient action. Meeting the objectives of sustainable fisheries management requires attention to the complex interactions between humans, institutions and ecosystems that give rise to fishery outcomes. Traditional approaches to studying fisheries often do not fully capture, nor focus on these complex interactions between people and ecosystems. Despite advances in the scope and scale of interactions encompassed by more holistic methods, for example ecosystem-based fisheries management approaches, no single method can adequately capture the complexity of human–nature interactions. Approaches that combine quantitative and qualitative analytical approaches are necessary to generate a deeper understanding of these interactions and illuminate pathways to address fisheries sustainability challenges. However, combining methods is inherently challenging and requires understanding multiple methods from different, often disciplinarily distinct origins, demanding reflexivity of the researchers involved. Social–ecological systems’ research has a history of utilising combinations of methods across the social and ecological realms to account for spatial and temporal dynamics, uncertainty and feedbacks that are key components of fisheries. We describe several categories of analytical methods (statistical modelling, network analysis, dynamic modelling, qualitative analysis and controlled behavioural experiments) and highlight their applications in fisheries research, strengths and limitations, data needs and overall objectives. We then discuss important considerations of a methods portfolio development process, including reflexivity, epistemological and ontological concerns and illustrate these considerations via three case studies. We show that, by expanding their methods portfolios, researchers will be better equipped to study the complex interactions shaping fisheries and contribute to solutions for sustainable fisheries management.

The purpose of this paper is to connect central theoretical contributions to the study of brokerage and propose a novel conceptual and analytical approach for investigating it. On one hand, it builds on, and further substantiate the utility of, the innovation of conceptualizing brokerage activity and brokerage exclusivity separately, whilst analyzing them together. On the other hand, it also builds on the seminal notion of qualitatively different brokerage roles and introduces the conceptual innovation of brokerage role diversity to study the implications of and for actors occupying one or several roles to similar or varying degrees. These implications are further unpacked by analyzing the specific brokerage activity and exclusivity for each brokerage role separately, before reassembling the results into a rich description of the patterns of brokerage among different types of actors. This three-dimensional approach was applied to study brokerage in a network of individual actors governing flood risk mitigation in a catchment area in Southern Sweden. The results suggest that studying these three dimensions of brokerage simultaneously provides a sharper lens that picks up important nuances that available approaches may fail to reveal. The paper makes a substantive contribution to the knowledge of brokerage in collaborative governance of complex issues, as well as a methodological contribution to the study of brokerage in general.

The complex nature of sustainability problems and the aim of sustainability science to support emergent processes of transformation require rethinking how we build and make use of theories. We highlight the diversity of ways in which theories, as assemblages of different elements that can serve a variety of purposes, can emerge within inter-disciplinary and trans-disciplinary processes. Such emerging theories are (i) contextualized, constantly changing, and build on a plurality of knowledge from science and practice, (ii) embedded in change-making processes arising when diverse actors try to collectively solve a complex problem. We propose four ideal-typical modes of theorizing, and the notion of ‘ecologies of theories’, to explicate and further advance theorizing to meet the challenges and needs of sustainability science.

The use of quantitative analysis and related metrics has traditionally been unusual for assessment of ecological impacts in urban planning. Since 2010, however, quantitative modelling has been increasingly used in such contexts in Sweden to analyze ecological connectivity. The study reviews and analyses 21 connectivity analysis reports (CAR) based on 17 criteria. Despite the use of quantitative analysis, CARs primarily leverage qualitative aspects of modelling results. Most CARs comply with about 50% of the proposed criteria and close to 90% of the reports fail to address some issues related to modelling transparency and therefore jeopardize an adequate ecological interpretation of the results. The results demonstrate that the primary accomplishment during the last decade is an increase in awareness and acceptance of ecological connectivity among practitioners and decisionmakers. Results point to that an increased use of quantitative methods per se will not deliver more sustainable outcomes, and that an increased use of quantitative methods for ecological impact assessment in urban planning needs to be accompanied by guidelines, standards, and a continuous science - practice knowledge exchange.

Countries’ reliance on global food trade networks implies that regionally different climate change impacts on crop yields will be transmitted across borders. This redistribution constitutes a significant challenge for climate adaptation planning and may affect how countries engage in cooperative action. This paper investigates the long-term (2070–2099) potential impacts of climate change on global food trade networks of three key crops: wheat, rice and maize. We propose a simple network model to project how climate change impacts on crop yields may be translated into changes in trade. Combining trade and climate impact data, our analysis proceeds in three steps. First, we use network community detection to analyse how the concentration of global production in present-day trade communities may become disrupted with climate change impacts. Second, we study how countries may change their network position following climate change impacts. Third, we study the total climate-induced change in production plus import within trade communities. Results indicate that the stability of food trade network structures compared to today differs between crops, and that countries’ maize trade is least stable under climate change impacts. Results also project that threats to global food security may depend on production change in a few major global producers, and whether trade communities can balance production and import loss in some vulnerable countries. Overall, our model contributes a baseline analysis of cross-border climate impacts on food trade networks.
