This paper describes and critiques how surveillance is situated and evolving in higher education settings, with a focus on the surveillance of teaching and learning. It argues that intensifying practices of datafication and monitoring in universities echo those in broader society, and that the Covid-19 global pandemic has both exacerbated these practices and made them more visible. Surveillance brings risks to learning relationships and academic and work practices, as well as reinforcing economic models of extraction and inequalities in education and society. Responses to surveillance practices include resistance, advocacy, education, regulation and investment, and a number of these responses are examined here. Drawing on scholarship and practice, the paper provides an in-depth overview of this topic for people in university settings including those in leadership positions, learning technology roles, educators and students. The authors are part of an international network of researchers, educators and university leaders who are working together to develop new approaches to surveillance futures for higher education. Authors are based in Canada, South Africa, the United Kingdom and the United States, and this paper reflects those specific contexts.

This briefing paper on Open Practices is based on outcomes of the UK OER programme (phase 2). It was produced by the UK OER support and evaluation team in February 2012 to review evidence of relations between use and reuse of open educational resources and other aspects of open practice in education.

This paper examines key factors influencing the creation and release of Open Educational Resources (OER). The data was collected as part of an evaluation of a national programme aiming to release large numbers of OER: the Higher Education Funding Council for England (HEFCE) Open Educational Resources Programme. Data was collected across projects in 29 universities and colleges nationwide, examining open release of educational resources by individuals, institutions and national subject centres. A range of factors impacting upon OER creation and release emerged including the underlying motivations to openly release resources, legal and quality issues, resource hosting and long-term sustainability issues.

Understanding the reality of how course design occurs is crucial to applying the principles that underpin designing for learning in technology-enabled contexts. Although a myriad of educational rationales and design tools are available, the process of designing for learning within a course setting is a complex process. While the primary aim of designing for learning is to create pedagogically effective courses, now teachers and learning designers are frequently being asked to do something much more ambitious – to design courses that contribute to a radical transformation of the curriculum across an institution. Can design for learning meet this ambitious aim? This chapter reviews how attempts to transform the curriculum have progressed and what we have discovered about how to support practitioners through such design processes. It makes recommendations for how the field of learning design could respond to institutional imperatives for radically redesigned, technology-rich curricula.

Introduction: the future for learners' experiences\ud The opening paragraphs of any recent policy documents are a testimony to the recognised importance of e-learning in education. As the case studies in this book also attest, e-learning models and theories, simulations, computer modelling and social software are now an integral part of most learners' experience and environment. Similarly, institutions now recognise the strategic importance of ICT and have central policies in place to ensure that there is a technical infrastructure available to support all aspects of the learner's lifecycle; from recruitment through to assessment.
