L’étude des transitions durables a produit depuis presque vingt ans un cadre d’analyse très dense mais critiqué pour sa faible prise en compte des phénomènes spatiaux. Cet article mobilise les apports de l’approche sur les proximités pour éclairer cette dimension spatiale. Après une proposition de typologie de la place des processus spatiaux dans la littérature francophone sur la transition énergétique, il croise les réflexions issues de la géographie des transitions avec l’approche de la proximité et les applique au cas des divergences qui ont émergé à la fin des années 2000 autour de projets industriels de cogénération biomasse lancés par la Commission de régulation de l’énergie. L’analyse des observatoires mis en place en Auvergne-Rhône-Alpes à cette période montre l’échec de ces projets. Ces observatoires sont analysés comme un mouvement de rapprochement de la ressource ainsi que la mise en place de jeux de pouvoirs multiscalaires. Au final, des éléments sont proposés pour alimenter la réflexion sur la géographie des transitions.

International audience; This chapter develops a specific concept, the socio-energy node (SEN), to helpunderstand energy assemblages in urban spaces. The SEN concept broadens the scope of planning tourban-energy interaction, the better to understand three main points. First, it informs questions abouthow to upgrade large energy networks and hybridize them with self-sufficient energy loops. Second, itreveals elements of energy socio-technical regimes that stimulate or hamper urban energy transition.Lastly, it aims to provide support for energy planners when modelling multi-actor energy systems. Wetherefore emphasize the importance of qualifying relationships between energy and urban-planningstakeholders and propose a method for implementing – and reconsidering – energy planning in cities,by breaking energy systems down into SENs and by studying how they “plug into" geographicconfigurations.

The way this relation impacts our approach to energy transition is a current issue for research. Implementing renewable energy sources in built-up areas challenges incumbent supply chains and large technical systems, especially for electricity, gas and heat. Approaches to transition such as the Multi-Level Perspective (MLP) highlight the transformation of socio-technical regimes but have been criticised for overstating stability of regime and for overlooking spatial (and consequently urban) processes. Other concepts are required in order to understand local and non-local relationships between niches and regimes. This paper suggests a constructivist and pragmatic concept for urban energy transition, the Socio-Energetic Node (SEN), thanks to which actors and artefacts can be traced within energy networks. The SEN is a group of elements, which collects, converts and/or supplies energy, built by a decision-maker interacting with stakeholders and regime rules. Having identified SENs in four French eco-districts, we observed how they took shape around continuous energy flows and across decision-making boundaries, highlighting how spatial-scale and place-specificity impact on energy transition.

International audience; Les énergies renouvelables peuvent être activées au plus près de la consommation contrairement aux ressources fossiles (nucléaire, fuel, gaz, etc.) dont les réseaux de distribution ont façonné la ville tout au long du XXe siècle. Des acteurs de la ville conçoivent d’ores et déjà de nouveaux agencements articulant ces grands réseaux, des circuits courts émergents et les possibilités d’autoconsommation et stockage. Basés sur des technologies maîtrisées mais jusqu’alors peu déployées à l’échelle urbaine, ces agencements novateurs esquissent une transition énergétique encore difficile à cerner.L’approche multi-niveaux (Berkhout et al., 2004) considère que de multiples innovations locales peuvent progressivement changer le régime sociotechnique prééminent, un régime étant défini comme un ensemble cohérent de systèmes sociotechniques, d’organisations et de règles stables sur une longue période. Analysant quatre écoquartiers français (Sainte-Geneviève, Nanterre ; Bastille, Fontaine ; De Bonne, Grenoble et Issygrid), nous montrons que les territorialités de l’énergie renouvelable – et les flexibilités entre production et consommation qu’elles induisent– esquissent une des recomposition entre les régimes de l’énergie (électricité, gaz, chaleur...). Redistribuant les échelles de solidarité et de décision, les réagencements en cours questionnent les choix de société. Ainsi, l’avenir de l’énergie en ville – et au-delà- est loin d’être tracé tant il dépendra de choix politiques. Après le panorama des régimes sociotechniques en place et des options émergentes les bousculant, ce chapitre décrit les dynamiques d’acteurs en milieu urbain observées dans quatre écoquartiers énergétiquement novateurs. Il met ensuite en regard les régimes énergétiques et des enjeux politiques et territoriaux.

In the French region Rhône-Alpes, the resource is abundant but hardly accessible due to the sharp relief. Thus, developing energy wood is constricted by a series of challenges. The question addressed in this note is how can be built a shared approach, organized by groups from different sectors.At national scale, the compartmentalization of energy and forest policies induces coordination issues for the actors at regional scale. Energy wood is a by-product for these two sectors. Hence, they face issue to coordinate with each other. Accessing information about regional resource availability and consumption are key issues for actors. In the 1980s and the 1990s, local and regional initiatives were progressively structured. Then, in the 2000s, incentives for important boilers and combined heat and power aroused tensions. New configurations resulted from these changes, more or less resistant, to adapt to this new demand. First, demonstrations were made, and then experiences from these demonstrations were discussed in groups. Collectives dedicated to energy wood emerged, based on these groups, with new importance to some actors, like the representatives of the French national agency for environment and energy (ADEME) at local scale, or the energy technology cluster, Tenerrdis, at regional scale, as regional leaders. Indeed, the need for database providing enough information about resource availability and consumption highlighted the importance of these actors. The openness of such database is an important question and so is their aim: help to settle the future national policies, facilitator for local leadership, commercial use for sector actors or prevention to wood smoke pollution? In several other French regions exist different other attempts to provide such database, for instance in the adjacent Auvergne region, but the Rhône-Alpes region gather different observatories, in particular regarding air quality and local leadership.Our work suggests that the different policies related to energy wood face difficulties to converge and set up goals shared by both the energy sector and the forest sector. Observatories and database about resource availability and consumptions represent an important issue to arouse a common intelligence between these different collectives., Dans une région française, Rhône-Alpes, où la ressource est abondante mais difficilement accessible du fait notamment d’un relief marqué, le développement du bois-énergie présente plusieurs défis. La question posée par cette note est celle des modalités de construction d’une démarche commune structurée par des groupes d’acteurs appartenant à des filières différentes.Le cloisonnement à l’échelle nationale des politiques de l’énergie et de la forêt pose en effet des problèmes de coordination au niveau régional pour les différents acteurs. Le bois-énergie demeure un coproduit entre ces deux filières qui, de ce fait, se coordonnent difficilement. L’accès à l’information quant à la ressource disponible en termes d’accessibilité et aux consommations déjà existantes est un enjeu primordial pour les acteurs. La structuration progressive dans les années 1980 et 1990 des initiatives locales puis régionales s’est difficilement accommodée de l’arrivée de projets de très forte puissance dans les années 2000. De nouvelles configurations d’acteurs se sont dessinées, plus ou moins solides, afin de s’adapter à cette nouvelle demande. Passant par des opérations pilotes destinées à servir de démonstrations et de base d’expérience pour les acteurs, discutées ensuite en groupes de travail, ces configurations ont fait émerger de nouveaux collectifs dédiés au bois-énergie. Certains acteurs publics extérieurs aux administrations et agences de l’État ont pris une importance nouvelle au cours de cette période, comme les Espaces info-énergie, ou le pôle de compétitivité Tenerrdis en tant qu’animateurs de la filière. En effet, le besoin de pilotage de bases de données offrant une visibilité sur la ressource et les consommations a permis de mettre en valeur cette catégorie d’acteurs. La question de l’ouverture de ces bases de données se pose activement, ainsi que celle de leur finalité : aide à la préparation de futures politiques nationales, facilitation de l’animation locale, utilisation par les professionnels pour alimenter leurs démarches commerciales, prévention des enjeux de pollutions aux particules fines ? Il existe, dans d’autres régions, différentes tentatives pour porter des outils de connaissance du bois en tant que combustible (en Auvergne par exemple), mais Rhône-Alpes concentre plusieurs observatoires, relevant de plusieurs de ces questions, notamment la question de la qualité de l’air et celle de l’animation locale.Au final, nous montrons que les différentes politiques dont le bois-énergie relève rencontrent des difficultés pour converger et mettre en place des objectifs partagés entre forêt d’un côté et énergie et climat de l’autre. Les observatoires et bases de données sur la ressource et les consommations existantes représentent un enjeu important pour qu’émerge une intelligence commune à ces différents collectifs.

International audience; In France, since 2005, national energy policies have been started to promote fuelwood. Thepoint of the paper is to investigate how fuelwood is a boundary object which forces traditionalforest actors to change their management by confronting them with new actors. Three groupsare involved in elaborating new policies for fuelwood: forestry, energy and territorial actors.The aim of the policies is to develop what is presented both as an opportunity to enhanceharvesting economics and to develop a renewable and local energy, necessary to achieve theEuropean Union climate and energy package targets for 2020. However, in France it appearsthat these actors have considerable difficulties to work together, even with the intervention ofpublic authorities. These difficulties are reinforced by decentralization processes which hadbeen at work for the last 25 years.Historically centralized, forest policy has been impacted by the increasing importance givento environmental and agricultural problems, the growing power of European over nationalpolicies and the introduction of new public policy instruments. Hence, the importance of theState has been decreased and sectoral forest actors empowered. Priority was given to timberduring the 19 th and 20 th centuries. Therefore, forest actors consider fuelwood as the ultimatepromotion for wood products. To the contrary, the top-down approach of energy actorsconsiders energy as the foremost issue, supported by national policies promoting renewableenergies to meet the EU 2020 targets. The tension between these decentralization processesand the top-down approach of energy actor suggest that scale is a key issue between theseactors. This issue was studied by an important geographic literature for the last 30 years(Herod, 2011).Methodologically, the research uses semi-structured interviews conducted with differentstakeholders in two French regions (Rhône-Alpes and Auvergne) and information collected inmeetings of actors from local to national scale.The paper starts with the changes implied in forest governance by the development offuelwood. Secondly, the cohabitation between different users and different sizes of heatingsystem is analysed, then briefly illustrated through two case studies. Finally, we discuss theimportance of scale and how fuelwood highlights specific scalar structuration.

During the last decade, fuelwood has developed in the alpine territories under voluntarist policies. Facing a next shortage of sawmill by-products, widely used for paper, chipboards and pellets, forest chips are bound to develop for industrial or local use. This is an opportunity for the alpine forests and territories, of which, nevertheless, vulnerability must be taken in account. Studying policies and instruments shows very contrasted approaches, which could generate tensions on the resource, and behaviors in possible contradiction with de development of a true green energy, such as: increase of transport lengths and then of pollutants emissions, degradation of the environment, and loss of the multifunctionality of the forests.
