Many governments have set ambitious targets for tree planting and increased woodland cover as a key part of actions to reach net‐zero carbon emissions by 2050. However, many uncertainties remain concerning how and where to expand tree cover, what species to plant, and how best to manage new plantations. Much contemporary forestry has been based on even‐aged monocultures, largely because of perceived advantages for timber production. However, in order to play a key role in climate change mitigation future forests will have to achieve timber production (and wider ecosystem service provision) alongside resilience to biotic and abiotic challenge. It is therefore crucial that appropriate informed decisions are made with regard to the structure, composition, and planning of future forests, in order to provide sustainable solutions that provide environmental, economic, and health benefits to society. Genetically diverse, mixed, and irregular forests, with their higher biodiversity and niche complementarity, are promising new forest configurations for regulating the water cycle, storing carbon, and delivering other goods and services. In the following discussion, we have used UK information to illustrate the benefits of mixed woodland versus monocultures and highlighted current issues related to government initiatives and policies for current and future forests. Decarbonizing industrial sectors is a critical global challenge, involving the creation of new industrial spaces—'net zero industrial clusters'—co‐locating energy sectors and 'hard‐to‐abate' industries such as oil refining and steelmaking. This paper provides the first empirically grounded geographical investigation of these emerging spaces. It employs a place‐based research agenda to unpack how UK net zero industrial clusters (ICs) are imagined and emplaced in policy and industry discourses through place‐based naming, spatial configuring and mapping activities. By conducting document analysis, 33 in‐depth stakeholder interviews and five field trips to three UK case studies, we show how cluster imaginaries vary across cases and policy contexts in terms of constituents, focus and purpose. Ontological complexity is compounded by different rationales among stakeholders in configuring clusters and by contested cluster naming and boundary setting. This ambiguous, evolving spatiality raises important political and justice concerns over who and where is excluded in cluster building. These findings advance the geographies of low‐carbon transitions by showing: (1) ways that ICs' spatial embeddedness, which underlies cluster spatial configurations, helps increase industry actors' recognition of their economic, social and cultural ties with the places of their making, even if this risks path dependency; (2) how fluid cluster boundaries, reflected in cluster names and maps, emphasize the value of a network topology of scale to enable spatially inclusive, multi‐scalar climate mitigation. Finally, we argue that a place‐sensitive net zero policy mindset is vital for fulfilling ICs and the UK's decarbonization potential in a manner that is both fair and locally grounded. Achieving ambitious carbon reduction targets requires transformative change to society, with behaviour change playing an important role. Climate change mitigation ('net zero') policies are needed to accelerate and support such behaviour change. This study examined factors and framing effects in public support for net zero policies in the United Kingdom (UK), making use of a large probability sample (ntotal = 5,665) survey conducted in August 2021. It found that net zero policies are widely supported, with only taxes on red meat and dairy products being supported by less than half of the UK public. Climate worry and perceived fairness were the strongest and most consistent predictors of policy support for net zero policies. The results further suggest that support for net zero policies can be increased by emphasising the co-benefits of the policies, in particular where they are beneficial for health. However, the framing effects were very small. In contrast, public support for net zero policies is lower when potential lifestyle and financial costs are mentioned. This suggests that perceived fairness of the distribution of costs and lifestyle implications of policies are crucial for building and maintaining support for net zero. [ABSTRACT FROM AUTHOR]

Background: Evidence is needed to support local action to reduce the adverse health impacts of climate change and maximise the health co-benefits of climate action. Focused on England, the study identifies priority areas for research to inform local decision making. Methods: Firstly, potential priority areas for research were identified from a brief review of UK policy documents, and feedback invited from public and policy stakeholders. This included a survey of Directors of Public Health (DsPH) in England, the local government officers responsible for public health. Secondly, rapid reviews of research evidence examined whether there was UK evidence relating to the priorities identified in the survey. Results: The brief policy review pointed to the importance of evidence in two broad areas: (i) community engagement in local level action on the health impacts of climate change and (ii) the economic (cost) implications of such action. The DsPH survey (n = 57) confirmed these priorities. With respect to community engagement, public understanding of climate change's health impacts and the public acceptability of local climate actions were identified as key evidence gaps. With respect to economic implications, the gaps related to evidence on the health and non-health-related costs and benefits of climate action and the short, medium and longer-term budgetary implications of such action, particularly with respect to investments in the built environment. Across both areas, the need for evidence relating to impacts across income groups was highlighted, a point also emphasised by the public involvement panel. The rapid reviews confirmed these evidence gaps (relating to public understanding, public acceptability, economic evaluation and social inequalities). In addition, public and policy stakeholders pointed to other barriers to action, including financial pressures, noting that better evidence is insufficient to enable effective local action. Conclusions: There is limited evidence to inform health-centred local action on climate change. More evidence is required on public perspectives on, and the economic dimensions of, local climate action. Investment in locally focused research is urgently needed if local governments are to develop and implement evidence-based policies to protect public health from climate change and maximise the health co-benefits of local action. Background: Climate change is one of the greatest threats to public health in this century. The UK is one of six countries that has enshrined in law a commitment to become net zero by 2050. However, there is a lack of guidance and structure for local government in the UK, which has responsibility for public health, to reach this goal and help their communities mitigate and adapt to the health and health inequality impacts of climate change. This study aimed to identify common barriers and facilitators related to addressing the health and health inequality impacts of climate change in local governments. Methods: Using Normalisation Process Theory, we developed a two-round survey for people working in local authorities to identify the barriers and facilitators to including the health and health inequality impact of climate change in their climate action plans. The survey was delivered online via Qualtrics software. In the first-round respondents were able to express their views on barriers and facilitators and in the second round they ranked common themes identified from the first round. Two hundred and fifty people working in local government were invited to take part and n = 28 (11.2%) completed the first round of the survey and n = 14 completed the second round. Thematic analysis was used in Round 1 to identify common themes and weighted rankings were used to assess key barriers and facilitators in Round 2. Results: Key facilitators were the need to save money on energy, and successful partnership working already in place including across local government, with local communities and external stakeholders. Key barriers were insufficient staff, resources and lack of support from management/leaders, and lack of local evidence. Conclusion: To mitigate and adapt to the health impacts of climate change, local government must nurture a culture of innovation and collaboration to ensure that different departments work together This means not just working with external partners, but also collaborating and co-producing with communities to achieve health equity and mitigate the debilitating effect of climate change on public health. With this paper we explore and discuss the priorities of and possible goal conflicts between authenticity and climate change in heritage gardens. How can climate change mitigation, adaptation, resilience, and cultural heritage conservation be combined in heritage gardens? Our study was guided by the following research question: How do gardeners negotiate climate change and authenticity in heritage gardens? From Rachel Carson's Silent Spring in the 1960s through to the 2002 report Gardening in the Global Greenhouse and the recent Gardening in a Changing World in 2022 mankind's impact on the environment and the emerging climate change has been the focus of increasing attention. By investigating and interviewing multiple gardeners our objective was to pinpoint common challenges, as well as what can be learned from one another within the field of gardening and heritage conservation. The case study method was adopted for this study, involving three head gardeners in the United Kingdom. Interviews were conducted with Joseph Atkin at Aberglasney Gardens, Claire Greenslade at Hestercombe Gardens, and Steve Lannin at Iford Manor about their expertise and knowledge. The gardeners expressed concern regarding climate change and the challenges it poses. The interviewees shared their experience with drought, reduced use of pesticides and herbicides, and the peat legislation in relation to their role as head gardeners. We argue that authenticity and the traditional gardening practised before the advent of power tools, plastic, peat issues, and uninformed transportation can be part of the solution to loss of biodiversity and climate change. Greenhouse gas stabilisation in the atmosphere is one of the most pressing challenges of this century. Sequestering carbon in the soil by changing land use and management is increasingly proposed as part of climate mitigation strategies, but our understanding of this is limited in quantitative terms. Here we collate a substantial national and regional data set (15790 soil cores), and analyse it in an advanced statistical modelling framework. This produced new estimates of the effects of land use on soil carbon stocks in the UK, different in magnitude and ranking order from the previous best estimates. Soil carbon stocks were highest in woodlands, followed by rough grazing and semi-natural grasslands, then improved grasslands, and lowest in croplands. Estimates were smaller than the previous estimates, partly because of new data, but mainly because the effect is more reliably characterised using a logarithmic transformation of the data. With the very large data set analysed here, the uncertainty in the differences among land uses was small enough to identify consistent mean effects. However, the variability in these effects was large, and this was similar across all surveys. This has important implications for agri-environment schemes, seeking to sequester carbon in the soil by altering land use, because the effect of a given intervention is very hard to verify. We examined the validity of the "space-for-time" substitution, and although the results were not unequivocal, we estimated that the effects are likely to be over-estimated by 5-33%, depending upon land use. We present the results of a study on the climate forcing effects of replacing coal for power generation in the United Kingdom (UK) with wood pellets produced in northern Ontario, Canada. Continuous wood pellet production from two biomass sources were considered: fiber from increased harvesting of standing live trees (stemwood scenario) and from harvest residue provided by ongoing harvesting operations (residue scenario). In both scenarios, biomass was collected from harvesting operations in two forest management units (FMUs) with contrasting harvest residue treatments: natural decay of slash piles in the Hearst FMU and slash pile burning in the Kenora FMU. Life cycle emissions associated with wood pellets were assessed for production, transportation, and combustion to replace coal at a hypothetical power generating station in the UK. Greenhouse gas (GHG) emissions and removals in wood pellet and coal scenarios were assessed using two methods: global warming potential (GWP)-based mass balance and dynamic life cycle assessment (LCA) approaches. In the stemwood scenario, climate change mitigation from replacing coal with wood pellets was not achieved within the study timeline (2020–2100). In the residue scenario, immediate climate change mitigation was achieved with fiber sourced from the Kenora FMU where the current practice is to burn slash piles; for the Hearst FMU, where slash is allowed to decompose in the forest, climate change mitigation occurred 11.6 and 3.1 years after biomass collection began, as assessed by the mass balance and dynamic LCA methods, respectively. The vehicle emissions testing programme was conducted by the UK Department of Transport in 2016 in response to emissions tampering exposed in the Volkswagen (VW) emissions scandal. The programme identified large emissions discrepancies between real-world and in-lab testing across a range of Euro 5 and Euro 6 diesel passenger vehicles. The large vehicle test fleet reflects the current challenges faced in controlling vehicle emissions. This paper presents the following findings: NOx emissions are altered due to exhaust gas recirculation mismanagement. A new Real-Life Emissions methodology is introduced to improve upon the current Real Driving Emissions standard. A large and concerning emissions divergence was discovered between the achieved NOx improvement and deterioration of CO2. The findings act as catalysts to improve vehicle emissions testing beyond standards established since the VW scandal, aiding in the development of better climate change mitigation strategies and bring tangible air quality improvements to the environment. An increase in extreme weather events is leading to increased flood occurrence and risk in many areas. Although climate mitigation strategies are being implemented, it is widely accepted that societies must adapt to climate variability and climate change. Traditional climate change impact studies have used projections for future time‐slices, often for a range of possible emissions scenarios. Recently however, there has been a move to instead consider climate change impacts relative to global mean surface temperature (GMST) change, to try to encourage action to avoid the more severe impacts from higher GMST changes. To support adaptation planning, more localised information on impacts is required. Here, data on the potential range of changes in flood peaks is generated by combining flood response surfaces and the new UK Climate Projections 2018, for every river cell on a 1 km grid across Britain, for GMST changes of 1–4.5°C. The results show significant spatial variation, with impacts typically higher in the west than the east, and generally increasing with GMST change. Some southern regions show flood peak changes accelerating with GMST change. The changes in flood peaks can be translated into changes in flood inundation and associated flood risk under alternative adaptation assumptions. [ABSTRACT FROM AUTHOR]

Subtidal seabed sediments are one of the planet's biggest organic carbon stores, but have been poorly considered in nature‐based climate change mitigation. Protection of the seabed is predominantly through establishment of marine protected area (MPA) networks, but their emphasis on biodiversity may limit their carbon value. The United Kingdom has one of the most extensive networks of MPAs in the world, yet damaging human activities are excluded from only a small portion. We calculate that full protection of the MPA network would offer limited carbon benefit, due to below average organic carbon stocks and disturbance from mobile fishing gears when compared to the entire U.K. seabed. We find that inshore exclusion zones (where mobile gears are restricted from nearshore areas to benefit biodiversity and low‐impact fishers) could offer greater carbon benefits compared to MPAs. However, neither of these biodiversity‐focused protection strategies are as effective for seabed carbon as targeted protection. [ABSTRACT FROM AUTHOR]

Soils have the potential to sequester and store significant amounts of carbon, contributing towards climate change mitigation. Soil carbon markets are emerging to pay farmers for management changes that absorb atmospheric carbon, governed by codes that ensure eligibility, additionality and permanence whilst protecting against leakage and reversals. This paper presents the first global comparative analysis of farmland soil carbon codes, providing new insights into the range of approaches governing this global marketplace. To do this, the paper developed an analytical framework for the systematic comparison of codes which was used to identify commonalities and differences in approaches, methods, administration, commercialisation and operations for 12 publicly available codes from around the world. Codes used a range of mechanisms to manage additionality, uncertainty and risks, baselines, measurement, reporting and verification, auditing, resale of carbon units, bundling and stacking, stakeholder engagement and market integrity. The paper concludes by discussing existing approaches and codes that could be adapted for use in the UK and evaluates the need for an over-arching standard for soil carbon codes in the UK and internationally, to which existing codes and other schemes already generating soil carbon credits could be assessed and benchmarked. Tree planting now forms a major part of the UK climate mitigation strategy, with targets to increase the forest cover from the current 13% to 17%–20% by 2050. A tree planting strategy on this scale requires a significant amount of planning, bringing together expertise from a wide range of practitioners. We highlight four key reasons why fungi should be considered in tree planting strategies: 1. Fungi can cause severe tree disease. 2. Fungi can cause significant human health burdens. 3. Forest soil carbon and nutrient cycling is controlled by fungi. 4. Climate change is already affecting fungi. Following from these four reasons, we explore the ways in which the negative effects of fungi, such as plant and human disease, can be mitigated against, whilst also protecting and promoting the benefits of fungi in carbon storage and biodiversity. Based on this, we outline seven guidelines which should be integrated into existing tree planting guidelines and UK policy: A. Monitor tree fungal disease emergence and spread, including in source material trade (e.g. seeds and saplings). B. Choose tree species combinations appropriate to the specific habitat and appropriate for biodiversity and carbon storage goals. C. Develop and implement a widely accessible fungal spore forecast to complement existing pollen forecasts. D. Protect existing ancient and mature woodlands. E. Promote planting on suitable land types, avoiding grasslands and wetlands. F. Assess proposed and existing forest sites, ideally using a combination of fungal fruit body surveys and eDNA techniques. Against the backdrop of a fragmented and evolving governance landscape, this paper examines how effective climate commissions are in engaging the public to co-produce local climate action in the UK. Climate commissions are emerging amid heightened concerns regarding the top-down style of policymaking on climate change and resource-constrained local authorities. However, less is known about how they engage the public who are pivotal for climate action, both in signalling greater ambition from governments and through their own mitigation and adaptation efforts. This paper draws on qualitative interviews with an array of individuals both inside and outside climate commissions in the UK, and utilises Cash's theoretical framework of 'salience, legitimacy and credibility' to assess how effective climate commissions are in engaging the public to co-produce local climate action. The findings indicate a discernible chasm between commissions and the broader public. Equally however, they provide hopeful perspectives into the effect that more collaborative engagement, that speaks to local concerns and leverages local knowledge, would have on commissions' 'salience, legitimacy and credibility' and, additionally, the legitimacy of local authorities. Moreover, they suggest that deeper collaboration with local networks of community groups, who are not yet represented on commissions, could foster more sustained climate action. Maximising resource‐use efficiency, productivity and environmental sustainability are all fundamental requirements to raise global food production by ~70 per cent in order to feed a world population of ~9.7 billion people by 2050. Perhaps the most vital resource within our capacity to achieve this goal is our soil. Broadly, the fundamental question concerns whether or not satisfying this production demand will accelerate soil degradation, climate change, and the loss of soil carbon stocks. This paper builds upon the outputs of the UK Charity 'Food & Farming Futures' (chaired by Lord Curry of Kirkharle) virtual workshop held on 23 March 2021, entitled 'Capturing the Potential of Soil'. The event focussed on the link between soil health, primarily soil organic carbon (SOC), and agricultural productivity. Supported with commentaries by Professor Pete Smith (University of Aberdeen and Science Director of the Scottish Climate Change Centre of Expertise) and Professor Steve McGrath (Head of Sustainable Agricultural Sciences at Rothamsted Research), specific focus will be given to the research challenges within the UK's ability to improve soil health and functionality, the implementation priorities that must be held in order to improve soil management by 2050 and what the potential co‐benefits could be. These co‐benefits were scattered across environmental, economic, social and political issues, yet they may be summarised into six primary co‐benefits: developing natural capital, climate change mitigation, carbon trading, improvements in crop yield, animal performance and human health (nutrition). Additionally, the main barriers to improved soil management practices are centred on knowledge exchange‐regarding agri‐environmental techniques—whilst the most impactful solutions rely on soil monitoring, reporting and verification. What makes a climate story effective? We examined if short fiction stories about everyday pro-environmental behaviours motivate climate policy support, and individual and collective climate action in a nationally representative experiment (N = 903 UK adults). The story featuring protagonists driven by pro-environmental intentions (i.e., the intentional environmentalist narrative) increased participants' support for pro-climate policies and intentions to take both individual and collective pro-environmental actions, more so than did stories featuring protagonists whose pro-environmental behaviours were driven by intentions to gain social status, to protect their health, and a control story. Participants' stronger feelings of identification with the protagonist partially explained these effects of the intentional environmentalist narrative. Results highlight that narrating intentional, rather than unintentional, pro-environmental action can enhance readers' climate policy support and intentions to perform pro-environmental action. Therefore, the intentions driving pro-environmental action may have implications for the extent to which observes identify with the actor and take pro-environmental action themselves. Harmonious coexistence between humans, other animals and ecosystem services they support is a complex issue, typically impacted by landscape change, which affects animal distribution and abundance. In the last 30 years, afforestation on grasslands across Great Britain has been increasing, motivated by socio-economic reasons and climate change mitigation. Beyond expected benefits, an obvious question is what are the consequences for wider biodiversity of this scale of landscape change. Here, we explore the impact of such change on the expanding population of common buzzards Buteo buteo, a raptor with a history of human-induced setbacks. Using Resource-Area-Dependence Analysis (RADA), with which we estimated individuals’ resource needs using 10-day radio-tracking sessions and the 1990s Land Cover Map of GB, and agent-based modelling, we predict that buzzards in our study area in lowland UK had fully recovered (to 2.2 ind km−2) by 1995. We also anticipate that the conversion of 30%, 60% and 90% of economically viable meadow into woodland would reduce buzzard abundance nonlinearly by 15%, 38% and 74%, respectively. The same approach used here could allow for cost-effective anticipation of other animals’ population patterns in changing landscapes, thus helping to harmonize economy, landscape change and biodiversity. The Glastir Monitoring and Evaluation Programme (GMEP) ran from 2013 until 2016, and was probably the most comprehensive programme of ecological study ever undertaken at a national scale in Wales. The programme aimed to (1) set up an evaluation of the environmental effects of the Glastir agri-environment scheme and (2) quantify environmental status and trends across the wider countryside of Wales. The focus was on outcomes for climate change mitigation, biodiversity, soil and water quality, woodland expansion and cultural landscapes. As such, GMEP included a large field survey component, collecting data on a range of elements including vegetation, land cover and use, soils, freshwaters, birds and insect pollinators from up to 300 1 km squares throughout Wales. The field survey capitalised upon the UKCEH Countryside Survey of Great Britain, which has provided an extensive set of repeated, standardised ecological measurements since 1978. The design of both GMEP and the UKCEH Countryside Survey involved stratified-random sampling of squares from a 1 km grid, ensuring proportional representation from land classes with distinct climate, geology and physical geography. Data were collected from different land cover types and landscape features by trained professional surveyors, following standardised and published protocols. Thus, GMEP was designed so that surveys could be repeated at regular intervals to monitor the Welsh environment, including the impacts of agri-environment interventions. One such repeat survey is scheduled for 2021 under the Environment and Rural Affairs Monitoring and Modelling Programme (ERAMMP). Data from GMEP have been used to address many applied policy questions, but there is major potential for further analyses. The precise locations of data collection are not publicly available, largely for reasons of landowner confidentiality. However, the wide variety of available datasets can be (1) analysed at coarse spatial resolutions and (2) linked to each other based on square-level and plot-level identifiers, allowing exploration of relationships, trade-offs and synergies. Background: The anthropogenic increase of atmospheric CO2 concentration (ca) is impacting carbon (C), water, and nitrogen (N) cycles in grassland and other terrestrial biomes. Plant canopy stomatal conductance is a key player in these coupled cycles: it is a physiological control of vegetation water use efficiency (the ratio of C gain by photosynthesis to water loss by transpiration), and it responds to photosynthetic activity, which is influenced by vegetation N status. It is unknown if the ca-increase and climate change over the last century have already affected canopy stomatal conductance and its links with C and N processes in grassland. Results: Here, we assessed two independent proxies of (growing season-integrating canopy-scale) stomatal conductance changes over the last century: trends of δ18O in cellulose (δ18Ocellulose) in archived herbage from a wide range of grassland communities on the Park Grass Experiment at Rothamsted (U.K.) and changes of the ratio of yields to the CO2 concentration gradient between the atmosphere and the leaf internal gas space (ca – ci). The two proxies correlated closely (R2 = 0.70), in agreement with the hypothesis. In addition, the sensitivity of δ18Ocellulose changes to estimated stomatal conductance changes agreed broadly with published sensitivities across a range of contemporary field and controlled environment studies, further supporting the utility of δ18Ocellulose changes for historical reconstruction of stomatal conductance changes at Park Grass. Trends of δ18Ocellulose differed strongly between plots and indicated much greater reductions of stomatal conductance in grass-rich than dicot-rich communities. Reductions of stomatal conductance were connected with reductions of yield trends, nitrogen acquisition, and nitrogen nutrition index. Although all plots were nitrogen-limited or phosphorus- and nitrogen-co-limited to different degrees, long-term reductions of stomatal conductance were largely independent of fertilizer regimes and soil pH, except for nitrogen fertilizer supply which promoted the abundance of grasses. Conclusions: Our data indicate that some types of temperate grassland may have attained saturation of C sink activity more than one century ago. Increasing N fertilizer supply may not be an effective climate change mitigation strategy in many grasslands, as it promotes the expansion of grasses at the disadvantage of the more CO2 responsive forbs and N-fixing legumes. Greenhouse gas removal (GGR) is increasingly seen as a key dimension of national and international climate policy. The need to deploy a portfolio of GGR technologies in order to decarbonise sectors with the 'hardest-to-abate' emissions, particularly to achieve net-zero emissions targets, has become increasingly evident in recent years. In May 2019, the Committee on Climate Change (CCC) published a report outlining a pathway to net-zero emissions in the UK, which comprised significant contributions from engineered and land-based removals. The target of net-zero emissions has since been enshrined in UK legislation, meaning that GGR will likely be part of the UK's climate strategy. Plans for GGR deployment will therefore need to be set in motion in the short-term, in order to align with the timeframe proposed by the CCC. Despite a growing body of research examining the role governance could and should play in GGR development and deployment, there is a gap in the literature relating to the social implications of removal activities. In particular, the roles of procedural justice (PJ) and social legitimacy (SL) have not been closely examined. This study comprises an analysis of relevant legislation, combined with a series of interviews conducted in the community of Selby (a proposed location for BECCS development) in order to investigate PJ and SL in the context of GGR. It is found that the existing legal framework operates PJ as a 'tick-the-box' exercise, failing to engage a wide range of interested stakeholders or to promote meaningful engagements. Moreover, the PJ landscape for GGR is unplanned and adapted from existing legislation and cannot meet the unique needs of this novel activity, such as the need to engage the wider national public given their interest in climate change mitigation. Research in Selby corroborates these findings, revealing a range of issues with engagement procedures, including disinterest or disillusionment with processes, a lack of accessible information, and a disparity between stakeholder expectations and GGR realities. Ultimately, it is only by conducting meaningful engagements, which adequately inform and include participants, that the role of social legitimacy can truly be understood and thus leveraged. Government and consulting experts on flood mitigation generally face difficulties when trying to explain the science of extreme flooding to the general public, in particular the concept of a return period. Too often, for example, people perceive they are safe for the next 100 years after a 1:100 -year return-period flood has hit their town. UK flood practitioners therefore gave us the challenge to design an outreach tool that conceptualises the science of flooding in a way that is accessible to and directly engages the public, and in particular demonstrates what a return period is. Furthermore, we were tasked with designing a live 3-D physical model rather than a graphical or animated 2-D game on a screen. We show here how we tackled that challenge by designing, constructing, and showcasing the Wetropolis Flood Demonstrator. Wetropolis is a transportable and conceptual physical model with random rainfall, river flow, a flood plain, an upland reservoir, a porous moor, representing the upper catchment and visualising groundwater flow, and a city which can flood following extreme and random rainfall. A key novelty is the supply of rainfall every Wetropolis day. Several aspects of Wetropolis are considered. We present the modular mathematical and numerical design on which Wetropolis is based. It guided the choice of parameter values of Wetropolis, which was loosely inspired by the Leeds Boxing Day floods of the River Aire in 2015. The design model further serves as the building block and inspiration for adaptations suited to particular local demands. Moreover, the model is purposely lean and therefore quick to compute, serving flexibility in the outreach-tool design, but is less suitable for any detailed scientific validation. The constructed Wetropolis is described here in broad terms, but we include a link to a GitHub site with details to inspire other bespoke designs. The goal, again, is to facilitate new adaptations of Wetropolis for particular catchments different to the Leeds River Aire case. Our experience in showcasing Wetropolis is summarised and discussed, with the purpose of giving an overview as well as inspiring improved and bespoke adaptations. While Wetropolis should be experienced live, with videos found on the GitHub site, here we provide a photographic overview. To date, Wetropolis has been showcased to 500 to 1000 people at public workshops and exhibitions on recent UK floods, as well as to flood practitioners and scientists at various research and stakeholder workshops. We conclude with some ongoing design changes, including how people can experience natural flood management in a revised Wetropolis design. Finally, we also discuss how Wetropolis, although originally focussed solely on outreach, led to a new cost-effectiveness analysis and protocol for assessing flood-mitigation plans and inspired other physical models for use in education and water management. Aim: We compare the performance of habitat suitability models using climate data only or climate data together with water chemistry, land cover and predation pressure data to model the distribution of European grayling (Thymallus thymallus). From these models, we (a) investigate the relationship between habitat suitability and genetic diversity; (b) project the distribution of grayling under future climate change; and (c) model the effects of habitat mitigation on future distributions. Location: United Kingdom. Methods: Maxent species distribution modelling was implemented using a Simple model (only climate parameters) or a Full model (climate, water chemistry, land use and predation pressure parameters). Areas of high and low habitat suitability were designated. Associations between habitat suitability and genetic diversity for both neutral and adaptive markers were examined. Distribution under minimal and maximal future climate change scenarios was modelled for 2050, incorporating projections of future flow scenarios obtained from the Centre for Ecology and Hydrology. To examine potential mitigation effects within habitats, models were run with manipulation of orthophosphate, nitrite and copper concentrations. Results: We mapped suitable habitat for grayling in the present and the future. The Full model achieved substantially higher discriminative power than the Simple model. For low suitability habitat, higher levels of inbreeding were observed for adaptive, but not neutral, loci. Future projections predict a significant contraction of highly suitable areas. Under habitat mitigation, modelling suggests that recovery of suitable habitat of up to 10% is possible. Main conclusions: Extending the climate‐only model improves estimates of habitat suitability. Significantly higher inbreeding coefficients were found at immune genes, but not neutral markers in low suitability habitat, indicating a possible impact of environmental stress on evolutionary potential. The potential for habitat mitigation to alleviate distributional changes under future climate change is demonstrated, and specific recommendations are made for habitat recovery on a regional basis. The promotion and growth in the use of diesel fuel in passenger cars in the UK and Europe over the past two decades led to considerable adverse air quality impacts in urban areas and more widely. In this work, we construct a multi-decade analysis of passenger car emissions in the UK based on real driving emissions data. An important part of the study is the use of extensive vehicle emission remote sensing data covering multiple measurement locations, time periods, environmental conditions and consisting of over 600,000 measurements. These data are used to consider two scenarios: first, that diesel fuel use was not promoted in the early 2000s for climate mitigation reasons, and second, that there was not a dramatic decline in diesel fuel use following the Dieselgate scandal. The strong growth of diesel fuel use coincided with a time when diesel NO x emissions were high and, conversely, the strong decrease of diesel fuel use coincided with a time when diesel vehicle after-treatment systems for NO x control were effective. We estimate that the growth in diesel car use in the UK results in excess NO x emissions of 721 kt over a three decade period; equivalent to over 7 times total annual passenger car NO x emissions and greater than total UK NO x emissions of 681.8 kt in 2021 and with an associated damage cost of £5.875 billion. However, the sharp move away from diesel fuel post-Dieselgate only reduced NO x emissions by 41 kt owing to the effectiveness of modern diesel aftertreatment systems. [ABSTRACT FROM AUTHOR]

The saltmarsh carbon storage potential is a key topic in blue carbon research and climate policy. Ecosystem service valuations provide valuable information to policymakers for habitat management and climate change mitigation policies. Yet, only few saltmarsh valuation studies have included the carbon storage service in the UK context. This paper investigates how the public values saltmarsh ecosystem services, focussing on the carbon storage service. We used a choice experiment to elicit the willingness to pay (WTP) of a representative sample of the Scottish public to support interventions that would maintain or improve the provision of these services. Furthermore, we tested the effect of information on individuals' preferences and WTP with a split sample approach where one group received a treatment in the form of additional information. We found that (i) all attributes had a significant influence on individuals' choices; (ii) both groups had, on average, a positive marginal WTP for all presented ecosystem services; (iii) the treated sample had, on average, no significantly different marginal WTP for carbon storage than the control group. This paper adds to the limited literature on the saltmarsh carbon storage ecosystem service and demonstrates a developed nation's public's openness to nature-based climate change mitigation solutions. Food systems contribute 23–42% of global greenhouse gas emissions. Reducing food system emissions is an essential component of climate change mitigation, and a system-wide approach, including production, processing, trade and demand-side transformations, will be needed. Long-term analysis of greenhouse gas (GHG) emissions of food supply is crucial for informing this transformation, and understanding the processes contributing to existing trends can reveal opportunities for future mitigation strategies. To address these needs we used data on food supply, trade and emission intensity to quantify changes in GHG emissions between 1986 and 2017 resulting from food supply in the United Kingdom (UK). Uniquely, the relative contributions of supply-side and demand-side changes to historical trends in food emissions were assessed, and the gap between current UK food consumption and EAT-Lancet recommended diets was used to estimate the additional GHG emission reductions that could be achieved by shifting to the Planetary Health Diet (PHD). It was estimated that in the UK, per-capita GHG emissions from food fell by 32% (from 4.6 tCO 2 eq/capita to 3.1 tCO 2 eq/capita) between 1986 and 2017. Of this 32% reduction, 21% was due to supply-side changes (a fall in emission intensity per unit of production due to increased efficiency of farming practices), 10% was due to demand-side changes (including dietary change and waste reduction), and 2% was due to changing trade patterns. Relative to the PHD, however, the average UK citizen still greatly over-consumes beef, lamb and pork, tubers and starchy vegetables and dairy products, and under-consumes vegetables, nuts, and legumes. It was estimated that by adopting the PHD, UK per capita food emissions could be reduced by a further 42% to 1.8 tCO 2 eq/capita. These results expose the historic contributions of both supply- and demand-side changes to reductions in GHG emissions from food, and highlight the underutilised potential of dietary change in contributing to mitigation of GHG emissions from food. The UK has been one of the few countries that has successfully decoupled final energy consumption from economic growth over the past 15 years. This study investigates the drivers of final energy consumption in the UK productive sectors between 1997 and 2013 using a decomposition analysis that incorporates two novel features. Firstly, it investigates to what extent changes in thermodynamic efficiency have contributed to overall changes in sectoral energy intensities. Secondly, it analyses how much of the structural change in the UK economy is driven by the offshoring of energy-intensive production overseas. The results show that energy intensity reductions are the strongest factor reducing energy consumption. However, only a third of the energy savings from energy intensity reductions can be attributed to reductions in thermodynamic efficiency with reductions in the exergy intensity of production making up the reminder. In addition the majority of energy savings from structural change are a result of offshoring, which constitutes the second biggest factor reducing energy consumption. In recent years the contributions of all decomposition factors have been declining with very little change in energy consumption after 2009. This suggests that a return to the strong reductions in energy consumption observed between 2001 and 2009 in the UK productive sectors should not be taken for granted. Given that further reductions in UK final energy consumption are needed to achieve global targets for climate change mitigation, additional policy interventions are needed. Such policies should adopt a holistic approach, taking into account all sectors in the UK economy as well as the relationship between the structural change in the UK and in the global supply chains delivering the goods and service for consumption and investment in the UK. In the face of a changing climate, a growing number of construction firms are adopting carbon reduction targets on individual projects and across their portfolios. In the wake of the Paris Agreement, some firms are seeking a means of aligning their targets with sectoral, national and international mitigation commitments. There are numerous ways by which such an alignment can be achieved, each requiring different assumptions. Using data from the UK construction industry, this paper reviews current company commitments and progress in carbon mitigation; analyses the unique challenges in aligning construction targets, and presents a series of possible sectoral decarbonisation trajectories. The results highlight the disparity between current company targets and the range of possible trajectories. It is clear that a cross-industry dialogue is urgently required to establish an appropriate response that delivers both a widely-accepted target trajectory and a plan for its delivery. This paper is intended to stimulate and support this necessary debate by illustrating the impact of different methodological assumptions and highlighting the critical features of an appropriate response. Grasslands account for ∼30% of global terrestrial carbon (C), of which most is stored in soils and provide important ecosystem services including livestock and forage production. Reseeding of temporary grasslands on a 5-year cycle is a common management practice to rejuvenate sward productivity and reduce soil compaction, but is physically disruptive and may reduce soil organic carbon (SOC) stocks. However, research to date is limited, which impacts on the ability to optimise grassland management for climate change mitigation. To determine whether extending the time interval up to 20 years between grassland reseeding can increase stable SOC stocks, a soil survey was conducted across three UK grassland chrono-sequences comprising 24 fields on contrasting soil types. We found that grassland SOC stocks (39.8–114.8 Mg C ha−1) were higher than co-located fields in arable rotations (29.3–83.2 Mg C ha−1) and the relationship with grassland age followed a curvilinear relationship with rapid SOC stock accumulation in the year following reseeding (2.69–18.3 Mg C ha−1 yr−1) followed by progressively slower SOC accumulation up to 20 years. Contrary to expectation, all grasslands had similar soil bulk densities and sward composition questioning the need for traditional 5-year reseeding cycles. Fractionation of soils into stable mineral associated fractions revealed that coarse textured grassland topsoils (0–15 cm) were near-saturated in C irrespective of grassland age whilst loam soils reached saturation ∼10 years after reseeding. Fine-textured topsoils and subsoils (15–30 cm) of all textures were under saturated and thus appear to hold the most potential to accrue additional stable C. However, the lack of a relationship between C saturation deficit and grassland age in subsoils suggests that more innovative management to promote SOC redistribution to depth, such as a switch to diverse leys or full inversion tillage may be required to maximise subsoil SOC stocks. Taken together our findings suggest that extending the time between grassland reseeding could temporarily increase SOC stocks without compromising sward composition or soil structure. However, detailed monitoring of the trade-offs with grassland productivity are required. Waste-related methane (CH 4) emissions could account for 31% of total UK CH 4 emissions. Waste management strategies in the UK have recently changed as more waste is diverted from landfills to anaerobic digesters (AD) and composting facilities, which can be significant sources of CH 4. In this study, we combined mobile CH 4 emissions data from waste treatment facilities to perform a life cycle assessment of current biowaste treatment and potential future mitigation, including AD, in-vessel composting, incineration, and landfilling scenarios. We found that diverting biowaste from landfill to AD is an effective strategy, but it is not enough to eliminate emissions. The fugitive CH 4 emissions from anaerobic digesters have a significant impact on the environmental sustainability of waste management strategies, with upgrading the biogas into biomethane being the best option for climate change mitigation, in the case where natural gas is replaced. A change in the biowaste strategy can also reduce CH 4 emissions from the waste sub-sector analysed, from 58.2 to 30.3 kilotonnes per year, an emissions saving of approximately 52%. However, with these technologies, net-zero emissions is challenging unless the absolute minimum emissions from the treatment technologies is consistently achieved. Therefore, we strongly recommend a focus on mitigating CH 4 emissions from AD to achieve the goal of net-zero waste management. Mitigating climate change is driving the need to decarbonize the electricity sector, for which various possible technological options exist, alongside uncertainty over which options are preferable in terms of cost, emissions reductions, and energy security. To reduce this uncertainty, we here quantify two questions for the power system of Great Britain (England, Wales and Scotland): First, when compared within the same high-resolution modeling framework, how much do different combinations of technologies differ in these three respects? Second, how strongly does the cost and availability of grid-scale storage affect overall system cost, and would it favor some technology combinations above others? We compare three main possible generation technologies: (1) renewables, (2) nuclear, and (3) fossil fuels (with/without carbon capture and storage). Our results show that across a wide range of these combinations, the overall costs remain similar, implying that different configurations are equally feasible both technically and economically. However, the most economically favorable scenarios are not necessarily favorable in terms of emissions or energy security. The availability of grid-scale storage in scenarios with little dispatchable generation can reduce overall levelized electricity cost by up to 50%, depending on storage capacity costs. The UK can rely on its domestic wind and solar PV generation at lower renewable shares, with levelized costs only rising more than 10% above the mean of 0.084 GBP/kWh for shares of 50% and below at a 70% share, which is 35% higher. However, for more than an 80% renewable generation share to be economically feasible, large-scale storage, significantly more power imports, or domestic dispatchable renewables like tidal range must be available. Countries' emission reduction commitments under the Paris Agreement have significant implications for lifestyles. National planning to meet emission targets is based on modelling and analysis specific to individual countries, whereas global integrated assessment models provide scenario projections in a consistent framework but with less granular output. We contribute a novel methodology for translating global scenarios into lifestyle implications at the national and household levels, which is generalisable to any service or country and versatile to work with any model or scenario. Our 5Ds method post-processes Integrated Assessment Model projections of sectoral energy demand for the global region to derive energy-service-specific lifestyle change at the household level. We illustrate the methodology for two energy services (mobility, heating) in two countries (UK, Sweden), showing how effort to reach zero carbon targets varies between countries and households. Our method creates an analytical bridge between global model output and information that can be used at national and local levels, making clear the lifestyle implications of climate targets. Anaerobic digestion (AD) is at the interface of biowaste management, energy generation, food production and land-based carbon dioxide removal. Strategic deployment of AD requires careful scoping of interactions with prospective alternative biowaste management, energy generation technologies and land uses to ensure effective delivery of climate neutrality and circularity. There remains a need to assess the greenhouse gas (GHG) mitigation efficacy of AD in the context of future alternative (counterfactual) processes associated with differential rates of decarbonisation across energy, waste management and land (including agriculture) sectors. To address this gap, prospective life cycle assessment (LCA) is applied to AD deployment scenarios across three decarbonisation contexts, using the UK as an example. Food waste prevention and diversion to animal feed always achieve more GHG mitigation than AD, even with sustainable intensification of food and feed production. Compared with maize- or grass-biomethane transport fuel, solar electricity generation can avoid 16 times more fossil energy and afforestation can mitigate six times more GHG per hectare of land occupied. Transport biomethane is currently the most effective biogas use for GHG mitigation, but large-scale combustion of biogas for electricity or industrial heat generation is the most effective long-term option as transport is electrified and bioenergy carbon capture & storage (BECCS) is deployed. Prioritising waste prevention and diversion to animal feed (including via insect meal) instead of maximising AD deployment could simultaneously: offset an additional 10–15% of national GHG emissions; meet an additional 2–4% of national energy demand; free enough arable land to provide 20–21% of national recommended protein and kcal intake. However, AD is likely to remain the best option to manage substantial volumes of residual food wastes and manures that will remain available even if ambitious projections on waste prevention and diet change are realised. Effective climate mitigation requires international cooperation, and these global efforts need broad public support to be sustainable over the long run. We provide estimates of public support for different types of climate agreements in France, Germany, the United Kingdom, and the United States. Using data from a large-scale experimental survey, we explore how three key dimensions of global climate cooperation—costs and distribution, participation, and enforcement—affect individuals' willingness to support these international efforts. We find that design features have significant effects on public support. Specifically, our results indicate that support is higher for global climate agreements that involve lower costs, distribute costs according to prominent fairness principles, encompass more countries, and include a small sanction if a country fails to meet its emissions reduction targets. In contrast to well-documented baseline differences in public support for climate mitigation efforts, opinion responds similarly to changes in climate policy design in all four countries. We also find that the effects of institutional design features can bring about decisive changes in the level of public support for a global climate agreement. Moreover, the results appear consistent with the view that the sensitivity of public support to design features reflects underlying norms of reciprocity and individuals' beliefs about the potential effectiveness of specific agreements. There is a growing literature which examines the ways in which individualised responsibilisation of 'risky behaviours' also entails moralisation. In UK discourses about climate change, certain individualised behaviours (e.g. leaving appliances on standby) are designated as responsible and/or good and correspondingly as irresponsible and/or bad. In this context, the decision to engage or not engage in these types of behaviour can be seen as becoming increasingly moralised. Drawing on focus group discussions with members of the British lay public (participant n96), this paper brings together public(s) (re)production of and negotiated responses to the moral undertones of this aspect of climate change discourse with theories of risk, morality and responsibility to develop important insights for conceptualising climate change mitigation. To remain within acceptable limits for projected warming scenarios, inaction with respect to GHG mitigation in the short term implies a need for even larger removals of GHGs in the longer term, which can be conceptualized as a 'mitigation debt'. This paper explores the economic implications of delaying GHG mitigation through ecosystem restoration using data of a large survey (N = 1377) that included a choice experiment to elicit the public's willingness to pay (WTP) for peatland restoration in Scotland, UK. The valuation specifically considers the interaction between the timing of restoration action and long-term ecosystem resilience. We find that respondents have a substantial WTP for peatland restoration. Importantly, we find considerable benefits for early restoration action (up to £191 million annually in our case study), which is linked to an increased resilience of peatlands under future climate change. This demonstrates that delaying restoration and thus accumulating a mitigation debt has an important opportunity cost that substantially decreases the related economic benefits. Attitudes towards climate change and climate change beliefs are found to explain variation in the public's WTP. Our research strengthens the economic argument for not delaying climate change mitigation through ecosystem restoration, demonstrating that the mitigation debt also translates into a welfare loss. To fully realise the potential benefits associated with immediate mitigation using peatland restoration, however, more needs to be understood about the mechanisms that facilitate large-scale implementation in practice. Global wind resources greatly exceed current electricity demand and the levelized cost of energy from wind turbines has shown precipitous declines. Accordingly, the installed capacity of wind turbines grew at an annualized rate of about 14% during the last two decades and wind turbines now provide ~6–7% of the global electricity supply. This renewable electricity generation source is thus already playing a role in reducing greenhouse gas emissions from the energy sector. Here we document trends within the industry, examine projections of future installed capacity increases and compute the associated climate change mitigation potential at the global and regional levels. Key countries (the USA, UK and China) and regions (e.g., EU27) have developed ambitious plans to expand wind energy penetration as core aspects of their net-zero emissions strategies. The projected climate change mitigation from wind energy by 2100 ranges from 0.3–0.8 °C depending on the precise socio-economic pathway and wind energy expansion scenario followed. The rapid expansion of annual increments to wind energy installed capacity by approximately two times current rates can greatly delay the passing of the 2 °C warming threshold relative to pre-industrial levels. To achieve the required expansion of this cost-effective, low-carbon energy source, there is a need for electrification of the energy system and for expansion of manufacturing and installation capacity. In recent years, there has been a resurgence in the popularity of allotments and home- grown food in the UK. This interest is likely to increase as people become more aware of the health benefits of spending time outdoors. Climate projections for the UK indicate that over the next 20 years, winters will become warmer and wetter, and the summers hotter and drier. Most UK allotments and community gardens are a collection of individual plots whose holders are free to manage them as they wish, within site rules. The efficacy of individual efforts to collect and store rainwater is often limited as most allotment sites were laid out when water practices were a secondary consideration. Our research, which included visiting allotment sites and reviewing growing practices, suggests that grouping plots and sharing water facilities could enable plot holders to store sufficient water to meet anticipated demand for thirty rain-free days in midsummer. Although the food service sector is a major user of water, the potential for heat recovery from commercial kitchens' drain water remains largely unexplored. For the first time, we compare the life cycle environmental burdens of producing and installing a heat recovery system with the environmental credits arising from energy savings for a restaurant case study, and for the entire UK food service sector. Life Cycle Assessment was applied to determine the impacts of heat recovery systems made from different materials and comprising a heat exchanger in the shape of a concentric double-walled pipe, pipework and fittings. The design option with the smallest environmental footprint combined a heat exchanger made out of polypropylene-graphite (PP-GR) with polyethylene pipework, exhibiting 80–99% less environmental impact compared with components made out of (35% recycled) copper. Contrasting the environmental impacts of two heat recovery set-ups with energy savings shows that a PP-GR based system pays back all burdens of the seven assessed environmental impact categories, within two years, while payback times for the copper-based system vary depending on the replaced energy source, and can exceed the 10 year operational lifetime of the system. When looking at typical flow-rates in UK food outlets, net environmental savings can be realised across all analysed impact categories above a threshold water consumption of 555 L/day, using current technology. Extrapolation to the UK food service sector indicates annual greenhouse gas emission mitigation potential of about 500 Gg CO 2 equivalent. The Paris Agreement on climate change has calls for urgent, radical, and transformative actions in mitigation and adaptation, particularly in terms of reducing greenhouse gas (GHG) emission. There are many terms used to describe the process of reducing GHGs, including decarbonization, low carbon development (LCD) or low carbon transition (LCT). The conceptualization of these terms remains puzzling and there has not been any consensus to explain the meaning and their interrelationship. Clearer definition and conceptual boundaries are necessary to improve the coherence of overarching practices to cut CO 2 emission. The paper aims to review key concepts related to climate change mitigation related to the reduction of CO 2 and efforts toward net-zero emission in the academic literature, by (1) examining progress of the literature over time, (2) identifying geographical locus and sectoral focus of the literature, (3) determining the interrelationships between the key concepts. We use a Systematic Literature Review (SLR) method for data collection by selecting peer-reviewed literature from Scopus and analyzing the data with content analysis and bibliometric analysis. The findings are, firstly, the publications of the literature are influenced by global and national climate change policies and the interest of scholars affiliated to institutions from major emitter countries. Therefore, the literature is mostly originating from countries that emit the most CO 2 while also implement mitigations to reduce CO 2 emission. Secondly, China is the country where studies are mostly focused and also where the authors are affiliated/located. However, publications from the United Kingdom are cited the most. Thirdly, there are three clusters of literature found, namely that LCD and LCT are the terms used to identify visions for climate mitigation, while decarbonization is the actions and processes to achieve either LCD or LCT (as the visions). • The dynamic of climate change policies influence the literature trend. • The literature is mostly originating from major CO 2 emitter. • Low carbon development and low carbon transition are visional terms. • Decarbonization indicates the processes of decoupling CO 2 to achieve the visions. Impacts on children's health are under-represented in benefits assessments of policies related to ambient air quality and climate change. To complement our previous compilation of concentration-response (C-R) functions for a number of children's health outcomes associated with air pollution, we provide per-case monetary estimates of the same health outcomes. Our goal was to establish per-case monetary estimates for a suite of prevalent children's health outcomes (preterm birth, low birth weight, asthma, autism spectrum disorder, attention-deficit/hyperactivity disorder, and IQ reduction) that can be incorporated into benefits assessments of air pollution regulations and climate change mitigation policies. We conducted a systematic review of the literature published between January 1, 2000 and June 30, 2018 to identify relevant economic costs for these six adverse health outcomes in children. We restricted our literature search to studies published in the U.S., with a supplemental consideration of studies from the U.K. and prioritized literature reviews with summary cost estimates and papers that provided lifetime cost of illness estimates. Our literature search and evaluation process reviewed 1065 papers and identified 12 most relevant papers on per-case monetary estimates for preterm birth, low birth weight, asthma, autism spectrum disorder, and attention-deficit/hyperactivity disorder. Details are presented in full. We separately identified estimates of the lost lifetime earnings associated with the loss of a single IQ point. The final per-case cost estimates for each outcome were selected based on the most robust evidence. These estimates range from $23,573 for childhood asthma not persisting into adulthood to $3,109,096 for a case of autism with a concurrent intellectual disability. To our knowledge, this is the first time that the child-specific health outcomes of preterm birth, low birth weight, asthma, autism spectrum disorder, attention-deficit/hyperactivity disorder, and IQ reduction have been systematically valued and presented in one place. This is an important addition to the body of health-related valuation literature as these outcomes have substantial economic costs that are not considered in most assessments of the benefits of air pollution and climate mitigation policies. In general, however, the available per-case estimates presented here did not incorporate the broad societal and long-term costs and are likely underestimates. Although our context has been air pollution and climate policies, the per-case monetary estimates presented here can be applied to other environmental exposures. • A comparative societal exergy analysis of Ghana and the United Kingdom is performed. • Ghana's projected 5 %/year economic growth requires primary energy growth of 2 %/year. • Energy efficiency measures are ineffective due to economy-wide feedbacks. • Energy intensity is not an appropriate metric for primary energy reduction goals. • Absolute decoupling of energy from gross domestic product appears mission impossible. To meet climate change mitigation objectives, international institutions have adopted targets aimed at reducing or ending growth of primary energy consumption. Simultaneously, continued economic growth is forecasted to meet human development goals. Together, declining energy consumption and rising gross domestic product (GDP) is called "absolute decoupling." However, absolute decoupling is unprecedented for the world economy as a whole (since at least 1971). Is absolute decoupling "Mission impossible?" Given the high stakes, we need a clearer understanding of the extent of future energy–GDP decoupling. To gain that understanding, we perform societal exergy analyses using a novel Physical Supply Use Table framework to assess historical and future trends of primary energy consumption and economic growth for one medium human development index country and one very high human development index country, Ghana and the United Kingdom (UK), respectively. Three key results are obtained. First, we find that it will be very difficult to absolutely decouple primary energy consumption from economic activity. This is particularly true for Ghana's rapidly growing economy, where projected economic growth of 5.0 %/year will require growth of primary energy consumption of around 2.0 %/year. It is also true for the UK, where at best primary energy consumption appears constant into the future to provide a projected GDP growth of 2.7 %/year. Second, we find that energy efficiency is not an effective means to reduce primary energy consumption and associated carbon dioxide emissions due to economy-wide feedback effects, placing greater importance on decarbonizing the primary energy supply. Third, we find primary energy intensity is not an appropriate metric to measure energy reduction progress, because meeting primary energy intensity targets does not ensure absolute decoupling will occur.
