This paper analyses how the United States-Mexico-Canada Agreement (USMCA) supports digital trade and cross-border data flows, while also giving governments the scope to restrict data flows to achieve legitimate regulatory objectives. The USMCA has made significant progress developing rules for digital trade, yet more is needed. In particular, trade policy needs to address the drivers behind the significant growth in restrictions on digital trade by supporting the development of international standards and encouraging international regulatory cooperation as well as good regulatory practice. This paper outlines the key USMCA rules that are applicable to digital trade and analyses what more is needed to support digital trade and data flows consistent with domestic regulatory objectives. This paper aims to simulate total factor productivity, following the original proposal made by Cobb and Douglas (1928). Estimates with annual frequency are computed for the United States during two periods, i.e. 1899-1992 and 1933-2019. In the case of Mexico, estimates are computed for the 1993-2015 period. An income distribution in favor of capital in recent decades is found both for the United States and México. Capital share has grown in the United States from 25% in 1899-1922 to 89% in 1993-2019, while for Mexico it has been 82% for 1993-2015. Functional income distribution requires close monitoring. Background. Occupational stress is a phenomenon affecting people worldwide. Investigating occupational stress among immigrant worker populations will unravel some of the intricacies of this condition and its psychological effects on this population. Aim. This paper conceptually examined occupational stress within the context of immigrant workers' mental health and offer an operational definition to aid nurse researchers, educators, and practitioners in assessing and managing patients and developing culturally appropriate interventions for this population. Design. Walker and Avant's eight-step concept analysis is used as an organizing framework. Data Source. MEDLINE, CINAHL, OVID, PubMed, and APA Psych Info. Review Methods. Keywords job stress, immigrant work stress, occupational stress scale, immigrant work-related stress, and mental health were used. The search yielded 142 articles; 17 were selected based on the effect of work stress on mental health. Results. This analysis found that occupational stress can be attributed to communication problems, alienation, discrimination, and barriers to work-life balance can cause negative consequences among immigrants. An operational definition is also provided. Conclusion. There is a growing need to examine closely and differentiate between occupational and acculturative stress to navigate a more profound understanding of how these conditions negatively complement each other. While the majority of our Catholic schools in the United States today are far from their roots as schools run by immigrants for immigrants, the stories of immigrant teachers in our Catholic schools remain. With the majority of immigrants coming to the United States today from Mexico and Latin America, the Hispanic educators in our Catholic schools are highly diverse. A striking finding from the "Cultivating Talent" report is that nearly 40% of Hispanic teachers and 27% of Hispanic leaders in Catholic schools are immigrants, proceeding from nearly every Spanish-speaking nation, mirroring the backgrounds of students and families in their communities (Ospino and Wyttenbach, 2022). Their presence enriches the Catholic educational experience in the United States with important global perspectives. This paper aims to tell the counternarratives of immigrant teachers and shed light on the contributions they continue to bring to Catholic school communities and the challenges they face. This paper studies the possible role of US trade liberalization in explaining Puerto Rico's deindustrialization. In order to address this issue, time series techniques were used. The results of the Granger Causality Test suggest that the imports made by the US from Mexico, Canada, Ireland, and Costa Rica do not explain Puerto Rico's deindustrialization. Therefore, no causal relationship was found between the imports made by the US from its NAFTA partners and the countries where the corporations that benefited from Section 936 relocated with the deindustrialization of Puerto Rico. Besides, the impulse response exercise suggests that in the first period, deindustrialization explains its variability by 100%, and in the final period, it explains 95.47%. [ABSTRACT FROM AUTHOR]

The article presents the discussion on relevance of poverty and inequality as factors affecting the spread and mortality of the COVID-19 pandemic in Latin America. Topics include Peruvians lacking mass diagnostic testing due to the limitations intrinsic to the health system and socioeconomic inequalities; and COVID-19 vaccine strategy against vaccine hesitancy ending the pandemic and achieving sustainable recovery.

This paper finds that minimum wages of the United States and Mexico measured carefully in Purchasing Power Parity (PPP) help explain the well-documented post-2010 fall in Mexico-U.S. migration. Declining inequality also plays a role since the purchasing power of the minimum wage increased relative to the average wage in Mexico. Using time-series data, we find two positive partial correlations between minimum wages and net migration: one driven by wage differentials between the two countries and the other by wage inequality in Mexico. However, these results are found to be mediated through migrant social networks. Though relative wages are a classic migration driver, this paper is the first to explore the full minimum-average wage nexus. One clear policy implication of these results is that maintaining the real purchasing power of minimum wages helps reduce migration. This paper aims to analyze the evolution of the trilateral trade relationship between Mexico, the United States and China, and its main characteristics, from 1993 to 2020, through the application of vector autoregressive (VAR) models at different points in time. More specifically, trade links between these economies have been transformed from a first phase of little significance to a second phase with profound interrelationships since 2001, and finally to a current consolidation stage, despite the current increasingly complex environment. This paper examines the extent to which Mexican emigrants to the United States are negatively selected. Previous studies have been limited by the lack of nationally representative longitudinal data. This one uses a newly available household survey, that identifies emigrants before they leave. On average, U.S.-bound Mexican emigrants from 2000 to 2004 earn lower wages and have less (more for females) schooling than nonmigrant Mexicans, evidence of negative selection. This argues against Chiquiar and Hanson's (2005) findings. The discrepancy is primarily due to an undercount of unskilled migrants in U.S. sources and secondarily to the omission of unobservables in their methodology. [ABSTRACT FROM AUTHOR]

The article determines the effects of cognitive moral development and the impact of perceived organizational ethical climate on sales personnel. The study analyzes research from samples in Mexico and the United States, and finds a consistency in the relationship between ethical climate and individual commitment to quality as well as organizational commitment and salesperson performance. The study finds that the ethical climate of an organization positively influences commitment for U.S. salespeople but has no influence for Mexican salespeople.

The article presents comments on Ross Levine and Maria Carkovic's paper "How Much Bang for the Buck?" Levine and Carkovic apply a cross-country growth regression approach which seeks to quantify the growth effects that might flow from providing a more stable nominal environment. The paper focuses on one possible benefit of dollarization. However, the costs and benefits that would have to be weighed in making the policy decision are not considered. The author states that this research is effective and persuasive.

There will be elaborated several facts about creativity in Twenty First-Century educational reforms in six countries (The US, India, Chile, Mexico, China, and Singapore). The crucial source of the content in the paper relies on the book, "Teaching and Learning for the Twenty-First Century" (Reimeres and Chung, 2016). Nevertheless, my exploration of creativity in modern education in the six countries has a limited range. Creativity depends on three meaningful factors of education such as equality, quality and implementing modern educational reforms. The paper sheds light on similarities and differences of six countries that they experience with the three factors (equality, creativity, and implementing modern educational reforms). All countries strive to apply equality in the whole country, although, none of the countries has employed equality throughout the nation. Some countries made better progress on applying equality in education, and others are facing many obstacles with equal education throughout the country. Creativity is significant to every educational system, and it is interrelated with equality and applying modern education. The US system of education applies creativity in a few school districts. Other countries state creativity in their curriculum, but they do not use it in the classrooms at all. Six countries have different economic development, and different economic demands; therefore, they have different approaches to implementing modern educational reforms. Despite the fact all countries have dissimilarities with implementing creativity in educational reforms, they all know creativity's weight in modern education. Creativity as a first step of the innovation that defines the progress of education especially accelerates the growth of the entire economy within a society.

Purpose: The purpose of this study was to compare the perceptions of Mexican and US employees about effective and ineffective managerial behaviour. Design/methodology/approach: A qualitative multiple cross-case comparative analysis of findings obtained from two past emic replication studies of observed effective and ineffective managerial behaviour carried out in Mexico and the USA respectively was conducted. Findings: Notwithstanding the significant cultural variances between Mexico and the USA underlined by various cross-cultural studies, the findings suggest that Mexican and US employees perceive effective and ineffective managerial behaviour in a very similar manner. Research limitations/implications: While the results of the study suggest that culture may not play a significant role in the way people perceive managerial and leadership effectiveness, the authors suggest that more replication studies with larger and more balanced gender samples using different methods need to be performed in both countries. Practical implications: The findings of the study may be relevant for human resource development professionals in both countries when providing training to expatriates for international assignments. Reinforcing the set of managerial practices that are perceived as effective in these two countries and emphasizing those practices that may be particular to Mexico and the USA respectively, could lead to an improvement in the performance of Mexican executives managing in the USA and US executives managing in Mexico. The purpose of the paper is to explore novel means to overcome the controversial ban in the USA against mitochondrial replacement therapy, a form of IVF, with the added step of replacing a woman's diseased mutated mitochondria with a donor's healthy mitochondria to prevent debilitating and often fatal mitochondrial diseases. Long proven effective in non-human species, MRT recently performed in Mexico resulted in the birth of a healthy baby boy. We explore the ethics of the ban, the concerns over hereditability of mitochondrial disease and its mathematical basis, the overlooked role of Mitochondrial Eve, the financial burden of mitochondrial diseases for taxpayers, and a woman's reproductive rights. We examine applicable court cases, particularly protection of autonomy within the reproductive rights assured by Roe v Wade. We examine the consequences of misinterpreting MRT as genetic engineering in the congressional funding prohibitions causing the MRT ban by the FDA. Allowing MRT to take place in the USA would ensure a high standard of reproductive medicine and safety for afflicted women wishing to have genetically related children, concurrently alleviating the significant financial burden of mitochondrial diseases on its taxpayers. Since MRT does not modify any genome, it falls outside the "heritable genetic modification" terminology of concern to Congress and the FDA. Correcting this terminology, the IOM's conclusion that MRT is ethical, the continuing normalcy of the first MRT recipient, and increasing public awareness of the promising benefits might be all that is required to modify the FDA's position on MRT. In light of calls for improving people's skill in collaboration, this paper examines strengths in processes of collaboration of Mexican immigrant children. Sibling pairs (6-10 years old) in California were asked to collaborate in planning the shortest route through a model grocery store. On average, 14 sibling pairs with Mexican Indigenous-heritage backgrounds engaged together collaboratively as an ensemble, making decisions in common and fluidly building on each other's ideas, more often than 16 middle-class European American sibling pairs, who on average more often divided decision making into a solo activity (often ignoring the other or simply bossing the other). Siblings who spent more time collaborating fluidly as an ensemble in the shared planning task were also more likely to collaborate with initiative at home, according to their mothers, which suggests that family socialization practices may contribute to cultural differences in collaboration. Geographic Information Science (GIScience) technology has been used to document, investigate, and predict patterns that may be of utility in both forensic academic research and applied practice. In examining spatial and temporal trends of the mass disaster that is occurring along the U.S.-Mexico border, other researchers have highlighted predictive patterns for search and recovery efforts as well as water station placement. The purpose of this paper is to use previously collected spatial data of migrant deaths from Arizona to address issues of data uncertainty and data accuracy that affect our understanding of this phenomenon, including local and federal policies that impact the U.S.-Mexico border. The main objective of our study was to explore how the locations of migrant deaths have varied over time. Our results confirm patterns such as a lack of relationship between Border Patrol apprehensions and migrant deaths, as well as highlight new patterns such as the increased positional accuracy of migrant deaths recorded closer to the border. This paper highlights the importance of using positionally accurate data to detect spatio-temporal trends in forensic investigations of mass disasters: without qualitative and quantitative information concerning the accuracy of the data collected, the reliability of the results obtained remains questionable. This article explains some of the mechanisms through which corruption by high-level Mexican politicians and other organized crime members is facilitated in the United States through money laundering operations. The analysis is based on information contained in court records related to key money laundering cases, as well as in news articles and reports from law enforcement agencies. These materials highlight the interrelationships among U.S. drug use, cartel activities in Mexico, human rights abuses, Mexican political corruption, and money laundering in the United States. This work demonstrates the pervasive use of legitimate businesses and fronts in the United States as a disguise for criminal activity. Finally, it provides recommendations for a reformation of policies and penalties directed toward U.S. institutions and persons that facilitate money laundering. [ABSTRACT FROM AUTHOR]

One of the most important elements of financial crises is the credit restriction that follows and the immediate consequences it has on investment and employment. In the post-Keynesian vision, an exit from economic crises frequently requires increased demand, specifically through public expenditure and employment. Furthermore, it requires the exploration of various policies and institutional reforms that could counteract the credit rationing emerging from the first moments of the financial crisis, particularly in regard to the financing of small business. This is one of the principal lessons this paper explores when studying a sample of Mexican immigrant entrepreneurs in three cities in the United States, and their conditions of survival amid the financial crisis. The resource-infrastructure-environment (RIE) index was proposed as an alternative measure of progress which was then employed to: (1) compare the aggregate (single summary) index findings between Australia (mid-industrialised nation), Mexico (emerging economy), and the US (highly industrialised nation); and (2) compare the RIE index against the gross domestic product (GDP), human development index (HDI) and genuine savings (GS) measure. This paper builds on the previous work by assessing the seven themes and 21 dimensions which comprise the RIE index for the three aforementioned nations, as well as the associated policy implications. The results identified Australia's strength in the human resource and infrastructure themes. For Mexico, strong contributions came from the natural and generated resource themes as well as the physical environment theme, while the US performed strongly in the infrastructure themes. The comparative results of the US and Mexico illustrated that it is possible to achieve high levels of progress without an excessive reliance on high levels of production and income. This paper examines the role of migration networks in determining self-selection patterns of Mexico-U.S. migration. A simple theoretical framework shows the impact of networks on migration incentives at different education levels and how this affects the composition of migrant skills. Empirically, we find positive or education-neutral selection in communities with weak migrant networks but negative self-selection in communities with stronger networks. This is consistent with high migration costs driving positive or intermediate self-selection, as advocated by Chiquiar and Hanson (2005), and with negative self-selection being driven by lower returns to education in the United States than in Mexico, as advocated by Borjas (1987). Purpose -- The purpose of this paper is to provide a more complete theoretical model of retail e-learning assessment module use. The location (i.e. onsite versus offsite) of assessment and prior experience is treated as moderators between motivation/intention, uses, and value; and differences between subjective and objective value are investigated. Design/methodology/approach -- An exploratory, semester-long, single-course experiment was conducted using students (n = 37) from Mexico and the USA enrolled in a retail-focused marketing course at a university located near the border between the two countries. Findings -- Extrinsic and intrinsic motivations predict participants' use of e-learning assessment modules. The objective and subjective value of assessment is strongly impacted by the individual's prior performance. Location of assessment moderator is significant. Research limitations/implications -- In addition to focusing on intrinsic and extrinsic motivations, retailers should also consider the possibility that prior experience and location of assessment can affect use and value. Prior experience levels of the participants were found to affect use. Retailers are cautioned not to assume mistakenly that increased use of e-learning assessment modules results in lower performance. Rather, people that performed better in the past are less likely to use the modules. It is also found that when individuals can take the assessments offsite (e.g. at home, on the road), there is a positive impact on both objective and subjective performance. Retailers should examine the potential of permitting employees to take assessments from home (over the internet) or other remote locations. Originality/value -- The paper highlights the fact that many retailers have adopted e-learning assessment technologies that include options for either onsite assessment (e.g. kiosks/PCs in human resource/training rooms) or offsite assessment that operations management and corporate staff can perform outside the office. However, little is known about what motivates people to use e-learning assessment, and how it affects performance across these two locations for assessment. Climate change alters different localities on the planet in different ways. The impact on each region depends mainly on the degree of vulnerability that natural ecosystems and human-made infrastructure have to changes in climate and extreme meteorological events, as well as on the coping and adaptation capacity toward new environmental conditions. This study assesses the current resilience of Mexico and Mexican states to such changes, as well as how this resilience will look in the future. In recent studies (Moss et al. in Vulnerability to climate change: a quantitative approach. Pacific Northwest National Laboratory, Washington DC, ; Brenkert and Malone in Clim Change 72:57–102, ; Malone and Brenkert in Clim Change 91:451–476, ), the Vulnerability–Resilience Indicators Model (VRIM) is used to integrate a set of proxy variables that determine the resilience of a region to climate change. Resilience, or the ability of a region to respond to climate variations and natural events that result from climate change, is given by its adaptation and coping capacity and its sensitivity. On the one hand, the sensitivity of a region to climate change is assessed, emphasizing its infrastructure, food security, water resources, and the health of the population and regional ecosystems. On the other hand, coping and adaptation capacity is based on the availability of human resources, economic capacity, and environmental capacity. This paper presents two sets of results. First, we show the application of the VRIM to determine state-level resilience for Mexico, building the baseline that reflects the current status. The second part of the paper makes projections of resilience under socioeconomic and climate change and examines the varying sources and consequences of those changes. We used three tools to examine Mexico’s resilience in the face of climate change, i.e., the baseline calculations regarding resilience indices made by the VRIM, the projected short-term rates of socioeconomic change from the Boyd–Ibarrarán computable general equilibrium model, and rates of the IPCC-SRES scenario projections from the integrated assessment MiniCAM model.
