Purpose: There are major gaps in our knowledge of hereditary ocular conditions in the Asia-Pacific population, which comprises approximately 60% of the world's population. Therefore, a concerted regional effort is urgently needed to close this critical knowledge gap and apply precision medicine technology to improve the quality of lives of these patients in the Asia-Pacific region., Design: Multi-national, multi-center collaborative network., Methods: The Research Standing Committee of the Asia-Pacific Academy of Ophthalmology and the Asia-Pacific Society of Eye Genetics fostered this research collaboration, which brings together renowned institutions and experts for inherited eye diseases in the Asia-Pacific region. The immediate priority of the network will be inherited retinal diseases (IRDs), where there is a lack of detailed characterization of these conditions and in the number of established registries., Results: The network comprises 55 members from 35 centers, spanning 12 countries and regions, including Australia, China, India, Indonesia, Japan, South Korea, Malaysia, Nepal, Philippines, Singapore, Taiwan, and Thailand. China announced a shift towards green infrastructure, green investment and green financing at the 2019 Second Belt and Road Forum for International Cooperation in response to criticisms of the negative environmental impact of some earlier BRI infrastructure projects. The objective of this paper is to explore whether there has been a shift in Malaysia towards the new green-aspired goals of the BRI in terms of green governance and projects. The key findings of this paper suggest that there is no discernible shift to green projects as nongreen investments are also accepted. Malaysia has requirements for green governance, but implementation can be an issue. Host economies, like Malaysia, must take ownership of green requirements for there to be a sustained shift towards green governance. After Anwar Ibrahim assumed office in November 2022, Malaysia's China policy, including its stance towards the Belt and Road Initiative (BRI), was again thrust into the limelight. This paper analyses Malaysia's responses towards BRI since 2013 and argues that the "shift" is not to abandon its cooperation or adjust its overall foreign policy with China, but to cater for two sets of domestic considerations – the need for development and inter-elite competition, and eventual regime legitimation. With the development of China's reform and opening up policy, China's identity has gradually shifted from a solely foreign investment destination country into one that prioritizes capital exports. Among the capital receiving countries, Malaysia has been definitely attractive. As the first ASEAN country that has fostered diplomatic relations with China, Malaysia instituted friendly exchanges with China more than 2,000 years ago. This paper summarizes the history of investment and trade in the Malaysia and China in the ancient Chinese historical books based on the chronicle, and concludes the characteristics of investment and trade in various periods. With the qualitative method, it specifically analyzes the related research materials and historical writing records and focuses on the reasons why China has been willing to invest in Malaysia. The paper finds both countries' complementarity of goods, the continuous accumulation of exchanges, mutual understanding, influx of Chinese immigrants, and Malaysia's unique geographical advantages, which have contributed to the fact that China chose to invest and cooperate in Malaysia for two thousand years. This paper can help understand the development of the China-Malaysia relations and can accelerate understanding between the two countries, thus helping in removing hindrances against Chinese investment in Malaysia due to various modes of incomprehension. Pulau Layang-Layang (Swallow Reef) is central to Malaysia's South China Sea policy. First, the "island" is the first of five features in the South China Sea occupied by Malaysia. Second, since 1983, by exercising exclusive and effective control over Layang Layang, Malaysia has displayed its sovereignty and jurisdiction over the area. Third, with a Malaysian naval station and airstrip, Layang-Layang is Malaysia's most valuable strategic asset in the South China Sea. Drawing on archival materials and open sources, this paper traces Malaysia's policy actions vis-à-vis Pulau Layang-Layang, before unpacking the features and factors underpinning the smaller state's multipronged approaches towards the South China Sea disputes. We argue that Malaysia's policies regarding Pulau Layang-Layang and the broader South China Sea issue have been and will continue to be driven by small-state pragmatism to balance national sovereignty and geopolitical reality amid the growing U.S.--China rivalry. COVID-19 has transformed higher education learning and teaching practices globally. Tertiary students, internationally face both opportunities and challenges in learning and adapting to this paradigm shift in the delivery of education. It remains unclear how students in international contexts are responding to these changes in digital learning during and post-COVID-19. This paper aims to compare student perceptions of digital competence, confidence, and resilience in present times using data from surveys of tertiary students from Australia, Cambodia, China, India, and Malaysia. There are disparities not only in the teaching and learning pedagogies amongst these countries but also in the levels of technological advancement, infrastructure support, and pace of digital innovation in the delivery of courses. These differences have put in focus students' both digital competencies and resilience as they pursue higher education on various digital learning platforms. Resilience includes the ability to bounce back or adapt from stress (Smith et al., 2008). Digital resilience is students' tech-savviness and preparedness to adapt to different digital environments as they pursue higher education. This paper examines the perceptions of tertiary undergraduate students from these countries in this emerging new digital learning norm. A total of 687 tertiary students from the aforementioned countries participated in a survey to questions related to digital competence, confidence in using and/or adapting to digital innovation, and resilience. Statistically significant attributes are identified to help better understand the challenges these culturally diverse students perceive in digital learning environments. This study will reveal barriers that impact the digital transformation of undergraduate students which can be used to recommend necessary teaching and learning support frameworks to enhance their digital competence and resilience. This will help tertiary institutions better equip all stakeholders in adapting to the new normal of higher education in the future.

By reviewing regulative documents and extant literature, this paper explores the realities and trends of international students in East and Southeast Asia (ESA). It also shows motivation and strategies of four new players in the international higher education sector in East and Southeast Asia i.e., China, Hong Kong, Taiwan and Malaysia. Apart from showing that intraregional students have not predominated the overall international student population in the region anymore, the paper highlights that ESA region has become an established hub of international students rather than a new emerging destination as it was in previous years. The overall net flow of international students in this region was still deficit prior to 2010s, but the deficit in 2017 is still less than that of 2010?s. This is probably the first study of its kind to examine the trends of international students as well as of higher education policies of countries in the ESA region. The findings of this study shall provide an insight into international higher education trends among the ESA countries for stakeholders, including policymakers, university managers, faculty, students, and parents.

China is often portrayed as benign and peaceful. Yet, its assertive disposition on the South China Sea territorial disputes appears to contradict the "peaceful rise" narrative. China's relentless quest in strengthening features under its control and turning them into artificial islands equipped with military facilities have stoke fear of expansionism among the Southeast Asian claimant states and threatened the maritime influence and interests of the US in the region. This paper focuses on China's strategic culture to explain its policy considerations and Malaysia's approach in responding to changing developments following the Permanent Court of Arbitration (PCA) Tribunal ruling. The paper argues that firstly, China's strategic stance is two-fold - to neutralize US's regional dominance and to dissuade Southeast Asian states from their reliance on the US; and secondly, Malaysia's preference for a nonconfrontational approach that gives precedence to dialogues and consultations are insufficient in defending its sovereign interests and must therefore be aptly backed up by a more emphatic strategic posture both on the ground and in its diplomatic language. In this paper, four species of the genus Diduga Moore, [1887] from China (Chongqing and Guangdong) and Malaysia (Borneo, Sabah) are described as new to science, namely D. simianshana sp. nov., D. chebalinga sp. nov., D. chewi sp. nov., and D. hollowayi sp. nov. Adults of these species are illustrated in color, and images of the male and female genitalia are provided. The review article presents an analysis of the literature on environmental literacy in sustainable development. By utilizing techniques to examine multiple documents published between 2013 and 2023, including citation analysis, co-authorship analysis, subject area analysis, and keyword analysis, this study aims to provide valuable information and insights into the research landscape surrounding environmental literacy and its contribution to promoting sustainable development. A systematic search was conducted to gather several scientific articles, conference papers, and publications from the Scopus database from 2013 to 2023. The findings of this analysis shed light on authors, influential institutions, and active research groups that contributed to the study of environmental literacy and sustainable development. This comprehensive review offers an understanding of the state of research in this field while identifying areas for further exploration and research gaps. The insights gained from this study can be highly beneficial for researchers, policymakers, and practitioners seeking to advance knowledge and take action toward promoting literacy's role in sustainable development. Since its existence, Sin Chew Daily (SCD) as the largest circulating Chinese press in Malaysia plays the role of bridging the Chinese community with the ruling government. SCD does this by informing the government of the day about the demands of the Chinese community in terms of Chinese culture, Chinese education and Chinese language in multiethnic Malaysia. As the Chinese culture is an important element to the Chinese community and as the indicator of their cultural identity, the implementation of affirmative action and ethnic based policies that favor the Bumiputeras (literally, sons of the soil) has been deemed as sidelining other Malaysians. As such, the Chinese community has taken up efforts of self-preserving the Chinese language, Chinese culture, and Chinese education and such efforts of preserving and safeguarding the Chinese culture are carried out through various platforms including on SCD. This paper uses content analysis to examine the efforts of Chinese cultural preservation by SCD as it highlights issues of education, cultural and religious rights of the Chinese community to the ruling government from May 1, 2012, to April 30, 2013, one year before the 13th Malaysian General Election (GE13). Whistles emitted by Indo-Pacific humpback dolphins in Zhanjiang waters, China, were collected by using autonomous acoustic recorders. A total of 529 whistles with clear contours and signal-to-noise ratio higher than 10 dB were extracted for analysis. The fundamental frequencies and durations of analyzed whistles were in ranges of 1785–21 675 Hz and 30–1973 ms, respectively. Six tonal types were identified: constant, downsweep, upsweep, concave, convex, and sine whistles. Constant type was the most dominant tonal type, accounting for 32.51% of all whistles, followed by sine type, accounting for 19.66% of all whistles. This paper examined 17 whistle parameters, which showed significant differences among the six tonal types. Whistles without inflections, gaps, and stairs accounted for 62.6%, 80.6%, and 68.6% of all whistles, respectively. Significant intraspecific differences in all duration and frequency parameters of dolphin whistles were found between this study and the study in Malaysia. Except for start frequency, maximum frequency and the number of harmonics, all whistle parameters showed significant differences between this study and the study conducted in Sanniang Bay, China. The intraspecific differences in vocalizations for this species may be related to macro-geographic and/or environmental variations among waters, suggesting a potential geographic isolation among populations of Indo-Pacific humpback dolphins. This paper examines the rationale by which mainland Chinese firms choose their coalition partners in their Malaysian ventures. I explore how, under certain political economic conditions, such cross-border investment and corporate tie-ups can be shaped to meet the Malaysian state's objectives. I argue that the Malaysian state has enjoyed success in the construction sector by nurturing cooperation between its carefully groomed government-linked companies and mainland Chinese firms. Government-linked companies are useful coalition partners for the mainland Chinese firms because of the crucial role the state plays in creating a largely non-competitive industry that favours government-linked companies. Outside of the construction sector, however, the state has enjoyed markedly less success in fostering cooperation between the mainland Chinese firms and the government-linked companies. Consequently, the mainland Chinese firms possess more bargaining power vis-à-vis the state when they invest in these sectors, enjoying considerable autonomy in the selection of their coalition partners. Reverse brain drain (RBD) is a fertile area to examine in the inter-countries movement of professionals. The basic idea of RBD is that the professionals who migrated to the industrialized nations represent potential human resources for the socioeconomic development of their home countries. It is argued that every 'brain drain' is a potential 'brain gain' for a country. However, there is inconclusive evidence on the best practices of RBD that may become lessons for any country to adopt in tapping the valuable experiences of the intellectual elites. Using 'human capital theory' and 'diffusion of innovation theory', this conceptual paper specifically aims i) to illustrate evidence of the best practices of RBD in selected Asian developing countries of South Korea, Taiwan, China, and India that have commended track records in dealing with RBD; and ii) to suggest strategies for Malaysia, which is a beginner in developing the RBD programs, to adopt the best practices as experienced by the selected countries. In this study, the variables having impact on the student motivation have been analyzed based on the articles, conference papers, master's theses and doctoral dissertations published in the years 2000-2017. A total of 165 research papers were selected for the research material and the data were collected through qualitative research techniques through document review and content analysis. According to the research results, the most important factors affecting student motivation are the fields of teacher, teachers' classroom management skills and their teaching methods. In this research, factors having less influence on the student motivation are parental communication, student characteristics and study fields. In addition, relational search type was used more than others, mostly students were selected as the study group and most researches were conducted in USA and Turkey.

This article maps the scientific production and the contents associated with the sustainable development goals and their integration with universities during the past 21 years. Although many of the topics related to sustainable development goals (SDGs) have been addressed in different studies for decades, it is since 2015 onwards that they gained greater prominence due to the inclusion of higher education as an important actor in the fulfillment of the 2030 agenda and the United Nations SDGs. For the purpose of this paper, a bibliometric analysis of 871 papers, 535 documents in Scopus, and 336 in Web of Science (WoS) from 1998 to 2019 was performed, and the Bibliometrix analysis tool was used. The objective of this mapping is to answer the following research question: Is the integration of the Sustainable Development Goals and Universities a field of study? An analysis of the network of collaborators and trend topics in Scopus and WoS allows us to identify the concurrence and relationships of some keywords, such as sustainable development, sustainability and planning, and some background words, such as humans and global health. In another analysis, the word "higher education" is related to change. This article suggests that the integration of the Sustainable Development Goals in Universities is becoming a field of study under exploration, with a peak of production in 2016 and that has remained stable in the last three years, but thanks to the leading role assigned to Universities, intellectual production should increase in the following years.

Malaysia has been experiencing increasing FDI inflows over the past decades with the changing of major contributors. Currently, China is the largest contributor to Malaysia's net FDI inflows, while its contribution was limited in the past decade. This paper aims to provide additional evidence to the literature of the FDI's impact on export performance through disaggregating the FDI and utilizing the quarterly data between Q1:2010 and Q1:2018. The empirical results based on the autoregressive distributed lag (ARDL) approach reveal that China's FDI helps promote Malaysian export activity except for the export of machinery, equipment and parts. The latter is, however, crucial in long-run growth through promoting technology advancement. This implies that China's FDI inflow to Malaysia has a more significant impact on economic performance in the short run. Therefore, Malaysian policymakers need to provide better incentives to attract higher value-added FDI into the country to benefit in the long run. [ABSTRACT FROM AUTHOR]

This paper examines the martin gale hypothesis for five Asian stock markets using the spectral shape tests of Durlauf (1991). Unlike the variance ratio test employed in previous studies (eg, Pan et al, 1991), the spectral shape tests are consistent against all stationary alternatives to the martingale null. The spectral shape tests were applied to daily and weekly returns on the stock indices of Thailand, Hong Kong, Korea, Malaysia and Taiwan over a period of 17 years. The results show that the martingale null is rejected for most markets. There is some evidence that the rejections may be due to low frequency or long memory influences. [ABSTRACT FROM AUTHOR]

The spectacular economic success of the Newly Industrialising Countries (NICS) of Asia since the 1960s, has led to the quest to identify other less developed countries which may be just about to become the next NICS of Asia. This paper examines the arguments for and against the view that there is a "second tier" of less developed countries which are about to join the ranks of the Asian NICS. While Malaysia and Thailand are generally thought to be the most likely candidates, this paper argues that one hitherto unrecognised contender. China, is likely to join these countries in achieving NIC status. This paper examines the question of whether there are likely to be more Newly Industrializing Countries (NICS) emerging over time, following in the footsteps of the original four in Asia (Hong Kong, Singapore, South Korea and Taiwan). While some writers suggest that several developing countries are about to achieve NIC status in the near future, others argue that world trading conditions have deteriorated to such an extent as to make this very unlikely. For those receiving funding from the UK HEFCE-funded Open Educational Resource Programme (2009-2012), the sustainability of project outputs was one of a number of essential goals. Our approach for the hosting and distribution of health and life science open educational resources (OER) was based on the utilisation of the WordPress.org blogging platform and search engine optimisation (SEO) techniques to curate content and widen discovery. This paper outlines the approaches taken and tools used at the time, and reflects upon the effectiveness of web strategies several years post-funding. The paper concludes that using WordPress.org as a platform for sharing and curating OER, and the adoption of a pragmatic approach to SEO, offers cheap and simple ways for small-scale open education projects to be effective and sustainable.

While ChatGPT has recently become very popular, AI has a long history and philosophy. This paper intends to explore the promises and pitfalls of the Generative Pre-trained Transformer (GPT) AI and potentially future technologies by adopting a speculative methodology. Speculative future narratives with a specific focus on educational contexts are provided in an attempt to identify emerging themes and discuss their implications for education in the 21st century. Affordances of (using) AI in Education (AIEd) and possible adverse effects are identified and discussed which emerge from the narratives. It is argued that now is the best of times to define human vs AI contribution to education because AI can accomplish more and more educational activities that used to be the prerogative of human educators. Therefore, it is imperative to rethink the respective roles of technology and human educators in education with a future-oriented mindset.

Governance and regulation of the use of live animals in research and teaching is examined in Australia, Malaysia, Indonesia, the Philippines, Singapore, Thailand, China, Japan and India. A comparison of the systems in different countries will enable the determination of best practice and fit-forpurpose regulation. The most comprehensive government regulation of animal welfare in institutions covers a broad range of animals and institutions are required to have an Institutional Animal Care and Use Committee, whose membership is specified in guidelines or regulations. The work of the Committees is rigorously overseen by government and facilities that use live animals are audited externally. All countries examined have legislation governing the use of live animals in research, although only Australia and Malaysia have a fully equivalent mandated oversight of teaching. Teaching that uses live animals is partly covered in the Philippines, Japan, Singapore and Thailand This paper thus aims to review the regulation of animal use in different Asian jurisdictions in order to determine best practices that are appropriate to those settings. The most comprehensive oversight is provided in Australia and Malaysia that essentially use the same regulatory framework.

Objective: This paper shall first investigate the informatics areas and applications of the four Traditional Medicine systems - Traditional Chinese Medicine (TCM), Ayurveda, Traditional Arabic and Islamic Medicine and Traditional Malay Medicine. Then, this paper shall examine the national informatics infrastructure initiatives in the four respective countries that support the Traditional Medicine systems. Challenges of implementing informatics in Traditional Medicine Systems shall also be discussed.Methods: The literature was sourced from four databases: Ebsco Host, IEEE Explore, Proquest and Google scholar. The search term used was "Traditional Medicine", "informatics", "informatics infrastructure", "traditional Chinese medicine", "Ayurveda", "traditional Arabic and Islamic medicine", and "traditional malay medicine". A combination of the search terms above was also executed to enhance the searching process. A search was also conducted in Google to identify miscellaneous books, publications, and organization websites using the same terms.Results: Amongst major advancements in TCM and Ayurveda are bioinformatics, development of Traditional Medicine databases for decision system support, data mining and image processing. Traditional Chinese Medicine differentiates itself from other Traditional Medicine systems with documented ISO Standards to support the standardization of TCM. Informatics applications in Traditional Arabic and Islamic Medicine are mostly ehealth applications that focus more on spiritual healing, Islamic obligations and prophetic traditions. Literature regarding development of health informatics to support Traditional Malay Medicine is still insufficient. Major informatics infrastructure that is common in China and India are automated insurance payment systems for Traditional Medicine treatment. National informatics infrastructure in Middle East and Malaysia mainly cater for modern medicine. Other infrastructure such as telemedicine and hospital information systems focus its implementation in modern medicine or are not implemented and strategized at a national level to support Traditional Medicine.Conclusion: Informatics may not be able to address all the emerging areas of Traditional Medicine because the concepts in Traditional Medicine system of medicine are different from modern system, though the aim may be same, i.e., to give relief to the patient. Thus, there is a need to synthesize Traditional Medicine systems and informatics with involvements from modern system of medicine. Educating minority people has been a subject of multicultural education and is still practised in a framework of the nation-state. Multicultural education guarantees opportunities for minority people's education and tries to preserve their culture, but it is often a controversial point between the majority and minority. In a multicultural society, nation-building and national integration should be imminent tasks, as such, national education plays a significant role in creating a "national culture." In this process, the differences between majority and minority cultures have been discussed, and in many cases, the minority has been required to assimilate into the majority. In particular, language is a key point in the discussion because the government often forms its national integration policy by designating a national language as the medium of instruction in the national education system. Therefore, the minority is forced to learn the national language, but they often also strive to use their mother tongue in education in order to preserve their history, traditional culture and ethnic identity. Meanwhile, in this context of internationalisation, minority groups have moved beyond nations and developed various needs for language education. Language can be chosen as a strategy depending on the people's political, economic and social position. In other words, language as culture can be a strategy for people to acquire better opportunities for study or work, and sometimes more importance is placed on learning the national language, or English, in addition to their mother tongue. These changing roles of language should be considered as a new function in multicultural education to guarantee a minority group's educational needs. This paper discusses the changing roles of language as a factor of multicultural education by focusing on the education of minority Chinese as immigrants in Malaysia and Japan. By using the research framework of essentialism and social constructionism on culture, it clarifies that people's demands for language education depend on their social situation, and is influenced by their transition during the emigration process. Subsequently, this paper proposes that the conventional research and practices of multicultural education have attached importance to people's roots, but it is also important to consider their various paths when designing multicultural education.

Entrepreneurship and education play a role in enhancing the country's economic state. Entrepreneurship helps the economy by providing job opportunities. The lack of job opportunities has caused unemployment rates to increase tremendously throughout the years making the development rate of a country slow down. One way for the economy to improve is by providing jobs for the unemployed. With technology improving day by day, the need for human labor decreases over time, this is where entrepreneurship comes in. The entrepreneur taking on the challenge of unemployment and provides an occupation for him and for others by being innovative is the act of entrepreneurship. Education is used to inspire entrepreneurship among young graduates in order for them to be able to produce job opportunities for themselves and their peers. Education is also seen as a method to eradicate poverty. Hand in hand, entrepreneurship and education plays a vital role and has been an interest of researchers. Entrepreneurship education is used to educate people with the skills and knowledge needed to be able to seize the opportunity presented. This paper discusses entrepreneurship and economic growth followed by entrepreneurship education along with the efforts and obstacles faced by Europe, China, Malaysia and Nigeria in enhancing entrepreneurship education. The paper intends to provide an understanding on entrepreneurship and its role in economic growth and entrepreneurship education.

The genus Passiena is recorded for the first time from China with Passiena duani sp. nov. () from Guangxi described here. In addition, the male of P. spinicrus Thorell, 1890 is described for the first time based on a specimen from Malaysia and colour photographs of freshly collected material are also presented. Few studies have been conducted at the tertiary level on Content and Language Integrated Learning (CLIL). The current study aims to gather and share preliminary data concerning CLIL in higher education at several universities in different countries. A questionnaire and brief description of the project and its objectives were emailed to all teachers at a Spanish university listed as having taught content courses in English in the last academic year, and to all the Language Center directors within the network with instructions to pass the questionnaire along to the CLIL teachers at their respective universities. The questionnaire was answered by 168 teachers, with 79% of responses (n = 133) coming from four universities in Spain, Malaysia, People's Republic (P.R.) of China, and Turkey. The questionnaire results were exported to Excel and analyzed using statistical software. This preliminary phase of the research project, in which quantitative data has been analyzed, shows that CLIL teachers are intrinsically-motivated, language proficient, and aware of the need to adapt material to the bilingual classroom. In the next, qualitative phase of the project, issues regarding English language assessment, use of L1 in the classroom and scaffolding will need to be analyzed in depth in order to propose guidelines for future good practices and bilingual teacher training. This paper examines patterns and determinants of foreign direct investment (FDI) in Malaysia from a comparative Southeast Asian perspective. There is clear evidence that Malaysia's relative attractiveness for FDI within the region has eroded in recent years; outflow of FDI from Malaysia has consistently surpassed inflow of FDI, a pattern not seen in the other major Southeast Asian countries. The explanation seems to lie with the dualistic investment policy regime and the narrow domestic human capital base. We find no evidence that FDI in Malaysia (or major Southeast Asian countries) is crowded out by an increasing flow of FDI into China. On the contrary, Malaysia is well placed to benefit from a complementary FDI relationship with China as a favoured location of high-end tasks within global production networks. Recent International Relations scholarships and policy publications have used the term "hedging" as an alternative to "balancing" and "bandwagoning" in describing small states' strategies towards a rising power. In the case of Southeast Asian countries' responses to a re- emerging China, more and more analysts have asserted that none of the smaller states are pursuing balancing or bandwagoning in the strict sense of the terms, and that the states are in fact adopting a "middle" position that is best described as "hedging". This paper seeks to assess this assertion by performing three principal tasks. First, it attempts to identify the key defining attributes and functions of hedging as a strategy that is distinguishable from pure forms of balancing and ban dwagoning. Second, it aims to operationalize the term within the context of Southeast Asia-China relations, by focusing on the cases of Malaysia and Singapore's response to China in the post-Cold War era. Third and finally, the study explains why these two states have chosen to hedge in the way they do. The central argument of the essay is that the substance of the two smaller states' policies are not determined by their concerns over the growth of China's relative power per Se; rather, it is a function of regime legitimation through which the ruling elite seek to capitalize on the dynamics of the rising power for the ultimate goal of justifying their own political authority at home. Purpose -- The purpose of this paper is to emphasize that procedural justice has a contribution to parent-subsidiary links within multinational enterprises (MNEs). Design/methodology/approach -- A mailed survey is adopted in this study. A total of 152 valid and complete questionnaires were returned from the respondents. Structural equation modeling and Chow test are used in this research paper. Findings -- Based on structural equation modeling, three significant dimensions of the parent-subsidiary links are found to contribute to the financial performance of the subsidiaries (resource commitment, information flow, and control flexibility). Based on Chow test, these dimensions can lead to better financial performance under greater procedural justice in the decision-making processes of MNEs. Research limitations/implications -- This study only collected information from Taiwanese multinational firms in East Asia and the Pacific countries, including China, Indonesia, Malaysia, Philippines, Thailand and Vietnam. Generally, these regions are the emerging market, with structurally volatile but fast-growing economies. In addition, further studies can extend the research to other countries, Environmental interferences, such as culture and legal rules, were not considered in this study. Practical implications -- In reality, although the due process is sometimes neglected because of time limitations or lack of patience, superior managers still should pay more attention to the processes of strategic decision making to keep the procedure fair and transparent. Originality/value -- This paper underlines the importance and value of the procedural justice in MNE management. The exercise of the procedural justice motivated subsidiary managers to aim for better financial performance with voluntary effort and their best ability. [ABSTRACT FROM AUTHOR]

This paper examines the perceptions of the Malays, Chinese and Indian managers and executives on business ethics in Malaysia. Based on twenty-four hypothetical business situations, 161 respondents participated in the study. Discriminant analysis was used to determine the differences in the perceived business ethics among the Malays, Chinese and Indian respondents. The overall results of the classification matrix showed that 65.2% of the twenty-four business ethics were correctly classified according to Malays, Chinese, and Indian groups. However, the classification matrix for their perceptions on issues relating to consumers showed that 55.3% of the six issues on ethics were correctly classified, while the results for the issues relating to employees were 67.7% of the twelve issues were correctly classified. The results for the issues relating to suppliers showed that 59.6% of the six issues were correctly classified. These findings suggest that ethnic groups have some influence on the perceived business ethics. The implications of the findings are also discussed. [ABSTRACT FROM AUTHOR]

Researchers have theorized that cultural emphasis on education plays a major role in explaining Asian students' achievement. While Asian parents often view education as the main vehicle for upward social mobility, the social and cultural make-up of Asian societies and the context within which education is conducted in Asia often clash with the modern approaches and methodologies adopted into Asian classrooms. Contemporary approaches to education especially in relation to autonomous, learner-centred and online philosophies though theoretically supported and statistically proven successful in the west have been slow to capture Asian learners' interest and engagement. This paper discusses some of the reasons for the problems and challenges that need to be confronted prior to the introduction and effective implementation of autonomous online learning programmes. It further describes an attempt at confronting the above issues through a research project conducted by group of academics from the National University of Malaysia. The paper concludes by featuring some of the principles and strategies employed in the online programme developed for the research and the implication of their use on learner engagement to online autonomous learning programmes.

The papers explore the organisation of accounting practitioners in five nations: Brunei Darussalam, Japan, Malaysia, the People's Republic of China and the Philippines. By and large, the authors have written about their own country, from their own national perspective, without reference to any overarching framework. As the organisers of a recently completed international project on the "new public financial management" also found, this "was the only really practicable option, as experiences, philosophies and approaches to writing were different in so many ways across the participating nations." The notion of "Asia" as "the continent which is the eastern part of the European landmass" serves as a stark linguistic reminder of the pitfalls of Euro-centrism in a project of this kind. Inviting local authors to participate and to choose the theme of their paper was the strategy chosen to minimise the dangers, without, however, necessarily removing them altogether. The reader will also find that an attempt has been made, during the editorial process, to retain local accents and concerns. Qualifications aside, they contain much food for thought and scope for further research. The debate about how to deal with them brings into view, over time, a veritable panoply of interest groups and some curious "interest talk". The changes from the 1970s to the 1990s are fascinating. The spectacular and sustained growth of Asian nations over the past several decades excited the attention of many disciplines. The present project was initially conceived, at least in part, as an opportunity to explore the contribution of accounting professionals to the "Asian miracle."
