Numerous real-life smart city application scenarios require joint analytics on unified views of georeferenced mobility data with environment contextual data including pollution and meteorological data. particularly, future urban planning requires restricting vehicle access to specific areas of a city to reduce the adverse effect of their engine combustion emissions on the health of dwellers and cyclers. Current editions of big spatial data management systems do not come with over-the-counter support for similar scenarios. To close this gap, in this paper, we show the design and prototyping of a novel system we term as EMDI for the enrichment of human and vehicle mobility data with pollution information, thus enabling integrated analytics on a unified view. Our system supports a variety of queries including single geo-statistics, such as 'mean', and Top-N queries, in addition to geo-visualization on the combined view. We have tested our system with real big georeferenced mobility and environmental data coming from the city of Bologna in Italy. Our testing results show that our system can be efficiently utilized for advanced combined pollution-mobility analytics at a scale with QoS guarantees. Specifically, a reduction in latency that equals roughly 65%, on average, is obtained by using EMDI as opposed to the plain baseline, we also obtain statistically significant accuracy results for Top-N queries ranging roughly from 0.84 to 1 for both Spearman and Pearson correlation coefficients depending on the geo-encoding configurations, in addition to significant single geo-statistics accuracy values expressed using Mean Absolute Percentage Error on the range from 0.00392 to 0.000195. Among the recent European territorial changes highlights the spread of population, production and services. In the 70 has started in Bologna a process of urban sprawl that has led, thirty years later, to a marked dispersion. Planning is presented as the means capable of responding to this problem. We therefore propose the study of regional plans that have been developed since 1970 to the present through the use of three instruments: the economic / legal, the the infrastructural and the morphology. The work done to the conclusion that the General Regulator Plan 1970 adopted a model of urban expansion that began the process of dispersion in the province, that the General Regulator Plan of 1985 despite having spent the expansion to the urban transformation failed to prevent further spread and that was with the Provincial Territorial Coordination Plan of 2004 that were generated mechanisms that allowed to start reducing it. This paper explores and relates the changing social and economic context to the particular national themes of Italian town planning since 1945, including case-specific aspects and ideologies, practices and models. It begins with a consideration of the immediate reconstruction efforts after 1945 before turning to the issues of urbanisation, land speculation and real estate markets from the 1950s with which town planners from the left had to contend; the examples of plans for Assisi, Rome and the historic centre of Bologna are examined. The 1970s brought about a centre-left realignment and considerable innovation in the discipline, although the growth of industrial districts and development pressures on the historic fabric of towns provided challenges with which practice found it difficult to deal. From the 1990s the introduction of new, complex programmes with EU links began to weaken the traditional strength of the master plan concept and innovations in local administration and new issues, such as landscape conservation, have emerged together with an awakened public interest.
