Principals (policy makers) have debated the progress in U.S. student performance for a half century or more. Informing these conversations, survey agents have administered seven million psychometrically linked tests in math and reading in 160 waves to national probability samples of selected cohorts born between 1954 and 2007. This study is the first to assess consistency of results by agency. We find results vary by agent, but consistent with Flynn effects, gains are larger in math than reading, except for the most recent period. Non-whites progress at a faster pace. Socio-economically disadvantaged white, black, and Hispanic students make greater progress when tested in elementary school, but that advantage attenuates and reverses itself as students age. We discuss potential moderators.

This research paper is the fifth in a series produced as part of the Cedefop project The changing nature and role of VET (2016-18). Based on comparative analysis of labour force survey data from 2014, the report analyses the vocational effect on labour market and education outcomes, asking whether any advantages conferred by vocational qualifications in early career would be offset by disadvantages later in life. The report explores the functioning of the safety net and the diversion effects across countries, demonstrating how these vary considerably with the specific institutional structure of schooling and work-based training. The results indicate that VET graduates are potentially sacrificing the longer-term gains associated with further education in favour of short-term benefits. Differences in teacher quality are commonly cited as a key determinant of the huge international student performance gaps. However, convincing evidence on this relationship is still lacking, in part because it is unclear how to measure teacher quality consistently across countries. We use unique international assessment data to investigate the role of teacher cognitive skills as one main dimension of teacher quality in explaining student outcomes. Our main identification strategy exploits exogenous variation in teacher cognitive skills attributable to international differences in relative wages of nonteacher public sector employees. Using student-level test score data, we find that teacher cognitive skills are an important determinant of international differences in student performance. Results are supported by fixed-effects estimation that uses within-country between-subject variation in teacher skills.

A strong VET system is increasingly seen as essential to overcoming the current economic crisis in Europe. VET is seen as a powerful tool to assist in balancing labour market inefficiencies, increasing youth employment possibilities, and reducing skills mismatch. Its inherent flexibility and closeness to the labour market place VET in a good position to contribute to a faster economic recovery and long-term sustainable development. However, crucial for this role is continuous and systematic VET renewal that assures its relevance for the labour market. This publication explores 15 European national approaches to feedback mechanisms between VET and the labour market. It illustrates the diversity of solutions currently applied across Europe and how they are embedded in national traditions and education philosophy. The study asks three fundamental questions: how inclusive are national mechanisms for feedback between the VET system and the labour market; how responsive are existing mechanisms; and how transparent? Three annexes provide: (1) Case Studies; (2) List of interviewees; and (3) List of experts responsible for the country overviews. Bibliography and references are included. The Quality Convergence Study (QCS) project, a follow-up to a 2002 ENQA (European Association for Quality Assurance in Higher Education) survey of quality assurance practices in European countries, was carried out between September 2003 and October 2004. The project was coordinated by a project team consisting of representatives of ENQA member agencies and conducted by six member agencies of ENQA. The project team also made good use of six external quality assurance experts. This publication at hand is the final report of the project. The objective of the QCS project was to study the possibilities for convergence of national quality assurance systems in Europe through six examples, with the aim of obtaining identifiable reference points for transnational evaluations. In practical terms, the project aimed to find out "why" national quality assurance systems operate in particular, yet commonly identifiable ways in different national contexts. The existing descriptions of "how" these quality assurance processes work, formed the starting point of the project. Consequently, the QCS project had as its distinct purpose to increase understanding of those processes and their context in order to provide a base from which further action might be considered. In that sense, the project broke new ground. The writing of the self-analysis documents (SADs) and their examination constituted an important part of the project. Each participating agency drafted a detailed description about its specific national quality assurance context. After a cross-checking exercise, the SADs were sent to the external experts for analysis on the possibilities of convergence. The SADs have not been included into this paper, but can be found on the ENQA website at: http://www.enqa.net/pubs.lasso. One of the most important findings of the study is that convergence can be achieved not only by identifying similarities in the higher education systems, but also by understanding the different national contexts. The higher education systems are complex and constantly changing contexts for external quality assurance. The overall concept and objectives of the project fit closely with the aims of the Bologna Process. (Contains 20 footnotes.)

Beginning with the assumption that children across the full spectrum of family income, family composition, and prior experience with child care would benefit from being in a well-implemented preschool at 3 and 4 years of age, this working paper focuses on finding a feasible way to finance universal preschool for 4-year-olds. The paper begins with a discussion of the relationship between preschool, preschool quality, and developmental outcomes. The paper then provides background information on the current situation in the United States, followed by a detailed consideration of state-financed pre-kindergarten programs. Early childhood education programs in other industrialized nations are then described, with special attention given to programs in France and Sweden. Next, the paper focuses on possible financing approaches, first highlighting a variety of proposals designed to improve access to and quality of early childhood education in the United States. Finally, the paper presents and discusses a proposal for financing universal preschool for 4-year-olds in the United States which involves having parents pay for the program according to their ability to pay as measured by their average federal tax rate over a 10-year period. It is suggested that for the lowest-income parents, revenue would be raised by a reduction in the subsidy rate of the earned income tax credit; there would be a cap on the amount parents would pay in order to attract children of higher-income parents. This paper presents key indicators of educational and employment status for students making the transition from adolescence to early adulthood in selected Organisation for Economic Co-operation and Development (OECD) countries. The data that are presented include international comparisons of student achievement, educational attainment, literacy and unemployment among young adults. Data on expenditures for education are presented as a measure of national investment in education. It is a selective account, presenting data on important educational markers from international surveys and collections, offered as representative of key aspects of transitioning from education to the workforce in each country. To ensure comparability of data across countries, the data are derived from international surveys, or data collection efforts in which data have been harmonized. The time frame to which the data refer is the middle of the 1990s, between 1994-96. The countries chosen for comparison are OECD members that are representative of the regions of Europe (Northern, Central, Southern, and Eastern), English-speaking countries, and Asia. The coverage of countries varies by source, as the same countries did not participate in each of the surveys and data collections. However, every effort was made to include seven countries that are of particular interest, and they are the focus of the discussion in the text and appear in the figures when data are available: the United States, the United Kingdom, France, Germany, the Netherlands, Sweden, and Italy. An appendix presents: Description of School Systems in Seven Countries.

This paper offers a broad look at accreditation and quality assurance in higher education and how these issues are addressed around the world. Section 1 is an overview of accreditation and addresses the aims and objectives of accreditation, standards, accreditation bodies, stages of the accreditation process, the quality of that process, the role of government in the accreditation process, some critical points of view concerning the process, and present accreditation trends. Section 2 looks at accreditation and quality assurance through brief national case studies. The nations represented are France, Germany, United Kingdom, the Netherlands, Sweden, the United States, China, India, Hong Kong, South Africa, Nigeria, Kenya, and Australia. This section closes with a section comparing accreditation and quality assurance in various regions. Section 3 takes a closer and more detailed look at the accreditation process in Romania, particularly in light of the recent political and educational changes in this nation and the fairly recent decision to introduce accreditation of institutions of higher education. This examination covers accreditation principles and objectives, standards for initial and subsequent accreditation, application rules, structure of the accreditation committee and its functions, and provisions for financing accreditation. The report describes regulation of philanthropic organizations by federal, state, and self-regulatory groups within the organizations. It is the final volume in a five volume series examining the relationship between nonprofit institutions and their donors. Topics discussed in the first part of this volume are regulation of the philanthropic sector, accountability with respect to financial reporting, solicitation and fund raising, and lobbying activities. Detailed procedures and pending legislation are reviewed concerning federal and state regulations. Section two examines tax incentives, matching grant programs, and regulation of charities in foreign countries. Special emphasis is on Canada and Great Britain. Other countries reviewed are Australia, France, West Germany, Italy, Japan, and Sweden. (Author/AV)

We consider the question whether pupils from the lower social strata perform better in private government-dependent schools than in public or private-independent schools, using the PISA 2000 data on European high schools. In the eighty's, Coleman and Hoffer (1987) found in the USA that the performance of these pupils was better at religious schools than at comparable public schools. Dronkers and Robert (2003) found in PISA-data for 19 comparable countries that private government-dependent schools are more effective then comparable public schools, also after controlled for characteristics of pupils and parents and the social composition of the school. The main explanation appeared to be a better school climate in private government-dependent schools. Private independent schools were less effective than comparable public schools, but only after controlling for the social composition of the school. As a follow-up we now investigate, again with the PISA-data of these 19 countries, whether this positive effect of private government-dependent schools differs between pupils from different strata. We use various indicators to measure social strata: social, cultural and economic. We expect that the thesis of Coleman & Hoffer does hold for private government-dependent schools, because in these 19 countries they are mostly religious schools, which have more opportunities to form functional communities and create social capital. But for private independent schools, which due to their commercial foundation are less often functional communities, this relation is not expected to hold. However, the results show that public and private schools have mostly the same effects for the same kind of pupils and thus mostly not favor one kind of pupils above another kind of pupils. But private government-dependent schools are slightly more effective for pupils with less cultural capital. However, private independent schools are also more effective for pupils from large families or low status families. (Contains 4 tables, 12 notes and a list of 25 Literature Resources .)

This report presents data on peer-reviewed S&E journals and conference proceedings reflecting the rapidly expanding volume of research activity, the involvement and scientific capabilities different countries, and the expanding research ecosystem demonstrated through international collaborations. Publication output grew about 4% annually over the past 10 years. China and India grew more than the world average, while the United States and European Union grew less than the world average. Research papers from the United States and EU countries had higher impact scores. International collaborations have increased over the past 10 years. In this brief, authors Michael Ettlinger, Jordan Hensley, and Julia Vieira analyze how much the governments of different countries spend, and on what, to illuminate the range of fiscal policy options available and provide a basis for determining which approaches work best. They report that the United States ranks twenty-fourth in government spending as a share of GDP out of twenty-nine countries for which recent comparable data are available. The key determinant of where countries rank in overall government spending is the amount spent on social protection. The United States ranks last in spending on social protection as a share of GDP and twenty-second in per capita spending. The United States ranks at or near the top in military, health care, education, and law enforcement spending. Measuring government spending by different methods and including tax expenditures does not appear to significantly alter the conclusion that the United States is a low-tax, low-spending country relative to the other countries examined, particularly when compared to its fellow higher-income countries. To frame the larger research agenda requires an intimate blending of knowledge of the situations of foreign research universities and those of public research universities in the United States. The first step was to bring together for a two-day symposium a group of scholars and practitioners, some with deep and varied knowledge of United States public research universities and others with specific knowledge of the university systems and recent changes in pertinent foreign countries. The purpose of the symposium was to share comparative information and analysis, to discuss major issues facing national and supranational systems of higher education and the role of research universities, and to identify the most promising avenues for further investigation. The symposium was focused on a group consisting largely of economically developed countries and regions that are important exemplars or locales for consideration of reform or alternative systems from those of the U. S. Considerations were structured around four major policy areas, including: (1) Fees and Finance; (2) Access, Quality and Accountability; (3) Science and Technology; and (4) Organization and Governance. Participants (a list of whom is in Appendix 1) provided working papers on assigned topics related to one or more of the four policy areas, or were asked to comment on the papers and the short presentations. This narrative provides a summary of the symposium proceedings, attempting to capture the gist of what was a varied and thought-provoking set of presentations and discussions. Early childhood education has received an increasing amount of attention in the last two decades in the United States and in other countries. There is now a strong consensus on the many benefits of preschool. Studies have shown that attending a high-quality preschool program not only increases children's readiness for kindergarten, but also causes positive long-term improvements in participants' school performance and social outcomes. Among the documented results of preschool education are lower rates of grade retention, increased rates of high school graduation, and less likelihood of being convicted of a crime for both juveniles and adults. Preschools have the greatest impact on children living in poverty and those who do not speak English at home. High-quality preschool programs act like preventative medicine: the initial investment more than pays for itself both financially and socially. This paper provides overviews of preschool practices in the United States and other countries. This paper also provides details of how four states--Georgia, Oklahoma, New York and Florida--have passed legislation to make pre-K programs available to all four-year olds. (Contains 2 tables.)

This paper examines secondary schools in countries other than the United States to show the diversity of secondary school systems that operate within the industrialized world. The six countries are Australia, Germany, France, Japan, Sweden, and Great Britain. The descriptions are organized according to country and area of focus--learner outcomes, learning process (curriculum, instruction, assessment), organization, partnerships with the community, staffing, physical facilities, and cost. Each country description concludes with a section on implications for school design in the United States. A table gives an across-the-board comparison of the most important points in each country section. This information is arranged according to the key words or key phrases that most accurately represent the main theme of each area of focus for each country. An analysis of table similarities highlights the following common themes among the countries: need to satisfy the requirements of the work force, notion of development of the whole personality of the individual, provision of equality of opportunity to all citizens, a nationally prescribed core curriculum, various degrees of centralized management, and transition from school to work as a priority. The paper concludes with a list of implications for school design in the United States. A list of 26 references, a 35-item bibliography, and an appendix documenting procedures and sources used in data collection are provided. (YLB)

This paper summarizes a comparative study of the impact of market and technological changes on human resources in banks and insurance companies in five countries: France, Germany, Japan, Sweden, and the United States. The research was organized around case studies of changes in 12 firms--9 banks and 3 insurance carriers. The paper discusses the findings by focusing on what they might tell about: (1) the changing nature of employer-based training; (2) the distributional implications of the emergence of core-periphery employment structures within firms for those who may benefit or fail to benefit from employer-based training; and (3) the alleged lack of competitiveness of U.S. firms in world markets. Following the introduction, the paper is divided into four major sections. The first section describes the origins and nature of recent market changes as well as the connection between those changes and technological changes. In the second section, the effect of change on the kind of human resources needed by firms is described, emphasizing the emergence of a new matrix of needed skills. The third section reviews how firms are adjusting to these new needs both by altering the training of their own workers and by reshaping their relationship to the external labor market. The fourth section concludes with a review of current policies and trends that provide lessons for the United States. (KC)

Early childhood education and school readiness is essential to preparing children to succeed in an increasingly competitive global economy. Compared to other countries, however, the United States lags far behind on preschool, trailing a number of other countries in enrollment, investment, and quality. In February 2013, however, President Barack Obama put forth a bold plan to significantly expand access to preschool. His plan would invest $75 billion in high-quality preschool, helping the nation catch up with other countries. On almost every element (preschool participation, typical age children begin early-childhood programs, teacher-to-child ratio in early childhood-education programs, and total investment in early childhood-education programs) the United States ranks behind most of the other countries in the Organisation for Economic Co-operation and Development, or OECD. This paper shows how far behind the United States is on preschool, making it evident that the president's plan needs to be implemented. Each of these elements is explored and compared with other countries' numbers. If the United States is to train a world-class workforce, it is imperative that it catches up to the rest of the world on pre-K.

Published as a stimulus to further studies in comparative education and comparative adult education, this book is an English edition of most of the papers presented in June 1978, at an international seminar held in West Berlin on "The Universities and Adult Education: Trends and Perspectives in Europe." The introduction, by Wolfgang Kruger, provides an overview of Adult Education and a mini-summary of the status of adult education in eleven countries. He supplies a rationale for studies in comparative education, profiles the development of adult education in Europe, and predicts future trends in the field for both traditional university studies and new forms of study for adults. Following the introduction, papers reviewing the status of adult education are presented for the following countries: Austria, Denmark, France, West Germany, Great Britain, Italy, Norway, Poland, Sweden, Switzerland, and Yugoslavia. This project aimed to develop a more comprehensive conceptual framework of school-to-work transitions in different national contexts and apply this framework to the empirical analysis of transition processes across European countries. It drew on these two data sources: European Community Labor Force Survey and integrated databases on national school leavers' surveys in France, Ireland, the Netherlands, Scotland, and Sweden. Three broad types of national systems were identified: countries with extensive vocational training systems at upper secondary level, linked to occupational labor markets (Germany, the Netherlands); countries with more general education systems with weaker institutionalized linkages to the labor market (Ireland); and Southern European (SE) countries with less vocational specialization and lower overall attainment than the other groups. In "vocational" systems, young people tended to make a smoother transition into the labor market, while those in SE countries found it more difficult to achieve a stable employment position. Educational level was highly predictive of transition outcomes, which varied by gender, social class, and national origin. Early educational failure had serious negative consequences for young people across all systems. Sixty-three references are listed.
