The main goal of our research was to establish the extent to which recordings on magnetic tapes and optical discs were incorporated into library materials offered by public libraries, which are located in the area of the municipal community of Ljubljana.Using the statistical summary books, issued by public libraries, we gathered and analysed the accretion, stocks and borrowing figures of monographic publications,audio cassettes, compact discs, video cassettes and CD-ROMs. The findings show that monographic publications are still the fundamental material of public libraries. Among audio-visual media, video cassettes represent the most extensive collection, followed in number by compact discs, audio cassettes and finally CD-ROMs. The results of the analysis of borrowed library material are totally consistent with the above stated order.Quantitative measuring has also shown that the stocks of audio-visual materials do not reach the international standards for public libraries.

4. Status of Technology and Digitization in the Nation's Museums and Libraries

This report investigates current trends in libraries and museums regarding the use of digitization and other technologies. In 2001, the Institute of Museum and Library Services conducted the first-ever study of the status of new technology adoption and digitization in the nation's museums and libraries. The baseline study identified pockets of digitization activity and planning that were making library and museum collections widely available. While gaps existed between large and small institutions, basic technologies had found their way into a majority of libraries and museums. This second study seeks to dig deeper and find out more about how and why our cultural institutions use technology and digitize their collections. It explores barriers as well as capacity and planning issues. The 2004 survey was conducted among five groups: museums, public libraries, academic libraries, archives, and state library administrative agencies. This survey report tells us statistically about the kinds of technology in use, the extent of digitization activities, and the adoption, maintenance, funding of, and staffing for technology and digitization activities at museums and libraries. Among the key findings: (1) Small museums and public libraries have made dramatic progress, although they still lag behind their larger counterparts; (2) Libraries and museums are putting services and activities online to manage their institutions and provide enhanced public service; (3) Insufficient funding and staff time are barriers to implementing technology; (4) Assessment of user and visitor needs is strongest among academic libraries and state library administrative agencies and weak among other groups; (5) Digitization activities have increased for all groups, with state library administrative agencies and archives leading the way; (6) While more institutions have digitization policies in place than was the case in 2001, many institutions that are digitizing do not have digitization policies; (7) With a substantial number of materials left to digitize, institutions are held back by lack of funding, lack of staff time, and other pressing priorities; (8) While collaborative digitization efforts are underway, they are not yet widespread; and (9) Only a small portion of museums and libraries assess user and visitor needs for digitized collections and services. 5. Information Services in Triangle Area Charter Schools.

Charter schools are defined by North Carolina Department of Public Instruction (DPI) as "a public school operated by a group of parents, teachers, and/or community members as a semi-autonomous school of choice within a school district, operating under a 'charter' with the State Board of Education." Since most charter schools do not have the space, funds, or experienced staff to start a library, the logical choice for charter schools to make is to form a partnership with the public library. This study was conducted with charter schools in four counties, in which surveys were sent to four public libraries (50% return) and 10 charter schools (70% return). Five schools reported offering an information skills curriculum and six reported that they possess a collection of books apart from what students use in the classroom. Six schools reported that their students use a public library; two schools have a formal agreement with the library. Four schools reported that their students use the public library during school hours. Only two schools reported that the library had developed programming for them. Schools had varying reasons for difficulties in using academic library resources. Both public libraries reported that a charter school had contacted them about library services available to students; collection development plans were not affected by the schools. Several possible solutions for charter school/library relationships are suggested. (AEF)

To learn first hand how the libraries of North Carolina, especially public libraries, function in spite of budget cuts, a hearing was held in Lumberton (North Carolina) to hear the testimony of interested parties from the state and national levels and specifically from the congressional district of southeastern North Carolina. While library budgets are being drastically cut, costs continue to rise, as the witnesses attest. At this hearing, the Library of Congress introduced "American Memory," a project that will use compact discs and laser video disks to make important collections from the Library of Congress available to researchers, teachers, students, and the public at local libraries and schools. American Memory, which will eventually exist as an online resource, is the library of the future. A demonstration of the technology and search strategies of American Memory was presented. Twenty-three other witnesses addressed the hearing, including representatives of the American Library Association; representatives of state, academic, public, and depository libraries; and patrons and users of the local county library. 7. Butte Digital Image Project: Shifting Focus from Collection to Community

The Butte Free Public Library was established in 1894. At that time, head librarian J. Davies published a catalog of the opening collection. Two fires and one flood later, many of the monographs from that original collection list have, remarkably, survived. Because of this, in part, the library, now known as the Butte-Silver Bow Public Library (BSBPL), launched the Butte Digital Image Project (BDIP) in July 2009. This is an initiative to create digital surrogates of monographs and pamphlets in the library collection dating from the end of the 19th/beginning of the 20th century. Even though the collection--focused on Butte, mining, labor, Montana, and Western history--no longer circulates, BSBPL wanted to both preserve and provide access to these items. When the BDIP was launched, the expectation was that the library would digitize and make available physical items from the library collection. This article discusses how the project shifts its focus from collection to community. By staying open to possibilities during the digitization process, BDIP was able to shift its goals to meet community interests, developing a digitization project that directly reflects the goals and interests of the Butte community.

One of a series on library services to disadvantaged adults, this guide suggests several ways a library can provide books by mail services. Mail order delivery is a way of making the library's collection available to many who are unable or unwilling to visit the library building. The system can be handled by clerks or volunteers. Planning should include the library staff, the clientele to be served, the post office, and a catalog or some substitute method of contacting clients. The employment of many methods of publicity is necessary to research the client population. Program costs can range from $0.45 to $3.60 per book circulated. Four libraries with books by mail programs and 7 suggested background readings are listed. (PF)

The Metropolitan Cooperative Library System in California is a group of 17 autonomous community libraries which have joined together to provide better services to their patrons. This survey of the reference resources and services of the system was conducted by personal interviews at each of the member libraries. The focus is upon reader oriented services, i.e., good reference and reading collections; staffs available to help library users; and, reciprocal borrowing privileges. Based on the information gathered through the interviews, recommendations are made for long and short range goals for future planning, with the purpose of increasing service to the public. (SG)

The present public library financing system is described and assessed, and the key issues for consideration in either reaffirming its continued use or in the development of new approaches are delineated. Special emphasis is given to illuminating those issues and factors affecting metropolitan areas--both core city and suburban fringes. The perspective includes Federal, state, and local legal bases, policies, and mechanisms used in financing public libraries' capital and operational needs. The issues provide information essential to the development of alternative role and funding options for consideration at the Federal level. The inquiry also suggests the need for the possible directions of additional research required to resolve the issues developed. The examination is based on secondary source data and available research materials and did not involve any new assessment of library service needs of the collection of new data on funding levels among local communities. The "Nonbook Materials Core Collection" is one of H. W. Wilson's new subscription-based electronic core collection development databases. It is a new addition to the five-volume core collection series formerly known as the "Standard Catalog Series." Other titles in this series have long been staples of collection development resources for both school and public librarians. These collection development resources, formerly available in print and now available online, provide librarians with quality core lists of recommended library materials. The "Nonbook Materials Core Collection" includes annotated descriptions that address both quality and content of the resources. There are also review excerpts and award information for over 3,000 nonbook items. All of the electronic and digital resources, audiobooks, video recordings, sound recordings, games, or simulations are geared for students in grades preK-12, and for inclusion in school and public library collections. This study investigated public library services on the literacy level of users in Kenneth Dike ECentral Library, Awka. Five research questions were used for the study. The research method adopted was the survey method and population consisted of 2543 registered users of Kenneth Dike public library. A sample size of 345 users was used. Mean was used for data analysis. Questionnaires and observation checklist were used for data collection. The study found that the available public library services that can promote the literacy level of users are consultancy services, exhibition and displays, book reservation services which have high mean score above 2.50. The extent of use of the available public library services by users to promote their literacy level are reprographic services, library instruction (user education), and inter-library loan which have high mean score above 2.50. The roles of public library in promoting literacy level of users in Kenneth Dike E-central Library in Awka are teaching of literacy skills, promotion of independent learning, education on lifelong learning, organizing library week, story-talk hour, creative activities or creative writing, book exhibition and book talk which have high mean score above 2.50. The challenges that hinder public library in providing effective services towards promoting literacy level are inadequate financial support, insufficient library materials, and poor library infrastructure which have high mean score above 2.50. The solutions to the challenges that hinder public library in providing effective services towards promoting literacy level of users are adequate financial support, sufficient library materials, and low cost of library materials which have high mean score. This study concludes that the impacts of public library services on promoting literacy level are high as they have the tendency of improving the reading culture of users. The study went on to recommend that sufficient and relevant library materials which include electronic resources be made available for users of public libraries as this will go a long way to enhance each user's literacy level. Background: Libraries in the UK have evolved from traditional book-lending institutions into dynamic community hubs, This study aims to explore the potential of libraries to act as community hubs to promote mental and physical health and wellbeing of community-dwelling adults, drawing on insights from both library users and library staff in England. Design: A mixed-method, cross-sectional study using online survey and interviews with community-dwelling adults and library staff. Methods: We collected data using a 14-item electronic survey and interviews with library users and staff to gauge perceptions. Descriptive statistics and thematic analysis were used to identify key trends and emergent themes. Results: We included 605 respondents from the survey and interviewed 12 library users and staff. Libraries remain popular and are considered a 'safe place by members of the community, regardless of their frequency of service usage irrespective of whether they are frequent users of services. However, a lack of awareness among library users about community-facing services could act as a hurdle to improving community health and wellbeing. Targeted engagement with residents is needed to increase awareness of libraries' services, including community interventions to help tackle loneliness and inequalities in digital and health literacy. Library staff often did not feel involved in important decision-making. Various barriers, drivers and practical recommendations were identified to leverage libraries as hubs to promote community health and wellbeing. Conclusion: Libraries already offer a variety of resources that directly or indirectly support the health and wellbeing of community-dwelling adults and young people. However, public awareness of these services is limited. As we navigate post-pandemic recovery, libraries can serve as platforms for community engagement, fostering resilience, mental health support and reducing social isolation. 18. Agile Project Management Facilitates Efficient and Collaborative Collection Development Work.

Objective - To examine the advantages and obstacles of using Agile (an approach to project management) principles to guide collection development work in ways that allow libraries to better address user needs while increasing transparency and collaboration in their processes. Design - Descriptive case study. Setting - Libraries at a private, R1 university (doctoral university - very high research activity). Subjects - Five cross-disciplinary teams of three to six people, with each team focusing on a separate strategic aspect of library collections work (Communications and Data Visualization, E-Resource Contract Negotiation, Serials Workflow Analysis, Demand Driven Acquisitions, and Serials Budget Projection & Assessment). Methods - The authors facilitated group reflection sessions for the teams to surface outcomes of employing Agile practices and also as a means through which they could learn from their experiences with Agile. The teams engaged in reflection throughout the year-long process where they were asked to share their work, respond to the work of the other teams, and contemplate their own learning and development as a member of a team. Main Results - Using Agile principles to structure and direct collection development work allowed the libraries to meet their stated goals of spending all available funds on relevant materials within the time frame allotted. This style of collaborative work benefitted from recognition of interrelated information needs, willingness to prioritize experimentation over seeking formal training, centering user needs in planning stages, and practicing reflection as a powerful learning tool. Additionally, the authors noted a strengthening of core skills held in high value throughout libraries, such as leadership and project management. Task-oriented skills that included capabilities like data visualization and operational analysis also progressed through learning by working on cross-functional teams. The authors offered guidance for applying these lessons to situations in other libraries that can be generalized to fit other projects. Conclusion - Based on their experiences with adopting Agile practices, the authors offered scalable approaches for implementing Agile that speak to employee buy-in and the overall impact of projects undertaken in this manner. Training that reflects a library's authentic level of investment in Agile, whether minimal or extensive, is crucial to realizing positive outcomes. The authors also recognized that resistance to change and discomfort with working under transparent conditions will present challenges for many libraries in aligning workflows with Agile methodology. However, Agile did allow for positive shifts toward more investment in shared work on team and individual levels. While failure in Agile projects is more visible and therefore more intimidating, librarians can find themselves able to learn from and correct mistakes more efficiently. [ABSTRACT FROM AUTHOR]

The study investigated Effects of Weeding Strategies on Information Resources Management Among Public Libraries in North-Central States of Nigeria, the researcher observed that Every library's print collection is limited by the space available, and collections must change over time to reflect changes in the community and in the library's goals, as result, five (5) research questions and objectives were formulated with respect to how unwanted information resources managed, shelf-time period of information resources, effects of weeding on library organisation and services and the challenges of weeding in public libraries. Survey research method was adopted for the study and staff in the circulation, technical, reference, readers and collection development units of the public libraries in Plateau, Benue, Kogi, Kwara, Niger, Nasarawa and the Federal Capital Territory (FCT) constituted the population of the study. Data were collected using questionnaire and observation, frequency tables and simple percentages were used to analyse the data collected for the study. The study found among others that public libraries in north-central states of Nigeria keep obsolete information resources in store rooms, basic tasks in library management include the acquisition, classification of acquired materials, preservation of materials (especially rare and fragile archival materials such as manuscripts), are affected by weeding activities. Contactless services have become a common way for public libraries to provide services. As a result, the strategy used by public libraries in China will effectively stop the spread of epidemics caused by human touch and will serve as a model for other libraries throughout the world. The primary goal of this study is to gain a deeper understanding of the contactless service measures provided by large Chinese public libraries for users in the pandemic era, as well as the challenges and countermeasures for providing such services. The data for this study was obtained using a combination of website investigation, content analysis, and telephone interviews for an analytical survey study of 128 large public libraries in China. The study finds that touch-free information dissemination, remote resources use, no-touch interaction self-services, network services, online reference, and smart services without personal interactions are among the contactless services available in Chinese public libraries. Exploring the current state of contactless services in large public libraries in China will help to fill a need for empirical attention to contactless services in libraries and the public sector. The research evaluated public libraries in Pakistan concerning their ICT resources, services and use of various ICT tools in service delivery. The research was quantitative and relied on a survey to collect the necessary data. The study's population was all the public libraries in the country that were run by any department or directorate. A census-based survey was done to get information from the whole population. The data was collected from the heads of the libraries through questionnaire, and then it was analyzed with the help of SPSS version 23. The public libraries were governed by various bodies, and variations were also found in the nomenclature of the libraries' heads. Most libraries' heads were LIS professionals; however, many were operated by non-professional employees. Most libraries offered services like circulation, reference, orientation, open shelf and photocopying facilities. It was also identified that most libraries did not offer some common services such as document reservation services, OPAC, indexing and abstracting services, interlibrary loans, SDI and audiovisual services, scanning and CD/DVD writing facilities. Since this is the first study of its kind, its findings could prove useful to the government of Pakistan in improving public library services. The aim is to suggest ways of reducing strife while preserving the maximum possible local access to socially just public library collections and services. It begins with an exploration of the causes of the present day's seemingly irreconcilable confrontations in conservative communities over the socially just services of many public libraries. The influence of contemporary versions of the "library faith" and religiously inspired "callings" on disputes over children's books and programming is examined. Finally, the article goes beyond the library and information literature to explore the effectiveness of pre-dispute, or early dispute, informal and formal negotiations as a means of avoiding deep divisions over the role of the public library. In conservative communities and states such an approach might develop acceptable, albeit sometimes imperfect, resolutions of problems that are tolerated by both library professionals and conservative critics. In too many instances the perceived alternative to negotiation is likely to be a public library caught up in censorship clashes with unpredictable results for socially just service. This descriptive study examined the Shah Abdul Latif Public Library in Shahdadpur, Sindh, Pakistan, with the aim of understanding its features, resources, services, and knowledge dissemination and community engagement. The study used mixed-method approach and collected data was presented in simple tables and charts. Research provided comprehensive description with aim of rules and regulations of library and the literature review explored the significance of public libraries as information centers and their role in community engagement and lifelong learning. The historical background of library may provide the understanding of basic foundation of public libraries in Pakistani cities, like Shahdadpur. During the study data was gathered with deep unbiased based observations and also conducted insights from face-to-face interviews with library staff, including librarian Asadullah Talpur, and also used open ended questionnaire, to understand the library's operations, challenges, and community initiatives. On-site observations assessed the library's physical layout, facilities, and usage patterns. The findings contribute to the existing literature and provide a comprehensive description of the Shah Abdul Latif Public Library. This research revealed the library's available resources and lacking in the services including books and digital materials, availability of technological equipments within library that support users to update from 21st century skills and services such as literacy programs facilities that was provided to the community members in different kind events. The findings and recommendations may prove to assist library staff in improvisation of library services and facilities and also assist other libraries to overcome the challenges faced by library professionals and user. This study investigated the experience of academic libraries on handling of book donations and gifts with strings or conditions attached. This study adopted the descriptive survey research design. The study population consisted of eighteen (18) academic libraries from public and private universities in South-West, Nigeria. Purposive sampling techniques was adopted to select librarians who are in charge of Collection Development of their respective libraries. Descriptive statistics involving frequency and percentage distribution were used for data analysis. The findings of the study revealed that individuals 13(72.2%) are the major source of donations with strings attached and further revealed that 6(33.3%) indicated that the string attached by donors is mostly dictating where the donated materials should be stored or displayed. The study concludes that library managements should publish the library's policy on gifts and donations and also should not hesitate to reject donations that have stringent conditions attached that may be difficulty to abide by and accept donations that will not have strings attached in a bid to provide information to users but should always ensure good quality, recency and relevance of such materials. Over the past seventy years, public libraries have adapted in several ways to reflect the challenges and opportunities presented to this diverse group of information organizations. This article examines key trends throughout this ongoing development of public libraries in North America, including the diversity of types of public libraries, the conceptualization and differentiation of patron groups, the evolving focus of public library services, the significance of architectural design, the impact of national assistance through standards and federal agency support, and an increasing focus on education and continuing education through connecting with professional organizations and nurturing social connections. Our review of each trend allows us to make some recommendations on how these topics may be addressed as the field currently faces a critical moment of change—both with the recent COVID-19 pandemic and with the many important conversations happening about the role and impact of public libraries in the middle part of the twenty-first century. The article concludes with four example scenarios of how public libraries might develop in the near future, which we encourage librarians to use as tools for reflection within their own organizations and for developing conversations across the field. Public libraries play a vital role in the development of human resources. It is one of the services rendered by a public library. They constructed a questionnaire and distributed the same selected 150 public library users. The researcher received 129 fully completed responses from the respondents. Libraries improve a country's society quality through development, change, as well as science and technology. The Indonesian National Library has adopted social inclusion-based library services to improve society's quality of life through the Sustainable Development Goals (SDGs) program. Therefore, this research aimed to examine the social inclusion-based library transformation program implementation in Indonesia. Qualitative methods were used with data collected through semi-structured interviews and documentation. The data were analysed by the thematic analysis technique, which identifies patterns of research phenomena and involved three themes, including program concept, strategy, and targets. Furthermore, the program concept explains the basis of the Social Inclusion-Based Library Transformation program in providing knowledge, learning, and social activities. The strategy explains the National Library's implementation of cooperation between local officials, governmental and non-governmental agencies, facilities and infrastructure development, facilitating intermediaries, and providing information. Lastly, the theme of the target explains the established goals by the Social Inclusion-Based Library Transformation program for the society and program focus area. Through users' studies, we get the idea of where the users are using optimal information and know where the library must improve the services. A study was carried to gauge the services provided by the public libraries to the users of Murshidabad District, West Bengal. Survey methods and questionnaire tools were applied to conduct this study. The study found that users improve their reading skills in several ways by using public libraries. It was found that the users need more services like computer facilities, photocopies facility, beverage facility, newspapers, magazines, more subject related books, and journals publicly libraries of Murshidabad District. Purpose: This study assessed the public libraries of Sindh in terms of information and human resources, services and the problems faced by the libraries in the delivery of services. Methodology: The study was quantitative in nature and survey research method was used to achieve the desired objectives. There were 30 public libraries, which constituted the study's population and data was collected from heads/incharge of libraries through the questionnaire. The data was analyzed using the Statistical Package for Social Sciences version 23. Results: The heads of most libraries were non-professionals, and some libraries were worked with very few staff. The availability of information resources was found inadequate and resources such as maps, reports, theses & dissertations, rare books, and e-books were found in very few libraries. The services such as open shelf, circulation, reference and current awareness services were offered by most libraries; however, SDI, audiovisual, document reservation, interlibrary loan, orientation and scanning services were offered by few libraries. The major problems faced by the libraries were lack of training opportunities, non-availability of integrated library software, insufficient information, human and financial resources, limited e-resources and lack of commitment from the management. Implications: The study's findings could be beneficial to the concerned authorities. The key points to be considered include 1) information resources should be procured both in printed and electronic formats, 2) the existing facilities and services should be upgraded and extended to other libraries and, 3) sufficient funds should be provided to acquire information resources, develop proper infrastructure and launched new services. Originality: This is the first study in the province to assess the various aspects of public libraries. The Prince George's County Memorial Library System (PGCMLS) has a long-standing partnership with the county's human rights education and enforcement agency, the Office of Human Rights (PGCOHR), formerly the Prince George's County Human Relations Commission (PGCHRC). The two agencies serve over 967,000 Prince Georgians, a majority-Black (64.4%) and Latin or Hispanic (19.5%) population with a sizable immigrant community (22.7%). The civil rights issues of 2020 hit close to home in Prince George's County and the agencies have sustained a multi-year effort to provide residents with opportunities to learn how to engage with social justice topics for personal and collective advancement. This paper outlines the agencies' innovative model for collaborative community programming, which has dramatically expanded the scope and impact of their equity, diversity, inclusion, and antiracism (EDIA) initiatives despite minimal funding resources and the limitations of the COVID-19 pandemic. PGCMLS and PGCOHR's approach to joint programming is modeled in their Collaborative Programming Lifecycle, which can be applied to a wide range of content areas, whether special events, series, thematic programs, or special events. The lifecycle also touches individual presenters, partners, funders, attendees, and the daily work of programming staff. The partners have successfully deployed the Collaborative Programming Lifecycle to develop internationally acclaimed EDIA programs in multiple formats that influence local efforts to advance social equity and anti-racism. The joint mission of this partnership is to provide meaningful conversation that strengthens the collective community. While this partnership pre-dates both the pandemic and the murders of George Floyd and Breonna Taylor, the agencies rapidly transitioned to virtual programming and engagement during the COVID-19 pandemic. In addition to immediate local impact, the partnership's programs have resulted in a compelling new model for making local programs accessible to larger communities at state, regional, and national levels. A book collection in corpore is usually used to describe a historically formed, indivisible collection of books having a historic, scientific and cultural value. Specialized research on this topic in Lithuania has been scanty, if any, with the exception of research conducted on acquiring and storing book collections in libraries as well as similar topics. The article aims at investigating the theoretical aspects of using the term book collection and providing the analysis of existing practices and trends with regard to book collections both in Lithuanian and foreign libraries. To achieve this objective, the following methods of literary analysis and empirical research have been used: analysis of library websites, expert survey, interviews with the library staff taking care of book collections at their disposal. The objects of research are the book collections in corpore, acquired and stored in the National Library of Lithuania, libraries of state-level and county libraries. The libraries which decide to store and preserve book collections in corpore, undertake a museum function, that is, the inherent function pertinent to a memory institution. This function is not characteristic of public libraries. However, it is among the core functions of the libraries having the national and state status. Based on the criterion of the former owner, collections in corpore can be grouped as follows: personal libraries (the libraries of outstanding statesmen, public figures, science and culture makers) and book heritage of various institutions (institutional libraries). It turned out that currently 144 collections in corpore are being stored in the National Library of Lithuania, state-level and county libraries, with personal libraries identified as the prevailing group among them (137). The seven remaining collections in corpore are institutional libraries. The analysis of the information available in library websites on the collections in corpore revealed that the material presented is rather scarce and the websites do not contain comprehensive information about the scope of the respective collections. Thus, the user's access to information is rather restricted. Today, the acquisition of collections in corpore has been reduced in scope, reflecting the current situation in librarianship. The status of some of the libraries which have acquired a great many book collections in corpore (for example, Vilnius University Library) have to be reviewed. Having established whether we are dealing with a collection in corpore or whether it is merely a donated collection of books, we can integrate the books in question into the library holdings, marking book provenance indicators in a bibliographic description in the online catalogue. Due to their exclusivity, book collections in corpore are becoming book monuments. Such a status puts their custodians under an obligation to treat them as the sets of documents having special value, that is, as book monuments. [ABSTRACT FROM AUTHOR]
