Public participation is experiencing increasing recognition as an indispensable component of effective communication and engagement between resource users and managers in natural resource planning and management. To bridge a gap between communication, information and participation, natural resource management agencies have increasingly used the visual capability of spatial decision support tools, such as geographic information systems. Nevertheless, both participation and the use of spatial technologies have been promoted without much consideration of how particular stakeholder groups participate and use existing decision support tools. This paper analyses the current state of public participation and the extent to which spatial data and geographic information tools are used by stakeholder groups to facilitate access to information and to support communication in water quality management on the Great Barrier Reef coast. Data were collected via document analysis, participant observation at stakeholders' meeting, face-to-face interviews and questionnaires. Qualitative data were coded for themes using coding analysis processes, whereas quantitative data from the surveys were analysed using standard exploratory and descriptive statistical techniques. Results reveal that reliance on the natural resource management officer, established networks and personal relationships, and provision of property-scale spatial information are important aspects of a meaningful public participation process. There has been a strong push within natural resource management to incorporate spatial structure into management regimes. However, discussions surrounding the appropriate designs of spatial management have largely been conceptual. This paper develops a spatial econometric model of fishing location choice using non-confidential data from the Great Barrier Reef coral trout commercial fishery. Harvest location decisions are modeled as a function of spatial patterns of expected economic returns. The preferred spatially dependent econometric model is shown to outperform ordinary least squares and fixed effects models in out-of-sample forecasting. Estimates from the spatial model reveal spatial spillover effects in fleet harvest location behavior. In particular, harvest activity at any given site is equally sensitive to same-site economic returns and surrounding-site economic returns. The econometric results are illustrated using a fee-based policy simulation. Results suggest non-spatial management is characterized by two inefficiencies. First, heterogeneity between sites is averaged, resulting a fee that is too high or too low across space. Second, fees that are too high or too low affect the fishing effort in nearby locations. Integrating people's values and perceptions into planning is essential for the successful management of natural resources. However, successful implementation of natural resources management decisions on the ground is a complex task, which requires a comprehensive understanding of a system's social and ecological linkages. This paper investigates the relationship between sense of place and people's attitudes towards their natural environment. Sense of place contributes towards shaping peoples'' beliefs, values and commitments. Here, we set out to explore how these theoretical contributions can be operationalized for natural resources management planning in the Great Barrier Reef region of Australia. We hypothesise that the region's diverse range of natural resources, conservation values and management pressures might be reflected in people's attachment to place. To tests this proposition, variables capturing socio-demographics, personal wellbeing and a potential for sense of place were collected via mail-out survey of 372 residents of the region, and tested for relationships using multivariate regression and redundancy orientation analyses. Results indicate that place of residence within the region, involvement in community activities, country of birth and the length of time respondents lived in the region are important determinants of the values assigned to factors related to the natural environment. This type of information is readily available from National Census and thus could be incorporated into the planning of community engagement strategies early in the natural resources management planning process. A better understanding of the characteristics that allow sense of place meanings to develop can facilitate a better understanding of people's perceptions towards environmental and biodiversity issues. We suggest that the insights gained from this study can benefit environmental decision making and planning in the Great Barrier Reef region; and that sense of place is a concept worthy of further investigation elsewhere. Improvements in human wellbeing are dependent on improving ecosystems. Such considerations are particularly pertinent for regions of high ecological, but also social and cultural importance that are facing rapid change. One such region is the Great Barrier Reef (GBR). Although the GBR has world heritage status for its 'outstanding universal value', little is known about resident perceptions of its values. We surveyed 1545 residents, finding that absence of visible rubbish; healthy reef fish, coral cover, and mangroves; and iconic marine species, are considered to be more important to quality of life than the jobs and incomes associated with industry (most respondents were dissatisfied with the benefits they received from industry). Highly educated females placed more importance on environmental non-use values than other respondents; less educated males and those employed in mining found non-market use-values relatively more important. This article presents information on a study on policy options for Great Barrier Reef water quality. Ecosystem protection in the Great Barrier Reef Marine Park in Australia is a multifaceted problem compounded by susceptibility to land use impacts. Policy to manage diffuse agricultural pollution is required for sustainable natural resource use. Difficulty in measuring individual pollution contributions increases the complexity of policy design. Selected policy options suggested by the Productivity Commission to address fertilizer and chemical use in catchments draining into the Great Barrier Reef are reviewed. Choosing policy options, setting water quality targets and designing implementation require community participation, primarily because of the location-specific expertise that resides in natural resource management groups. The Commonwealth and Queensland governments formed the Joint Taskforce in response to pressure over water quality decline in the Great Barrier Reef lagoon. The Joint Taskforce called on the Productivity Commission to outline water borne pollution abatement policy options inter alia. Diffuse sources of pollution from agricultural activities are considered the predominant source of water borne pollutants in catchments draining into the Great Barrier Reef.
