This paper analyzes the patterns of health biotechnology publications in six Latin American countries from 2001 to 2015. The countries studied were Argentina, Brazil, Chile, Colombia, Cuba and Mexico. Before our study, there were no data available on HBT development in half of the Latin-American countries we studied, i.e., Argentina, Colombia and Chile. To include these countries in a scientometric analysis of HBT provides fuller coverage of HBT development in Latin America. The scientometric study used the Web of Science database to identify health biotechnology publications. The total amount of health biotechnology production in the world during the period studied was about 400,000 papers. A total of 1.2% of these papers, were authored by the six Latin American countries in this study. The results show a significant growth in health biotechnology publications in Latin America despite some of the countries having social and political instability, fluctuations in their gross domestic expenditure in research and development or a trade embargo that limits opportunities for scientific development. The growth in the field of some of the Latin American countries studied was larger than the growth of most industrialized nations. Still, the visibility of the Latin American research (measured in the number of citations) did not reach the world average, with the exception of Colombia. The main producers of health biotechnology papers in Latin America were universities, except in Cuba were governmental institutions were the most frequent producers. The countries studied were active in international research collaboration with Colombia being the most active (64% of papers co-authored internationally), whereas Brazil was the least active (35% of papers). Still, the domestic collaboration was even more prevalent, with Chile being the most active in such collaboration (85% of papers co-authored domestically) and Argentina the least active (49% of papers). We conclude that the Latin American countries studied are increasing their health biotechnology publishing. Some Latin American countries have introduced presidential recall in the last three decades. This exceptional and spontaneous mechanism by which somebody can remove a servant elected through a popular vote from office before the end of his term aims to broaden participation, empower citizens, and improve the responsibility and accountability of servants. However, the recall faces the challenge of being an instrument serving interests outside of its normative ideal. What are the consequences of holding a recall referendum? Under what conditions can the recall yield better results and be more effective? This paper answers these questions by comparing the presidential recall held in Venezuela, Bolivia, and Mexico. The evidence suggests that the mechanism can have substantial advantages and fulfill its objective when its holding is justified, there is no intervention from relevant political actors, and the institutional design does not hinder or discourage participation. While in developed countries the effects of urban freight transport on congestion levels, environment and quality of life of the population have been recognized and studied, in Latin American countries a limited amount of reports have been produced on this issue, focusing only on major urban agglomerations and capital cities. The aim of this paper is to describe and discuss the results and the key analytical concepts supporting a research work carried out in the Queretaro Metropolitan Area, within the 2003-2014 period. The methodological approach considered includes a multi-year research effort for creating analytical tools and evaluation methods. As a result of this effort, urban freight related issues have been characterized in a context of urban and peri-urban interacting environments for a medium-sized city. We explore how the reception of remittances affects perceptions of the bilateral relationship between Mexico and the United States. Scholars have claimed that the economic benefits of the relationship with the US prevail over imperialistic concerns as a result of the asymmetry of power between the two countries. Empirical research shows that Latin American public opinion is indeed more supportive of the US than theory indicates. However, we identify two gaps in this literature. First, scholars have explored the determinants of generic expressions of sentiment toward the US, overlooking more concrete instances of cooperation between the two countries. Second, scholars have focused on trade and investment and have ignored how the material gains of emigration shape attitudes toward the US. The present paper fills these two gaps by using novel survey data on the bilateral relationship between Mexico and the US. On one hand, we find that while the reception of remittances correlates positively with good sentiments toward the US, the recipients of remittances are consistently more opposed to cooperation with the US in the fight against drug trafficking. We argue that this finding can be explained by the different nature of the migratory phenomenon, and the connection between anti-drug trafficking policies and the close scrutiny of illegal flows of money and people. En este artículo estudiamos cómo la recepción de remesas afecta las percepciones de la relación bilateral entre México y los Estados Unidos. Diversos autores afirman que los beneficios económicos de la relación con los Estados Unidos prevalecen sobre preocupaciones imperialistas, que resultan de la asimetría de poder entre los dos países. La investigación empírica muestra que la opinión pública latinoamericana valora con más entusiasmo a los Estados Unidos de lo que muchas teorías predicen. Identificamos dos temas poco explorados en esta literatura. Primero, los estudiosos del anti-americanismo se han centrado en entender sentimientos genéricos hacia los Estados Unidos, pasando por alto ejemplos más concretos de cooperación entre los dos países. Taking the answers of over fifty Latin American scholars to a survey as its foundation, this paper analyses the features of the global and Latin American context and presents some of the potential areas for its development over the coming decade. To do this, the number of poles in the system is considered along with the logics of cooperation and competition that predominate in the relations between countries. In addition, an analysis is made of how different countries define a 'region' in their foreign policy, and the reasons behind Brazil losing its leadership position and Mexico's potential role in the region are set out. Multicultural discourse has reached Latin American higher education in the form of a set of policies targeting indigenous peoples. These policies are strongly influenced by the transfer of European notions of 'interculturality', which, in the Mexican context, are understood as positive interactions between members of minority and majority cultures. In Mexico, innovative and often polemical 'intercultural universities or colleges' are being created by governments, by NGOs or by pre-existing universities. This trend towards 'diversifying' the ethnocultural profiles of students and curricular contents coincides with a broader tendency to force institutions of higher education to become more 'efficient', 'corporate' and 'outcome-oriented'. Accordingly, these still very recently established 'intercultural universities' are often criticised as being part of a common policy of 'privatisation' and 'neoliberalisation' and of developing curricula particular to specific groups which weakens the universalist and comprehensive nature of Latin American public universities. Indigenous leaders, on the contrary, frequently claim and celebrate the appearance of these new higher education opportunities as part of a strategy of empowering actors of indigenous origin or African descent. Going beyond this polemic, this paper presents the first findings of an activist anthropological and ethnographically-based case study of the actors participating in the configuration of one of these new institutions of higher education, the Universidad Veracruzana Intercultural (UVI), located on the Mexican gulf coast. This article examines the way UVI has appropriated the discourse of interculturality on the basis of fieldwork conducted in the four indigenous regions where the UVI offers a B.A. in Intercultural Management for Development. The study focuses on the actors' teaching and learning practices, which are strongly shaped by an innovative and hybrid mixture of conventional university teaching, community-oriented research and 'employability'-driven development projects. This paper summarizes the findings of research in Bogotá, Colombia and Mexico City on the use of financial services by the urban population. The focus is on the majority of persons who have no relation whatever with a formal bank, cooperative or credit union. The paper identifies the characteristics of those who are "unbanked" and the range of reasons for their exclusion. It also discusses the multiple and considerable costs that this exclusion imposes on the unbanked population, as well as the loss in income that results for formal sector financial institutions. The paper concludes by describing some measures taken to extend financial services to the low-income population, and proposes the importance of linking "financial inclusion" to programmes of urban development and upgrading focused on the poor in developing countries. This paper analyzes the evolution of fear of floating (FOF) and its effect on output in Chile, Colombia and Mexico. It shows that there has been a gradual rise in exchange-rate volatility as the period of floating lengthens in each country. The paper analyzes the implications of this evolution for the behavior of output. It finds that the reduction of FOF has tended to decrease output volatility in Chile. This paper analyzes Latin American neoextractivism, or the advance of raw materials exports in Latin America, from the perspective of classical and contemporary theory, and explains that before a break, it's the deepening of the model of liberal economy instrumented in different periods in the whole region, so changes are not expected in the dynamics or structure of the economy. John King’s introduction to this section surveys the development of Latin American film studies in the UK over the past 25 years. All three papers explore the interplay between local and global factors in the development of Mexican cinema. Andrea Noble introduces the work of Carlos Monsiváis and discusses the role that early and Golden Age cinema played in the processes of modernisation in Mexico. Carlos Monsiváis pays particular attention to the image of the city in recent Mexican cinema, exploring the use of language and the depiction of sex. Geoffrey Kantaris offers a number of theoretical pathways into an exploration of contemporary cinema in Mexico, analysing how ideas of place and identity are disrupted by the crisis of the nation state in a globalised, postmodern world. Throughout Latin America, from architecture to literature and the visual arts, the landscape has been a key expression of modernity-as-crisis, unsettling earlier traditions of deploying the landscape-form in order to forge an image of pristine American nature. Instead, twentieth-century landscape is both expression of and intervention into, the critical reconfigurations of space and place underpinning the urbanization of Latin American societies, until then predominantly rural in nature. Luis Barragán's and Roberto Burle Marx's garden designs offer two very different expressions of modernism in the landscape-form, as a way of emplacing the abstract space of modern architecture in American nature and culture. This paper tries to re-assess their work in the context of the landscape- form as a site and expression of the crisis of space/place constellations in twentieth-century Latin America. The biometric curve which Burle Marx's gardens introduced into the formal vocabulary of architectural modernity, will be read here as the formal inscription in the design itself of the tensions between space and place which the latter attempts to negotiate. Chagasic cardiomyopathy is a common disease in Latin America, however similar clinical pictures exist that can be confused with this, as they give negative results to the tests that detects T. cruzi, like non Chagasic rural endemic chronic cardiopathy, highly common in Venezuela. Using histopathology techniques, "idiopathic cardiomyopathy" is frequently found as the cause of death when the etiology of this disease is not known. This paper presents the case of a man of 26 years old who died of dilated cardiomyopathy secondary to leptospirosis. Clinically, in addition to the cardiac failure, jaundice, hyperbilirubinemia, transaminases increase, proteinuna and hematuria were present. Initially it was suspected Chagasic cardiomyopathy but the epidemiologic background and the parasitologic and serologic tests for T. cruzi gave negative results. The dark field microscopy videorecording of blood and urine samples, argentic impregnation and immunohistochemistry tests as well as haemoculture in EMJH medium were positive for L. interrogans serovar Pomona. Postmortem we confirmed the presence of leptospira in different tissues through of histopathology, argentic impregnation, indirect immunofluorescence and immunohistochemistry. [ABSTRACT FROM AUTHOR]

Aims: Fracture liaison services (FLS) use a multidisciplinary approach to treat patients who have experienced an osteoporotic fracture to reduce the risk of subsequent fractures. To date, there has been minimal FLS implementation in Latin America where fractures continue to be undertreated. This study aims to estimate the number of fractures averted, bed days avoided, and costs saved resulting from universal FLS implementation in Brazil, Mexico, Colombia, and Argentina. Materials and methods: A calculator was developed to estimate the annual benefits of FLS programs in Brazil, Mexico, Colombia, and Argentina from a public hospital perspective. It was assumed all patients with a hip, vertebral, or wrist fracture were referred to an FLS program. Country-specific data were obtained from a previous systematic review and interviews with osteoporosis experts. Hospitalization and post-hospitalization costs were expressed in 2019 USD without discounting. Costs of FLS implementation were not considered. Results: In 2019, the number of FLS patients prevented from having a subsequent hip, vertebral, or wrist fracture was estimated as 15,607 in Brazil, 8,168 in Mexico, 5,190 in Argentina, and 2,435 in Colombia with total bed days saved of 142,378 in Brazil, 75,877 in Mexico, 52,301 in Argentina, and 21,725 in Colombia. The annual cost savings in 2019 were highest in Argentina (28.1 million USD), followed by Mexico (19.6 million USD), Brazil (7.64 million USD) and Colombia (3.04 million USD). Over five years (2019-2023) the cumulative cost savings were 145 million USD in Argentina, 106 million USD in Mexico, 40.5 million USD in Brazil, and 16.1 million USD in Colombia. Conclusion: Universal FLS implementation in Brazil, Mexico, Colombia, and Argentina was predicted to prevent 31,400 fractures, avoid 292,281 bed days, and save 58.4 million USD in 2019, though caution is warranted in the interpretation of these results due to high uncertainty. Skeletal-related events (SREs) are major bone complications that frequently occur in patients with solid tumors (ST) and bone metastases, and in patients with multiple myeloma (MM). SREs include pathological fracture, spinal cord compression, radiation to bone, and surgery to bone. Limited data are available regarding the burden of SREs in Latin America. We built an economic model to quantify the current and future economic burden of SREs among adults in four Latin American countries: Argentina, Brazil, Colombia, and Mexico. A comprehensive literature review with a systematic search strategy was conducted to parameterize the economic burden of illness (BOI) model. Economic analyses were conducted using a prevalence-based model. Aggregate SRE costs obtained from country-specific sources were used. We also included patient productivity losses. Costs were expressed in 2020 USD for the total annual burden, annual burden per 1,000 at risk, and projected five-year burden. The estimated total number of SREs was 251,503 in 2020, amounting to a total annual cost of USD 1.4 billion. The total projected five-year cost was USD 6.9 billion. Annual costs were highest in Brazil (USD 779.1 million), followed by Mexico (USD 281.8 million), Argentina (USD 174.6 million), and Colombia (USD 120.1 million). The average financial burden per 1,000 at risk was greatest in Brazil (USD 3.6 million), followed by Mexico (USD 3.4 million), Colombia (USD 2.9 million), and Argentina (USD 2.7 million). Despite recommendations by medical societies for the use of bone-targeted agents in patients with solid tumors and bone metastasis or with multiple myeloma and bone lesions, a large proportion of patients at risk of experiencing SREs are not treated. Early detection of bone metastases and SREs and the use of the most effective preventative treatments are needed to decrease the clinical and economic burden of SREs in Latin America. Circular Economy (CE) models are increasingly referenced in international fora and on many countries' climate action agendas. This emphasis is associated with the international environmental and climate crisis. The case of the electronics industry remains particularly relevant, given its background in the use of CE models and its potential to enhance their use. This work focuses on consumer behavior regarding electronics products in Mexico. This is a largely under-researched topic not only in Mexico but also in Latin America. This study demonstrates that, by trying to extend the lifespan of their electronic products, consumers have awareness of product circularity. However, there is a lack of incentives to capitalize on this consumer interest, compounded by the limited participation of manufacturers and distributors. It is concluded that with a well-designed public policy, the electronics industry (including the mobile phone sector) in Mexico can move toward a CE model more rapidly. A stronger initiative for CE by design should be part of these policies, not only in Mexico but also internationally. The role of better eco-labelling in promoting consumers' environmental awareness is essential. The lessons of this case study might be of interest to other countries as well. [ABSTRACT FROM AUTHOR]

The fungal pathogen Batrachochytrium dendrobatidis (Bd) is implicated in global mass die-offs and declines in amphibians. In Mesoamerica, the Bd epidemic wave hypothesis is supported by detection of Bd in historic museum specimens collected over the last century, yet the timing and impact of the early stages of the wave remain poorly understood. Chiropterotriton magnipes, the only obligate troglodytic Neotropical salamander, was abundant in its small range in the decade following its description in 1965, but subsequently disappeared from known localities and was not seen for 34 years. Its decline is roughly coincident with that of other populations of Neotropical salamanders associated with the invasion and spread of Bd. To determine the presence and infection intensity of Bd on C. magnipes and sympatric amphibian species (which are also Bd hosts), we used a noninvasive sampling technique and qPCR assay to detect Bd on museum specimens of C. magnipes collected from 1952 to 2012, and from extant populations of C. magnipes and sympatric species of amphibians. We also tested for the presence of the recently discovered Batrachochytrium salamandivorans (Bsal), another fungal chytridiomycete pathogen of salamanders, using a similar technique specific for Bsal. We did not detect Bd in populations of C. magnipes before 1969, while Bd was detected at low to moderate prevalence just prior to and during declines. This pattern is consistent with Bd-caused epizootics followed by host declines and extirpations described in other hosts. We did not detect Bsal in any extant population of C. magnipes. We obtained one of the earliest positive records of the fungus to date in Latin America, providing additional historical evidence consistent with the Bd epidemic wave hypothesis. Genotyping results show that at least one population is currently infected with the Global Panzootic Lineage of Bd, but our genotyping of the historical positive samples was unsuccessful. The lack of large samples from some years and the difficulty in genotyping historical Bd samples illustrate some of the difficulties inherent in assigning causality to historical amphibian declines. Previous studies on the United States and Latin America have demonstrated unequal media coverage of men and women during electoral campaigns. However, in Mexico, a country where women increasingly participate in politics, this has seldom been studied. This is worrisome when considering that, with gender stereotyping, the media can create new barriers for female candidates, affecting voters' perceptions of women's expertise and policy proposals. Through a comparative analysis, this research explores the role of the media when covering women running for office. It specifically studies coverage of executive-branch campaigns at the three levels of government. This is an important contribution to the literature as there are few studies of the Mexican context; specifically, this research examines the visibility, focus, traits, and issues covered in written media in order to explore, as well expand knowledge of, media biases and Mexican politics. Findings suggest that women running for positions with more power received different appraisal in printed media. Furthermore, male candidates received more coverage with the number of stories and headlines explicitly covering them higher than female candidates. This was most evident in municipal elections. At the same time, coverage of both female and male candidates shied away from personal traits or family matters. The media's attention was on 'male' issues, where women were less competitive than men. Albeit with marginal differences, coverage of municipal elections was positive for women (where they won), compared with that of the across-the-board losses for female candidates running for governor. Background and objectives: Latin American (LA) countries have begun to adopt a variety of regulations targeting sugar-sweetened beverages (SSBs) for public health reasons. Our objective was to characterize the regulatory strategies designed to reduce SSB consumption over the last decade, and assess the available evidence on their enforcement and impact. Methods: We searched legal and public health databases for public and private SSBs regulations in 14 LA countries and then conducted a systematic review of the available literature. We tracked comparative variations in the type of body issuing the regulations, their scope, and binding status. We present data following a 5-category framework we named NUTRE that classifies SSBs regulations as: (1) restrictions to SSB availability in schools (N), (2) taxes and other economic incentives to discourage consumption (U), (3) restrictions on advertising and marketing (T), (4) regulations on government procurement and subsidies (R), and (5) product labeling rules (E). Results: Since 2006, 14 LA countries have adopted at least 39 public and private SSB regulatory initiatives across the NUTRE framework. Comprehensive efforts have only been approved by Chile, México and Ecuador, while the rest have comparatively few initiatives. 28 out of the 39 regulatory initiatives were passed by legislative and executive bodies; 11 initiatives represent self-regulatory undertakings by the beverage industries. An 86% (24/28) of public sector regulations are binding; 56% (22/39) contain explicit monitoring or evaluation methods; and 62% (24/39) provide for sanctions. Moreover, 23 regulations specify the body in charge of monitoring the new rules and standards. Conclusions: LA countries are targeting SSB consumption through a variety of mechanisms, particularly via restrictions to availability in schools and through taxes. Interdisciplinary evidence comparing alternative regulatory strategies is scarce, and few studies offer data on impact and implementation challenges. Background: The recent increase of breast cancer mortality has put on alert to most countries in the region. However it has taken some time before breast cancer could be considered as a relevant problem. Only in recent years breast cancer has been considered a priority in some Latin American countries and resources have been mobilized to confront the problem at the institutional level. The article analyzes the efforts made in five Latin American countries (Argentina, Brazil, Colombia, Mexico and Venezuela) in the last 15 years to design and implement policies to address the growing incidence of breast cancer.Methods: Data was collected between July and December 2010 from both primary and secondary sources. Semi-structured interviews were conducted with key informants from governmental and non-governmental organizations. Secondary data was obtained from publications in journals, government reports and official statistics in each country. Analysis combines information from both types of sources.Results: Countries have followed different paths and are in different stages of policy implementation. In all cases early detection is a key strategy. Through the design of programs and guidelines, the allocation of financial resources to treat patients, as well as a formally structured information system, Brazil and Mexico have been able to set up comprehensive national policies. Argentina, Colombia and Venezuela have made important advancements but not yet capable of coordinating comprehensive national policies.Conclusion: Breast cancer is being considered a priority in all five countries but there are different stages in the rolling out of comprehensive national policies due to differences in their capacity to allocate resources, implement operational strategies and encourage the participation of relevant stakeholders. Previous studies of the Korean wave have focused mainly on fan clubs by taking an ethnographic approach in the context of countries in Southeast Asia and, in a minor extension, Europe. This study fills the gap in the literature by providing a social network analysis of Tweets in the context of Mexico. We used the Twitter API in order to collect Twitter comments with the hashtag #kpop from March to August 2012, analyzing them with a set of webometric methodologies. The results indicate that #kpop power Twitterians in Mexico were more likely to be related to the public television broadcast. The sent Tweets were usually related to their programs and promotion for Kpop artists. These Tweets tended to be positive, and according to URLs, not only Kpop but also Korean dramas had considerable influence on the Korean wave in Mexico. [ABSTRACT FROM AUTHOR]

Background: The origins and dispersal of Plasmodium vivax to its current worldwide distribution remains controversial. Although progress on P. vivax genetics and genomics has been achieved worldwide, information concerning New World parasites remains fragmented and largely incomplete. More information on the genetic diversity in Latin America (LA) is needed to better explain current patterns of parasite dispersion and evolution. Methods: Plasmodium vivax circumsporozoite protein gene polymorphism was investigated using polymerase chain reaction amplification and restriction fragment length polymorphism (PCR-RFLP), and Sanger sequencing in isolates from the Pacific Ocean coast of Mexico, Nicaragua, and Peru. In conjunction with worldwide sequences retrieved from the Genbank, mismatch distribution analysis of central repeat region (CRR), frequency estimation of unique repeat types and phylogenetic analysis of the 3' terminal region, were performed to obtain an integrative view of the genetic relationships between regional and worldwide isolates. Results: Four RFLP subtypes, vk210a, b, c and d were identified in Southern Mexico and three subtypes vk210a, e and f in Nicaragua. The nucleotide sequences showed that Mexican vk210a and all Nicaraguan isolates were similar to other American parasites. In contrast, vk210b, c and d were less frequent, had a domain ANKKAEDA in their carboxyl end and clustered with Asian isolates. All vk247 isolates from Mexico and Peru had identical RFLP pattern. Their nucleotide sequences showed two copies of GGQAAGGNAANKKAGDAGA at the carboxyl end. Differences in mismatch distribution parameters of the CRR separate vk247 from most vk210 isolates. While vk247 isolates display a homogeneous pattern with no geographical clustering, vk210 isolates display a heterogeneous geographically clustered pattern which clearly separates LA from non-American isolates, except vk210b, c and d from Southern Mexico. Conclusions: The presence of vk210a in Mexico and vk210e, f and g in Nicaragua are consistent with other previously reported LA isolates and reflect their circulation throughout the continent. The vk210b, c and d are novel genotypes in LA. Their genetic relationships and low variability within these vk210 and/or within the vk247 parasites in Southern Mexico suggest its recent introduction and/or recent expansion to this region. Sections yielding late Maastrichtian ammonite assemblages are rare in Latin America and precise biostratigraphic correlation with European type sections remains difficult. In all, the extinction pattern of ammonites appears to differ between sites in southern high latitudes and those in the tropics to subtropics. In austral sections of Chile, and possibly also in southern Argentina, diverse assemblages range throughout most of the sub-stage and then show a gradual decline prior to the Cretaceous-Paleogene (K-Pg) boundary. Further north, in northeast Brazil, only two genera (Diplomoceras, Pachydiscus) range into the uppermost Maastrichtian, but disappear within the last 0.3 Ma of the Cretaceous. In tropical sections of Columbia and Mexico, the decline of ammonites started earlier and Sphenodiscus is the last ammonite known to occur in the late Maastrichtian. In all sections revised here the disappearance of ammonites was completed prior to the end of the Maastrichtian and was thus independent of the asteroid impact at, or near, the end of the Cretaceous. The discovery, extraction, and monopolistic control of key natural resources was a priority of New Spain's colonial administration. Managing the region's abundant resources, however, often proved difficult for the Spanish Crown. Human and environmental challenges impeded protoindustrial growth and development, and monopolistic control of resources often met resistance. In this article I examine these processes in the context of New Spain's little-known monopoly on sulphur-a yellow, powdery mineral the Crown jealously guarded as its own. Sulphur was critical for gunpowder and explosives production, yet the Crown often failed to produce enough of it to meet the growing demand by its military and the silver blast-mining industry. Colonial documents reveal administrators' attempts to improve sulphur production through reform measures, which included advising sulphur miners on how to discover sulphur deposits and, eventually, how to develop their mines. Two new Neotropical species of Ceracis Mellié are described: Ceracis cassumbensis Antunes-Carvalho & Lopes-Andrade, sp. n. from a single locality in northeastern Brazil and Ceracis navarretei Antunes-Carvalho & Lopes-Andrade, sp. n. from a single locality in southern Mexico. Scanning Electron Microscope images of adults and photographs of holotypes and male terminalia are provided for both species, their similarities and differences with other Ceracis are briefly discussed, and the cucullatus species-group is redefined for including the new species described herein. An essay is presented on the racialization of Mexican Americans in the U.S. Particular focus is given to the effects of conflicts between the U.S. eugenics movement and U.S. interests in Latin America on attitudes towards Mexican Americans. Details related to the classification of Mexicans as a separate, nonwhite race in U.S. records are presented. Other topics include the U.S. Department of State, the Good Neighbor Policy, and white supremacy.

Latin America is often used as a backdrop against which U.S. race relations are compared. Yet research on race in Latin America focuses almost exclusively on countries in the region with a large recognized presence of individuals of African descent such as Brazil. Racial categories in these countries are based on skin color distinctions along a black-white continuum. By contrast, the main socially recognized ethnic distinction in Indo-Latin American countries such as Mexico, between indigenous and non-indigenous residents, is not based primarily on phenotypical differences, but rather on cultural practices and language use. Many Mexicans today nevertheless express a preference for whiter skin and European features, even though no clear system of skin color categorization appears to exist. In this study, I use data from a nationally-representative panel survey of Mexican adults to examine the extent of skin-color-based social stratification in contemporary Mexico. Despite extreme ambiguity in skin color classification, I find considerable agreement among survey interviewers about who belongs to three skin color categories. The results also provide evidence of profound social stratification by skin color. Individuals with darker skin tone have significantly lower levels of educational attainment and occupational status, and they are more likely to live in poverty and less likely to be affluent, even after controlling for other individual characteristics. Multiproxy analysis (pollen, diatom, charcoal) on a 6 m core from Lago Verde (Sierra de Los Tuxtlas), shows evidences of environmental changes and human impact on the evergreen rainforest on the tropical lowlands of eastern Mexico during the last ca. 2,800 years. Prehistoric human occupation is recorded since the late Formative throughout the middle Classic (250 b.c.–ca. a.d. 800) by the presence of maize pollen, a low abundance of tropical arboreal taxa and a high abundance of herbaceous pollen and charcoal particles. This occurred under a scenario of very low lake levels from which dry conditions are inferred based on the dominance of aerophilous and periphytic diatom taxa. After ca. a.d. 800 the site was abandoned and forest regeneration started, at the same time higher lake levels, an indication of more humid conditions, were established. In the absence of human disturbance, tropical forest regeneration was rapid (ca. 200 years). Fluctuations in pollen composition during times of low human population at the site are related to climate variability, with the highest tropical forest diversity and lake levels recorded during the Little Ice Age. Modern human impact is also recorded and compared with the prehistoric deforestation event. Comparison with palaeoecological records from Yucatan and the highlands of central Mexico offers a Mesoamerican perspective of climatic variability giving evidence that the late Formative and early to middle Classic demographic expansion occurred under a scenario of climates dryer than present, with the Postclassic characterized by moister conditions. The end of the Classic (ca. a.d. 800–1000) is identified as a period of rapid climate change which marks one of the most important cultural transitions in Mesoamerica. [ABSTRACT FROM AUTHOR]

Forest loss in the tropics is one of the most critical contemporary environmental problems. Understanding the complex sociopolitical and ecological forces operative in producing this problem has thus become an important scientific, mandate. Some recent literature has suggested that modern market economy trends in Latin America--namely, rural out-migration and policies strongly favoring high-input, industry-based agriculture--have helped curtail and sometimes revert the net loss of tropical forests, mainly through afforestation of land abandoned by smallholders. Government in Mexico, a megadiverse country with one of the biggest out-migration and remittance economies in the world, has excelled in applying free-market policies and in discouraging historical smallholder agriculture. Our analysis of Mexico's development path and of recent deforestation and reforestation trends at the national, regional, and local levels shows that, contrary to expectations, net deforestation is still occurring, and that other development, agricultural, and reforestation strategies are needed. Research that has examined the high levels of crime experienced in Latin American settings has suggested that macrostructural variables (such as social inequality), and factors associated with development and institutional capacity, offer explanations for these high crime levels. Although useful, these studies have yet to quantify how these explanations translate to the dynamics of offending activities. In the current study, we examine a key component related to offending dynamics: the size of the offender population. Using two capture-recapture techniques and a bootstrap simulation, estimates were generated of the sizes of the offender populations for three comparable cities in Brazil, Mexico, and England. Each of the techniques generated similar estimates for the offender population size for each city, but with these estimates varying substantially between the cities. This included the estimated offender population size for the Brazilian city being twenty-five times greater than that for the English city. Risk of arrest values were also generated, with these calculated to be substantially lower for the Brazilian and Mexican cities than for the English city. The results provide a quantification of criminal behavior that offers a potential new insight into the high levels of crime that are experienced in Latin American settings. [ABSTRACT FROM AUTHOR]

The article discusses the role of Mexican military commander and ruler Agustín de Iturbide in Mexico's war of independence during the period from 1810 to 1821. It describes Iturbide's activities as captain in the army of New Spain during the counterinsurgency in the provinces of Guanajuato, Mexico. It asserts that Iturbide treated his enemies, whether royalists or insurgents, with a heavy hand and reports that he maintained detailed records of his exploits. It affirms that he was criticized and ostracized by the Cura of Guanajuato for his excesses. It explains that, in 1821, Iturbide liberated Mexico, issued the Plan de Iguala, and created a new government through the Treaty of Córdoba.

This article offers an analytical framework for understanding the missing links between FDI and development, and applies it to the high technology sectors of Costa Rica and Mexico, the two countries in Latin America that have attracted the highest percentage of FDI in manufacturing. Since the advancement of knowledge-based assets in this sector is at the heart of structural change and development, we focus specifically on the conditions that enable or prevent positive knowledge spillovers from FDI. We identify two main reasons for the missing links between high-tech FDI and the development of indigenous knowledge-based assets in Costa Rica and Mexico. First, their governments did not have a coherent strategy, which would have spelled out the needed government policies to advance national capabilities, overcome market failures, and support the integration of national producers into TNCs’ global production networks. Second, there were limitations on the spillover potential from FDI. In Costa Rica and Mexico, technology or scale requirements for inputs made it difficult for large TNCs to source domestically beyond simple inputs like packaging materials. In Mexico, fundamental changes in the organization of global production chains in the computer industry led TNCs to rely on their global contract manufacturers rather than work with potential Mexican input suppliers. This article contributes to a growing body of literature that questions state- centred approaches to analysing politics, adopting a more de-centred and cultural perspective. It does so by presenting a situational analysis and detailed ethnography of a local election rally in Western Mexico. The analysis of this event as a cultural performance highlights the dramatic enactment of culturally significant acts as a central part of electoral behaviour and shows how everyday organisational life, re- source flows, public ritual and passion play a part in politics. That such acts are not merely symbolic is demonstrated by what occurs behind the scenes of political ritual: a local political group appropriates a Water Users' Association and draws on its staff, facilities, resources and wider power relations for its political campaign. Such practices also indicate the unanticipated outcomes of recent administrative decentralisation reforms. New producer organisations created by these reforms to administer former government tasks more efficiently are appropriated politically, not simply in an instrumental, but also in a culturally specific manner.
