Background: To guarantee the right to health, the health system must also ensure access to medicines. Several financial arrangements to provide these technologies are implemented and range from the direct (either total or partial) to indirect payment by the patient, being necessary to evaluate its effect on access to medicines. However, to ensure access to medicines is not just about ensuring its availability, as this only materializes in its use. Thus, evaluation studies of interventions in access to medicines have been using indicators related to the health results and use of health services as its outcomes. Furthermore, as this relationship is not direct, it is important to critically assess the adequacy of these tools to measure this phenomenon and, additionally, the ability to use it in the Brazilian scenario. Therefore, this study sought to identify, describe, and analyze the use of these indicators as medicine access outcomes, through a review of the scientific literature. Methods: An extensive literature review was done using a bibliographic database for a systematic review. The references were selected based on inclusion and exclusion criteria, and the indicators from the papers retained were analyzed using the parameters of validity, measurability, reliability, and relevance. Results: We have analyzed over 12,000 references of which 30 references were included, describing the use of 49 health outcomes and health service use indicators. The majority reported the use of health service utilization measures. In our evaluation, the best indicators for assessing the effects of co-payment intervention on access are the ones aimed at specific populations or symptomatic health conditions in which the response to the therapeutic treatment is known and occurs in a short period of time. It was evident the lack of information on the indicators analyzed as well as the limitation of the Brazilian secondary databases for its calculation. Conclusions: This research showed the variety and heterogeneity of the indicators used in scientific studies. The best indicators for access to medicines are sought to measure the use of health services for symptomatic health conditions that are quickly responsive to pharmacological treatment, while the indicators related to worker productivity loss was the most suitable for health outcomes. A constant evolution in the efficiency of production systems and government policies has enabled the control of the environmental impact of production activities and encouraged companies to develop strategies to achieve more sustainable operations. Despite this, more needs to be done to reduce the risks of globalised production activities. In this context, evidence suggests that Lean Manufacturing (LM) and Cleaner Production (CP) make a positive contribution to the environmental performance of organizations. However, very little has been reported in the scholarly literature regarding the convergence and divergence of these two approaches. This work therefore attempts to take advantage of the synergies of LM and CP by proposing a Lean Cleaner Production Benchmarking (LCPB) method to assess the practices and culture regarding the application of CP in companies. The method considers the management aspects of people, information, products, suppliers and customers, management and processes, as well as the LM practices that contribute to a more eco-efficient production. LCPB uses a methodology based on benchmarking that was applied to 16 Brazilian manufacturing companies in order to assess their practices and performances regarding CP. The method seeks to provide a diagnosis to verify whether CP is effectively carried out by the companies, and what their performances are regarding actions beneficial to the environment. The application of LM practices that contribute to CP was also evaluated through the proposed LCPB method. The paper contributes to the theory by proving further evidence of the compatibility and synergies of LM and CP. In addition, it proposes a novel method that enables the analysis of companies' practices and performances related to CP, assesses their actions associated with sustainability, and contributes to identifying points where there is a lack and difficulty regarding CP. The proposed method helps to relate LM and CP activities, indicating that companies that seek to apply LM concepts are those that present high CP practices and performance. [ABSTRACT FROM AUTHOR]

Abstract: This paper reports the formulation and application of a framework of catchment-level water resource management indicators designed to integrate environmental, economic and social aspects of sustainability. The framework of nine indicators was applied to the River Dee and River Sinos catchments in Scotland and Brazil, respectively, following an indicator selection process that involved inputs from water management professionals in both countries, and a pilot exercise in Scotland. The framework was found to capture a number of key sustainability concerns, and was broadly welcomed by water resource managers and experts as a means of better understanding sustainable water resource management. Issues relating to poor water quality and public water supply were particularly prominent in the findings for the Sinos, while findings for the Dee suggested that more attention might be focused on building institutional capacity and public participation in catchment management. The use of some proxy indicators was required in both catchments due to poor data availability, and this problem may hinder the further development of indicator frameworks that attempt to better integrate environmental, economic and social dimensions of sustainability.
