Abstract

The authors clarify the points raised by a critic about their paper on lifeline electricity rates as an income transfer device. The critique indicates that the findings represent a general phenomenon rather than just a local one. The implication of the demand estimates is the same as that recorded in the original paper--which states that adopting a lifeline rate structure would become inferior to other available income transfer strategies as a means of providing relief to low-income families. Furthermore, the critique raises serious questions regarding the wisdom of the federal mandate which requires that all jurisdictions consider the adoption of lifeline rates.
