The article reflects on the visa policy of the United States. It cites the Internal Security Act of 1950 and the Immigration and Nationality Act of 1952 and their effects in the country's foreign policy and home security. It also cites the factors that underlies the provisions of the visa policy such as the fear of foreigners, hatred of the educated, the uncomfortable position of the consuls between Congress and the applicant, and the lack of provisions for effective administration.

The article reports that the U.S. is currently experiencing one of the largest waves of immigration in its history. Mexican nationals constitute a major component this flow, although much of this migration is illegal under present U.S. law. As the number of illegal aliens increases yearly, public officials are increasingly hard pressed to reconcile the stated policy of this country with the facts of the migration. The dilemma is whether to enforce existing laws more vigorously, in an effort to stem the flow, or to recognize that the immigration will persist nevertheless and should perhaps be sanctioned and extend the protection of U.S. law to persons who are now commonly exploited. In the present instance, the problem is all the more complicated by its illegality, which makes it difficult to assess its impact on the welfare both of the native and immigrant populations. The emigration of scientists facilitates the formation of international networks. However, are ties in such networks maintained after the scientists return to their respective home countries? Using data from the Web of Science, this paper analyzes whether Japanese migrant scientists returning from the US maintain the collaborative research network ties that they formed during their stay in the US and, if so, what features of these ties contribute to maintaining these relationships. The geographical distance between the US and Japan can impede the transfer of knowledge that is transmitted most effectively through face-to-face interactions. However, social proximity may compensate for geographical distance. Accordingly, the ties that Japanese scientists have formed with other Japanese scientists living in the US are more likely to be maintained than the ties that they have formed with scientists of different ethnicities. Social proximity was also measured by past experiences in collaborative research. The ties to scientists with whom Japanese scientists collaborated more frequently or co-produced papers with higher citation counts are more likely to be maintained after the scientists return to Japan. When collaborative research of American and Japanese scientists is worthwhile, they obtain mutual benefits through a 'give and take' in which they compensate for one partner's lack of knowledge by the other partner's knowledge. The discussion about immigration to the United States of America was avast and complex topic that has been extended over a period of more than two centuries. The view about immigration changed through the passing of time, however, in recent times it was a product of two very different ideals expressed between 2015 and 2018. This subject is extremely relevant because it comprises millions of lives that could have suffered a significant change due to the constantly shifting policies. This paper aims to analyse the socio-political changes that have been generated by the creation and modification of immigration-related bills in the short, yet relevant period which comprises three years. The conclusions that have surfaced from this research are that the immigration policies were focused on stabilising the statute of immigrants before the Trump Administration. This administration modified them so to have a nationalist approach. It is important to state the negative impact that the immigration policies had upon the development of society because most recently the same bills that should create a stronger society have managed to divide it. This article begins with an overview of the policy environment in the United States and abroad for skilled immigration, with a particular focus on "supply-driven" versus "demand-driven" systems. The overview emphasizes that firms play a central role in the skilled immigration process in most countries. I then survey the ample evidence that skilled immigrants have a strong positive effect on firm outcomes, followed by a discussion of the many margins of adjustment that firms have when their access to skilled immigrants is affected by national immigration policy. Finally, given such margins of adjustment and the importance of skilled immigrants to firms, I consider how the policies that affect skilled migration shape the global geography and quality of innovation. I conclude by discussing policy implications and open questions. In particular, I emphasize that evaluations of the impact of skilled immigration should not be constrained within borders: immigration flows and national immigration policies affect the global geography of innovation and investment. An essay on the birth of the Irish-American press in the U.S. between 1842-1861 is presented. It traces the trans-Atlantic conversations, economies and political debates that shaped the Irish-American press in the mid-nineteenth century. An overview of newspapers and magazines addressing the immigrant communities of the U.S. is also given, highlighting the central questions raised in them on the contextual nature of immigrants as a social category.

The purpose of this review of literature study is to examine the acculturation process of halal food to the American food culture. Further, is to determine the effects the acculturation of halal food on the consumer and food economy in the U.S. and globally. Irrespective of where a Muslim resides or travels to, consuming halal food is an obligatory religious dietary requirement for all Muslims worldwide. According to recent census estimates, there are nearly 3.3 million Muslims living in the U.S. This number represents nearly 1% of the total U.S. population. By 2050, this number will more than double. The U.S. is considered a melting pot of a mélange of many ethnic groups and is one of the most culturally and ethnically diverse countries in the world. Through both Muslims immigration to the U.S. and trade globalization, halal food was introduced to the American food culture. Migrant Muslims have not brought only their Islamic religious traditions to the U.S., but also their traditional halal food preparation, including butchering of animals for consumption, their distinct cooking styles, and other Islamic dietary practices. This paper offers an analysis of the process of acculturation and the transition of halal food products to both the Muslim and non- Muslim American consumers. This paper further examines the impact of the burgeoning halal food economy on the U.S. food industry and its share of the growing global halal food economy. There is a need for further research to study the long-term socioeconomic and environmental sustainability impact on the growing the global Muslim populations living in low-income counties. The ratification of the Chinese Exclusion Act in 1882 ignited an era of fraught social tension in the United States. With strides in photographic technology occurring alongside ever-increasing restrictions on immigration laws, Chinese immigrants found themselves subjugated under new policies of enforced portraiture. At the time, they were the only immigrant group in the United States required to maintain identifying documents with headshots for verification. In this paper, I present an analysis of the power dynamics behind such photographs using an autoethnographic approach. I argue that Chinese immigrants purposely modified their portraits to reflect American measures of respectability; by doing so, they successfully challenged the authenticity of their enforced documentation. This paper first develops a labor supply forecast for the U.S. labor market in the 1980s, focusing on the effects of the low fertility rates of recent years, and then compares that forecast with the BLS projection of employment demand in the next decade. The author attempts to isolate those occupations and age-sex groups that are likely to have a shortfall of workers and to match the characteristics of those shortage categories with the demographic characteristics of the illegal alien work force. He predicts a relative shortage of unskilled workers in the 1980s, a major departure from past trends, and suggests that an increased flow of immigrants to meet that shortage would benefit skilled older workers and, to a lesser extent, the owners of capital. He also argues, however, that increased immigration would harm domestic unskilled workers--who are increasingly minority group members--by lowering their relative income and raising their equilibrium unemployment rates. The governance of immigration has a checkered past, and policy makers' efforts at reform rarely meet expectations. Critiques have echoed over the years and across the political spectrum. The current system of immigration governance is scattered around the federal government, with no clear chain of command. No single government department or agency captures the breadth of the Immigration and Nationality Act's reach. At the crux of understanding immigration governance is acknowledging that immigration is not a program to be administered; rather, it is a phenomenon to be managed. The abundance of commissions that have studied the issues and the various administrative structures over time offers some wisdom on ingredients for successful governance. Based upon this research, options for effective immigration governance emerge. This paper studies the administration of immigration law and policy with an eye trained on immigration governance for the future. It opens with a historical overview that provides the backdrop for the current state of affairs. It then breaks down the missions and functions of the Immigration and Nationality Act by the lead agencies tasked with these responsibilities. This paper finds that minimum wages of the United States and Mexico measured carefully in Purchasing Power Parity (PPP) help explain the well-documented post-2010 fall in Mexico-U.S. migration. Declining inequality also plays a role since the purchasing power of the minimum wage increased relative to the average wage in Mexico. Using time-series data, we find two positive partial correlations between minimum wages and net migration: one driven by wage differentials between the two countries and the other by wage inequality in Mexico. However, these results are found to be mediated through migrant social networks. Though relative wages are a classic migration driver, this paper is the first to explore the full minimum-average wage nexus. One clear policy implication of these results is that maintaining the real purchasing power of minimum wages helps reduce migration. The world appears to be moving into a new era of international migration during which gaps between policies needed to manage migratory flows and those enacted in practice will widen. Whereas immigrants in the late 20th century were motivated by a desire to improve their wellbeing by accessing opportunities in richer countries, in the early 21st century they are increasingly motivated by a desire to escape threats at places of origin, yielding very different patterns of migration and selectivity. Using the United States as an example, this paper reviews how mismatches between the underlying realities of international migration and the policies adopted to manage them, in both eras have produced and continue to produce dysfunctional outcomes. Although deleterious policy outcomes might be avoided in the future by combining a well-grounded conceptual understanding of the forces producing immigration with a clear statement of the goals to be achieved through specific policy interventions, the avoidance of further dysfunctional outcomes is unlikely to be achieved in an age of rising populism, disinformation, and xenophobia. In this paper, we study how occupation (or industry) tradability shapes local labor‐market adjustment to immigration. Theoretically, we derive a simple condition under which the arrival of foreign‐born labor into a region crowds native‐born workers out of (or into) immigrant‐intensive jobs, thus lowering (or raising) relative wages in these occupations, and we explain why this process differs within tradable versus within nontradable activities. Using data for U.S. commuting zones over the period 1980–2012, we find—consistent with our theory—that a local influx of immigrants crowds out employment of native‐born workers in more relative to less immigrant‐intensive nontradable jobs, but has no such effect across tradable occupations. Further analysis of occupation labor payments is consistent with adjustment to immigration within tradables occurring more through changes in output (versus changes in prices) when compared to adjustment within nontradables, thereby confirming our model's theoretical mechanism. We then use the model to explore the quantitative consequences of counterfactual changes in U.S. immigration on real wages at the occupation and region level. [ABSTRACT FROM AUTHOR]

Migrants are omnipresent in cosmopolitan societies. So too are steep increases in economic inequality. These changes have pushed immigration to the top of the political agenda in the U.S and many other cosmopolitan societies. In response to the migrant crisis in the U.S., conservatives seek to erect walls, restrict immigration and deport the undocumented, while liberals seek amnesty, sanctuary policies and other measures to advance human rights. Both sets of policies, however, primarily address consequences rather than underlying causes of external drivers of migration and internal dynamics of inequalities that animate populist revolts on both the left and right. In this paper, I employ an analytic framework that highlights structural factors that contribute to immigration patterns and growing inequities in the U.S. The paper examines how U.S. immigration and immigrant policy interacts with the political economy in ways that shape unequal immigrant incorporation processes and outcomes. I conclude by pointing to contemporary social movements that promote policies aimed at producing more egalitarian outcomes for migrants and citizens alike. Given that immigrants and their offspring comprise nearly one in four people in the U.S., addressing such inequities is theoretically important and a pressing political concern. Does population diversity matter for economic development in the long run? Is there a different impact of diversity across time? This paper traces the short-, medium- and long-term economic impact of population diversity resulting from the big migration waves of the late nineteenth and early twentieth centuries to the United States (US). Using census data from 1880, 1900 and 1910, the settlement pattern of migrants across the counties of the 48 US continental states is tracked in order to construct measures of population fractionalization and polarization at county level. Factors which may have influenced both the individual settlement decision at the time of migration and county-level economic development in recent years are controlled for. The results of the analysis show that high levels of population fractionalization have a strong and positive influence on economic development in the short, medium and long run. High levels of polarization, by contrast, undermine development. Despite a stronger effect on income levels in the first 30 years, we find these relationships to be extremely long lasting: counties with a more heterogeneous population composition over 130 years ago are significantly richer today, whereas counties that were strongly polarized at the time of the migration waves have endured persistent negative economic effects. This paper discusses recent migration to North America with reference to the 1962 and 1967 Canadian immigration regulations and the 1965 United States Immigration and Nationality Act. Despite the similar emphasis on manpower and kinship criteria as the basis for the admission of immigrants, differences between Canada and the United States exist with respect to the importance of immigration for the respective economies, the organization of immigration, the formal regulations, and the size and composition of migrant streams. After an examination of the volume, origin, and occupational composition of immigration to Canada and the United States, flows between the two countries are studied. A study by Donald Pursell (1972), which examines migration data compiled from the one-percent sample file of the Social Security Ad- ministration, is discussed in this paper. An important feature of the data which is neglected by Pursell is pointed out, and the Pursell results are compared with findings obtained using somewhat different treatments of the social security data. The melting pot metaphor, which imagines the United States as a cultural and social force of assimilation, has maintained a stronghold in the ideologies surrounding immigration since the metaphor emerged at the turn of the twentieth century. However, it is important to realize that the melting pot metaphor frames immigration according to certain ideologies and identities, a rhetorical function that bears real consequences for immigrants in the United States. In this paper, I use Kenneth Burke’s theory of god-terms to position the melting pot metaphor as a god-term that disguises the challenges, issues, and discriminations many immigrants endure in the United States. After describing how three interpretations of the melting pot metaphor perpetuate alternative perspectives on immigration, I advocate that individuals question, examine, and seek out meaning from the melting pot metaphor each time it is written or spoken in order to gain a greater capacity for listening and understanding in contemporary immigration discourses. This paper presents an empirical analysis of earnings differentials among male Hispanic immigrants in the United States. The principal finding of the study is that there are major differences in the rate of economic mobility of the various Hispanic groups. In particular, the rate of economic progress by Cuban immigrants exceeds that of other Hispanic groups, the result in part of the fact that Cuban immigrants have invested more heavily in U.S. schooling than other Hispanic immigrants arriving in this country at the same time. The author concludes that these findings are consistent with the hypothesis that political refugees are likely to face higher costs of return immigration than do "economic" immigrants, and therefore the former have greater incentives to adapt rapidly to the U.S. labor market. After providing an introduction to the symposium as a whole, this paper argues that basic changes are needed in this country's immigration policy to cope with the large flow of migrants who have entered the United States illegally in recent years. Fogel attacks the position, described best in Michael J. Piore's recent study, Birds of Passage, that most illegal immigrants fill only those jobs that native workers will not take and intend their stay in the United States to be temporary, not permanent. Fogel disputes both of those claims and argues that alternate forms of adjustment to labor shortages are available and preferable. He favors an immigration policy that would make our society less heavily dependent on rapid economic growth and, by reducing the number of migrants permitted to enter this country, would increase the relative wage of low-skilled indigenous workers. This paper is a theoretical examination of the probable effects on the U.S. labor market of a continued high rate of illegal immigration. The author constructs a model to estimate the impact each additional immigrant has on the employment of the domestic population, on GNP, and on the distribution of income. The model suggests that in non-recessionary periods the most important effect of a high rate of immigration is on the wage rates of low-skilled labor rather than on the employment of low-skilled native workers, but immigration also increases the earnings of high-skilled workers and the owners of capital. Many scholars suggest that visa restrictions push individuals who would have otherwise migrated legally toward illegal channels. This expectation is difficult to test empirically for three reasons. First, unauthorized migration is clandestine and often unobservable. Second, interpersonal ties between migrants and would-be migrants form a self-perpetuating system, which adapts in ways that are difficult to observe or predict. Third, empirical evaluations of immigration policy are vulnerable to endogeneity and other issues of causal inference. In this paper, we pair tailor-made empirical designs with an agent-based computational model (ABM) to capture the dynamics of a migration system that often elude empirical analysis, while grounding agent rules and characteristics with primary data collected in Jamaica, an origin country. We find that some government-imposed restrictions on migrants can deter total migration, but others are ineffective. Relative to a system of free movement, the minimal eligibility conditions required to classify migrants into visa categories alone make migration inaccessible for many. Restrictive policies imposed on student and high-skilled visa categories have little added effect because eligible individuals are likely able to migrate through alternative legal categories. Meanwhile, restrictions on family-based visas result in significant reductions in total migration. However, they also produce the largest reorientation toward unauthorized channels--an unintended consequence that even the highest rates of apprehension do not effectively eliminate. Word embeddings are a powerful machine-learning framework that represents each English word by a vector. The geometric relationship between these vectors captures meaningful semantic relationships between the corresponding words. In this paper, we develop a framework to demonstrate how the temporal dynamics of the embedding helps to quantify changes in stereotypes and attitudes toward women and ethnic minorities in the 20th and 21st centuries in the United States. We integrate word embeddings trained on 100 y of text data with the US Census to show that changes in the embedding track closely with demographic and occupation shifts over time. The embedding captures societal shifts--e.g., the women's movement in the 1960s and Asian immigration into the United States--and also illuminates how specific adjectives and occupations became more closely associated with certain populations over time. This paper discusses the position of international students in the research on skilled migration based on interview data from Helsinki, Finland. The literature tends to depict students as gainers of human capital, and their role as skilled workers has received less attention. However, the findings of this study challenge the conceptual separation of student and labour migration. Moreover, much of the literature on international student migration focuses on popular, English-speaking destination countries such as the United States. Areas differ in their propensity to experience natural disasters. Exposure to disaster risks can be reduced either through migration (i.e., self-protection) or through public infrastructure investment (e.g., building seawalls). Using migration data from the 1920s and 1930s, this paper studies how the population responded to disaster shocks in an era of minimal public investment. We find that, on net, young men move away from areas hit by tornados but are attracted to areas experiencing floods. Early efforts to protect against future flooding, especially during the New Deal era of the late 1930s, may have counteracted an individual migration response. [ABSTRACT FROM AUTHOR]

Research on happiness casts doubt on the notion that increases in income generally bring greater happiness. This finding can be taken to imply that economic migration might fail to result in increased happiness for the migrants: migration as a means of increasing one's income might be no more effective in raising happiness than other means of increasing one's income. This implication is counterintuitive: it suggests that migrants are mistaken in believing that economic migration is a path to improving one's well-being, at least to the extent that well-being means (or includes) happiness. This paper considers a scenario in which it is less likely that migrants are simply mistaken in this regard. The finding that increased incomes do not lead to greater happiness is an average (non)effect-and migrants might be exceptional in this regard, gaining happiness from increased incomes to a greater extent than most people. The analysis here, using data from the World Values Survey, finds that the association between income and happiness is indeed stronger for immigrants in the USA than for natives-but even for immigrants that association is still relatively weak. This paper examines the economic impact of the second great immigration wave (1945-2000) on the US economy. Our analysis relies on a computable general equilibrium model combining the major interactions between immigrants and natives (labor market impact, fiscal impact, capital deepening, endogenous education, endogenous inequality). Contrary to recent studies, we show that immigration induced important net gains and small redistributive effects among natives. According to our simulations, the postwar US immigration is beneficial for all natives cohorts and all skill groups. This paper examines the role of migration networks in determining self-selection patterns of Mexico-U.S. migration. A simple theoretical framework shows the impact of networks on migration incentives at different education levels and how this affects the composition of migrant skills. Empirically, we find positive or education-neutral selection in communities with weak migrant networks but negative self-selection in communities with stronger networks. This is consistent with high migration costs driving positive or intermediate self-selection, as advocated by Chiquiar and Hanson (2005), and with negative self-selection being driven by lower returns to education in the United States than in Mexico, as advocated by Borjas (1987). The changing demographic landscape of the united States calls for a reassessment of the societal impacts and consequences of so- called "natural" and technological disasters. An increasing trend towards greater demographic and socio-economic diversity (in part due to high rates of international immigration), combined with mounting disaster losses, have brought about a more serious focus among scholars on how changing population patterns shape the vulnerability and resiliency of social systems. Recent disasters, such as the lndian Ocean Tsunami (2004) and Hurricane Katrina (2005), point to the differential impacts of disasters on certain communities, particularly those that do not have the necessary resources to cope with and recover from such events. This paper interprets these impacts within the context of economic, cultural, and social capital, as well as broader human ecological forces. The paper also makes important contributions to the social science disaster research literature by examining population growth, composition, and distribution in the context of disaster risk and vulnerability. Population dynamics (e.g., population growth, migration, and urbanization) are perhaps one of the most important factors that have increased our exposure to disasters and have contributed to the devastating impacts of these events, as the case of Hurricane Katrina illustrates. Nevertheless, the scientific literature exploring these issues is quite limited. We argue that if we fail to acknowledge and act on the mounting evidence regarding population composition, migration, inequality, and disaster vulnerability, we will continue to experience disasters with greater regularity and intensity. Early assimilation theorists predicted the eventual loss of ethnic distinctiveness for immigrants in the United States. In this paper, the author not only questions the possibilities that Latino and Latina Americans have for losing their ethnic distinctiveness, but also proposes that these possibilities vary widely within the Hispanic population. The central question posed in this paper is: In addition to traditional predictors of assimilation, do experiences of discrimination also affect ethnic identification patterns for Hispanics? Based on the analysis of two data sets, the 1989 Latino National Political Survey and the 2002 National Survey of Latinos, the author provides evidence that Latino/a Americans who have experienced discrimination are less likely to self-identify as “Americans,” and more likely to self-identify with pan-ethnic or hyphenated American labels. This paper studies the interaction between a governmental security agency, as the Transportation Security Agency, or the Immigration and Naturalization Service, and a terrorist organization, like Al Qaeda. The governmental agency wants to stop the terrorists, but first must infer whether a visa applicant or an airline passenger is a terrorist on the basis of some observable signal. The terrorist organization's objective is to get past security to commit murder and mayhem. We derive the equilibrium strategy for this signaling model, and evaluate specific anti-terrorist policies, as the creation of the new Homeland Security Agency and increased airport security screening. This paper takes as a reference, empirical analyses conducted in northern European countries and the United States which associate socioeconomic factors to the location patterns of immigrants. It has been suggested that the socioeconomic context of southern Europe could impact immigrants' location choices. We analyze data on the location of immigrants in municipalities of the Andalusian region in southern Spain with respect to the factors that most influence immigrants' location preferences as discussed in the literature: a pre-existing immigrant community, economic dynamism, population size and other scarcely investigated factors such as the territorial characteristics of the municipality and its productive structure. We conclude that immigrant location patterns in Andalusia are very similar to those found in geographical areas outside Spain, with the exception of specific characteristics related to the social and labor model of the region. This paper analyzes the link between rising city crime rates and urban flight. Each additional reported crime is associated with a roughly one-person decline in city population. Almost all of the crime-related population decline is attributable to increased out-migration rather than a decrease in new arrivals. Households that leave the city because of crime are much more likely to remain within the Standard Metropolitan Statistical Area (SMSA) than those that leave the city for other reasons. Migration decisions of highly educated households and those with children are particularly responsive to changes in crime. Causality appears to run from rising crime rates to city depopulation. This paper examines recent nonmetropolitan population redistribution trends and places them in historical context. Between 1980 and 1987, nonmetropolitan areas grew by 4 percent despite a slight migration loss. Metropolitan growth rates again exceeded those in nonmetropolitan areas during the period in sharp contrast to the trend of the 1970s. The nonmetropolitan population and migration gains between 1980 and 1987 are neither as large nor widespread as those during the 1970s, but they are quite substantial by any historical standard. The nonmetropolitan turnaround refers to the process where nonmetropolitan areas cease being losers of population through net migration and become gainers. Implicitly, the turnaround involves both a pre- and post-turnaround period. However, most studies of the turnaround examine the migration change occurring after the onset of the turnaround. In this paper we introduce a broader conceptual framework to the study of the nonmetropolitan turnaround by examining not only the migration change since the beginning of the turnaround but also the amount of change experienced for a period before the turnaround. Our analyses indicate that measures operationalizing these two concepts result in very different results, and that the principal predictors of one are tint the same as predictors of the other. This paper investigates the direction and magnitude of the effects of personal, kinship, market, and contextual attributes of visa applicants on their desirability as immigrants to the United States, as judged by members of the professional staff of the U.S. Select Commission on Immigration and Refugee Policy. Two classic sociological questions underlie this politically relevant topic: how do societies choose their members? and how do societies allocate scarce benefits? Using the factorial survey pioneered by P.H. Rossi, we obtained from the Commission staff, numerical ratings of the desirability as immigrants of fictitious visa applicants embodying the full range of potentially relevant characteristics discussed in the political arena. Although the ratings were obtained by a number-assignment technique believed to generate a continuous variable, we accommodate the variable's possible ordinality by performing all analyses twice- using both ordinary-least-squares techniques and maximum-likelihood ordered. response techniques. The results are unambiguous: although a lawful and coherent set of rules guides each respondent's ratings, leading to a personal point system for the selection of immigrants, no two staff members' point systems are alike, not even qualitatively. In the complex weave of agreements and disagreements, three conclusions emerge. First, there is unanimous support for granting preference to visa applicants who have a job offer or a United States-citizen sibling. Second, there is severe disagreement by applicant's region of origin. Third, there is a range of disagreement on other attributes, for example, on whether the United States should favor the immigration, ceteris paribus, of older versus younger applicants or of male versus female applicants. The migration model presented in this paper indicates that the academic quality of public schools, independent of their racial composition, is an important determinant of in-migration in North Carolina counties. The failure to control for school quality is shown to lead to a significant overestimate of the negative impact of school racial mix. Many theories of geographic mobility assume that the change-of-residence process includes a substantial degree of choice. This paper classifies stated reasons for moving from the 1973 through 1977 Annual Housing Survey into forced, imposed, and preference-dominated categories. About 25 percent of residential mobility and 40 percent of migration occurred under conditions of substantial constraint. Mobility was most often constrained by family dynamics; for migration, occupational relocations frequently imposed the decision-to-move process and determined destinations.
