Albania as all Balkan countries in general, in the past 20 years faced with deep and continuous socio-economic change which resulted not simply in a totally newly shaped economy, but also in new and unexperienced paths of human resources developments. This referring to the qualitative, quantitative and diversification terms, brings the age of new professions and connections between the academic development and advancement and the adaption with the real necessities of the labor market. Adding to this complex and mobile situation the effect on their economy of the last financial crisis, the turbulence level is expected to be increased . Practitioners and researchers must understand connections and make up different scenarios which will face with a very unpredictable environment. Not surprisingly, Albania as some other southwestern European countries, due to the low level of integration into the international financial market, their mainly domestic market for goods and services produced by them, did not suffer the same consequences as other neighboring countries. But even the effect of downsizing their economies will affect Albanian economy too, because the payment balance and foreign trade balance as well as due to the widening of globalization in its domestic economy, which Albania cannot afford to avoid any longer. At the same time, the country must take in consideration the economic structure change and its adoption with the EU countries economic structure. These two main challenges can be afforded with substantial foreign investments and the most attractive resource has proved to be the human one. Sustainable development of human resources for a national sustainable development, requires making pro-active decision regarding their development and planning. The welfare of countries more and more is not being measured by the GDP pro capita, instead it is being used the term” life quality” which calls for decision making process aiming to increase and not simply exploit, which pro-actively develops qualitative human resources . This because a major factor for development is direct foreign investment. This drives Albania as well as other Balkan countries shift from naturally gifted with human resources due to the high nativity toward having attractive human resources in terms of quality and diversity related to actual and future trends of economy structuring and development. The paper deals with issues related to economic and human development by comparing two major factors in the case of Albania: the quality of human resources, role of foreign investments in the Albanian economic development and effects of human resources have on them and the careful planning of human resources development driven by actual and future trends of economic development. At the same time, the paper analyses the necessity to link the didactic offer of universities and high schools and market driving forces.

Does economic globalization influence the positioning of parties and, as a consequence, the ideological characteristics of party systems? Answering this question is important because we need to understand the constraints that parties face in formulating policies from which voters have to choose. In our paper, we take a systemic perspective and conceptualize a party system’s ideological center of gravity as the outcome of interest. We define the center of gravity as the weighted mean position of all parliamentary parties in a country that represents the position to which parties gravitate. We start by formulating static hypotheses on the effect of imports and exports on the center of gravity and derive their underlying mechanisms. We further derive dynamic hypotheses stipulating varying effects over time based on the premise that partisan attitudes toward globalization have undergone multiple changes over the last decades. A time-series cross-section analysis of 129 elections in 15 Western European countries from 1974 to 2015 finds evidence for opposite effects of exports and imports in the pooled data. Additionally, a moving-window analysis indicates that the relationship between globalization and the center of gravity varies over time. This is a significant finding because it suggests that economic globalization has an influence on party systems and that it is important to test for time-varying effects.

This paper proposes a multi-industry trade model with integrated capital and goods markets. Labor market imperfections in line with Mortensen and Pissarides (Job Creation and Job Destruction in the Theory of Unemployment, 1994) give rise to unemployment and a channel for the government to influence markets through institutional changes. Labor market interventions feedback into the product market through changes in a country’s competitiveness. Moreover, the distinction between high- and low-skill workers facilitates the analysis of skillbiased institutional changes that have stronger impact on certain skill groups. The comparative static exercise in this paper shows that high-skilled benefit from low-skill biased labor market reforms through higher wages. Lower labor costs reduce unemployment of the low-skilled and increases the reforming country’s competitiveness. One-sided labor market interventions have feedback effects through adjustments at the extensive margin, which affect all workers at home and abroad irrespective of their level of skill. Governments in the non-reforming countries may react to this loss in competitiveness by initiating cooperative labor market reforms instead.

Globalisation continuously produces novel economic relationships mediated by flows of goods, services, capital, and information between countries. The activity of multinational corporations (MNCs) has become a primary driver of globalisation, shaping these relationships through vast networks of firms and their subsidiaries. Extensive empirical research has suggested that globalisation is not a singular process, and that variation in the intensity of international economic interactions can be captured by 'multiple globalisations', however how this differs across industry sectors has remained unclear. This paper analyses how sectoral variation in the 'structural architecture' of international economic relations can be understood using a combination of social network analysis (SNA) measures based on firm-subsidiary ownership linkages. Applying an approach that combines network-level measures (Density, Clustering, Degree, Assortativity) in ways yet to be explored in the spatial networks literature, a typology of four idealised international network structures is presented to allow for comparison between sectors. All sectoral networks were found to be disassortative, indicating that international networks based on intraorganisational ties are characterised by a core-periphery structure, with professional services sectors such as Banks and Insurance being the most hierarchically differentiated. Retail sector networks, including Food & Staples Retailing, are the least clustered while the two most clustered networks-Materials and Capital Goods-have also the highest average degree, evidence of their extensive globalisations. External urban relations are commonly described as one of two types: hierarchical local hinterlands (central place theory) and networked non-local hinterworlds (central flow theory), referred to as town-ness and city-ness, respectively. This paper builds on and develops these generic concepts to make them specifically relevant to today’s corporate globalization. The central place process is represented by multi-nodal global city-regions, and the central flow process is represented by inter-city capital investment flows. We find that capital flows in global cities increase flows to proximate smaller cities within their regions. This empirical link between city-ness and town-ness has theoretical and policy implications.

With globalization, the cases of Chinese enterprises’ cross-border mergers and acquisitions (M&A) are increasing rapidly. The institutional environment of the host country has become an important factor influencing M&A performance, which has a profound impact on the success or failure of cross-border M&A. Based on this, for our study, we selected cases of cross-border M&A of listed companies in China from 2007 to 2018 as research samples to empirically test the impact of the host country’s governance capacity on the cross-border M&A performance of acquirers. It was found that the host country’s governance capacity has a negative effect on the M&A performance in the short term, but in the long term, it can effectively improve the cross-border M&A performance of acquirers. At the same time, specific to the relationship between the governmental governance capacity of six different dimensions and long-term M&A performance, the government effectiveness, regulation quality, and rule of law have the most significant promotional effect on long-term M&A performance. This implies that acquirers should focus on the long-term impact of governmental governance capacity on M&A, and consciously lean toward countries with strong governance capacity in order to obtain long-term value growth when arranging overseas M&A activities. The conclusion of this paper provides a reliable basis on which for companies to achieve sustainable growth in complex economic activities.

With the in-depth development of globalization, individuals are increasingly embedded in a culturally diverse environment. Effective communication and management ability (Cultural Intelligence) of employees in this type of diverse and heterogeneous environment impacts behavior and performance, affecting the sustainable innovation ability of organizations. Researchers have not yet fully assessed the impact of individuals’ cross-cultural management ability on sustainable innovation. Using Cultural Intelligence Theory and Trait Activation Theory, this paper discusses the influence of individual cultural intelligence on sustainable innovation behavior. The results showed that employees’ cultural intelligence positively affected their sustainable innovation behavior. Employee knowledge sharing plays an mediating role between intelligence and behavior. Differences in organizational culture have a negative moderating effect on the impact of employees’ cultural intelligence on knowledge sharing and sustainable innovation behaviors. The research results provide theoretical guidance for managing organizational cultural diversity and advancing cultural intelligence and sustainable innovation behaviors among employees.

Although R&D internationalization plays an important role in enterprises’ globalization, few studies explore the mechanism of R&D internationalization and emerging market companies’ innovation, or the relationship between R&D internationalization, domestic technology alliances and absorptive capacity. How does the R&D internationalization of emerging market enterprises affect the innovation of those enterprises? Under fierce market competition, do absorption capacity and domestic technology alliances have a significant impact on enterprise innovation? From the perspective of the knowledge-based view, this paper studies 185 enterprises undergoing R&D internationalization in China from 2012 to 2017, using high-dimensional Poisson fixed effects model, we use instrumental (HDFE IV) estimation to explain the impact of R&D internationalization on the innovation of the parent company and the mechanism behind it. The study finds that R&D internationalization positively promotes the parent company’s innovation, and domestic technology alliances and absorptive capacity play a partial mediator role in R&D internationalization. In the face of fierce market competition, domestic technical alliances play a significant role in promoting enterprise innovation, while absorptive capacity plays a negative role in promoting enterprise innovation with the moderating effect of market competition.

The spread of economic shocks in an increasingly interconnected global economy has been subject to several studies recently. These studies mostly focus on the synchronization of business cycles among economies and search for the relationship between trade linkages and shock contagion. In contrast to previous studies in the field, this paper focuses on the topological properties of the shock contagion network as measured by pairwise Granger causality between economic output of countries. This topological approach can bring new insights into the dynamics of contagion and the relationship between trade and cycle synchronization while also allows to test the patterns of shock contagion against randomness. Results show that connectedness decreases over the previous decades until the first decade of the 21st century, showing less frequent shock transmission which shades previous results in the field which typically associate increasing trade and globalization with more frequent or unchanged contagion. We find significant non-random topology with respect to transitivity and path lengths, the skewness of the degree distribution and the stability of connections. Estimations show that there is a systematically existing (persistent) contagion path in 16% of all possible connections. However, we do not find significant geographical or development-wise patterns behind the modularity of the contagion network and no significant association is found between economic openness and exposure to shock transmission in either direction.

Tension is growing between the interests of part of the middle classes that are in decline in the mature economies and the rising ones in emerging markets. The aim of the public policies proposed in this paper is to impede such a clash by avoiding protectionism and de-globalisation, fostering inclusive technological innovation, compensating the losers of globalisation in developed economies and reassuring the winners in emerging economies. Furthermore, it argues that the G20 concept of ‘inclusive growth’ must overcome the challenges prompted by reduced inequalities between countries, growing inequality within countries and the disruptive impact that accompanies technological innovation.

Manufacturing in China has developed rapidly with the widening and deepening of globalization, but only innovation can industry keep upgrading and enhancing its international competitiveness. This paper combines Global Value Chains (GVCs) and National Value Chains (NVCs) in a unified theory framework, uses Structural Decomposition Analysis (SDA) to explore how innovation capacity, production capacity, and vertical specialization affect innovation performance from the supply and demand sides by examining the case of Electronic Manufacturing of China. We observe that innovation inputs and outputs present strong regional heterogeneity between coastal and inland regions. Although most regions continue to engage in processing trade or assembly manufacturing in GVCs, NVCs are gradually established and led by coastal regions. The results indicate a good chance for cultivating innovation capacity in coastal regions. After assessing the influence of determinants on innovation performance, we observe that from supply-side, innovation capacity has a positive effect on innovation performance, production capacity in coastal regions is improving, and domestic demand for domestic products is increasingly important. From the demand side, innovation capacity continues to have a positive effect on innovation performance, production capacity improves rapidly, and imported intermediate inputs enhance innovation performance more effectively than domestic intermediate inputs.

This paper uses hysteresis to develop the concept of policy lock-in and lock-out. Policy changes may near-irrevocably change the economy’s structure, thereby changing the distribution of wealth, income and power. That may lock-in policy by changing the political equilibrium. Exit costs that block policy reversals also cause lock-in. Conventional thinking treats policy as a dial which is adjusted according to the economy’s state. Policy lock-in questions the dial formulation and raises new issues for optimal policy design. It also offers insights into economic and political crisis theory. Policy lock-in is illustrated with examples that include tax policy, government spending, the euro, globalization, and the neoliberal policy experiment.

The Doha Development Agenda recognizes the central role that international trade can play in the promotion of economic development. In fact, the increase of exports from developing countries to developed nations' markets has been considered a key element for developing countries to realize the potential benefits of globalization. Over the last decades, developed countries have provided preferential access to their markets to developing countries through nonreciprocal trade agreements. Moreover, developing countries have also participated in reciprocal trade agreements. This paper re-examines comparatively the effect of both kinds of trade agreements on exports from developing countries but also from the developed world. In line with other studies, our results across specifications are unstable. However, the results of our preferred specification give additional support to the argument raised by critics of nonreciprocal preference regimes who consider that developing countries should abandon their reliance on one-way trade preferences in favor of reciprocal agreements.

This paper seeks to extend research on regional urban networks under contemporary globalization through an analysis of the geographies of producer service procurement in Belgium. In contrast to approaches that merely focus on the location of a selection of ‘globalized’ advanced producer service (APS) providers in a predefined set of ‘world cities’, we analyze the revealed spatial and functional linkages between consumers and producers of such services. This analysis is discussed in the broader context of economic geography literature on the resurgence of ‘regions’ in vertically disintegrated, post-Fordist economies. We compare our results against the assessed positions of leading Belgian cities in the urban networks generated by advanced producer services. Major findings include: (1) the relevance of a predefined set of major cities/firms is dependent on the sector; (2) a focus on the relationships between major firms and cities may lead to circular reasoning and a closed concept, since a focus on the importance of ‘globalized APS firms’ necessarily engenders ‘world cities’ and vice versa; and (3) the continuing relevance of regional specificity to service provision implies that in some sectors ‘local’ firms are actively involved in urban network formation.

The global financial crisis causes, as among the greatest crises and consequences, reflected the world in continuously increase of unemployment, poverty and inequality. This crisis was reflected in both developed and developing countries including countries in transition. The fact cannot be denied that the effects of financial crisis are even felt in the Republic of Kosovo where during this period of time following consequences could be clearly noted: decrease of the real economy, poverty, reduction in remittances, decrease of external investments, contracting criteria for bank loans and other direct and indirect effects. However, the global economy did continue to recover during 2010 and 2011. Nevertheless, uncertainty regarding to the volatility of global economic recovery in this period is greater than in the previous period. This setting is mainly extracted from instability of financial market due to problems with public finances in several EU member States and entry of protective measures by some rapidly growing economies and developing countries, in response to large capital inflows. It is important to consider the fact that, despite the recent crisis, economic growth model, based on the deepening of EU integration process, in terms of finance, trade, labour markets and institutions, remains as best model for developing countries and Kosovo itself. Special treatment is given to achieved achievements and projections for the following years under policies compiled by the Government of the Republic of Kosovo to enable generic analysis for concrete situation of our national economy. Also, this paper shall explain the underlying factors which will influence on a more accelerated economic development.

This paper investigates political budget cycles in the course of increasing trade openness. The data set covers up to sixty countries between 1960 and 2006. The results suggest that trade openness influences political budget cycles, so the trade-openness pattern of an economy must be considered; trade openness promotes greater exposure of young democracies to globalization forces so that international organizations such as the International Monetary Fund or the World Bank can more efficiently monitor and influence young democracies rather than old democracies; and established regimes should focus internally to flatten their budget cycles through control of corruption, fiscal illusions, and politicians' opportunism., Fundação para a Ciência e a Tecnologia (FCT), COMPETE, QREN, FEDER

The aim of the paper is to present original findings obtained from the analysis of the SMEs (Small and Medium-Sized Enterprises) embedded in the South Moravia Region (Czech Republic). Data collected from the survey during 2010 was analyzed in the context of the DERREG project and the results were set with respect to globalization tendencies. The first part of the Business network questionnaire for the Czech case study took place during the spring. Forty three Small and Medium-Sized firms out of 550 approached replied to the email questionnaire. The responses provided us with a valuable insight in to how SMEs located in various territorial settings are able to develop and maintain a certain structure to their business network. In the second stage of activities, structured interviews were conducted during the summer of 2010 with follow-up questions from the questionnaire as well as the completion of an "Actor map". The analysis allowed the interviewee to classify the firms according to the dominant function of their networks. Results found that the majority of companies were not affected significantly by the economic crisis. The worst years for them were 2008 and 2009 where profits decreased in all areas of activity. Small businesses agreed that in a time of crisis it is much harder to succeed in the market against supermarkets and wholesalers, who can afford to lower the prices. A positive side of the crisis can be the fact that much more companies try to break into foreign markets where they get offered better prices for some commodities. The majority of respondents agreed that the economic crisis is retreating and they look optimistically into the future.

With globalization, countries are more connected than before by trading flows, which currently amount to at least 36 trillion dollars. Interestingly, approximately 30-60 percent of global exports consist of intermediate products. Therefore, the trade flow network of a particular product with high added values can be regarded as a value chain. The problem is weather we can discriminate between these products based on their unique flow network structure. This paper applies the flow analysis method developed in ecology to 638 trading flow networks of different products. We claim that the allometric scaling exponent $��$ can be used to characterize the degree of hierarchicality of a flow network, i.e., whether the trading products flow on long hierarchical chains. Then, the flow networks of products with higher added values and complexity, such as machinery&transport equipment with larger exponents, are highlighted. These higher values indicate that their trade flow networks are more hierarchical. As a result, without extra data such as global input-output table, we can identify the product categories with higher complexity and the relative importance of a country in the global value chain solely by the trading network., 14 pages,7 figures

The maritime economy as a heterogeneous innovation system has ongoing relevance to the successful spatial and functional development of regions in Europe. A strong technological knowledge base underpins the competitiveness of the maritime economy, which is grounded in distinct spatial structures and proximities. The simultaneous relevance of global and local knowledge is particularly pronounced in the maritime economy through its inherent relevance to globalization and structural change. Conventional classifications of the maritime economy embedded in the discussion of the spatialization of knowledge-intensive activities and global value chains, however, limit the analysis to certain parts of the maritime cluster. This paper examines the applicability of various discourses on interactive knowledge generation and application as a process, based on a comprehensive dataset derived from cooperative links within the maritime economy of northern Germany. It suggests a framework for analysis that is activity based and focuses on the concurrent presence of different dimensions of proximity across value-creating systems. We explore spatial patterns by means of social network analysis. These patterns are industry-specific and have the potential to inform efforts to increase functional as well as physical connectivity in regions. The empirical analysis begins with the individual firm as an actor seeking to optimize its location for the purpose of competitiveness. It proposes an approach that is rooted in the ongoing discussion on spatial and functional dispositions for innovation activity and that bridges the dichotomy of knowledge-intensive services and manufacturing activities in the maritime economy.

In this paper we aim to contribute to the literature on the empirical parallels between urban hierarchies and the transport networks supporting and/or reflecting these hierarchies. We adopt a stochastic actor-based modeling framework to analyze the co-evolution of the world city hierarchy and global air passenger networks between 2000 and 2010/2011. The data are drawn from an inventory of the location strategies of globalized service firms across world cities and the International Civil Aviation Organization (ICAO). Major findings include (1) exogenous effects, such as the impact of economic development and regionality; (2) endogenous micro-level effects producing macro-level patterns, such as preferential attachment processes; and (3) the two-way impact of both networks. (i.e., cities that are well connected in the aviation network tend to attract more major offices of globalized service firms, while the co-presence of major offices of globalized service firms in cities in turn stimulates the development of aviation connections between them).

This paper develops a two-country, general equilibrium model of oligopoly in which the degree of horizontal product differentiation is endogenously determined by firms' strategic investments in product innovation. Consumers seek variety and product innovation is more skill intensive than production. Greater import competition increases innovation incentives, and thereby the relative demand for skill. An intraindustry trade expansion following trade liberalization can therefore increase wage inequality between skilled and unskilled workers. In addition, since product differentiation is resource consuming, freer trade entails a potential trade-off between production and variety. This paper studies interaction and cross-country-spillover effects between FDI and labor markets in a Feenstra and Hanson type of trade model with imperfect labor markets due to search friction a la Pissarides (2000). I can show that FDI outflows increase aggregate equilibrium unemployment in the FDI sending country whereas the receiving country benefits from FDI-inflows and expands production to industries formerly associated to the sending country. The analysis of unemployment in a continuum of industries framework fascilitates the distinction between adjustments at the intensive and extensive margin of labor demand resulting in an ex-ante ambiguous effect of FDI on unemployment.
