This paper compares commercial banks' efficiency in four relatively homogenous groups of countries, though with different levels of economic development and involvement in the process of European integration. The first group consists of Portugal and Greece; the second group of the Czech Republic, Hungary, Poland, and Slovakia; the third of Estonia, Latvia, and Lithuania; and the fourth of Bulgaria and Romania. The paper aims to reveal whether the differences among regions and countries in their stages of European integration and economic development are also visible in banking efficiency. Thus, the hypothesis that a higher degree of European economic integration and economic development goes hand in hand with higher banking efficiency is tested. Employing data envelopment analysis on unconsolidated data, we evaluate the efficiency of financial intermediation from 2001 to 2003. Results suggest that differences in banking efficiency exist among the regions analyzed, and the hierarchy corresponds with the hierarchy of regions in terms of economic development and degree of integration. However, the rapid growth of banking intermediation efficiency recorded in Central and East European countries could trade off the actual efficiency gap compared to traditional EU members. The interesting relationship between entrepreneurial activity and regional competitiveness has been a major focus of academics, university managers, and policy makers during the past decades-in particular the role of institutions in the establishment of political, social, and economic rules-. For example, since the enactment of the US Bayh- Dole Act more than 30 years ago, many American cities and regions are increasingly viewing universities as potential engines of economic growth. In these new socioeconomic scenarios, the role of entrepreneurial universities is not only generates/transfers knowledge but also contributes/provides leadership for the creation of entrepreneurial thinking, actions, and institutions. Previous studies have shown the university's role in economic development, but no empirical study has analyzed the entrepreneurial activity generated by university students per university at the country/regional level of analysis. The purpose of this paper is to explore the impact of the university's entrepreneurial activity on regional competitiveness. Adopting the institutional economics and the endogenous growth approaches, a proposed conceptual framework was developed and tested with structural equation modeling using data from 102 universities located in 56 NUTS II of 12 European countries. Our results evidenced that informal factors (e.g., attitudes, role models) have a higher influence on university entrepreneurial activity than formal factors (e.g., support measures, education and training). Our results also evidenced a higher contribution of universities on regional competitiveness, in particular, when we used social measures ( talent human capital) instead economic measures ( GDP per capita). This paper investigates very long-run preindustrial economic development. New annual GDP per capita data for six European countries over the last seven hundred years paint a clearer picture of the history of European economic development. We confirm that sustained growth has been a recent phenomenon, but reject the argument that there was no long-run growth in living standards before the Industrial Revolution. Instead, the evidence demonstrates the existence of numerous periods of economic growth before the nineteenth century-periods of unsustained, but raising GDP per capita. We also show that many of the economies experienced substantial economic decline. Thus, rather than being stagnant, pre-nineteenth century European economies experienced a great deal of change. Finally, we offer some evidence that, from the nineteenth century, these economies increased the likelihood of being in a phase of economic growth and reduced the risk of being in a phase of economic decline. The EU has committed to make Europe the first climate-neutral continent by 2050. Reaching this objective requires massive changes in the region. The biggest challenge is that the green transition happens without sacrificing economic progress and guaranteeing justice and inclusiveness. This pledge implies that every country be capable of addressing the trade-offs between targets while remaining committed towards the common decarbonisation goal. Our paper analyses the success with which countries are carrying out the energy transition. We propose an enhanced hyperbolic distance function and a stochastic frontier analysis approach to model the joint attainment of economic development, environmental sustainability, and energy equity. We apply our model to an unbalanced panel dataset of 29 European countries for the period 2005–2018. Our estimates show that the average performance of the economies has improved over time. The results also highlight the pivotal role of a sustainable economic development with clean energies for both slashing CO 2 emissions and fostering energy equity. Moreover, we find convergence in countries' performance, being this convergence slightly higher for the EU-15 countries compared to the rest. Finally, we show that a higher share of renewable energy sources helps countries that are lagging behind to reach their optimal performance level. [ABSTRACT FROM AUTHOR]

With the latest global economic crisis (2007-2009) the importance of fiscal policy as a part of economic policy is growing. Its significance extends from the experience of the Great Depression of the 1930s. In this paper, with the help of the ARIMA model, the influence of fiscal policy instruments on macroeconomic fiscal indicators and some selected indicators of economic development in the context of countries of Southeast Europe have been explored. Friedman's test has shown that the countries have not yet recovered from the global economic crisis. The results shows that fiscal policy can act on the individual's standard of living, but only responsible implementation will have the same effect on public finances and the overall sustainable development of a country. Why do officials in some countries favor entrenched contractors while others assign public contracts more impartially? According to the research, such variation responds to differences in political institutions, economic development and historical preconditions. This paper instead emphasizes the interplay between politics and bureaucracy. It suggests that corruption risks are minimized when the two groups involved in decision-making on public contracts--politicians and bureaucrats-- have known different interests. This is institutionalized when politicians are accountable to the electorate, while bureaucrats are accountable to their peers, and not to politicians. We test this hypothesis with a novel experience-based measure of career incentives in the public sector-- utilizing a survey with over 85,000 individuals in 212 European regions--and a new objective corruption- risk measure including over 1.4 million procurement contracts. Both show a remarkable subnational variation across Europe. The study finds corruption risks significantly lower where bureaucrats' careers do not depend on political connections. The article highlights the Conference of University Professors on the use of monetary and fiscal policy held in Europe in 1968. Attendees of the conference examined the integration of European capital markets and plans to develop papers on the theoretical issues involved in the introduction of money into models of economic growth. The fourth session of the conference examined abstractions and realities of monetary theory. The article also presents a description of several papers presented at the conference.

The article presents the report of the American Economic Association's representative to the International Economic Association for 1974. During the calendar year, the International Economic Association held a conference in Italy, a world congress in Hungary, a workshop in Turkey, and an East-West meeting in Switzerland. The conference in Turin, Italy, April 1 to 6, was on The Economics of Public Services. The World Congress in Budapest, Hungary, was held from August 19 to 24 on Economic Integration: Worldwide, Regional, Sectoral. The program provided for papers and reports in plenary sessions and for papers and general discussion in ten separate working groups. The largest delegation came from the USSR with 280 members. The U.S. was represented by 78 participants. The workshop at the Bosphorus University in Istanbul, Turkey, was held September 2 to 6 on Population and Development. The East-West Conference was held from August 29 to September 3 in Montreaux, Switzerland, on Recent Economic Developments in Socialist and Non-Socialist Countries.

The aim of the paper is to establish the future intervention priorities in building a new programme that would target the economic development in the research area. The used methodology included an adapted A'WOT analysis - an initial SWOT analysis and a prioritization of the items through an expert questionnaire. In the present paper we analyze the experts' opinions and the areas where intervention is needed for the optimum strategies for the 2014-2020 financial frame. These should rely on the strengths in the Guidelines for Applicants, the rules for projects implementation and the institutional system, it should consider changes on the weak points concerning the programme objectives, the Guidelines for Applicants and the beneficiaries consultations, it should make use of opportunities coming from the crossborder status, European Union frame and economic opportunities and overcome the differences coming from crossborder status, membership of two different supranational structures and the economic gaps. Despite existing policies of regional development and cohesion at the national and the EU level, economic regional inequalities or disparities stay relatively high or decrease too slowly. In this context, policies to reduce economic regional disparities in the European Union are a constant concern both for policy-makers and for theoretical and empirical research because of the strong impact on sustainable development in general. In this study we combine elements of theoretical and policy discussions with the empirical assessment of economic regional development in the European Union in order to identify the state of regional disparities, what factors are favouring unbalanced growth in different regions of the EU and to find an appropriate theoretical setting to understand, explain and reduce with regional inequality in the EU. Europe as a continent has throughout its history been one of the most popular destinations for migrants and foreigners who have viewed the Old continent as a place of better social and economic possibilities. However, recently most European states and its publics have not been so willing to accept the refugees fleeing the wars and violence. For instance, there have been only a few countries such as Sweden and Germany which have openly welcomed the migrants over the past years. On the other hand, some EU states such as Slovakia have openly rejected to accept the refugees just because they do not want the Brussels to impose immigration policies on them or because they simply do not want Muslims or non-Europeans in their communities. The migrant crisis has thus become a real litmus test for the EU coherence and unity. Thus, in this paper I study the cases of Sweden and Slovakia in terms of their immigration policies since they have applied completely different responses towards the migrants. Through this comparative study I hope that it will be much clearer whether the last migrant crisis can be an end to a united Europe in a global world or is this just one of the several crises the EU has faced throughout its history. Probably the biggest problem in this sense is that only a few EU states have proved their democratic and humanistic matureness to accommodate the migrants and accept them as equal citizens. The paper aims at analyzing the circumstances and objectives of the regional integration in the context of global development. The EU is one of the most influential and important actors of the global world, which represents one of the most developed examples of the regional integration. During the development, the EU went through the several stages on enlargement. Even nowadays, without having targeted to the reactive new member in foreseen future, the EU continues the process of integration of adjacent regions by setting goals and priorities through different forms such as the European Neighborhood, the Eastern Partnership, Association Agreements, various types of Trade agreements. The Eastern Partnership which represents the EU's eastern neighborhood consisting by former soviet republics has steadily gone up with integration: 1. Georgia, Moldova, and Ukraine have already signed the Association Agreement (AA) including Deep and Comprehensive Free Trade Areas (DCFTAs) with the EU and now these countries work on further progress in terms of the Implementation of AA/DCFTA; 2. Armenia and Azerbaijan are seeking new framework to up-grade their relationship with the EU, Belarus created EU Belarus Co-ordination Group and acts within the Single Support Framework program for 2017-2020. The evolution of EaP countries' trade data evidently show the changes and growing dynamics in the region. The obvious increasing tendency of trade volumes predicts for further success in the future after the DC FTAs are enacted fully for some countries and/or other trade facilitation measures are utilized fully for others. A new approach to the economic growth also suggests that benefit from economic growth supports poverty reduction, widely spreads across sectors and affects the majority of the labor force and hence, rise the welfare of the population. In this context, Corporate Social Responsibility (CSR) appears to be a useful tool to achieve this overwhelming goal. In the difficult business climate prevailing in most of the EaP countries, the role of the EU support could include raising awareness on CSR and supporting the implementation of relevant standards in the enterprises that are benefiting from the EU assistance. In this paper we analyse the impact of financial liberalization and reforms on the banking performance in 17 countries from CEE for the period 2004–2008 using a two-stage empirical model that involves estimating bank performance in the first stage and assessing its determinants in the second one. From our analysis it results that banks from CEE countries with higher level of liberalization and openness are able to increase cost efficiency and eventually to offer cheaper services to clients. Banks from non-member EU countries are less cost efficient but experienced much higher total productivity growth level, and large sized banks are much more cost efficient than medium and small banks, while small sized banks show the highest growth in terms of productivity. Within the current European economic landscape, plagued by financial, economic and national debt crises, a vivid debate has been sparked in the academic and professional environment regarding the way in which the European banking sector can contribute to the achievement of a long term sustainable economic growth. The debate is even more entailed since the financial crisis started in the banking sector and the main contagion happened through banks operating regionally and globally. Within this context, our paper aims at providing an overview of the main characteristics of the European banking sector and of the challenges that it will face in the post-crisis period. This represents a first necessary step in our opinion, for the better understanding of the way in which the European banking sector can contribute to the achievement of a long term sustainable economic growth. In order to achieve this we used a qualitative analysis combined with a series of empirical data and a series of own calculated indicators that underline some of the characteristics of the EU member states banking systems. Characterizing climatic changes in the high-altitude mountain regions helps scientists and policy makers understand the effects of such changes on water resources, economic development, and the health of ecosystems. This paper proposes a change-point analysis to determine the time and magnitude of summer temperature changes in the summit areas of Romanian Carpathians between 1961 and 2007. Due to their altitude, massiveness, and position, Romanian Carpathians are an important barrier for different types of air masses between Western and Southeastern Europe. The results show that the change in summer temperatures occurred shortly after 1980. The average magnitude of this change is consistent with changes occurring in other parts of Southern Europe in the same time period although the magnitude of changes at individual weather stations may differ substantially. The paper, based on recent EU-SILC data, investigates the patterns of income inequalities in "old" and "new" EU member states. We describe income inequality within countries as well as income differences between states and test our results using different methodological assumptions. Our results show that the group of new member states was no less heterogeneous in terms of inequality and poverty than the EU15 at the time of EU enlargement. The most important difference between the two country groups is found in their GDP levels and in some measures that are directly related to economic development. We observed that sensitivity to changes in the equivalence scales is not systematically related to membership status; thus for overall inequality comparisons of countries, a standard scale seems appropriate. The possibility of a difference between "old" and "new" EU member states in the role of incomes in generating overall welfare of households calls, however, for caution in interpretation. The objective of this paper is to summarise what is known about key trends and developments in working time across Europe. The European Region analysed in this paper includes not only the 27 current member states of the European Union (EU), but extends even beyond its borders. This paper review trends and patterns in working hours in the broadest range of countries possible given data limitations (especially outside the EU), with a focus on: average weekly hours of work and the proportion of workers working ‘excessively long hours’ (defined as usual working hours of 48 or more per week); developments regarding one unique form of working time arrangement, part-time work, with a focus on the incidence of part-time work in each country, changes in this incidence over time, the female share of part-time employment and issues related to the quality of part-time jobs; and finally considers trends in the organisation of working time across Europe, with a focus on the incidence of non-standard work schedules (e.g. night work and weekend work) and shift work, as well as the extent to which various types of flexible working time arrangements are being deployed in individual enterprises. Finally, the paper presents some policy suggestions within a broad framework designed to advance the International Labour Organisation (ILO) concept of decent work in the area of working time. This paper analyses the influence of NEER and REER volatility on growth in a panel of six developing European countries. Two measures of volatility are employed (standard deviation and ARCH/GARCH models) and its influence on growth is tested both through a GLS and a GMM estimation. We construct a simple endogenous growth model to analyse the relationship between the composition of fiscal policy, economic growth and employment. The government sets different tax rates on labour income, capital income, and private consumption to finance productive expenditures, utility-enhancing consumption expenditures, and transfers related to structural non-employment. Our model is able to explain the different employment and growth records of European Countries and the US since the 1990s. We use the model to investigate the strength of the effects of various fiscal policy shocks on steady state employment and growth. We also develop the transitional dynamics for many variables, including welfare. Our results highlight the trade-offs that may occur between performance indicators, and between the short and the long-run. [ABSTRACT FROM AUTHOR]

The emerging European economies have been converging rapidly toward the more advanced European economies in recent years. However, large external imbalances in parts of the region have raised questions about sustainability and concerns about vulnerabilities. Empirical evidence in this paper up to the end of 2007 and based on a number of methodologies suggests that the convergence trend of emerging Europe is based on strong fundamentals and is expected to continue, but at a slower pace. Moreover, the convergence path may be volatile, as countries with large external imbalances adjust, with risks of a hard landing in some cases. This paper argues that the current dominant wholesale payment system design is the result of particular historical interests and competitive relationships. It demonstrates how this model has become an institutionalized underpinning for the global financial framework, contending that it is neither a legitimate international standard, nor an appropriate one for developing countries. Purpose - The paper seeks to analyse the impact of different public policies on inequality, unemployment, growth and the tax burden. Design/methodology/approach - A dynamic general equilibrium model is built, in which growth is driven by endogenous technical progress, to analyse the impacts of several policies (minimum wage, redistribution and R&D subsidies financed by an income tax). Findings - All policies except pure redistribution are better than non-intervention in terms of growth. The authors distinguish three major policy patterns. The Anglo-Saxon model is characterised by high growth, high inequality, low unemployment and a low tax burden. The Nordic model combines high growth, low inequality and low unemployment, and a high tax burden. The Continental European model puts together medium inequality and a medium tax burden, and higher long-term growth is paid for by high unemployment. Research limitations/implications - The model could be extended by the introduction of educational policy. Originality/value - The paper distinguishes three configurations that capture the main features of the developments in Anglo-Saxon countries, Scandinavian countries, and Continental European countries in the 1990s. This paper seeks to provide a comprehensive overview of the long-term factors that explain divergent price levels across developed and emerging European countries. We provide stylised facts about the structural factors that influence market and non-market-based service, house and goods prices. The stylised facts show that there is much more behind differences in price levels among European countries than the much heralded Balassa-Samuelson effect and that prices other than those of market services are potential determinants of price levels and inflation rates in emerging Europe. The purpose of this paper is to shed light on the controversial issue of regional development incentives. Although extensive research has been conducted, a review of the literature gives an inconclusive answer to whether economic incentives are effective. Why do researchers arrive at different conclusions, even after analysing the same programmes? Among the problems that we find, for example, is the fact that for some researchers ‘effective’ means the significant location of new firms in targeted areas, while for others the creation of jobs regardless of whether new firms are arriving in a significant fashion. Furthermore, as we elaborate, the selection of an econometric model will have a significant impact on expected results. Different models, with different limitations, will lead researchers to evaluate the same incentive programme but arrive at different conclusions regarding its effectiveness. The contribution of the paper is to inform policymakers about the potential opportunities and pitfalls when designing incentive strategies. The paper measures changes in environmental quality in transition countries from 1987 to 2000 because of economic growth and environmental reforms. Indication of property rights may accelerate the growth process, as well as the composition effect on the environment. Thus, we compare transition countries that are not yet members of the European Union offering poorly defined property rights with EU-member transition countries offering better-defined property rights. We find that although EU-member transition countries exhibit an inverted U-shaped relationship between pollution intensity and economic growth, with a turning point at $5,710, non EU-member transition countries do not support such a relation. Many transition economies are characterised by a relatively rudimentary institutional framework. Weak legislative structures and the absence of effective market regulation and property right enforcement rules diminish the chance of mutually profitable business transactions and-more generally-restrict the chances for innovation and sustainable growth. Against this background, we analyse the extent to which more efficient governance mechanisms can contribute to a more favourable business environment. In doing so, we adopt a network perspective. We argue that both in developed market economies as well as in centrally planned economies much of economic exchange takes place in networks. However, the characteristics of these networks, in particular the concept of trust, can differ significantly. This leads us to conclude that the real challenge of the process of economic transition is connected to building new economic exchange networks. In this paper, we discuss this argument and analyse how the current enlargement of the EU into Eastern Europe may favourably affect this process of institutional change in the accession countries. The aim of this paper is to describe recent economic growth forecasts of the Finnish biotechnology industry and provide analysis of the international and industry-specific factors behind these forecasts. The new economic geography of the European regions suggests that spatial agglomeration of economic activities will be strengthened internationally if European integration deepens. In addition to that, the Finnish pharmaceutical industry has enjoyed high regulatory protection and it has achieved similar price mark-ups during the l970s- l990s to its counterpart in the USA. According to the analysis of small and medium-sized Finnish biotechnology companies, it seems that the most promising biotechnology companies have a well-balanced combination of intellectual capital. Despite expectations of rapid growth, it will take decades rather than years for the biotechnology industry to catch up with the three industrial pillars, the forestry, machinery and electronics industries. To fulfil the expectations, there is a need to build collaboration and financing networks between the biotechnology industry and traditional industries, such as forestry, electronics and pharmaceuticals. Most of the current Finnish biotechnology companies are related to healthcare activities. The Finnish biotechnology industry could offer solutions to the cost crisis in healthcare while at the same time spurring development of an internationally competitive industrial cluster. In Europe, the concept based on which is built the local development theory is represented by the economic and social cohesion. This can be translated in a fundamental principle, namely, the fact that economic and social development should be based on a balanced spatial structure. In this regard, the local budget becomes an important tool of budgetary-financial policy through which the state interferes in the economy at the local collectivities level. This research paper aims to present an impact analysis of the local budgetary resources on the economy at a national level in conjunction with the public financial resources' formation. The resources of the local budgets are used to finance some economical and socio-cultural objectives and actions, for the coverage of maintenance costs and functioning of the local administrative-territorial units. Sustainable development is an issue that has attracted a considerable amount of academic interest since the publication of the Brundtland Report. With Agenda 21, it is an issue which has also found its way into the policy and action programmes of the European Commission. For Europe and its member states, the issue has become one of sustainable urban development and this paper reports on the interim findings of a concerted action programme undertaken to foreground the urban question, develop a framework for the analysis of sustainable development and compile a directory of methods to assess the sustainability of urban development. It classifies the assessment methods in question and goes on to map their applications across the sustainable development issues represented in the framework for analysis. Having done this, the paper goes on to set out how the said methods are being used to build the environmental capacity that is needed for the city of tomorrow to carry its cultural heritage and develop forms of human settlement which are sustainable. In this paper we take a critical look at current European regional policies. First, we document the motivation for such policies, that is, the large income disparities across the regions of the EU15. Large disparities are certainly present. Second, we illustrate the various instruments adopted and discuss their underpinnings in established economic theories. Next, we look at available data, searching for three kinds of evidence: (1) if disparities are either growing or decreasing, we conclude they are neither; (2) which are the major factors explaining such disparities and, in particular, if they are the factors predicted by the economic models adopted by the Commission to justify current policies, we conclude this is most certainly not the case; (3) if there are clear signs that EU policies, as opposed to other social and economic factors, are actually reducing such disparities, we cannot find any clear sign of such desired impact. Our conclusion is that regional and structural policies serve mostly a redistributional purpose, motivated by the nature .of the political equilibria upon which the European Union is built. They have little relationship with fostering economic growth. This casts a serious doubt on their social value and, furthermore, strongly questions extending such policies to future members of the European Union. This paper elaborates on three innovative processes that have a major impact on the evolution and competitiveness of modern higher education institutions, regardless of the field in which they are specialized, namely: internationalization, the knowledge-based society and leadership. The target segment of our scientific research is represented by higher education institutions in Romania, in correlation with trends in similar organizations in other European Union countries. Higher education institutions are a true backbone of a country's health and economic and social development, but the analysis of this sector is not achieved in an isolated manner, but in close consistency with other systems of national and international economy and society, referring especially to those from the European Union (EU). The economic literature and related specialty practice, the development of the European Economic Community along with the factors determining them (such investments and staff) represents a topic that is of great notoriety. This paper shows the role and influence that direct investment in the economy and employment ratio can propagate in the growth of gross domestic product per capita to ensure increased economic sustainability of countries in the European Community. The most important economic effects of FDI on the host economy can be represented by labor productivity growth through knowledge transfer (know-how) technology, management skills and marketing term in countries emerging favor progress technological and economic growth. To determine this goal, in the context of economic logic, this research shows the importance of gross domestic product, total and per capita, as a macroeconomic indicator synthetic, and encouraging and using the action of factors that can also provide political steps, organizational and financial, achieving levels attesting social progress and prosperity. The study highlights a Custom Analysis on gross domestic product per capita, direct investment and the proportion of people employed in total for 24 European Union countries in 2014 and also develop an econometric model multifactorial based on system statistics. Research shows utility in making decisions about investment growth in the European Community by attracting a workforce that is in full compliance with state investment policies and by providing a high living standard. The paper proposes the analysis of the main drivers of the economic growth in Central and Eastern Europe, in three emerging countries: Czech Republic, Hungary and Poland, with a development stage similar with that of Romania. Given the vulnerabilities of the Central and Eastern Europe region at the beginning and during the recent global economic and financial crisis, there is an increased interest to identify the models that can describe the principalcharacteristics of the Central and Eastern Europe macroeconomic variables: gross domestic product, investment, wages and salaries, inflation, hours worked, consumption and themonetary variable- interest rate. Moreover, another scope is to analyze the frictions that describe the evolution of the seven data series, as the stochastic dynamic of the macroeconomic model is driven by orthogonal structural shocks. Countries differ with regard to labour-market flexibility and 'animal spirits' of entrepreneurs. The paper aims at an analysis of the consequences of these differences in a climate favourable to economic growth. For that purpose a two-country model is presented in section 2. Although wealth variables are taken into account, expectations are assumed to be static. Despite this simplification the model cannot be solved analytically. The article presents information on some comments based on a paper submitted by economist Steven Stack on a neo-Keynesian model of income inequality, which makes predictions like the greater the direct government involvement in the economy (DGI) the less the unemployment and the less the income inequality, the greater the DGI, the greater the economic growth and the less the degree of income inequality and that government spending will have an effect on income inequality independent of the level of development. The statement that the original association between growth and inequality is spurious and that growth affects inequality indirectly through its association with DGI is a non sequitur and reflects ignorance about what a spurious association really is. If the original association is spurious, then the second part of his statement is false. The distinction between Keynesian economic manipulation and central planning involves fundamental, qualitative differences in both the nature and form of government intervention, so that the planners of East Europe and of the Soviet Union are not simply Keynesian's writ large.

The article presents information about bibliographies, periodicals giving news items and special reports in regard to the readjustment and reconstruction of the economic life of the countries of Europe. Some of the bibliographies are, "Reconstruction: A Preliminary Bibliography," compiled by Laura A. Thompson, "List of References on Reconstruction," prepared by Mrs. V. B. Turner, and is to be found in the December, 1918, issue of the journal "Monthly Labor Review." The Library of Congress published in November, 1918, "A List of British Parliamentary Publications on Reconstruction, With Some Other Publications." The Council of National Defense has prepared a "Bibliography on Reconstruction: British Parliamentary Papers and Selected Publications on Reconstruction." A very useful summary of news is contained in the "Daily Digest of Reconstruction News", published by the Director's Office of the Council of National Defense, Washington. It gives important facts about the work of the departments of the federal government in the field of reconstruction, actions of the state and municipal governments, and of foreign governments.

Global competition has evolved from the competition between companies to the competition between regions. In this context, clusters play an important role as competences' concentration poles. The cluster initiatives represent concentrated efforts to increase the wealth and competitiveness in a certain region including companies, local administration, research and training institutions. This paper proposes the analysis of the European clusters' role in ensuring the regional development. Resulted conclusions emphasize both the positive results of clusters' existence, as well as the fields where improvements can be made in order to increase the clusters' impact on the economic development. The objective of this paper was aimed at understanding the importance of SMEs in the market economy as the economic engine continues to be the factor that motivates both business and human existence. The yield and quality of the results of a national economy depend largely on the ability to determine the creation and operation of a large number of businesses which provide products and services of quality, cost and reduced prices and quantities and of appropriate requirements domestic and foreign market. The article deals with the content and structure, activities that are specific to SMEs and how they operate in the market, and how these types of companies influence the economy of the European Union and Romania. Regeneration of brownfields gradually becomes an important challenge for regional and local development across the East-Central European countries. Due to the recent huge economic transition and global societal changes thousands of abandoned sites (brownfields) sprang up across the landscape after various economic activities, the Czech Republic included. This paper evaluates the perception of brownfields along with their individual reuse options by local population in one of the city districts of Ostrava which was heavily influenced by industrialisation during the last 150 years (Svinov city district, city of Ostrava, eastern part of the Czech Republic). The first part of the paper is devoted to brief theoretical aspects of brownfields regeneration and its perception. The second part of the paper presents us with the results of the questionnaire survey which was carried out among local population of Svinov (n=163) focusing on the perception of five selected local brownfield sites. It was found out that the issue of brownfields rouses huge discussions among public of the model area of Svinov. Among the most supported re-use options of local brownfields greenery and cultural facilities were identified. Brownfield sites located outside the settled area of the city quarter are almost disregarded while the re-use of centrally located sites for greenery is strongly supported. In the final part of the paper, the findings are synthesized and recommendations for public administration and potential investors are formulated. [ABSTRACT FROM AUTHOR]
