This research aimed to describe and analyze implementation of The National Program of Urban Self Empowerment (PNPM-MP) in the Gisik Cemandi Village, Sedati Sub-District, Sidoarjo Regency; supporting and inhibiting factor in its implementation. This research used qualitative descriptive research. Key informants in this research included member of event organizer in non-governmental organization (PNPM-MP), member non-governmental organization, and head village. The results showed that the implementation of its program was quite good. It is showed that adequate human resources, good coordination between local government, volunteers, and community, characteristics and attitudes implementor enforcement agencies that have a high responsibility to achieve its objectives and realizing the ideals of the poor. Supporting factors in its program implementation namely development and empowerment activities got a positive response from community. Meanwhile, inhibiting factor wasthe lack of discipline for community and community who are less conserve the environment so that the bad habits also remain to be done.

The purpose of this study was describe the community participation in the implementation of the National Community Empowerment Program for Urban(PNPM-MP) in the Bligo village, Candi sub-district, Sidoarjo Regency as well as to describe the supporting factors and inhibiting factors. The method of this research used qualitative description. The results of this research show that community participation in this program implementation has been running well. It is caused at the participation stages that is consisting of monitoring and evaluation stage, the maintenance stage, and utilization of the building has been running well. However, at the decision-making stage and the implementation stage must be improved. The successful of this program implementation is influenced by supporting factors and inhibiting factors. The supporting factor is commitment of head village, participation of non-governmental organization, commitment and support of interest groups. Meanwhile, inhibiting factors are less of supervisor participates in the manager finance unit. So there are two of nongovernmental organizations that delay to refunds and community participation that is not involved in the whole of each activity.

The implementation of the bottom-up model policy especially the Smith model has not been effective in implementing the policy of the National Program for Community Empowerment of Independent Urban Area, known as PNPM MP, in Makassar City. Through qualitative method with case study, performance of policy implementation of PNPM MP aims to assist and develop community through development trajectory, but new infrastructure development is quite successful, but economic development in business capital and socio-political development has not been effective. The program, for example; Social development problem is stagnant after much practice because it is not supported by the equipment work post training. The ability to manage revolving funds, and repayment of interest on loans, and cooperate with others economically. Politically they generally do not know it. The overall linkage is very weak, so it sometimes provokes confusion to frictions between stakeholders in the region. The cause of the problem is that stakeholders are adopting what is formulated as a poverty alleviation policy (PNPM MP). However, the policy does not provide the flexibility of stakeholders or target groups to change policy objectives. This means that the peasants program of poverty is not bottom up, but a combination of top down and bottom up.

Empowerment is an attempt to make people, groups or communities become more empowered so that they can take care of their interests independently. As we know, that in the implementation of PNPM-MP should involve community participation as an essential element. However, the implementation in the field, PNPM-MP faced with the problem of minimal participation of the community. This will result in less optimal implementation of PNPM-MP in Sukarara, Jonggat, Central Lombok. The writer interested in conducting research with the title of PNPM-MP in Improving Welfare of the Poor with the formulation of the problem: (1) How is the implementation (2) What are the barriers and factors supporting the implementation and (3) what the government's efforts to overcome obstacles of PNPM-MP in improving the welfare of the poor in Sukarara, Jonggat, Central Lombok.This study uses descriptive qualitative research method, the writer did not use the sample population. The writer is using purposive informants as a source of primary data and documents as a source of secondary data. To support ongoing research, writer uses a variety of secondary data in order to support the completeness of the data required in this study.The results of the study: (1). PNPM-MP can be broadly improve the welfare of the poor due to open employment opportunities through development of infrastructure. (2). Barriers in general practice: Human resources is still low, procurement of materials/goods to be auctioned, disbursements are often not timely, lack of socialization and development and (3) Supporting the management of the program is already well organized from the central, provincial, regency, districts and villages (4) efforts by the government is directing the public to increase their knowledge and skills.Keywords: Implementation, PNPM-MP, Welfare of the Poor

This study aims to determine the impact of the PNPM Mandiri activities to the income of farmers. Research conducted in September through December 2016. The data used are primary data obtained through interviews to 20 (twenty) of the respondents in this case women's credit group (SPP) through the list of questions regarding before and after participating in PNPM-MP and secondary data obtained from the District Office and the Office of Paslaten Tatapaan Sub-district. Analysis of the data used is the analysis kuantitattif using different test average by using the formula paired samples t-test. The results showed PNPM-MP have a positive impact where the income of farmers increasing from Rp.70,663,000 with an average of Rp. 3,533.150 to Rp. 126,397,250 with an average Rp.6,319,862.50,- so that it increases 78.87 %. Therefore this program can help in agriculture where it has been increasing farmers' income after the program PNPM-MP so farmers can expand their farming land.Keywords : National Community Empowerment Program (PNPM-MP), Farmer Income, Paslaten Village, Sub-district of Tatapaan, South Minahasa District

Poverty is a main issue tosolve. National Urban Program for People Empowerment (PNPM MP) has main program to alleviate poverty by involving participation of the villagers. The purpose of the research is to analyze the implementation and identify the inhibiting factors of PNPM MP, in Mangunharjo residence Tembalang District Semarang. The approach used is descriptive qualitative approach. The implementation of PNPM MP in Mangunharjo was started in 2007. Direct People Assistance (Bantuan Langsung Masyarakat/BLM) received are used to alleviate poverty through three areas: economy, social and environment. Self-Assistance Groups (Kelompok Swadaya Masyarakat/KSM) has easy access to obtain additional capital to run a business. Poor villagers are asissted through house rehabilitation program and education package. The negative Impacts also come up that there is social envy especially for those who do not receive the assistance. The inhibitting factors of the implementation of PNPM MP in Mangunharjo Residence include the internal factors: The limited number of the operating unit members, Some BKM members are not active in some activities, The KSM members do not have sufficient skill to arrange the proposal. While the external factors include: the distrust of villagers toward the credibility of KSMmembers to implement physical projects, and the envy shown by those who do not get BKM. To increase the awareness of the BKM and KSM members are through trainings, assistingKSM to prepare the project proposals and eventhe reports regularly and continuously. There should be a socialization to the villagers about the programs managed by BKM through regular meetings of RT / RW or the engagement of the community leaders to take a part routinely in the annual meeting forum of the villagers (Rembug Warga Tahunan/RWT).

Indonesia has a poverty problem. The National Program for Independent Rural Community Empowerment is one of the strategies for community empowerment in an effort to accelerate poverty reduction. The SPP (Savings and Loans for Women) program is one of the programs from PNPM-MP that makes women or housewives the target of empowerment. The purpose of implementing the SPP (Savings and Loans for Women) program is to reduce poverty through capital loans for women accompanied by empowerment. This study aims to find out how the implementation of the National Program for Independent Rural Community Empowerment, in particular the implementation of the SPP (Savings and Loans for Women) Program in the study in Ompu Raja Hutapea Timur Village, Laguboti District, Toba Samosir Regency, about what aspects influence the community in participating in the program, how the flow implementation, as well as the obstacles encountered in the ongoing implementation of the program and their solutions.The research method used in this study is a qualitative research method. The research informants were the perpetrators of the National Program for Independent Rural Community Empowerment in Ompu Raja Hutapea Timur Village, namely the Village Head, TPK Chair, Village Community Empowerment Cadre, Person in Charge of Operational Activities, UPK Chair, and several group members who were participants of the SPP program. Data collection techniques were carried out through in-depth interviews and then the results were analyzed qualitatively. From the results of research conducted in the village of Ompu Raja Hutapea east regarding the implementation of the National Program for Independent Rural Community Empowerment, especially the SPP activity program, community participation is more dominated by the economic aspect. The lack of routine meetings for community empowerment by the government also results in obstacles such as delays in loan repayments. However, the community stated that they felt helped by the implementation of the SPP program.

Poverty is a social reality characterized by underdevelopment in the social, economic, cultural, political, educational and natural factors that directly influence the inability of society, so as to be poor. The effort to reduce poverty is done by getting the community development approach through government programs i.e. PNPM-MP and strengthening unit districts management institutions. The data used were primary data obtained from the field survey with a list of questions; samples were 98 respondents. Research analysis used descriptive quantitative method and community empowerment model approach. Research shows that the family economic empowering 10 from 12 respondents or 83.33% increased in family income and did not work for 16,67% respondents. Meanwhile, the traditional farmer empowerment productive effort 36 form 46 respondents or 78,26% succeeded to increase household income of farmers and 21,74% were not able to increase the income of farm households. Meanwhile, venture capital empowerment fishermen increased fishing activity and managed marine products with a success rate of 55% and 45% did not succeed.

National community empowerment program (PNPM-MP) is one of the mechanisms used community empowerment program PNPM Mandiri in efforts accelerate poverty reduction and job opportunities in urban areas. Program is conducted for more encourage efforts to improve the quality of life, prosperity and independence of people in urban areas. The process of facilities and infrastructures development activities in PNPM Urban, process data collection and report activities related to Askot, For the data collection process BKM (Agency for Community Self-reliance), data collection process KSM (Self-Help Groups), process proposing activities, the statement of contribution land, assessment the list of prohibited activities (negative list), eligibility verification process of proposed activities, statement letter process capability faskel operation and maintenance of infrastructure related to residents. Process of data collection on PNPM Urban there are the manual and there are had the computerized but still using the Microsoft Word and Microsoft Excel. Because there are still manually then there is mistake in processes of facilities and infrastructure development activities.Therefore the, to resolve the problems which occur computerized systems is needed to support the progress and development of the program. With the system can resolve the problem which occurs on systems currently running.
