This discussion paper is from the Adult Learners Week National Seminar on Lifelong Learning Policy (Canberra, Australia, September 1999) that identified a number of ideas about how to foster national policy development on lifelong learning. It consists of three sections. Part 1 contains "A National Lifelong Learning Policy for Australia?" (Tony Brown), an introduction to lifelong learning policy with a list of questions to focus future discussion; two discussion starters, "Is Lifelong Learning Critical, Desirable, or Just a Good Idea?" In this paper we compare the early years mathematics curricula of Germany, South Africa, and Australia in relation to the place value concept. Place value is an important topic as it underpins much of the number work completed by learners in the early years of schooling. We found that there were differences between the three curricula that could be summarised using five themes: namely, number range, place value structure, role of the zero, influence of language, and use of materials. We argue that how the different curricula deal with these five themes influences the quality of learning provided and we highlight key areas of concern. In concluding we identify three important implications for our future research project.

Augmented reality (AR), a cutting-edge technology, has the potential to change the way students learn by superimposing virtual items and information onto the real environment. Through more immersive and interesting interactions with digital content, AR might help students better understand difficult concepts and boost their drive to learn. As a result of its contribution to student learning, AR has become increasingly appealing to educational researchers. This study aimed to descriptively explore the characteristics of AR studies in education and to qualitatively analyze the most influential ones indexed in the Web of Science (WoS) between 2000 and 2022. A scoping review was conducted to determine the sample of the AR studies in education based on the inclusion criteria. Accordingly, descriptive analyses were conducted to identify the characteristics of the AR studies in education between 2000 and 2022 in terms of publication year, country, affiliations, journals, funding agencies, and citation trends. Then, the research methodologies and implications were found among the most influential AR studies in education between 2000 and 2022 by synthesizing qualitatively. The overall results indicated that AR studies in education have been conducted since 2008, with an increasing number of studies over time. Based on the implications of the most influential studies identified in terms of citation numbers, it was detected that AR has the potential to enhance education and training by providing interactive and engaging environments, linking real-world contexts with digital resources, and promoting efficiency and effectiveness in learning. TVET is an education and training process with a strong emphasis on industry practises that strives to generate competent workers in particular fields. Cooperation with industry in TVET has the potential to improve the quality and relevance of TVET programmes and equip students with the practical skills and knowledge demanded by employers. Thus, there is a need for a complete bibliometric study of research linked to collaboration between TVET and industry, despite the fact that the number of studies in this field continues to increase. The bibliometric analysis in this research which was extracted from Web of Science database is analyze using VOSviewer. The research conducted a descriptive analysis of the publication number trends, the top authors and leading journals in this field. Next, the researcher also analyzed the co authorship based on authors and countries, research trends, citation and keywords analysis as well as co citation analysis. The article found that most of the articles in this field are published by authors from developed countries where the majority is from the United States. Other than that, the recent research hotspot were also identified indicating the future direction of the research in this field. [For the full proceedings, see ED654100.]

This document contains seven papers about and from an international meeting on promoting linkage between technical and vocational education and the world of work. The first paper, a Final Report on the "International Expert Meeting on the Promotion of Linkage between Technical/Vocational Education and the World of Work (Tokyo, Japan, 3-6 February 1997)," examines the following: the meeting's purpose; main points raised in the keynote and country papers and multimedia presentations; major issues (major implications of multimedia and networks and their use to develop competencies through self-learning; financing of the development of multimedia approaches; evaluation of student achievements through multimedia methods; and new roles of teachers); field visits connected with the meeting; and recommendations to United Nations Educational, Scientific and Cultural Organization (UNESCO) member states. International comparisons of student achievement in mathematics and their attitudes towards, confidence with and anxiety to mathematics have a long history. Likewise, detailed international comparisons of teacher education programs have also been conducted. However, the relationship between the teacher education programs and teacher anxiety for teaching mathematics have not been investigated. This paper is part of a larger research project investigating the relationship between teacher education programs and mathematical anxiety of its pre-service teachers. It reports on the initial comparison of the teacher education programs for primary teachers from a university in Sweden, Germany, and Australia, specifically the mathematics education addressed in the programs. The paper concludes with an outline of the future research.

Research across five countries has identified inability to pay attention to mathematical detail -- the discipline of noticing -- is an issue in senior secondary school mathematics teachers. The test and questionnaire completed by an Australian cohort further identifies a reluctance to employ non-routine questions in assessments, with teachers concerned about damaging the trust relationship they enjoy with their students. As teachers fail to demonstrate strong ability in non-routine written test questions themselves, this paper questions whether there exists a 'conspiracy' between teachers and their students to avoid scrutiny of conceptual understanding.

This paper is a reflective critique of practice within the field of mathematics education in relation to the challenges faced by non-first-language-English speaking academics when they attempt to publish in English language research outlets. Data for this study are drawn from communications between a German and an Australian academic as the Australian assisted the German in negotiating aspects of translation bound by syntactic, semiotic, cultural, and colloquial language considerations. The paper concludes by raising questions about the issue of the use of English as a universal language for the dissemination of new knowledge and offers possible solutions to the problem.

This paper provides historical insights and educational background of Froebel's Gifts, hands-on materials developed in the early 19th century. Based on an explorative study with 54 German children (aged 5 to 10) in 2016, we first took steps to explore how these materials meet the demands for early mathematics learning of primary children. Starting with a brief introduction into the work and life of Friedrich Froebel, we outline how using Froebel's Gifts can stimulate the acquisition of mathematical knowledge and abilities, then conclude by considering future research directions within Australian schools.

Government regulations require businesses to improve their processes and products/services in a green and sustainable manner. For being environmentally friendly, businesses should invest more on eco-innovation practices. Firms eco-innovate to promote eco-efficiency and sustainability. This paper evaluates the eco-innovation performance of Organisation for Economic Co-operation and Development (OECD) countries with data envelopment analysis (DEA). Data were gathered from the world bank database and global innovation index report. Findings show that for most OECD countries, energy use and ecological sustainability are more important than other inputs and outputs for enhancing eco-innovation. This paper compares the counting and whole number knowledge and skills of primary school children in Australia and Germany at the end of Grade 1 and Grade 2. Children's learning was assessed using the Early Numeracy Interview and associated Growth Point Framework. The findings highlight substantial differences between the two groups that vary for the four whole number content domains that have been investigated. These variations are likely due to different curriculum emphases in the two countries.

This paper looks at the Australian and German education systems using three key indicators - structures of educational opportunity, educational outcomes and the attitudes and behaviors of parents. The study is designed with the view that comparative research, which explores shared and unique system characteristics, underpins better explanations and in turn better research and policy. The third indicator concerning the importance of parent perceptions of education and their use of strategies to gain educational advantage is often overlooked in comparative research. Preliminary findings show that through the increased use of strategies such as tutoring and private school enrolment, German and Australian families do not perceive that their education system is delivering enough. An education system performs better when families have high levels of trust and confidence in the educational opportunities and outcomes available for their children.

Education, in our contemporary world, is a right since we are born. Every experience has a formative effect on the constitution of the human being, in the way one thinks, feels and acts. One of the most important contributions resides in what and how we learn through the improvement of educational processes, both in formal and informal settings. The International Conference seeks to provide some answers and explore the processes, actions, challenges and outcomes of learning, teaching and human development. The goal is to offer a worldwide connection between teachers, students, researchers and lecturers, from a wide range of academic fields, interested in exploring and giving their contribution in educational issues. We take pride in having been able to connect and bring together academics, scholars, practitioners and others interested in a field that is fertile in new perspectives, ideas and knowledge. We counted on an extensive variety of contributors and presenters, which can supplement our view of the human essence and behavior, showing the impact of their different personal, academic and cultural experiences. This is, certainly, one of the reasons we have many nationalities and cultures represented, inspiring multi-disciplinary collaborative links, fomenting intellectual encounter and development. END 2017 received 581 submissions, from 55 different countries, reviewed by a double-blind process. Submissions were prepared to take form of Oral Presentations, Posters, Virtual Presentations and Workshops. The conference accepted for presentation 176 submissions (30% acceptance rate). The conference also includes a keynote presentation from an internationally distinguished researcher, Professor Lizbeth Goodman, Chair of Creative Technology Innovation and Professor of Inclusive Design for Learning at University College Dublin; Founder/Director of SMARTlab, Director of the Inclusive Design Research Centre of Ireland, Founder of The MAGIC Multimedia and Games Innovation Centre, Ireland, to whom we express our most gratitude. These proceedings contain the papers of the 13th International Conference on Cognition and Exploratory Learning in the Digital Age (CELDA 2016), October 28-30, 2016, which has been organized by the International Association for Development of the Information Society (IADIS), co-organized by the University of Mannheim, Germany, and endorsed by the Japanese Society for Information and Systems in Education (JSISE). The CELDA conference aims to address the main issues concerned with evolving learning processes and supporting pedagogies and applications in the digital age. The study obtained cross-cultural measures of quality of life (QOL), based upon perceptions of individuals with mental retardation/developmental disabilities (MR/DD) of their degree of satisfaction, productivity, independence, and community integration. The Quality of Life Questionnaire was administered to 92 persons in MR/DD programs in Australia, the Federal Republic of Germany, Israel, and the Republic of China and 552 persons from MR/DD programs in Nebraska and Colorado. A very consistent trend was found across the five countries: quality of life scores increase as one lives and works in more normalized environments. The paper also outlines characteristics of mental retardation/developmental disabilities services in the four countries (excluding the United States), focusing on: public laws regarding services to persons with MR/DD, funding patterns, administrative structures for MR/DD services, current living options, and current employment options. The paper notes that the concept of quality of life in habilitation services can be used cross-culturally to foster international QOL-oriented public policy, implement QOL-oriented program practices, and complete QOL-focused cross- cultural research projects. This paper explores the PISA [Programme for International Student Assessment] achievement of twenty countries in light of some of their demographic differences. SES [student socioeconomic status], nuclear family, gender, home language, and native status were predictive of achievement for every country. Demographics accounted for as little as 8 percent to as much as 22 percent of individual score variance depending on the country and subject. Being male was almost a universal advantage in math, but was a far greater disadvantage in reading for every country. The relative performance of some countries changed when scores were adjusted for demographic differences; however, the Asian countries and Finland remained on top. Instructional strategies related to countries performing above expectations were explored.
