As a result of rapid advances in technology and computer programming, algorithms are increasingly able to generate expressive material. In light of these advances, it is inevitable that courts will be asked to determine whether this algorithmically generated content is protected expression under section 2(b) of the Canadian Charter of Rights and Freedoms. Although algorithmically generated content can serve many of the same constitutionally-protected purposes as human expression, this paper explains why the Supreme Court of Canada's current framework is inadequate for use in the context of algorithmically generated content. This paper offers a proactive and principled solution that is consistent with the fundamental principles of freedom of expression articulated by the Court in R v Keegstra. Canadian law enforcement agencies are applying algorithmic technologies to identify individuals at the regional, provincial, and federal levels. These technologies connect templated facial images to an array of informational fragments that are collected from databases scattered between the public and private sectors. While that is the case, these surveillance technologies continue to be authorized under SCC jurisprudence, as opposed to legislation enacted by Parliament. Algorithmic technologies collate and analyze disparate information from public and private databases to identify patterns, which are then used to generate formulas to 'predict' future trends. Kate Robertson and colleagues explain that implementation of APTs by Canadian police services holds serious deleterious potential for the Charter rights of Canadians, with consequences that disproportionately affect people of colour. Be that as it may, the most malevolent consequence of applying APTs may be their application of generalized formulas to generate recommendations used to intercept individuals based on biased and inaccurate information. Although not authorized by statute, surveillance technologies continue to be permissible under common law authorities. Richard Jochelson explains the inappropriate nature of this approach, arguing in the alternative that the court's traditional role calls for application of the Oakes test to determine if state surveillant practices fall within its constitutional limits. Considering APT's serious implications for Charter protected rights, this paper calls on legislators to implement dedicated legislation to govern the use of surveillant technologies in law enforcement, with a particular focus on regulating the use of APTs. Failure to do so risks an unprecedented expansion of prejudicial policing practices, which may act to crystallize the existing biases in law enforcement practices into objective 'scientific' outputs that may hold serious deleterious potential for Canada's most vulnerable populations. Background: The aim of this study was to update and refine an algorithm, originally developed in Canada, to assist care home staff to manage residents with suspected infection in the United Kingdom care home setting. The infections of interest were urinary tract infections, respiratory tract infections and skin and soft tissue infection.Method: We used a multi-faceted process involving a literature review, consensus meeting [nominal group technique involving general practitioners (GPs) and specialists in geriatric medicine and clinical microbiology], focus groups (care home staff and resident family members) and interviews (GPs), alongside continual iterative internal review and analysis within the research team.Results: Six publications were identified in the literature which met inclusion criteria. These were used to update the algorithm which was presented to a consensus meeting (four participants all with a medical background) which discussed and agreed to inclusion of signs and symptoms, and the algorithm format. Focus groups and interview participants could see the value in the algorithm, and staff often reported that it reflected their usual practice. There were also interesting contrasts between evidence and usual practice informed by experience. Through continual iterative review and analysis, the final algorithm was finally presented in a format which described management of the three infections in terms of initial assessment of the resident, observation of the resident and action by the care home staff.Conclusions: This study has resulted in an updated algorithm targeting key infections in care home residents which should be considered for implementation into everyday practice. Through tests conducted at the Toronto and Region Conservation Authority's (TRCA) Archetype Sustainable Houses, a hybrid residential space heating system with a supervisory controller was monitored and studied to evaluate its performance and effectiveness for the heating season. A high efficiency natural gas furnace (NGF) and an electric air source heat pump (ASHP) were coupled together to meet the space heating demand of the house. This integrated system is called the cloud based Smart Dual Fuel Switching System (SDFSS) that considers time-of-use (TOU) pricing, fuel cost, short-term weather forecast, and equipment efficiencies and capacities. This multi-variable decision-making process defines an optimal schedule for the hybrid system to run more cost effectively. This paper analyses two separate SDFSSs. According to these analyses, the SDFSS systems showed lower operating cost with respect to the furnace or the ASHP system alone with various carbon tax (CT) levels from $0 to $250/tonne of CT with an increment of $10/tonne of CT that were simulated, along with a significant GHG emission reduction relative to the conventional heating systems. Furthermore, with these technologies, Canada's residential sector could potentially meet Canada's Paris Agreement goals. The SDFSS technology is a is flexible, user friendly, ubiquitous technology for the smooth transition from today's natural gas dominated space heating system to the future's low carbon infrastructure powered by a heat pump and renewable energy.
