The European response to COVID-19 has revealed an inconvenient truth. Despite having integrated public health concerns across all its policies – be it agriculture, consumer protection, or security –, the Union cannot directly act to save people’s lives. Only member states can do so. Yet when they adopted unilateral measures to counter the spread of the virus, those proved not only ineffective but also disruptive on vital supply chains, by ultimately preventing the flow of essential goods and people across the Union. These fragmented efforts in tackling cross-border health threats have almost immediately prompted political calls for the urgent creation of a European Health Union. Yet this call raises more questions than answers. With the aim to offer a rigorous and timely blueprint to decision-makers and the public at large, this Special Issue of the European Journal of Risk Regulation contextualizes such a new political project within the broader constitutional and institutional framework of EU public health law and policy. By introducing the Special, this paper argues that unless the envisaged Health Union will tackle the root causes of what prevented the Union from effectively responding to COVID-19 – the divergent health capacity across the Union –, it might fall short of its declared objective of strengthening the EU’resilience for cross-border health threats.

At world level, the current official number of large camelids cannot be determined exactly (it is estimated to be more than 35 million heads), and the role of camels in the livestock economy is highly variable. The only reliable statistics are provided by FAO since 1961. According to these data, five different patterns of demographic changes have been observed. In countries marked by a regular or drastic decline of their camelid population, a tendency to re-increase has been in force since the beginning of the century, except in India. Generally, countries marked by a sharp recent increase in their large camelid population have implemented a census and readjusted their data. Many inconsistencies occur in available data, most notably cases arising from changes occurring in state status (for example secession of Eritrea, Soviet Union collapse). Moreover, large camelid stocks in Australia, in countries of new camel establishment (Western countries) and those related to the expansion of camel farming, notably in Africa, are not recorded in the international database. In addition, there is no distinction between dromedary and Bactrian data. The present large camelid population in the world is probably more than 40 million and could reach 60 million after 25 years from now if the current demographic trend is maintained.

Real estate—housing in particular—is a less profitable investment in the long run than previously thought. We hand-collect property-level financial data for the institutional real estate portfolios of four large Oxbridge colleges over the period 1901–1983. Gross income yields initially fluctuate around 5%, but then trend downward (upward) for agricultural and residential (commercial) real estate. Long-term real income growth rates are close to zero for all property types. Our findings imply annualized real total returns, net of costs, ranging from approximately 2.3% for residential to 4.5% for agricultural real estate.

Several studies explore co-production in different terrestrial ecosystems, such as agriculture or water delivery, but less attention has been paid to marine ecosystems. Coastal activities such as aquaculture, shellfish harvesting, and small-scale fishing deliver important benefits for seafood provision, but are also inextricably linked to cultural and recreational ES. The degree to which co-production can determine the provision of ES in marine systems has yet not been explored. This paper addresses this key topic with an exploratory analysis of case studies where marine ES are co-produced. We look at five small-scale fisheries that range from intensive semi-aquaculture in Galicia (Spain), to wild harvesting in Northern Portugal, and discuss to what extent co-production influences ES delivery. We find that a direct relationship exists between co-production level and ES delivery in the case of provisioning ES (e.g., fish harvest), but not necessarily in the delivery of other ES. Background Rift Valley fever (RVF) is a vector-borne disease affecting ruminants and humans. Madagascar was heavily affected by RVF in 2008–2009, with evidence of a large and heterogeneous spread of the disease. The identification of at-risk environments is essential to optimize the available resources by targeting RVF surveillance in Madagascar. Herein, the objectives of our study were: (i) to identify the environmental factors and areas favorable to RVF transmission to both cattle and human and (ii) to identify human behaviors favoring human infections in Malagasy contexts. Methodology/Principal Findings First, we characterized the environments of Malagasy communes using a Multiple Factor Analysis (MFA). Then, we analyzed cattle and human serological data collected at national level using Generalized Linear Mixed Models, with the individual serological status (cattle or human) as the response, and MFA factors, as well as other potential risk factors (cattle density, human behavior) as explanatory variables. Our results identified humid environments of the western, north-western and eastern parts of the island as risky areas. The identification of at-risk environments is essential to focus veterinary surveillance and control of RVFV.
