In the Middle East and Northern Africa (MENA), dry eye disease (DED) is often misdiagnosed or overlooked. This review summarizes a series of conversations with ophthalmologists in the region around a variety of climatic, lifestyle, and iatrogenic factors that contribute to specific features of DED in the MENA region. These considerations are further classified by patient lifestyle and surgical choices. All statements are based on discussions and formal voting to achieve consensus over three meetings. Overall, a deeper understanding of the disease characteristics of DED specific to MENA can better guide local eyecare practitioners on appropriate management and follow-up care. Additionally, population-based studies and patient and physician education on ocular surface diseases, together with the use of culturally appropriate and language-specific questionnaires can help ease the public health burden of DED in this region. The authors classified citations included in papers presented at 10 International Society for Music Education (ISME) biennial International Research Commission Seminars across an 18-year period (1988-2006) based on the six world regions as specified by the ISME Research Commission. Citations (N = 4,535) were examined from 238 papers presented at the 12th through 21st seminars. There were 2,250 citations from 407 journals, the most prevalent sources. Twenty-eight papers from this sample were multinational in nature, with 79% (n = 22) of these by U.S. researchers as either sole or senior authors. The main result of this study is that the researchers from around the world who were presenters at these seminars primarily cited sources within their own geographical regions. Additionally, the "Journal of Research in Music Education" was by far the most referenced journal throughout the entire sample. (Contains 2 tables.)

During epidemics, such as the frequent and devastating Ebola virus outbreaks that have historically plagued regions of Africa, serological surveillance efforts are critical for viral containment and the development of effective antiviral therapeutics. Antibody serology can also be used retrospectively for population-level surveillance to provide a more complete estimate of total infections. Ebola surveillance efforts rely on enzyme-linked immunosorbent assays (ELISAs), which restrict testing to laboratories and are not adaptable for use in resource-limited settings. In this manuscript, we describe a paper-based immunoassay capable of detecting anti-Ebola IgG using Ebola virus envelope glycoprotein ectodomain (GP) as the affinity reagent. We evaluated seven monoclonal antibodies (mAbs) against GP—KZ52, 13C6, 4G7, 2G4, c6D8, 13F6, and 4F3—to elucidate the impact of binding affinity and binding epitope on assay performance and, ultimately, result interpretation. We used biolayer interferometry to characterize the binding of each antibody to GP before assessing their performance in our paper-based device. Binding affinity (KD) and on rate (kon) were major factors influencing the sensitivity of the paper-based immunoassay. mAbs with the best KD (3–25 nM) exhibited the lowest limits of detection (ca. μg mL−1), while mAbs with KD > 25 nM were undetectable in our device. Additionally, and most surprisingly, we determined that observed signals in paper devices were directly proportional to kon. These results highlight the importance of ensuring that the quality of recognition reagents is sufficient to support desired assay performance and suggest that the strength of an individual's immune response can impact the interpretation of assay results. The out‐of‐sight groundwater and visible but much less extensive surface waters on land constitute a linked terrestrial water system around the planet. Research is crucial for our understanding of these terrestrial water system links and interactions with other geosystems and key challenges of Earth System change. This study uses a scoping review approach to discuss and identify topical, methodological and geographical gaps and priorities for research on these links and interactions of the coupled ground‐ and surface water (GSW) system at scales of whole‐catchments or greater. Results show that the large‐scale GSW system is considered in just a small part (0.4%–0.8%) of all studies (order of 105 for each topic) of either groundwater or surface water flow, storage, or quality at any scale. While relatively many of the large‐scale GSW studies consider links with the atmosphere or climate (8%–43%), considerably fewer address links with: (a) the cryosphere or coastal ocean as additional interacting geosystems (5%–9%); (b) change drivers/pressures of land‐use, water use, or the energy or food nexus (2%–12%); (c) change impacts related to health, biodiversity or ecosystem services (1%–4%). Methodologically, use of remote sensing data and participatory methods is small, while South America and Africa emerge as the least studied geographic regions. The paper discusses why these topical, methodological and geographical findings indicate important research gaps and priorities for the large‐scale coupled terrestrial GSW system and its roles in the future of the Earth System. Plain Language Summary: The water on the land surface (surface water) and that beneath it (groundwater), along with the water that is continuously and increasingly used and managed in human societies, are connected and constitute a coherent natural‐social water system around the world. Many unknowns and open questions remain for how the small‐scale variations add up to large‐scale variability and change of this water system on land, as an integral part of the whole Earth System. Relevant research is crucial for reducing the unknowns and answering the questions, and this study's scoping review aims to assess how they have been addressed in published research so far. The aim is to identify key research gaps and priorities for further research on how the integrated water system on land functions and evolves on large scales, from whole hydrological catchments and in multiple catchments around the world up to global scale. The scoping review results show key research gaps and priorities to be the coupling of surface water and groundwater on land, and the interactions of this coupled water system with other parts and major challenges of the Earth System. Geographically, the gaps and priorities emerge as particularly large and urgent for South America and Africa. This paper focuses on digital archiving and the establishment of open Access digital repositories in three selected Nigerian Universities. Despite the abundance of vital information kept in the traditional archives of Nigerian universities, many researchers cannot easily access it due to the seeming absence of proper digitization and online visibility. It is also observed that the practice of archiving and the management of information in the repositories in Nigerian universities is limited to the central library, which makes access to information in the satellite archives across the departments and in the administrative units very difficult. This paper therefore, intends to; determine the nature, existence and the roles of digital repositories in the three selected Nigerian universities and to identify the types of information sources and resources available in their digital repositories, among others. Qualitative research methodology was adopted. Data was purposefully obtained from the websites of the three Selected Nigerian universities. The findings of this study indicate that the Digital Repositories existed in the three selected universities studied with different names, and were found to contain volumes of scholarly information sources and resources, which were organized in a systematic and chronological order, but it is not well structured to specifically link resources in the departments, faculties and other units of the universities with the central repositories. It was also found that Digital Repositories were not always accessible, possibly due to inadequate ICT infrastructure and necessary staff skills for their effective maintenance. It was concluded that the repositories existed for over a decade and were providing information services to its users. It was recommended that, the management of the universities studied should imbibe strong maintenance culture to effectively manage the Digital Repositories for sufficient access to scholarly information sources and resources and should consider the installations and deployment of necessary ICT infrastructure, as well as the right software configurations including the provision of regular staff training for proper digitisation and digitalisation of work processes and procedures in the repositories for efficient results and the promotion of Digital Data Literacy in Africa. This paper is based on a study that examined authorship and collaborative research among scholars in Open and Distance Learning (ODL) institutions with a focus on prospects for Africa. The study involved intensive documentary desk review of conference book of abstracts and conference proceedings to examine authorship and collaborative research. The study reviewed a total of 10 conference books of abstracts and proceedings organized or hosted by universities including ODL institutions in Africa. Descriptive statistics were used to summarise some thematic areas of interest. It is revealed in this paper that authorship in terms of co-authorship is high in some conferences but low in others in relation to collaborative research. Furthermore, authorship between two scholars was higher compared to three or more authors in collaborative research. This implies that co-authorship is trending in relation to collaborative research thus raising collaboration prospects for Africa. It is therefore recommended that ODL scholars should be encouraged to do more co-author publications from collaborative research in order to promote teamwork and comparative studies in knowledge production for socio-economic development relevant for Africa and beyond.

Digital government has proven to be more cost-effective, efficient and sustainable than traditional analogue governance practices. However, many lesser developed societies are not ready for digital transformation, as many failed transitions have so far illustrated. This article comprises a summary of a qualitative inquiry into the latest international research findings and conclusions about the current state of digital governance transformation in Africa, and how such approaches and practices on the continent can be improved. It identifies and clarifies the main issues that promote readiness for and the success of digital governance transformation. The research found that specific strategic transformative initiatives and priorities are crucial to create the minimum readiness conditions for digital transformation of society and government. Appropriate digitisation strategies can improve the potential for successful migration of public sector management and governance systems from unsustainable analogue systems to more sustainable digital platforms. Digitalization has intensified globalization and economic interactivity between countries both developed and developing, increasing the complexity and lack of transparency in economic activities. The increase in digital transactions poses a remarkable challenge for tax authorities yet the digital economy is slowly replacing traditional commercialization and transactions. Conventional international tax legislation has not kept abreast with the growth and complexity of the digital economy and its accompanying challenges with respect to taxation. In view of the infant nature of digital tax legislation in African countries as well as the auspicious possibility of increasing tax revenue to fund public expenditure together with the probability of contradictory outcomes of digital tax policy, through a critical literature review this paper assesses digital taxation through direct digital service taxes (DSTs) in Africa. The findings were mixed. While the possibility of tax revenue maximization and improved economic growth were persuasive, the arguments pointing to negative externalities emanating from poor digital service tax policy design were equally pragmatic. This paper interrogates the context that Poverty Reduction Strategy operates as a development policy framework implemented in Benin and Nigeria, and how this provides opportunities and constraints for the objective of poverty reduction. Also, it argues that within the context of a neo-liberal ideology and strategy of development which guide the formulation and implementation of poverty reduction strategy, poor developing countries have not experienced a reduction in poverty or a promised development. "Go to temples of science and ideas of Europe. Imitate the Tugendbund, 'the Union of Virtue', of which thousands of German youth are the members. Always keep the rule of 'Fit soul is in fit body' in mind" (Petrov, 2013, p. 72). This study aimed to show the similarities, in terms of expression, emphasis, and implication, in the about/mission/vision/goals/objectives of various science centers from around the world and in the basic themes derived from Snellman's statement above, namely, Science for all, Science Centers for all, and Human welfare that he made as a challenge to not only his people but to everyone. Document and content analyses were applied in the study. Within the scope of these analyses, this study investigated the about/mission/vision/goals/objectives sections of websites of science centers from around the world (Asia, Europe, Global, Latin America/The Caribbean, North America, Africa). From this investigation, similar basic themes, derived from Snellman's statement challenging his people/everyone to adopt this devotion to science, were found in the areas of i) expression in ASTC, CIMUSET/CSTM, CASC and SAASTEC; ii) emphasis in ECSITE, ASDC, ASCN and NSCF; and iii) implication in ASPAC, ASTEN, NCSM, ABCMC and Red-POP. These basic themes, as found in the about/mission/vision/goals/objectives of science centers, can, in effect, be narrowed down to the one theme of "cultural institutions will be a big part of human life" (Madsen 2017, p. 68) science centers in the global village (Touraine, 2016, p. 121) of the future.

This paper analyses the role of the African Development Bank in the African Economy. Over the past few years, the African Development Bank Group has tried to pursue its institutional reforms to maximize its development effectiveness and the quality of its operations. The efforts of its regional member countries and building their capacity helps to strengthen their economies. The Bank has also consolidated its role as the continent's leading development finance institution, knowledge and research center, and a leading voice in African development issues. The Bank has adopted the structure which consists of six vice-presidential complexes, for accountability and effective management. Africa as a continent is rich in natural resources but the lack of effective and ethical leadership compromises the African economy. The objective of this paper is to show how the African Development Bank is compromised by corrupt senior leaders in Africa. Economic decline in Africa is not caused by a lack of resources but caused by poor planning and self-enrichment by African leaders which includes leaders of the African Development Bank Group. This study has applied a secondary research methodology. The secondary research methodology was used because the information or data is currently available in conference papers, government gazettes, newspaper articles, online meeting conclusions, and interviews between journalists and African leaders. The findings presented in this paper are based on the data available and the paper is concluded by stating that the African Development Bank Group is used as a platform to loot public resources in African countries. Microcystins are produced by multifaceted organisms called cyanobacteria, which are integral to Africa's freshwater environments. The excessive proliferation of cyanobacteria caused by rising temperature and eutrophication leads to the production and release of copious amounts of microcystins, requiring critical management and control approaches to prevent the adverse environmental and public health problems associated with these bioactive metabolites. Despite hypotheses reported to explain the phylogeography and mechanisms responsible for cyanobacterial blooms in aquatic water bodies, many aspects are scarcely understood in Africa due to the paucity of investigations and lack of uniformity of experimental methods. Due to a lack of information and large-scale studies, cyanobacteria occurrence and genetic diversity are seldom reported in African aquatic ecosystems. This review covers the diversity and geographical distribution of potential microcystin-producing and non-microcystin-producing cyanobacterial taxa in Africa. Molecular analyses using housekeeping genes (e.g., 16S rRNA, ITS, rpoC1, etc.) revealed significant sequence divergence across several cyanobacterial strains from East, North, West, and South Africa, but the lack of uniformity in molecular markers employed made continent-wise phylogenetic comparisons impossible. Planktothrix agardhii, Microcystis aeruginosa, and Cylindrospermopsis raciborskii (presently known as Raphidiopsis raciborskii) were the most commonly reported genera. Potential microcystin (MCs)-producing cyanobacteria were detected using mcy genes, and several microcystin congeners were recorded. Studying cyanobacteria species from the African continent is urgent to effectively safeguard public and environmental health because more than 80% of the continent has no data on these important microorganisms and their bioactive secondary metabolites. The call for the intellectualisation of African languages has become a topical agenda towards their use as languages of teaching and learning in institutions of higher learning in Africa. In their enunciation of language policies, South African universities are guided by the Department of Higher Education and Training (DHET)'s Language Policy Framework for Public Higher Education Institutions (LPFPHEI). The thrust of this paper is to interrogate how the language policy of one university in South Africa enables the intellectualisation of African languages. The study deploys Ruiz's notion of language as a resource to examine the potential embedded within the university's language policy to foster the intellectualisation of Sesotho and Setswana for use as LoTLs in a variety of disciplines. The university is one of the institutions of higher learning with the most recently revised language policy approved in 2022, hence its selection as the case study. The paper concludes that an enabling language policy that speaks to the linguistic realities, coupled with a variety of support structures within the university and also spelling out the implementation plan is what will result in the fruitful re-intellectualisation of African languages. This systematic review was conducted to identify, evaluate and characterize the overall progress of health economics research conducted for Africa. Health economics studies carried out from 1991 to 2020 for Africa were retrieved from the EconLit database using relevant searching strategies. According to the methodology of Preferred Reporting Items for Systematic Review and Meta-Analysis, qualified journal papers were included. Using bibliometrics, we ran a series of analyses on authorship, studied countries, affiliations, and countries of origin, journals, and research topics. A total of 2935 studies were screened, and 178 were included in this review. We observed that the determinants of illness is the most researched topics. The United States, World Bank, University of California Berkeley, are respectively the most influential countries, world organizations, and academic institutions in the field of health economics of Africa. HIV/AIDs is still the leading health issue in highly cited health economics studies in Africa. Health Policy and Planning is the most productive and academically influential journal, and Kenya is the most studied country by health economists among all African countries. African health systems are vulnerable compared to developed countries, as many of them are underfunded. The academic strength in Africa is much weaker than that of leading health economics counties. Even within the continent, the academic development and the attention it receives are uneven. More influential health economics studies of Africa should be published in addition to the disease focus of HIV/AIDS. [ABSTRACT FROM AUTHOR]

The paper aims to scrutinize the nexus between development aid, economic growth, poverty, and inclusion in Africa in the short and long run. After compiling the theoretical and empirical foundation of aid effectiveness literature, the statistical analysis is conducted in three scenarios. First, a panel data analysis was conducted from 1977 to 2018 for 34 African countries to explore the interface between Official Development Assistance (ODA) and economic growth in the long run. The second scenario presents ODA's short-term and long-term marginal effects on poverty reduction. The last scenario examines the direct effect of ODA on inclusive development. The statistical results show that aid effectiveness varies across nations. In the short-run, out of the 34 countries, only five countries have a positive marginal efficiency of ODA in terms of economic growth. However, only in one country (Nigeria) is the marginal efficiency of ODA arguably found to be positive in the long-run. The poverty elasticity of ODA is found to be negative in all countries. Finally, the random effects regression shows that ODA arguably contributes negatively to inclusion. Multiple factors may cause statistically negative relationships and should not be ignored due to the suspicion of an endogeneity problem. This is the unique selling point of this paper, as it discusses the potential causes. Statistical findings may not fully explain aid effectiveness because benefits and drawbacks may differ from national interests and project to project. Furthermore, aid may have different long- and short-term consequences. Given all the limitations, the statistical analyses in this paper show that development aid should have strategic crosscutting focus areas inter alia human development, technology, environment, demographic change, good governance, trade, and economic equity. The article focuses on the improvement of polymerase chain reaction (PCR)-restriction fragment length polymorphism (RFLP) for diminazene resistance detection in trypanosoma congolense. It offers information on the animal African trypanosomiasis and discusses the different techniques for trypanocidal drug resistance diagnosis. It outlines the advantages and disadvantages of the use of Dpll-PCR-RFLP through the use of filter papers . It indicates that the use of filter papers faciliate the large scale survey implementation for trypanocidal drug resistance in African countries affected by the trypanosomiasis using molecular diagnostic tools.

Despite their alleged comprehensiveness and the many linkages between poverty and environment, most poverty reduction strategy papers have until now insufficiently acknowledged the importance of environmental sustainability. To tackle this shortcoming, participative processes were initiated to 'green' PRSPs (meaning the integration of environmental sustainability as a cross-cutting issue). This supposes a process approach to decision-making and implies opening up the policy process to a wide range of societal actors. This approach is conceptualised as a sustainability assessment. A descriptive analysis of the Benin PRSP-greening initiative is presented, based on interviews and on literature research. Subsequently, issues of importance in appreciating the wider impact of PRSP-greening are suggested. Besides the quality improvements of the PRSP, greening contributes to a gradual change in the way decision-making is perceived and contributes to social learning. Furthermore, it is a promising approach that contributes to the institutionalisation of environmental sustainability in Africa. [ABSTRACT FROM AUTHOR]

This paper focuses on how Asante's idea of Afrocentricity could assist in the understanding of the main challenges and opportunities associated with curricula in Africa's post-colonial universities. In terms of methodology, the paper constitutes a conceptual treatise that draws from previous empirical research that focused on Afrocentricity and a plural programme - the extended curriculum programme within a university context where neoliberalism remains dominant. In this regard, the paper combines an extensive review of empirical cases and the authors' experiences of the extended curriculum programmes in diverse South African universities. Literature was reviewed from a wide range of sources that included Afrocentricity and curriculum transformation through plurality at individual and institutional pedagogic levels. The paper explores the complex nature of pedagogic transformation mainly due to the persistence of Western ideals under a resurgent neoliberal philosophy that shapes practices in contemporary university spaces. The paper thus highlights how Afrocentricity transcends simplistic notions of intellectual discussions as it highlights serious and practical realities that shape the identities, ideals, aspirations, and values of students from disadvantaged backgrounds. In the process, ways in which pedagogic educational aspirations of the students could be redefined through an Afrocentric approach together with constraints are discussed. The individualist-oriented complications posed by neoliberal ideals that tend to contradict and, in some instances, hinder the Afrocentric core principle of inclusivity have left African universities at a crossroads with little to show in terms of progress in the transformation agenda. The paper concludes that Afrocentricity and its basis in cultural reconfiguration aims to ensure that people recognise their agency and affirm their identity and ability to draw from their existing agency to holistically transform the various aspects of their lives by overcoming the socio-economic and intellectual constraints. Africa's population is expected to triple by 2050, owing to rapid urbanisation and overall demographic trends. The combined pressures of urbanisation and climate change impact the ecosystem and the services it provides. As a result, additional dangers such as increased flooding, and environmental disruption have risen. Therefore, devising adaptive solutions to mitigate flood risk impacts while also building community resilience is needed. Evidence suggests that Nature‐based Solutions (NbS) can potentially alleviate floods and mitigate climate change impacts while also delivering other societal benefits. Despite rising NbS popularity following its recognition in the last decade, studies on its recognition in Africa remain limited. For this reason, this paper reviewed NbS studies conducted in East Africa (EA) to evaluate opportunities and barriers surrounding NbS adoption in EA. Academic literature published from January 2012 to May 2022 was reviewed using a comprehensive search of the SCOPUS database. Results show 14 papers have been published during the period, with the majority being post‐2020. In addition, the majority of the articles focused on cities and peri‐urban settlements, while public awareness, clear guidelines on performance monitoring, stakeholder inclusion, and diverse demonstration projects were highlighted as potential success factors for the adoption of NbS in EA. Context and background Umoja, is the Swahili philosophy of unity. Its principles underscore the significance of cooperation and communal solidarity. Umoja has historically been associated with various aspects of African social and political life, accentuating the influence of communal synergy in traditional land tenure systems. The Umoja philosophy encourages individuals to consider collective-wellbeing as being complementary to individual interests, thereby fostering a profound sense of social responsibility in traditional approaches to land holding. In contemporary African society, Umoja continues to wield substantial influence in facilitating social cohesion and the establishment of robust and supportive communities. Notwithstanding, the principles of Umoja remain relatively uncharted in the context of modern approaches to land reform policies. Goal and Objectives: The primary objective of this paper entails an in-depth examination of prevailing land tenure systems throughout the African continent, with a concurrent aspiration to formulate a novel land-holding system that harmoniously integrates with and encapsulates the diverse cultural and contextual intricacies inherent in Africa. At its core, this endeavor seeks to leverage the proposed land-holding framework as a catalyst, with the ultimate ambition of elevating substantial segments of the African populace from multidimensional poverty to a state of enduring prosperity. Methodology: The methodological approach employs a secondary analysis, focusing on African communal land and resource management case studies. The paper assesses their achievements and shortcomings, emphasizing the 'Gestion de Terroir' model in West Africa and the less successful Community Land Trust Experiment in Voi, Kenya. Drawing from successful and unsuccessful cases, the paper develops a comprehensive blueprint for effective communal land tenure systems, guided by Elinor Ostrom's principles for successful management of communal resources and the principle of Umoja, for equitable and sustainable land management in Africa. Results The findings from this study highlight critical issues within existing communal land systems across Africa. Specifically, the primary challenges identified are the absence of formalized communal land titles, as well as issues stemming from the inability of attempted communal land holding projects to align with local idiosyncrasies, capacities, and objectives. The terms 'coexistence', 'tolerance,' and 'acceptance' appear frequently in conservation literature, but lack consistent characterization, making them difficult to apply across intervention frameworks. This review aims to describe the common characterizations of these three terms using Africa-based research as a case study. Through systematic lexical searches, we identified 392 papers containing one or more of the three terms. We assessed their usage, definition, and measurement (or lack thereof) in wildlife conservation. Coexistence was used in 46% of papers, but was defined in only 2% and measured in 4%. Tolerance and acceptance were used in 63% and 61% of the papers in which they appeared, respectively, defined in 4% and 2%, and measured in 19% and 5%. Purpose: The impact of financial inclusion on economic growth is a topic that is generating widespread interest among researchers and practitioners. In this paper, the authors review the existing literature to highlight the state of research in the literature and identify new opportunities for innovative research. Design/methodology/approach: The authors used a thematic literature review methodology which involves dividing the review along relevant themes. Findings: The authors find that significant research on the topic emerged in the post-2016 years. Most of the existing studies are from developing countries and from the Asian and African regions. Existing studies have not utilized relevant theories in explaining the impact of financial inclusion on economic growth. Most studies report a positive impact of financial inclusion on economic growth while very few studies show a negative impact. The most common channel through which financial inclusion affects economic growth is through greater access to financial products and services offered by financial institutions that increases financial intermediation and translates to positive economic growth. The common empirical methodology used in the literature are causality tests, cointegration and regression methods. Multiple proxies of financial inclusion and economic growth were used in the literature which partly explains the conflicting result among existing studies. The review paper concludes by identifying some directions for future research. Originality/value: This paper presents the first rigorous thematic review of the existing literature on the impact of financial inclusion on economic growth. Transitioning to clean cooking fuels is not only part of achieving SDG7 but also makes a significant contribution to mitigating climate change by reducing carbon emissions. Research projects and pilots across a number of countries in Africa and South Asia have been exploring the suitability and energy performance of different cooking appliances and fuels. The paper presents the first statistical analysis across these multiple datasets to determine the range of energy required to cook dishes using different technologies and fuels. The paper draws out distinctions between African and Asian dishes, notably the impact of energy-intensive dishes prepared mostly in Africa. The paper demonstrates that the standard efficiency-based approaches to comparing the performance of stoves are not appropriate to modern electric cooking devices, so a novel alternative approach based on specific energy consumption and termed energy ratios is developed. Charcoal stoves are shown to use 15 times as much energy as electric pressure cookers (EPCs) to cook African dishes, and a detailed review of how the EPC works explains why this should be. Energy ratios provide a basis for estimating carbon emission reductions associated with transitioning to modern cooking fuels and also for estimating household cooking costs. Fuel and electricity prices from studies show that the cost of cooking with an EPC can be only 20% of the cost of cooking with charcoal, which highlights the potential for modern, energy-efficient electric cooking devices to defy the conventional wisdom of the energy ladder. This study contributes to income equality (IE) literature by examining four important issues. First, the study examines the effects of foreign bank presence (FBP) on IE. Second, the paper identifies the minimum threshold level of FBP which can lead to IE. Third, the effect of economic freedom on IE was investigated. Fourth, the paper determines whether economic freedom interacts with FBP to minimise IE. The findings are based on macro data for 33 African countries from 1995 to 2020. The findings from the two-stage system generalised method of moment indicate that unconditionally, FBP reduces income inequality. Also, results from the threshold effect reveal that whilst FBP reduces income inequality, if it exceeds 52%, it may contribute to it. Additionally, the study reveals that economic freedom dampens IIE. Furthermore, economic freedom conditions FBP to reduce IE. Based on these findings, policymakers are advised to exercise caution in attracting foreign banks and to promote local financial institutions. Background : Health research capacity strengthening (HRCS) has been deemed as a complex, multifaceted, and dynamic activity. Despite this, most studies that assess the effectiveness of health research capacity strengthening programmes have not employed complexity-aware approaches and therefore, evidence on how and why such programmes work across different contexts is underdeveloped. This realist study seeks to elicit the initial programme theories (IPTs) that describe how and why the 'Developing Excellence in Leadership, Training and Science Africa' (DELTAS Africa) programme – one of the flagship research capacity strengthening programmes in Africa – works to generate research capacity outcomes specifically in the participating African universities. Methods and Analysis : A realist review of the DELTAS Africa programme documents, and relevant published papers that report on similar research capacity interventions will be carried out. This will help to both identify the outcome pathways and underlying assumptions of the DELTAS Africa programme, as well as tacit theories as postulated by other researchers. The review evidence will inform the drafting of the initial programme theories (IPTs). Interviews with the DELTAS Africa programme designing team will be conducted using a realist interviewing technique to unearth ontologically deeper insights on context, mechanism, and outcomes. Using the realist context-mechanism-outcome configurational maps, we will identify how contexts (i.e., within the African universities) shape mechanisms (the processes, reasoning, or behaviours triggered by the HRCS activities) through which the programme brings about an outcome at institutional level. Conclusion: The initial programme theories will describe how and why health research capacity strengthening works, for whom and under what circumstances across the participating African universities. The programme theories will provide policy-relevant insights on the generative causal mechanisms of HRCS; evidence that is critically needed to inform the design, implementation, and evaluation of HRCS initiatives. This paper examines the impact and implications of ChatGPT and other generative AI technologies within the African context while looking at the ethical benefits and concerns that are particularly pertinent to the continent. Through a robust analysis of ChatGPT and other generative AI systems using established approaches for analysing the ethics of emerging technologies, this paper provides unique ethical benefits and concerns for these systems in the African context. This analysis combined approaches such as anticipatory technology ethics (ATE), ethical impact assessment (EIA), and ethical issues of emerging ICT applications with AI (ETICA) with specific issues from the literature. The findings show that ChatGPT and other generative AI systems raise unique ethical concerns such as bias, intergenerational justice, exploitation of labour and cultural diversity in Africa but also have significant ethical benefits. These ethical concerns and benefits are considered crucial in shaping the design and deployment of ChatGPT and similar technologies responsibly. It further explores the potential applications of ChatGPT in critical domain areas such as education, agriculture, and healthcare, thereby demonstrating the transformative possibilities that these technologies can have on Africa. This paper underscores the critical role of AI governance as Africa increasingly adopts ChatGPT and similar AI systems. It argues that a comprehensive understanding of AI governance is essential not only for maximising the benefits of generative AI systems but also for facilitating a global dialogue. Background: The COVID-19 pandemic forced governments, multilateral public health organisations and research institutions to undertake research quickly to inform their responses to the pandemic. Most COVID-19-related studies required swift approval, creating ethical and practical challenges for regulatory authorities and researchers. In this paper, we examine the landscape of ethics review processes in Africa during public health emergencies (PHEs). Methods: We searched four electronic databases (Web of Science, PUBMED, MEDLINE Complete, and CINAHL) to identify articles describing ethics review processes during public health emergencies and/or pandemics. We selected and reviewed those articles that were focused on Africa. We charted the data from the retrieved articles including the authors and year of publication, title, country and disease(s) reference, broad areas of (ethical) consideration, paper type, and approach. Results: Of an initial 4536 records retrieved, we screened the titles and abstracts of 1491 articles, and identified 72 articles for full review. Nine articles were selected for inclusion. Of these nine articles, five referenced West African countries including Liberia, Guinea and Sierra Leone, and experiences linked to the Ebola virus disease. Two articles focused on South Africa and Kenya, while the other two articles discussed more general experiences and pitfalls of ethics review during PHEs in Africa more broadly. We found no articles published on ethics review processes in Africa before the 2014 Ebola outbreak, and only a few before the COVID-19 outbreak. Although guidelines on protocol review and approval processes for PHEs were more frequently discussed after the 2014 Ebola outbreak, these did not focus on Africa specifically. Conclusions: There is a gap in the literature about ethics review processes and preparedness within Africa during PHEs. This paper underscores the importance of these processes to inform practices that facilitate timely, context-relevant research that adequately recognises and reinforces human dignity within the quest to advance scientific knowledge about diseases. The article provides information on the development of the U.S. Africa Command (AFRICOM) established by George W. Bush on February 6, 2007. AFRICOM was developed with the aim for peace and security for growing development challenges to education and health matters, economic growth and viable democratic institutions. In addition, AFRICOM remained under the supervision of the Central Command (CENTCOM) and had attained initial operating capability under European Command for operational unified command. African leaders have adapted the neo-imperialistic designs on the foreign policy options to checkmate the establishment of AFRICOM headquarters in Africa in order to relocate a full-fledged military command.

The article discusses the complexity of implementing laws against child soldiering in Africa. Despite the arrests of former Liberian warlord-President Charles Taylor and Congolese warlord Thomas Lubanga Dyilo, who were both guilty of recruiting child soldiers, ending child soldiering remains a challenge. Reasons for this include a problematic Western-centric social construction of "child" and the culpability of the African government in recruiting child soldiers.

Due to the recent developments in the delivery of teaching-learning processes when COVID-19 hit the world with a health crisis and pandemic, it is crucial to look into the quality of courses delivered via online means or through distance education modality. This paper examines implementation and application of quality assurance (QA) landscape in Distance Education (DE). A documentary review using bibliographic inquiry is used as a methodology approach to gather relevant information to address the study questions. Previous studies on QA in DE are examined and arranged into themes using thematic analysis. Findings revealed that most of the literature on QA in DE in Africa and Asia based on the reviewed Open and Distance Learning (ODL) institutions are basically dealing with frameworks, outcomes and performance, instructional design, student services and challenges as well as parity in terms of quality with the traditional institutions. Therefore, this paper concludes that more studies are needed for QA in DE to match the post-COVID-19 trends on improving QA. There are limited studies on the challenges and opportunities of researching marginalised consumers in Africa, even though more than 440 million marginalised consumers consume products and services that require market research. This paper aims to critically identify and discuss the challenges and opportunities for researching marginalised consumers in Africa using insights from empirical studies conducted in various countries between 2009 and 2022. The paper proposes a conceptual framework that outlines the methodological and operational challenges and enablers for market research and concludes with practical guidelines of considerations that researchers should take for researching the marginalised in Africa. Truth and reconciliation commissions (TRCs) are understood to offer cheap justice, a justice not bound by the law. South African experience in the postapartheid era shows that they are significant tools for peacebuilding as well as statebuilding. The experience shows that the use of TRCs has created an authoritative record of what happened; enabled the victims to tell their stories without fear or embarrassment, and recommended legislative, structural and institutional reforms that avoided the repetition of past abuses. Successful peace and statebuilding are based on the above in order to achieve sustainable peace. TRCs promote rule of law, human rights protection, and ensure healing and freedom for all. However, the relapses of conflicts and political tensions, intercommunal hatred and divisions in African countries, create more questions than answers. These continuous issues show that TRCs have instead not resolved conflicts. The paper found that TRCs can only lead to successful peacebuilding and statebuilding if there is willingness on the side of the citizens as well as their political leaders. There is need to learn from the South African experience to ensure that TRCs lead to successful peacebuilding and statebuilding. Background: The emergence and rapid spread of gram-negative bacteria resistant to carbapenems among newborns is concerning on a global scale. Nonetheless, the pooled estimate of gram-negative bacteria resistant to carbapenem that cause neonatal sepsis in developing nations remains unknown. Thus, this study aimed to determine the combined prevalence of gram-negative bacteria resistant to carbapenem in African newborns who were suspected of having sepsis. Methods: All studies published from January 1, 2010, up to December 30, 2023, from PubMed, Science Direct, Scopus electronic databases, and the Google Scholar search engine were researched. Isolates tested for carbapenem from neonates with sepsis, English language papers conducted in Africa, and cross-sectional and cohort studies papers were included. Using PRISMA guidelines, we systematically reviewed and meta-analyzed studies that assessed the prevalence of carbapenem-resistant gram-negative bacteria. The "Joanna Briggs Institute" was used critically to evaluate the quality of the included studies. The data analysis was carried out using STATA™ version 17. Heterogeneity across the studies was evaluated using Q and I 2 tests. The subgroup analysis was done and, funnel plot and Egger's regression test were used to detect publication bias. A sensitivity analysis was conducted. Results: All 36 studies were included in the meta-analysis and systematic review. The pooled prevalence of carbapenem resistance in Africa was 30.34% (95% CI 22.03–38.64%). The pooled estimate of gram-negative bacteria resistant to imipenem, and meropenem was 35.57% (95% CI 0.67–70.54%) and 34.35% (95% CI 20.04% – 48.67%), respectively. A. baumannii and Pseudomonas spp. had pooled prevalence of 45.9% (95% CI 33.1–58.7%) and 43.0% (95% CI 23.0–62.4%), respectively. Similarly, Pseudomonas spp. and A. baumannii also exhibited strong meropenem resistance, with a pooled prevalence of 29.2% (95% CI 4.8–53.5%) and 36.7% (95% CI 20.1–53.3%), respectively. E. coli and K. pneumoniae were the two most common isolates. Conclusion: There should be urgent antimicrobial stewardship practices, strengthened surveillance systems and effective treatment for neonates with sepsis. This study explores the transformative potential of fourth industrial revolution (called Industry 4.0) technologies in the context of poverty elimination, with a particular focus on Africa. Given the multidimensional nature of poverty, which spans economic, social, and environmental aspects, there is a critical need for innovative and sustainable solutions. This paper presents a comprehensive literature review to identify how recent advancements, such as artificial intelligence (AI), the Internet of Things (IoT), robotics, blockchain, big data, and 5G can be harnessed to address various facets of poverty. Drawing on insights from existing research and expert opinions, we propose a conceptual framework that integrates these technologies with strategic policy interventions, infrastructure development, and capacity building. The paper proposes a framework that illustrates the prerequisite requirements before adopting Industry 4.0 technologies in poverty elimination efforts. This framework aims to ensure that the benefits of technological innovations are accessible to the most vulnerable populations, thereby contributing to the broader goals of socioeconomic development and poverty reduction. Farm biosecurity has gained increasing attention worldwide during the last decades because of its role in reducing the occurrence of diseases and improving animal performance. Recently, recommendations to reinforce the concept of farm biosecurity in lower- and middle-income countries have been advised. Therefore, this review aims to provide a comprehensive description of the methods and tools used to assess biosecurity compliance in livestock farms in Africa and formulate recommendations. The present review followed the Preferred Reporting Items for Systematic Reviews and Meta-Analysis extension for scoping reviews guidelines. Peer-reviewed studies reporting biosecurity assessment in poultry, cattle, pig, goat, or sheep farms in Africa were included. Five databases were searched with no date restrictions. A total of 41 studies across 17 countries were finally selected. Selected studies were all published after 2008, and an increasing trend in the number of papers published per year was noticed. In total, 41 different methods for biosecurity assessment were found to be used in African countries, meaning that even within the same country, the same animal species, and the same farming system, different methods were utilized. In many papers, the methods used for biosecurity evaluation were poorly described. In addition, during the biosecurity assessment, measures related to the purchase of laying hens, egg transport and management, calves, calving and dairy management, and nursery units were almost not considered. These measures should be contemplated in future studies since they are related to important risk factors for the introduction and dissemination of infectious diseases. Interestingly, some measures not considered in European biosecurity tools were identified in the selected studies. The observed high difference in methods used may be due to the lack of regulations on biosecurity in African countries; therefore, the authors recommend the development and implementation of a harmonized and contextualized method for the assessment of biosecurity in livestock farms in Africa. Moreover, it also explores how Lumumba's ideas and legacy continue to shape contemporary scholarship and intellectual discourse on decolonisation and liberation in Africa. Furthermore, it examines his influence on later leaders and movements on the continent and in the African diaspora. African scholarship plays an important role in asserting the value of African epistemologies and those of the global South in the knowledge economy. This is pertinent to higher education in postcolonial Africa, whose indigenous knowledge systems and intellectual legacies have played peripheral roles because of coloniality and the global neoliberal trends. This paper presents a historical review of a generation of African scholarship that spans from the last half of the twentieth century to date. It does so with the view of exploring the developments, challenges and prospects experienced by African scholars in their pursuit of African knowledges and the decolonisation discourse in the higher education sector. The first part of the paper provides a backdrop through an analysis of some selected major research on the nature of African scholarship published in the last half of the twentieth century, and its contributions to the decolonisation discourse on the continent. The second part examines the nature of contribution of African scholarship to knowledge production in the twenty-first century. That section critically analyses the challenges and opportunities which have been encountered in reshaping the discourses of knowledge production and decolonisation in theory and practice. It is concluded that in its distinctiveness in asserting African and marginalised knowledge systems as valid and relevant, and operating in spaces of struggle, the African scholarship should continue to contribute to the interrogation of the objectivity of Eurocentric, neoliberal thought. The paper examines China’s increasing security interests in Africa. It seeks to understand the nature and scope of Chinese engagement in peace and security issues on the continent based on its engagement in international and domestic (African) politics. Through literature analysis and logical reasoning, the author intends to define the implications of China’s new role as a security provider. The paper is based on desk research using primary and secondary data and statistical and comparative analysis of official documents, academic research, and media sources. The methods include literature analysis, logical reasoning, statistical research, comparative analysis, and the inductive method to build general theorems. The paper analyses aspects of China’s security engagement on the African continent: its participation in the United Nations Peacekeeping Operations, small arms exports, and Beijing’s sharing of technology with African partners. China’s engagement in Africa’s security helps to advance its vital economic and political interests, with limited impact on African security. Key lessons for African partners are offered. The last decades have seen an extraordinary increase in China’s economic and political ties with Africa. Security cooperation followed massive Chinese investments and thousands of Chinese nationals working on the continent. China’s security engagement in Africa protects Beijing’s interests regarding access to resources, markets, political influence, and social credibility. It has little to do with a benevolent will to help Africa deal with instability or economic underdevelopment. African partners must make necessary efforts to avoid further dependence on China. Digital currencies are likely to modify the way businesses, people and governments transact in Africa. Nonetheless, several factors need to be assessed before the wide adoption of digital currencies in the continent. These factors include the regulatory environment for fintech, the condition of digital infrastructure and the degree of financial inclusion. This paper assesses the readiness of African countries for the issuance of digital currencies. The paper gives an overview of the African countries that have implemented or are considering implementing digital countries. It discusses the issues to be considered for a conducive environment to launch digital currencies. It explores the opportunities and challenges of developing and issuing digital currencies in Africa. The paper finds that although the developed mobile money network infrastructure, high mobile money penetration, the growth of the digital economy and high degrees of financial exclusion position Africa well for the adoption of central bank digital currencies (CBDCs), several challenges need to be addressed. These encompass lower levels of financial inclusion, digital exclusion, the digital divide, poor digital infrastructure and regulatory uncertainty. The paper provides recommendations for improving the prospects of digital currencies in Africa. These include the creation of a legal and regulatory framework for digital currencies, investing in digital infrastructure, improving internet connectivity and educating citizens on digital currencies. (1) This research paper aims to conduct a comprehensive review of the existing scientific literature on intentional dental modifications within the African population. By synthesizing and analysing studies, this paper aims to shed light on the prevalence, cultural significance, and forensic implications of intentional dental modifications. (2) A scoping review was conducted according to PRISMA for Scoping Reviews and a search performed in June 2023 on the three electronic databases Scopus, PubMed, and Web of Science. (3) The search resulted in 30 studies and showed that intentional dental modifications, also referred to as nontherapeutic dental modifications, are prevalent across the African population for reasons linked to traditional medicine, ethnic affiliation, and individualism, with the highest-reported modification being infant oral mutilation at 53%, followed by tooth filing at 10%, and others such as lip plates, diastema piercings, dental avulsion, dental tattooing, crowns, and oral piercings. (4) The quality and quantity of the available literature on intentional dental modifications in the African population is limited due to bias in reporting, as most studies are those of individuals with severe health complications. The data gathered from this study could further aid in the analysis and identification of nontherapeutic dental modifications, be used in profiling, and assist in the estimation of population affiliation. Context and background: Multi-stakeholder platforms (MSP) for inclusive people-centred land governance are increasingly recognized as central mechanisms for countries to find sustainable solutions to complex land tenure issues. MSPs create an inclusive forum where actors can discuss problems and propose solutions to improve governance of tenure and provide better access to natural resources. The establishment of MSPs to address land tenure issues are also key recommendations expressed in normative frameworks on land tenure at regional, continental or international levels. These include the Framework and Guidelines on Land Policy in Africa (F&G) adopted in 2009, and the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT) adopted in 2012. Over the past decade, several countries in the continent have successfully adopted new land legislation. Goal and Objectives: The goal of this paper is to demonstrate how MSPs can contribute to inclusive and participatory land reforms processes in view of securing tenure rights especially for the most vulnerable. It also contributes to address the challenges faced by these platforms in engaging key actors including the government, private sector and the most vulnerable constituencies at community level, towards addressing land issues systemically and achieve transformative change. Methodology: This paper is the result of a light qualitative ex-post evaluation of the approaches developed by the Food and Agriculture Organization of the United Nations (FAO) and the International Land Coalition (ILC) and other partners in the field of land governance over the last 15 years. The paper also builds on desk/literature review that helped gathering needed information on land policy issues and processes. Results: MSPs have contributed to the adoption and implementation of ground-breaking policies and laws, including the National Land Policy of DRC (2021), the Community Land Rights Act (2022) and the National Land Commission Act (2022) in Sierra Leone; the Land Code (2018) in Togo, the Land Rights Act in Liberia (2018). MSPs provide a constructive space for dialogue, coordination, capacity building and collective action to link up efforts from grassroots to national level.
