2. COVID-19’s re-bordering impact on the identity of the Polish-German borderland from the perspective of Polish residents: the case of the twin cities of Słubice and Gubin

One of the effects of the COVID-19 pandemic was the temporary closure of many state borders and the reintroduction of border controls. This included countries in the Schengen Area, and thus the Polish-German border. These events can be seen as an example of rebordering processes. They significantly impacted the life of Polish-German twin cities, whose functioning is based mainly on cross-border flows, mobility, and exchange. The paper aims to determine how the temporary border closure affected the Polish-German borderland identity. This is based on qualitative empirical research. The research is comparative in nature and juxtaposes statements collected before (in-depth interviews) and during (phone interviews) the pandemic. On this basis, the identity of the borderland is described in four dimensions: othering, sense of belonging, cultural landscape, and border practices and routines. This made it possible to characterize the impact of the border closure on the local community more comprehensively. Negating the border as a place of exchange, and associating it with a threat, resulted in economic decline and a sense of uprooting. This conclusion should translate into more significant consideration of the identity aspect in public policies designed to address border closures in the EU following the pandemic.

4. Internal Rebordering in the European Union: Postfunctionalism Revisited

The EU has been under severe strain as a free-travel area. The migration crisis of the mid-2010s and the current Covid-19 pandemic have exerted a negative impact on the freedom of movement in the EU and the undisturbed crossing of internal borders within the Schengen area. Direct effects and long-term consequences of the prolonged crisis have shown that the dynamics of integration, which are determined by spillover effects of transnational processes, are counterposed by a politicization of domestically-embedded issues of security governance. This assumption underpins the postfunctionalist approach to European integration proposed originally by Hooghe and Marks. The tendency towards longstanding derogations from the Schengen regime, termed “internal rebordering,” should be juxtaposed with efforts of the European Commission towards a full restoration of the Schengen area without controls at internal borders. The argument developed in this article holds that internal rebordering has been embedded in the logic of the EU as an area of freedom, security, and justice comprising the Schengen area as its territorial manifestation. The rebordering processes in the EU and in the Schengen area have questioned the principle of “constraining dissensus” underlaying the postfunctionalist approach.

It inserted a logic that was antagonistic to the logic of integration that the border had known for several decades. This article proposes to reflect on this phenomenon of integration through a theoretical analysis of the Canada/US border by applying different models in order to evaluate its degree of integration through a study of its different functions.

8. La combinación de la refronterización y la desfronterización en la configuración territorial. Un acercamiento desde la teoría de campos

- Abstract
The article aims to explain the mingling of two opposing processes, debordering and rebordering, and their territorial implications. Field theory, specifically external relations between fields (intersection and interaction), is used to explain this. In order to test it, a qualitative methodology is applied to the analysis of a case related to the configuration of the US-Mexico border perimeter: the planning of a binational park in the twin cities of Nuevo Laredo and Laredo (2021-2022). As it is shown, the park is both a space that is jointly managed by and for both cities and a space for border surveillance. It is concluded that mingling is the result of the intersection of three fields (the environmental movement, the twin cities, and border security) on the basis of several elements common to all three (a geographical location, a plant species, and a narrative)., El objetivo del artículo es explicar la combinación de la desfronterización y la refronterización, dos procesos opuestos, y sus efectos en la configuración territorial. Para explicarlo se recurre a la teoría de campos, en particular en cuanto a las relaciones externas entre campos (la intersección e interacción). Para probarlo, se emplea una metodología cualitativa para analizar un caso referido a la configuración del perímetro fronterizo de México y Estados Unidos: la planeación de un parque binacional en las ciudades gemelas de Nuevo Laredo y Laredo (2021-2022). Como se muestra, el parque constituye a la vez un espacio gestionado conjuntamente por y para ambas ciudades y un espacio de vigilancia fronteriza. Se concluye que esta combinación es resultado de la intersección de tres campos (el movimiento ambientalista, las ciudades gemelas y la seguridad fronteriza) a partir de varios elementos compartidos por los tres (una localización geográfica, una especie vegetal y una narrativa).

This article documents and analyzes the response of cities in the u.s.-Mexico border region to the health emergency and the rebordering process triggered by COVID-19. Like many other countries, the United States and Mexico's primary strategy to contain the spread of Coronavirus has been the adoption of social distancing measures and restrictions on mobility, including the closure of the common border. An immediate implication of this process is the strengthening of national governments' presence in border health management and, potentially, the contraction of governance spaces in which subnational actors traditionally participate. By analyzing secondary data for eight pairs of co-adjacent border cities, local actors' responses to the pandemic are examined in the context of a rapid rebordering process and post-pandemic cross-border governance, and cooperation scenarios are explored. The objective of this article is to analyze how the increasing securitization and militarization of Mexican migration policies against irregular migration has led to recent refronterizations marked by the widening and multiplication of borders throughout the national territory, and attempts -disjointed- of governmentalization of migrations in transit. To achieve this analysis we focus on regions traditionally not considered border areas, in that sense we seek an interpretation of space policies (physical and symbolic boundaries) in the Metropolitan Zone of Guadalajara, Mexico. We discuss the spatial nature of power, demonstrating the mechanisms that transform certain subjects into authorized and unauthorized bodies to transit, remain or be recognized. The institutional reform of the European Union, especially as introduced by the Treaty of Lisbon, has led to the strengthening of some of the actors within the political system of this integration grouping. The European Council is one of the winners of these developments, which is visible - among other things - in the fields considered to be of key importance for the European project, for example external activities. This analysis aims at testing the dynamism of the decision-making process of the European council in the context of the immigration crisis of 2015. It tries to approach the issue conceptually, combining the grand theories of the European studies with the theoretical concepts of the still emerging discipline of border studies. This empirical analysis is based on a content analysis of European Council summits' Conclusions. The author claims that the European Council has not only become a key platform for deciding about the most pressing issues within the European Union, but also that its approach to the Union's borders has evolved towards the rebordering of its edges, when structuring the relations with its neighborhood. 14. Bordering the borderlands : The Sweden-Finland border during the Covid-pandemic

The current study was conducted with the purpose of investigating what influence a pandemic may have on the everyday lives and border perceptions of people living on a border, and also how such a change might influence the social construction of that border. To fulfill this purpose, focus was set on the border between northern Sweden and Finland during the border-defining Covid-19 pandemic. Six border landers and cross-border commuters from both sides of the Sweden-Finland border were therefore interviewed during the tail-end of the Covid-19 pandemic in Sweden. This collected material was subject to thematic analysis and organized temporally to depict how behavior and border perceptions changed depending on what stage of the pandemic was active: pre-covid, mid-covid, or post-covid. While the pre-covid border was discussed positively, characterized as imperceivable, and as enabling of cross-border practices, things changed when the border manifested, and mid-covid times started. During this time, the border instead became a source for distinction, resulting in prejudices, and behavior became more restricted. During post-covid, the informants reacted positively to the disappearance of the border, and the return to the normal, although it was not quite the same normal as before. The main finding of the study was that the impercievability and manifestation of the border were two counteracting states which influenced its assigned meaning. The importance of this study for the field of sociology comes from having investigated how pandemics and shutting down a border can disrupt regular social life and cross-border practices, thereby influencing the socially constructed meaning of that same border.

15. EU citizens in the UK after Brexit

EU citizens in the UK after Brexit reports on the responses of 364 EU/EEA citizens who currently live inor have recently lived in the UK to the survey ‘Migration and Citizenship after Brexit’, which asked peopleabout their experiences of migration and settlement after Brexit. The survey was carried out as part ofthe research project “Rebordering Britain and Britons after Brexit”(MIGZEN), funded by the Economic and Social Research Council under the Governance after Brexit programme [ES/V004530/1]. This is a largely settled population reporting plans to stay put in the long-term, with evidence of multi- generational settlement and changes to legal status to support long-term settlement in the country of residence. However, looking to the future, there is some divergence between those from older and newer EU member states in terms of migration plans and attitudes to mobility. Among all respondents, perceived insecurity over legal status and right to residence is a primary concern and affects family relations and shapes thinking on future plans, particularly in mixed-status families. Family, relationships and work are the main drivers for migration decision-making, both amongst those who have moved on from the UK since Brexit, and those who stayed put. They are also the main consideration for those who plan to move within the next five years. Two third of participants said Brexit affected their feelings about Britain significantly and, for most, negatively. Respondents express a strong attachment to the EU, triggered by the EU referendum and the Brexit negotiations that followed. Covid-19 impacted on people’sattitudes towards their country of residence, less so towards country of origin and the EU overall. As far as the country of residence is concerned, respondents praised responses by devolved authorities but were mostly critical of the British government.

Die Auffassung, dass Grenzen aus sozialer Praxis hervorgehen und soziale Praxis hervorbringen, hat in den letzten Jahrzehnten für eine Reihe an Ansätzen und Begriffen gesorgt. Der Beitrag versucht diese zu systematisieren und stellt einen processual shift, multiplicity shift und complexitiy shift vor. Diese Trends beschreiben verschiedene analytische Schwerpunktsetzungen und eine zunehmend differenziertere Beschäftigung mit Grenzen. Abschließend wird auf die noch unzureichend bestimmte Kategorie der sozialen Praxis und auf das Potential der Praxistheorien für die Grenzforschung eingegangen.

Como muchos otros países, la estrategia principal de Estados Unidos y México para contener la propagación del coronavirus ha sido la adopción de medidas de distanciamiento social y restricciones a la movilidad, incluyendo el cierre de la frontera común. Una implicación inmediata de este proceso es el reforzamiento de la presencia de los gobiernos nacionales en la gestión de la salud fronteriza y, potencialmente, la contracción de los espacios de gobernanza en los que participan tradicionalmente actores subnacionales. Mediante el análisis de datos secundarios de ocho pares de ciudades fronterizas contiguas, se examinan las respuestas de actores locales a la pandemia en el marco de un proceso acelerado de refronterización y se perfilan escenarios de gobernanza y cooperación trasfronteriza pospandemia.

The aim of this paper is to trace and scrutinize some of the underlyingforces that might contribute to explaining the current skepticism about apolicy of debordering Europe. The author therefore discusses why prefiguringa borderless Europe based on European identity has stumbled intomisconceived conceptions of the nation, and then presents an explanationof the transformative dynamics that undermine the vision of a borderlessEurope. The paper concludes that a borderless Europe will remain a visionas long as the idea of a European identity cannot establish a reliable alternativeto its national counterpart, but multiple cosmopolitan forces stillkeep pushing towards debordering Europe.

In doing so, we aim to achieve a much more realistic interpretation of cross-border areas, as well as the dynamics that occur in them. The article also examines cross-border cooperation in Europe from its origins to the present. Starting with a definition of phases coinciding with other authors, the article concludes with the proposal of a last one initiated in 2008, which is characterized by the tension between forces that call for the recovery of the border and the sovereignty of the states and those who, on the contrary, advocate recovering the idea of European integration lost in the last decade; that is, a tension between the transboundary soft spaces and an emerging rebordering., El texto propone una visión de los espacios transfronterizos desde la perspectiva de los soft spaces —los espacios blandos— con relación al planeamiento territorial. El texto propone una visión de los espacios transfronterizos desde la perspectiva de los soft spaces -los espacios blandos- con relación al planeamiento territorial. Con ella se consigue una interpretación mucho más ajustada de la realidad de las áreas transfronterizas, así como de sus dinámicas. Por otra parte, el artículo hace un repaso a lo que ha sido la cooperación transfronteriza en Europa desde sus orígenes hasta llegar al presente. Partiendo de una coincidencia con otros autores en la definición de fases, se acaba proponiendo que la última, iniciada en 2008, se caracterizaría por la tensión entre las fuerzas que reclaman una recuperación de la frontera y la soberanía de los estados y las que, contrariamente, propugnan recuperar la idea de integración europea perdida en la última década. Es decir, precisamente una tensión entre los soft spaces transfronterizos y un rebordering incipiente. El text proposa una visió dels espais transfronterers des de la perspectiva dels soft spaces -espais tous- en relació amb el planejament territorial. Amb aquesta s'aconsegueix una interpretació molt més ajustada del que són en realitat les àrees transfrontereres així com de les dinàmiques que s'hi produeixen. D'altra banda, l'article fa un repàs del que ha estat la cooperació transfronterera a Europa fins arribar al present. Partint de la coincidència amb altres autors en la definició de fases, s'acaba proposant que l'última, iniciada el 2008, es caracteritzaria per la tensió entre les forces que reclamen una recuperació de la frontera i la sobirania dels estats i les que, contràriament, propugnen recuperar la idea d'integració europea perduda en la darrera dècada. És a dir, precisament una tensió entre els soft spaces transfronterers i un rebordering incipient. This text proposes a vision of cross-border spaces from the perspective of soft spaces in relation to territorial planning. In doing so, we aim to achieve a much more realistic interpretation of cross-border areas, as well as the dynamics that occur in them. The article also examines cross-border cooperation in Europe from its origins to the present. Starting with a definition of phases coinciding with other authors, the article concludes with the proposal of a last one initiated in 2008, which is characterized by the tension between forces that call for the recovery of the border and the sovereignty of the states and those who, on the contrary, advocate recovering the idea of European integration lost in the last decade; that is, a tension between the transboundary soft spaces and an emerging rebordering. Le texte propose une vision des espaces transfrontaliers du point de vue des espaces mous -soft spaces- en relation avec l'aménagement du territoire. Cette vision nous permet de parvenir à une interprétation beaucoup plus fine de ce que sont réellement les zones transfrontalières, ainsi que de la dynamique qui s'y produit. Par ailleurs, l'article passe en revue le rôle de la coopération transfrontalière en Europe jusqu'à présent. Partant de la coïncidence avec d'autres auteurs dans la définition des termes, il finit par proposer une dernière définition, initiée en 2008, qui serait caractérisée par la tension entre les forces qui exigent une récupération de la frontière et la souveraineté des États et celles qui, au contraire, suggèrent de récupérer l'idée d'une intégration européenne perdue au cours de la dernière décennie, c'est-à-dire, précisément, une tension entre les soft spaces transfrontaliers et un rebordering naissant.

En este artículo se analiza la resistencia a la refronterización, es decir al proceso de endurecimiento de los regímenes fronterizos por parte de los Estados-nación. En las regiones fronterizas, la resistencia se ha producido mediante operaciones en las que se movilizan los actores y recursos locales de ambos lados de un límite internacional, así como los propios espacios y lugares (trans)fronterizos y las distintas representaciones espaciales. Mediante una metodología cualitativa se analizan dos operaciones de resistencia a la refronterización de Estados Unidos en la frontera México–Texas. Ambas se dan en y con los puentes internacionales (un símbolo de la desfronterización) por medio de la representación de una unidad transfronteriza y del rechazo al muro fronterizo, basándose en un ideal de igualdad entre las poblaciones de ambos lados de la frontera. Sin embargo, ambas operaciones también hacen visible la frontera y refuerzan la diferenciación territorial entre ambos estados-nación. This article analyses the resistance to rebordering, as a process by which Nation-states harden their border regimes. In border regions, resistance has been conducted through operations in which local actors and resources from both sides of an international boundary are mobilized, as well as (cross-)border spaces and places, and the different spatial representations. Two resistance operations to the United States rebordering at the Texas-Mexico border have been analyzed through a qualitative methodology. Both took place on and with the international bridges (a debordering symbol) using a representation of a cross-border unity, and of the rejection of the border fence / wall. They are based on an ideal of equality between the communities from both sides of the border. Nevertheless, these operations also make the border visible, and reinforce territorial differentiation between both State-nations. 77-88

Las prácticas fronterizas de la Unión Europea tienen que comprenderse en el contexto general de la construcción europea aplicada desde los años cincuenta según el principio European Peace by Open Borders. El artículo aborda sucesivamente los principales aspectos de las prácticas fronterizas de la Union Europea, es decir, la eliminación de los obstáculos físicos en las fronteras interiores, la cooperación transfronteriza, la ordenación y la gobernanza fronterizas. Algunas observaciones son dedicadas a las Eurorregiones y al Espacio de Schengen. La cuestión de las fronteras exteriores de la Unión Europea pone de relieve el dilema de fronterización-refronterización. Las fronteras de la Unión Europea necesitan una re-evaluacion y una re-escritura geográcas. The EU’s border experiences have to be understood within the general context of the European construction at work since the 1950s according to the principle European Peace by Open Borders. The paper succesively scrutinizes the key aspects of the EU’s border issues, i.e. erasing the physical obstacles at the inner borders, cross-border cooperation, border planning and governance. Some analyzes are devoted to the Euroregions and the Schengen Area. The problem of the EU’s outer border highlights the debordering-rebordering dilemma. The EU’s borders need a geographical reevaluation and rewriting. Les pratiques frontalières de l’Union Européenne doivent de comprende dans le contexte général de la construcción européene à l’oeuvre depuis les années 1950 selon le príncipe European Peace by Open Bordes. L’article aborde successivament les principaux aspects des practiques frontalières de l’Union Européenne: gommage des obstacles physiques frontalières coopération transfrontalière, aménagement et gouvernance transfrontaliers. Des analyses son consacrées aux Eurorégions et à l’Espace Schengen. Le probléme des frontières extérieures de l’Union Européenne mer en relief le dilemme défrontérisation-refrontérisation. - Abstract
Recent sociolinguistic research adds new economic sectors, such as the service economy, to the list of key forces that shape unequal, dynamic and complex diglossia (e.g., Spanish in the United States). However, little detailed work has been done on the linguistic characteristics of specific labor sectors in the wider contexts of debordering and rebordering. In this article we develop in depth the market mechanisms and institutional constraints that shape the valuation and social expansion of Spanish in El Paso, Texas the study finds that in sectors with low skills and low linguistic intensity, linguistic management policies are effectively Spanish- only. However, as skills increase and there is a greater need for regulated communication in the occupational role, more constraints are observed on how Spanish functions in work use and professional careers. © 2014 by Walter de Gruyter Berlin/Boston.
