В статье представлено нормативно-правовое обеспечение качества управления в организациях на внешнем и внутреннем уровне. Обозначены основные правовые акты, регулирующие процессы управления качеством. Исходя из выстроенной системы управления качеством продукции на предприятии, сформированы основные внутренние документы в виде регламентов, стандартов и правил по отношению к качеству управления. Определено, что во внутренних нормативных документах должны быть представлены ключевые аспекты по оценке качества управления. Определены основные принципы, на основе которых выстраивается качество управления в организации. This article is dedicated to the issue of operationalizing the concept of “soft power”, which was introduced into the discourses of social sciences and practical politics by American political analyst Joseph Nye. The main aspects of the issue are examined on the example of the widely popularized, and consequently bearing considerable political resonance, studies carried out by the British PR-agency Portland Communications, which is known for annually publishing “soft power” ratings of the world’s leading countries (the Top-30 Soft Power list), as well as analytical reports on the topic. The methodology proposed by said agency can basically be considered the first ever serious attempt at operationalizing the term “soft power”. This article comprehensively reveals the specifics of their methodology. The author describes how exactly it is constructed, while providing a detailed characterization of the indicators and sub-indicators it uses, and while showing how exactly it is used in actual research. Based on the conducted analysis, both the strong and weak points of the operationalization developed by Portland Communications are determined. In particular, the article highlights the well-known randomness when it comes to choosing indexes, defining their significance and the degree of their contribution to the end result. At the same time, the author points out the ideological nature of the methodology used by western countries to put together their “soft power” ratings. A defining characteristic of these ratings is putting emphasis on such parameters that would give western countries, especially the USA and Great Britain, the opportunity to garner the most points. Meanwhile certain vital forms of exercising soft power were not adequately represented, namely those which are not currently possessed by the US or Western Europe (for example, issues associated with the political influence of religious ideas and values were completely neglected). As a result, the trends identified based on the methodology in question appear to be rather questionable in many cases. The article also substantiates the need for developing new methods of describing and evaluating soft power, which would provide a more comprehensive and objective representation of the political experience of countries not belonging to the western world, including Russia.

This reasearch’s purpose is to get description about quality of management information system on upper secondary school in District Majalengka, and then to get description about quality of education on upper secondary school in District Majalengka, along with influenced from system of management information for education’s service quality on upper secondary school in District Majalengka. The total of population in this reasearch is 836 people, and got the sample as many as 263 people by using Isaac and Micahel formula. In the system of management information, school operator take hold important side, because by operator’s work skill and operator’s socialiszation skill, the good information will accepted by people in surroundings of school massively. With resulted the quality of information, the chief executive can make a good wise or good regulation for school, effective, and efficient.

The article outlines the basic imperatives of the theory and practice of quality management in modern construction companies in a socially oriented market economy. The research is aimed at detailed coverage of the main provisions of the modern concept of quality management; the basics of a systematic approach to quality management and the content of the key provisions of the concept of Total Quality Management (TQM). The issue of creating quality management systems at enterprises is covered: the essence and components of quality management systems, the mechanism of application of economic and mathematical methods in the management of quality assurance processes and quality management costs. Ways to ensure the effective functioning of the quality management system in the enterprise through the understanding of key aspects of business organization development based on the process approach and ensuring the behavioral component. It has been proven that for an organization to function effectively and efficiently, it must identify and manage numerous interrelated activities. An activity that uses resources and can be managed to turn inputs into outputs can be considered a process. Often the output of one process is directly the input of the next. The "process approach" means the application within the organization of a system of processes together with their definition and interaction, as well as their management. The advantage of the process approach is that it provides continuous control of the connections of individual processes within the process system, as well as their connections and interactions. It is substantiated that this approach is applied within the quality management system, it emphasizes the importance of: a) understanding and compliance with the requirements; b) the need to consider processes in terms of creating additional values; c) obtaining the results of the functioning of the process and its efficiency; d) continuous improvement of processes based on objective measurements. The content and hierarchy of parameters and the calculation and analytical basis of the created technology are subject to the features of the operating system of the construction company, the requirements of the construction project environment and the features of the investment cycle. The underlying technology economic model creates appropriate grounds for the transformation of the results of formalized assessment of management, production, resource-property and financial potential of the construction company into an integrated assessment of the quality of management of the investigated enterprise as a stakeholder of the construction project., В статті викладено базові імперативи теорії і практики управління якістю на сучасних будівельних підприємствах за умов соціально-орієнтованої ринкової економіки. Дослідження спрямовано на докладне висвітлення основних положень сучасної концепції менеджменту якості; основ системного підходу до управління якістю і змісту ключових положень концепції Всеосяжного менеджменту якості (TQM). Розглянуто питання створення систем управління якістю на підприємствах: сутність і складові системи управління якістю, механізм застосування економіко-математичних методів в управлінні процесами забезпечення якості та управління витратами на якість. Висвітлено шляхи забезпечення ефективного функціонування системи управління якістю на підприємстві через розуміння ключових аспектів розвитку бізнесової організації на основі процесного підходу і забезпечення поведінкової складової. Доведено, що для результативного й ефективного функціонування організація має визначити численні взаємопов’язані види діяльності і управляти ними. Діяльність, у якій використовують ресурси і якою можна управляти для того, щоб перетворювати входи на виходи, можна вважати процесом. Часто вихід одного процесу безпосередньо є входом наступного. Під «процесним підходом» розуміється застосування в межах організації системи процесів разом з їх визначенням та взаємодіями, а також управління ними. Перевагою процесного підходу є забезпечуваний ним неперервний контроль зв’язків окремих процесів в межах системи процесів, а також їхніх сполучень і взаємодій. Обґрунтовано, що цей підхід застосовують у межах системи управління якістю, він підкреслює важливість: а) розуміння та виконання вимог; б) необхідності розглядати процеси з погляду створення додаткових цінностей; в) отримання результатів функціонування процесу та його ефективності; г) постійного поліпшення процесів на основі об’єктивних вимірювань. Зміст та ієрархія параметрів і розрахунково-аналітична основа створеної технології підпорядковані особливостям операційної системи будівельного підприємства, вимогам середовища будівельного проєкту та особливостям інвестиційного циклу. Покладена в основу технології економічна модель створює належні підстави для трансформації підсумків формалізованого оцінювання управлінського, виробничого, ресурсно-майнового і фінансового потенціалу будівельного підприємства в інтегровану оцінку якості менеджменту досліджуваного підприємства як стейкхолдера будівельного проєкту.

In today’s conditions of economic development, the assessment of the state of the financial potential of the enterprise becomes important, since it is the financial potential that allows us to determine the state of financial resources, business opportunities, competitive advantages and investment attractiveness, both at the regional and international levels. That is why the problems of research of methodical and practical aspects of management of financial potential of an enterprise, use of progressive methods of measurement and substantiation of strategic goals of enterprise management depending on the level of its financial potential become acute. The article is devoted to the analysis of the level of financial potential of the subjects of entrepreneurship and the identification of the main factors that have a significant impact on the level of financial potential of the enterprises of the machine-building industry in the Kharkiv region. The purpose of the article is to study the problems of investment attractiveness of business entities and to develop recommendations of the daily value of the level of financial potential of enterprises on the basis of a comprehensive assessment of financial and economic indicators of the enterprises of the machine-building industry in the Kharkiv region. During the analysis of the state of industry in the Kharkiv region, a negative tendency of changes in the corresponding indicators has become evident. the reason for the analysis and the selection of the set of indicators that carry the largest and the impact on the level of financial potential of the enterprises of the machine-building industry in the Kharkiv region and indicate the effectiveness (or inefficiency) of their activities. According to the results of the analysis of the financial and economic activity of the enterprises, the methodical approach to determining the level of financial potential of the enterprises of the machine-building industry of the Kharkiv region is proposed based on the positioning of the enterprise in the space of the developed matrix constructed based on the results of calculating the taxonomic index of the financial potential of the enterprise, which allows determining the level of financial potential and the implementation of the relevant recommendations on increasing the financial potential of the enterprise in. Recommendations on determining the level of financial potential of enterprises are formed on the basis of financial and economic indicators of activity of enterprises of the machine-building industry of Kharkiv region., У сучасних умовах розвитку економіки великого значення набуває оцінка стану фінансового потенціалу підприємства, оскільки саме фінансовий потенціал дає змогу визначити стан фінансових ресурсів, можливості підприємства, конкурентні переваги та інвестиційну привабливість як на регіональному, так і на міжнародному рівнях. Саме тому набувають актуальності проблеми дослідження методичних і практичних аспектів управління фінансовим потенціалом підприємства, використання прогресивних методів вимірювання та обґрунтування стратегічних цілей управління підприємством залежно від рівня його фінансового потенціалу. Присвячено аналізові рівня фінансового потенціалу суб’єктів підприємництва і виокремлення основних чинників, що здійснюють суттєвий вплив на рівень фінансового потенціалу підприємств машинобудівної галузі Харківської області. Метою статті є аналіз економічного стану суб’єктів підприємництва та розробка рекомендацій щодо визначення рівня їхнього фінансового потенціалу на основі комплексної оцінки показників фінансово-господарських діяльності підприємств машинобудівної галузі Харківської області. У ході проведення аналізу стану промисловості Харківської області виявлено негативну тенденцію зміни відповідних показників, що зумовило доцільність проведення дослідження. За отриманими результатами виокремлено низку показників, що впливають на рівень фінансового потенціалу підприємств машинобудівної галузі Харківської області та свідчать про ефективність (або неефективність) їхньої діяльності. Запропоновано методичний підхід до визначення рівня фінансового потенціалу підприємств машинобудівної галузі Харківської області на основі їхнього позиціонування у просторі розробленої матриці, яка побудована за результатами розрахунку таксономічного показника фінансового потенціалу підприємств. А також надано рекомендації щодо його підвищення., В современных условиях развития экономики большое значение приобретает оценка состояния финансового потенциала предприятия, поскольку именно финансовый потенциал дает возможность определить состояние финансовых ресурсов, возможности предприятия, конкурентные преимущества и инвестиционную привлекательность как на региональном, так и на международном уровнях. Именно поэтому приобретают актуальность проблемы исследования методических и практических аспектов управления финансовым потенциалом предприятия, использование прогрессивных методов измерения и обоснования стратегических целей управления предприятием в зависимости от уровня его финансового потенциала. Посвящено анализу уровня финансового потенциала субъектов предпринимательства и выделению основных факторов, которые оказывают существенное влияние на уровень финансового потенциала предприятий машиностроительной отрасли Харьковской области. Целью статьи является анализ экономического состояния субъектов предпринимательства и разработка рекомендаций по определению уровня их финансового потенциала на основе комплексной оценки показателей финансово-хозяйственной деятельности предприятий машиностроительной отрасли Харьковской области. В ходе проведения анализа состояния промышленности Харьковской области обнаружено негативную тенденцию изменения соответствующих показателей, что обусловило целесообразность проведения исследования. По полученным результатам выделен ряд показателей, влияющих на уровень финансового потенциала предприятий машиностроительной отрасли Харьковской области и свидетельствующих об эффективности (или неэффективности) их деятельности. Предложен методический подход к определению уровня финансового потенциала предприятий машиностроительной отрасли Харьковской области на основе их позиционирования в пространстве разработанной матрицы, построенной по результатам расчета таксономического показателя финансового потенциала предприятий. А также даны рекомендации по его повышению.

The relevance of the study due to the fact that quality is the most important factor of sustainable development of the national economy, its integration into the world economy. The establishment of effective quality systems focused on the introduction of modern technologies and management methods is the key to a sustainable position of the organization on the market of goods and services. In this regard, this article aims to disclose the concept of quality and quality management of education as one of the most urgent at the present stage of development and for the Russian higher school. The purpose of this article is to analyze theoretical and practical approaches to the problem of effective management of the activities of Russian universities on the basis of international systems of assessing the quality of educational institutions management. The leading attitude to the study of this problem is systemic and structural-functional approaches to address the issue of quality management of higher education in the international context of the development of educational systems. The study is due to the high pace of expansion of higher education, as well as the need to increase the cost both from the state and from the business community and the consumers of educational services. The article presents the modern technologies of evaluation by universities quality of their research and educational activities and identified ways of improving the methods of quality management. The positive component of this approach is that its implementation is maintained as the continuity of the Russian tradition of education and expanding the set of positions to best meet the needs of modern society and standards. Article content is useful to the subjects of the modernization of management processes of modern higher education in the conditions of transformation of the Russian education.

Assessment of expediency of management tools of the industrial enterprises. The existing approaches of the management tools validity on the basis of IT are considered in the article. The valuation essence consists of the justification of the project on the basis of the following factors: a cost recovery and a quality of management.

The present paper brings into discussion Edwards Deming’s conceptualized model of Total Quality Management highlighting different phases within its evolution as it is seen in the economic literature. A temporal incursion allows a better understanding of the way quality standards implemented by means of total quality management programs are reflected in final consumer’s satisfaction as well as in organizations’ long-term performance. Conceptual development of the model is intertwined with the pragmatic side, by presenting a case study of the mobile telecommunication sector in Romania. The quantitative research analyzes the influence of total quality management’s (TQM) implementation in achieving the competitive advantage and the performance of enterprises in the telecom sector. Data were collected by means of a survey through a questionnaire addressed to the respondents and the hypotheses of structural equation modeling (SEM) were tested by partial least squares path modeling (PLS). Data analysis was conducted by means of the statistical software SmartPLS 2.0 M3 software. The research conclusions confirm the theoretical issues presented throughout the paper, emphasizing the fact that enterprises’ performance is the direct result of the collaboration between a series of factors such as the motivated workforce, decisional power quality as well as operational process integrity.

Nowadays the great attention is paid to problems of construction of efficient system management. Toward this end, we have considered the following aspects of the activity, which allow us to characterize the management system in general: evaluation of the existing management system, evaluation of the degree of formalization of the management system, and evaluation of the customerorientation index. Management approaches were evaluated comparatively using pharmacy network as an example. It has been shown that implementation of new technological management approaches enhances the organization potential.

The article deals with creation of new type of specialized hospital, which is merged with similar hospitals according to the health care restructuring process model, the quality of leadership and its influence to development. The hospital performance evaluation is associated with the development of strategic-management, application of the new management tools, evaluation operational effectiveness. The quality is seen in the evaluation of main hospital performance indicators (number of patients, beds, bed occupancy, bed turnover, the average duration of treatment) with accordance to objectives of Countries Healthcare Institutions Restructuring Strategy. Hospital executives focusing on the analysis of strategic decisions and influence the development since its establishment (2003), to the integration of the Vilnius University Hospital and later. The proposed assessment tools helped to evaluate process – oriented quality management and operational effectiveness.

Zagadnienie jakości zarządzania w organizacjach jest rzadko przedmiotem zainteresowania badaczy, tym bardziej sporadycznie pojawiają się publikacje z zakresu jakości zarządzania w szkolnictwie wyższym. Jakość zarządzania w organizacjach (indywidualnie) jest także nieczęsto poddawana ocenie. W opracowaniu przedstawiono zarys modelu oceny jakości zarządzania w szkołach wyższych. Model powinien obejmować wiele kryteriów oceny poziomu jakości zarządzania, dotyczących wyników naukowych, edukacyjnych i ekonomicznych uczelni oraz jej potencjału w tych obszarach. Ponadto autorka dokonuje przeglądu definicji jakości zarządzania oraz przedstawia wybrane podejścia w ocenie jakości zarządzania. The issue of quality of management in organizations is rarely of interest to researchers, the more sporadically appears in publications in the field of quality of management in higher education. Quality of management in organizations (individually) is also rarely assessed. The study outlines the model for assessing the quality of management in higher education institutions. The model should include multiple criteria for assessing the level of quality of management on the scientific, educational and economic results and higher education institutions’ potential in these areas. In addition, the author reviews the definitions of quality of management and presents some approaches to assessing the quality of management.

We compare 22 Russian clusters, supported by the Government, using series of indicators measuring cooperation intensity of cluster participants and activity of cluster management teams. We introduce a description of the typical Russian innovative territorial cluster, based on the average values of the indicators. Our analysis revealed that international communications, information about funding and training courses are highly useful tools to improve collaborations among cluster participants. This paper proposes a methodology for measuring cluster performance by the cluster scale index, cluster development index and cluster management efficiency index. In conclusion, we formulate recommendations for cluster policy improvement in Russia, based on our analysis of indicators’ correlations and comparison between the results of our research and the similar researches in other countries. This analysis will be useful for researchers and policymakers from countries, where cluster policy recently became a popular topic.

The research aims to understand the appropriation and the perception of ISO 9001 by employees and its influence on their attitude in favour of the control of organizational activity. Quality management standard ISO 9001 is a tool for management control. Based on the process approach to business and continuous improvement of business functions, ISO 9001 standard focuses on employee attitudes. Despite the extensive literature on the ISO 9001 standard, which focuses on the reasons for its adoption and its impact on the organization, the effects of its perception by operational employees are poorly understood. Supported by an analysis framework which aims to explain the appropriation and the perception of ISO 9001, the research explores determinants of the perception of ISO 9001 and its effects on workplace attitudes, by using the methodology of cognitive maps. Twenty-seven interviews with representative employees were conducted in four French companies covering all major sectors. The study leads to a typology of perceptions of ISO 9001: favorable, distanced, contradictory, and non-perception. The results show that employees perceive positively the standard and, also, positive workplace attitudes result from standard. The research validates the sequence where management influences the perception of ISO 9001 standard, which in turn influences workplace attitudes. The study concludes that the quality management according to ISO 9001 promotes organizational control., La recherche vise à appréhender l’appropriation et la perception de la norme ISO 9001 par les salariés et son influence sur leur attitude en faveur de la maîtrise de l’activité de l’organisation. La norme de management de la qualité ISO 9001 est un outil de contrôle de gestion. Basée sur l’approche processuelle de l’activité et l’amélioration continue des fonctions de l’entreprise, la norme ISO 9001 focalise sur les attitudes des salariés. Malgré la littérature abondante sur la norme ISO 9001, portant principalement sur les motifs de son adoption et ses conséquences sur l’organisation, les effets de saperception par les salariés opérationnels sont mal connus. Soutenue par un cadre d’analyse visant à expliquer l’appropriation et la perception de la norme ISO 9001, la recherche explore au moyen de la méthodologie des cartes cognitives les déterminants de la perception de la norme ISO 9001 et ses effets sur les attitudes au travail. Vingt-sept entretiens avec des salariés représentatifs ont été menés dans quatre entreprises françaises couvrant les principaux secteurs d’activités. L’étude débouche sur une typologie des perceptions de la norme ISO 9001 : favorable, distanciée, contradictoire, défavorable et nonperception. Les résultats montrent, qu’en majorité, les salariés perçoivent favorablement la norme et que des attitudes positives au travail en résultent. La recherche valide la séquence selon laquelle le management influence la perception de la norme ISO 9001 qui, en retour, influence les attitudes au travail. L’étude conclue que le management de la qualité selon la norme ISO 9001 favorise le contrôle organisationnel.
