As China's economy transitions from a stage of high-speed growth to a stage of high-quality development, the concept of low-carbon and green economic development has gained increasing popularity. Mastering the regional differences and changing patterns of low-carbon economy and economic growth quality is an important prerequisite for further promoting low-carbon economic development and improving the quality of economic growth. Taking the data of 21 prefecture-level cities in Guangdong Province from 2008 to 2019 as examples, we calculated the low-carbon economy and the quality index of economic growth, and analyzed the convergences between them through coefficient of variation analysis and a panel data convergence model with fixed effects. The results showed that: First, the convergence of low-carbon economy was better than the convergence of economic growth quality. Second, the low-carbon economy of Guangdong Province had σ convergence, and the imbalance between regions of low-carbon economy was alleviated, but the quality of economic growth of Guangdong Province did not have σ convergence. Third, there was absolute and conditional β convergence in the quality of low-carbon economy and economic growth in Guangdong Province. Fourth, the convergence rate of low-carbon economy in Guangdong Province showed "club difference"; the same was true of σ convergence, absolute β convergence, conditional β convergence, and dimensional convergence of economic growth quality in various regions of Guangdong Province. The exploration conducted in this article was conducive to better grasping the changing patterns of low-carbon economy and economic growth quality, enriching relevant research. The conclusions of this paper can provide decision-making basis for China to formulate urban and regional economic policies, achieve high-quality economic development, and "double carbon goal".

Recently, digital financial inclusion has experienced rapid growth, introducing transformative changes to the finance industry. Its attributes of low cost, extensive coverage, and efficient cross-temporal and spatial information dissemination have had a significant impact on both economic growth and social development. This study, using China's provincial panel data, measures the quality of economic growth based on technological innovation, coordinated development, environmental protection, opening to the outside world, and people's livelihood. It verifies the impact of digital financial inclusion on the quality of economic growth by utilizing the panel fixed effect model, mediation effect model, panel threshold model, and spatial Durbin model. Digital financial inclusion has a positive impact on the quality of economic growth, particularly in the eastern region and regions with high marketization. It can effectively promote the quality of economic growth by stimulating entrepreneurial vitality, and has had a positive and increasing non-linear effect on the quality of economic growth over the past few years. Moreover, digital financial inclusion can promote the quality of economic growth in neighboring regions. Therefore, the quality of economic growth can be significantly improved by expanding the coverage breadth and usage depth of digital financial inclusion.

The goal of this paper is to study the contribution of taxation reformation to the provision of new quality of economic growth in Russia and China. The methodology is based on determining the interdependencies between the indicators of quality of economic growth and the indicators of taxation in Russia and China in 2003-2021 with the help of regression analysis, which allows verifying the offered hypothesis. A set of other econometric methods is also used. Novelty of this research is ensured by formation of a scientific and methodological basis for the complex qualitative treatment of economic growth from the positions of such aspects as conditions for business, digitalization, quality of life, investments, inflation, import, export, and unemployment. Originality of the research is achieved by means of a new - qualitative - view at economic growth and by determining the new quality of economic growth in Russia and China with a comparative research based on thorough analysis of their experience (which has not been sufficiently studied). Uniqueness of the research is due to the systemic view at taxation as a mechanism that ensures - at the same time - the general government structural balance and acceleration of the rate and increase of quality of economic growth.

With the support of national policies and continuous emergence and innovation of emerging technologies, digital finance has developed rapidly in China. Can digital finance become a new driving force to promote quality development of economic growth? This study empirically examined the effect mechanisms of digital finance on the quality of economic growth. The study used the entropy weight and technique for order preference by similarity to an ideal solution method to construct a comprehensive index system of economic growth quality. From 2011 to 2019, the panel data of 272 cities in China were collected. The study found that digital finance can promote the quality of China’s economic growth in the long run; when digital finance development increases by one unit, the quality of economic growth will increase by 0.013%, and the effect is more significant in less developed regions. The digital finance coverage, depth of use, and degree of digitalization had a significant impact on the quality of economic growth. The mechanisms showed that digital finance can promote the quality of economic growth by promoting and upgrading the industrial structure. In addition, we used the threshold model to test the non-linear relationship between digital finance and the quality of economic growth. Furthermore, the results showed that when digital finance was at a low level, it had a negative effect on the quality of economic growth. As digital finance developed further, it had a significant effect on the quality of economic growth, and this effect gradually slowed down. Moreover, we found that digital finance played a more significant role in promoting the quality of economic growth in central and western regions and areas where traditional finance was underdeveloped. Based on this study, developing countries should strengthen the construction of digital infrastructure and give full play to the role of digital finance in improving the quality of economic growth, so as to promote sustainable and healthy economic development.

Whether China's Pilot Free Trade Zone (FTZ) can force market-oriented reforms and improve the quality of economic growth is a major issue related to sustainable development. This paper uses DID method to test the impact of FTZ on the quality of economic growth. The study found that, first, FTZ has promoted the quality of economic growth. Second, FTZ has promoted China's market-oriented reform through institutional innovation of high-level opening and provided a strong impetus for high-quality economic growth. Third, FTZs in coastal areas, the Guangdong-Hong Kong-Macao Greater Bay Area and the second batch of FTZs have a relatively greater role in promoting high-quality economic growth. Research shows that China's high-level open institutional innovation can promote market-oriented reforms and effectively promote the goal of economic transformation from high-speed to high-quality. By extending the traditional productivity theory, a new concept total productivity (TP) is introduced. Using a directional distance function approach, the concept is applied to measuring economic growth of 8 economic regions of China covering an 18 years period (1997-2014) and test its convergence. Results showed that TP grew at an average rate of 6.6% per year led mainly by technical change(6.5%). When environmental undesirable outputs are included, the Middle Yellow River, Northwest and Southwest regions of China witnessed higher productivity changes. Results of the convergence analysis revealed that China had made progress in reducing regional imbalance in growth. Inclusion of undesirable output showed that the energy-saving emission reduction policies had speed up the convergence rate of TP and environment oriented productivity. This paper investigates how urban sprawl and the quality of economic growth interact and further studies the spatial-temporal decoupling characteristics of both. To achieve this, a framework was developed to better explain both the different dimensional effects urban sprawl exerts on the quality of economic growth and their reverse feedback relation. A sample of 285 Chinese cities (2003 to 2016) were analyzed, employing both a decoupling model and spatial correlation analysis. The findings indicated that urban sprawl and the quality of economic growth are related via scale, structure, technological efficiency, and technological progress effects. In practice, with increasing quality of economic growth, the urban sprawl index decreases at the national level. At prefecture-city level, the types of decoupling between urban sprawl and the quality of economic growth showed clear periodical and unbalanced characteristics. Furthermore, decoupling showed a significant agglomeration effect in Chinese cities, which is mainly mediated by the types High-High and Low-Low. This study provides a significant contribution to the relevant acknowledge system by providing a comprehensive theoretical framework toward an understanding of how urban expansion interacts with the quality of economic growth. Furthermore, their decoupling types and spatial differences that are critical for the urban sustainable development have been identified, thus providing several important insights for both academics and urban policy makers.
