Due to the increasing average age of skilled professionals in the field of construction and municipal facilities as well as increasing the number of migrants who often do not possess the necessary skills to carry out construction work and research, there is an urgent need to an influx of skilled workers with different levels of education and training. In this regard, it is necessary to improve the skills of teachers and trainers, to help them in their acquisition of professional experience in work with the modern technological equipment, contribute to the development of innovative technologies applied to the leading construction companies in the region; and train the concept of “double teacher”, who can solve several problems. Solving this problem allows Technical College will contribute effective organization of production practices, will increase interest in the building trade, the formation of the graduates of the college corporate spirit and the emergence of confidence in their own employability. International audience; This paper proposes a new architecture of incremen-tal fuzzy inference system (also called Evolving Fuzzy System-EFS). In the context of classifying data stream in non stationary environment, concept drifts problems must be addressed. Several studies have shown that EFS can deal with such environment thanks to their high structural flexibility. These EFS perform well with smooth drift (or incremental drift). The new architecture we propose is focused on improving the processing of brutal changes in the data distribution (often called brutal concept drift). More precisely, a generalized EFS is paired with a module of anticipation to improve the adaptation of new rules after a brutal drift. The proposed architecture is evaluated on three datasets from UCI repository where artificial brutal drifts have been applied. A fit model is also proposed to get a "reactivity time" needed to converge to the steady-state and the score at end. Both characteristics are compared between the same system with and without anticipation and with a similar EFS from state-of-the-art. The experiments demonstrates improvements in both cases.

Most important conceptualizations of quality of life have in their definitions three basic pillars: psychical dimension, psychological dimension and social dimension (OMS, 1948, Schalock and Verdugo, 2003; Walker, 2010). In this communication we focus our attention on the last dimension, in detail how the long life learning could improve seniors’ quality of life.The purpose of this study is to analyze social networks of the seniors’ students in the UniversitatOberta per a Majors (UOM), -an educational program intended to adults over 50 years- from 2006-2007 to 2011-2012 academic years. Method: Application of social support questionnaire. A total of 261 questionnaires were used for the analysis by SPSS program. Dimensions evaluated were: lost relationships (and sources) versus new relationships (and sources), feeling of loneliness, perception of changes on their social network from to 5 years before and for next 5 years and influence of the educative program in these changes. Findings and results: Most of the sample affirm that lost relationships of working environment, but in general they have increased their social network; rarely they have loneliness feelings and they think that their social network will be stable during next 5 years. They considered that UOM program have a strongly positive effect in their social networks.Conclusions and recommendation: positive effects of long life learning are demonstrate in this study, specifically improving social networks’ senior students

Urban gardens are spreading in many cities across Europe, with community gardening being a fundamental form of urban agriculture. While the literature reveals the essential role that community gardens can play in terms of learning and education, no studies have investigated the training needs for participants in community gardens to ensure their successful development. The goal of this article is to evaluate the training requirements of urban community gardens to ensure their successful implementation and their contribution to sustainability in European cities. Two questionnaires of users&rsquo, needs analysis were designed and implemented in Berlin, Bologna, Budapest, and Cartagena. The results unveiled the need to re-enforce the training in the formation and community building phases of community gardens towards ensuring the creation of an engaged gardening community to maintain activity, particularly for top-down activities (e.g., research-related gardens). Users claimed their need for being trained on crop management skills (e.g., maintenance, bed preparation, organic practices) and on communication skills to further disseminate their activity, thereby increasing the potential for citizen engagement. Such requirements could be overcome with the creation of urban gardens networks, where experiences and knowledge are shared among practitioners. Policy recommendations are provided based on the outputs of this study.

The paper aims to present the process and partnership building in multicultural project teams through the use of information and communication technologies (ICT) taking into account the Cultour+ communication project management plan to build virtual teams. CULTOUR+ is a Strategic Partnership (SP) of universities, local governments, SMEs and NGOs, that following the mainlines of the Higher Education Modernization Agenda, will offer high quality and innovative courses and tools, integrating innovation, international mobility and cross-border cooperation to enhance capacity building in higher education curricula in the fields of cultural tourism and hospitality, cultural management and shared cultural heritage. This paper aims to enhance the effective use of ICT in project work by analyzing the way it fits in with various project activities having as an example the Cultour+ project. This approach may facilitate the choice of appropriate tools by each project team and show how ICT can support key processes like leadership, management, communication and co-operation within other European project teams.

- Abstract
This paper presents the research approach designed for EScAlADE, an EU funded project that sees the participation of five European countries and focuses on adult participative e-learning. EScAlADE aims at investigating about the educational needs of adults (range: 50-65 years) involved in e-learning programs. This paper reports on the projects methodology and on the necessity of educational strategies able to provide adult trainees with the skills required by the labor market.

Для того, чтобы помочь таким работникам согласовать их опыт работы с организационными изменениями и эффективно обучать пожилых работников предлагается использовать матрицу конкурентоспособности профессионального опыта (CWE).

- Abstract
The impact and significance of a training process may not be easily noticeable in the short term, and is difficult to track in the long term. This is more common when training targets are acquiring positive attitudes and competences (i.e. environmental awareness) rather than specific technical procedures. Thus, such training requires specific evaluation tools for quantifying the degree of achievement the objectives. Microteaching is a training methodology characterized by brevity and flexibility, which focuses in promoting active learning and evaluating its long-term impact (including performance indicators). The methodology was developed during two European projects (Leonardo da Vinci Programme (Overschie,2006; Pérez-Moya, 2008, www.microtrainingsupport. eu/). This methodology was applied in two case studies for validating the assessment procedure developed. In both cases, the focus was improving performance of their Environmental Management System (EMS): Company A - Private company. Industrial electronics sector. - Objective: improving the communication between departments, detecting elements subject to the continuous improvement statement associated to the EMS application. - Initial status: ISO 14000 certification. - Proposed working group: Department managers and management team (including the general manager). Organization B - Public organization. Higher Education sector. - Objective: improving the communication between staff and wake up interest in EMS. - Initial status: lack of environmental management certification - Proposed working group: technical staff (department head was not attending the sessions).The application of the training and assessment methodologies is described for both cases. Finally, the actions resulting from the training and the corresponding outcomes are presented and both experiences are discussed regarding these results.

The paper aims to present the process and partnership building in multicultural project teams through the use of information and communication technologies (ICT) taking into account the Cultour+ communication project management plan to build virtual teams. CULTOUR+ is a Strategic Partnership (SP) of universities, local governments, SMEs and NGOs, that following the mainlines of the Higher Education Modernization Agenda, will offer high quality and innovative courses and tools, integrating innovation, international mobility and cross-border cooperation to enhance capacity building in higher education curricula in the fields of cultural tourism and hospitality, cultural management and shared cultural heritage. This paper aims to enhance the effective use of ICT in project work by analyzing the way it fits in with various project activities having as an example the Cultour+ project. This approach may facilitate the choice of appropriate tools by each project team and show how ICT can support key processes like leadership, management, communication and co-operation within other European project teams.
