Plantations of willow shrubs, which are managed under a short-rotation intensive culture system (SRIC), are developed as a quality biomass feedstock for bioenergy and bioproducts in New York State. Cofiring of biomass feedstock with coal in utility power boilers is a futuristic method for energy generation. The power plant operators have not evinced interest in this environmentally beneficial method because of the high cost of producing the woody feedstock. The prices of the willow feedstock at different stages of the supply chain for the various scenarios are presented under the proposed Conservation Reserve Program (CRP) harvesting exemption policy.
