The pivotal role of Algebra in the educational trajectories of U.S. students continues to motivate controversial, high-profile policies focused on when students access the course, their classroom peers, and how the course is taught. This random-assignment partnership study examines an innovative district-level reform--the Algebra I Initiative--that placed 9th-grade students with prior math scores well below grade level into Algebra I classes coupled with teacher training instead of a remedial pre-Algebra class. We find that this reform significantly increased grade-11 math achievement (ES = 0.2 SD) without lowering the achievement of classroom peers eligible for conventional Algebra I classes. This initiative also increased attendance, district retention, and overall math credits. These results suggest that higher expectations for the lowest-performing students coupled with aligned teacher supports is a promising model for realizing students' mathematical potential. Mastery learning -- the process by which students must demonstrate proficiency with a single topic before moving on -- is well recognized as one of the best ways to learn, yet many teachers struggle or remain unsure about how to implement it into a classroom setting. This study leverages two field experiments to test the efficacy of a program designed to encourage greater mastery learning through technology and proactive continuous teacher support. Focusing on elementary and middle school mathematics, teachers receive weekly coaching in how to use Computer Assisted Learning (CAL) for students to follow a customized roadmap of incremental progress. Results indicate significant intent-to-treat effects on math performance of 0.12-0.22 standard deviations. Further analysis shows that these gains are concentrated among students in classrooms with at least an average of 35 minutes of practice per week. Teachers able to achieve high-dosage practice have a high degree of initial buy-in, a clear implementation strategy for when practice occurs, and a willingness to closely monitor progress and follow-up with struggling students. The use of four-day school weeks (4dsw) in the United States has expanded rapidly over the past two decades. Previous work examines the impact of 4dsw on student outcomes, but little research to date examines the effect on school employees even though schools in some locales have adopted 4dsw to recruit and retain staff. This paper examines the effect of 4dsw adoption in Oregon, a state with widespread 4dsw use, on teacher and other school staff retention by leveraging a staggered roll-out of the schedule using a difference-in-differences design. We find that adopting a four-day week increased turnover among teachers, but that turnover among non-teaching staff was largely unaffected. The findings suggest that policymakers interested in implementing 4dsw for improved school employee retention should exercise caution and be attentive to the full set of incentives offered to staff.

For any dual enrollment (DE) reform to be effective, educators must acknowledge and understand the diverse experiences of all DE students, especially those from historically underrepresented populations. As part of CCRC's DEEP research, the author of this brief investigates the experiences of students historically underserved in DE to understand what these students want from their DE programs and the educators who lead them. An analysis of focus group interviews with 97 predominantly Black, Hispanic, and low-income students uncovered six themes that the author frames as students' wants: (1) Students want to know about DE options earlier; (2) Students want well-informed DE advisors who empower them; (3) Students want their DE courses to be aligned with career and academic pathways in their fields of interest; (4) Students want engaging learning experiences in their online courses; (5) Students want to know how to balance the high school experience and DE coursetaking; and (6) Students want to know how to find scholarships and manage debt to help them attend college after high school. For each of these six wants, the brief describes the students' perspectives and presents research-based strategies educators can use to support DE students in the realization of these wants. The brief also outlines questions educators can ask their students to gain a better understanding of their experiences.

Job Corps is the largest and most comprehensive education and job training program in the United States for young people ages 16 to 24 who are not in school or working. Most students live at and take classes at its approximately 120 residential centers. To explore ways to improve student outcomes and reduce per-student costs, Job Corps pilot tested two nonresidential models where students received education and training at colleges, supported by intensive personal and career counseling, instead of at a center. The two pilot programs were: (1) The Job Corps Scholars (JCS) pilot program consisted of 26 colleges each delivering its own version of the Job Corps program to eligible young people; and (2) In the Idaho Job Corps (IJC) pilot program, Idaho paired its Boise Job Corps center with a nearby community college and opened three addition fully nonresidential programs at other colleges. The two pilot programs together offered 30 diverse examples of college-partnered Job Corps programs to study. The implementation and outcomes study focused on: (1) The types of students who enrolled in these programs; (2) The ability of colleges to serve young people eligible for Job Corps, who typically face more barriers than other students; and (3) The outcomes achieved by students in the pilot programs.

This paper reviews overall student performance as well as the performance of student subgroups on the assessment system developed in response to the Massachusetts Education Reform Act of 1993 (MERA), the Massachusetts Comprehensive Assessment System (MCAS). Comparing students in Massachusetts to students in the rest of the United States or against students in other countries can not only confirm the rigor of the MCAS, but the comparison can also provide meaning to MCAS scores and ensure that they accurately measure student performance. There are two primary international exams given at regular intervals: (1) the Trends in International Math and Science Study (TIMSS); and (2) the Program for International Student Assessment (PISA). The strong performance on the international exams across several years and subjects, especially on TIMSS, confirmed the quality of Massachusetts K-12 schools.

This brief continues ongoing research by NWEA® examining the degree to which the COVID-19 pandemic, and its associated school closures, influenced student learning. Prior research focused on math and reading and found that the pandemic's negative impact steadily accumulated during the 2020-2021 school year, with significant disparities in achievement and growth compared to prepandemic trends (Lewis, Kuhfeld, Ruzek, & McEachin, 2021). Although there were modest rebounds in reading and math during the 2021-2022 school year, progress toward pandemic recovery largely stalled in 2022-2023 and 2023-2024, with achievement and growth trends still trailing behind prepandemic levels (Kuhfeld & Lewis, 2022; Lewis & Kuhfeld, 2023; Lewis & Kuhfeld, 2024). Building on previous research series focused on math and reading achievement, this brief explores how the pandemic influenced student achievement in science. It examines science test scores across seven school years to understand how COVID-19 influenced science achievement.

The purpose of this technical appendix is to share detailed results and more fully describe the sample and methods used to produce the research brief, "COVID's Impact on Science Achievement: Trends from 2019 through 2024. We investigated three main research questions in this brief: 1) How did science achievement in 2021 and 2024 compare to achievement in 2019, before the pandemic? 2) How much additional schooling was required in spring 2021 and spring 2024 to return to spring 2019 levels? 3) How do these patterns differ by race/ethnicity?

Purpose: The purpose of the study was to evaluate the implementation and impact of the IDEA Public Schools' Mathematics Curriculum Redesign (MCR) effort, funded by an Innovation and Research (EIR) grant. Methods: The study used a quasi-experimental matching design to examine the effect of MCR on student achievement outcomes. The study compared outcomes between the two cohorts of students at IDEA Public Schools that piloted the MCR and matched cohorts of students in IDEA schools that had delayed implementation of MCR. Results:?The study found statistically significant differences in IDEA Geometry test scores (ES = 0.39) between treatment and comparison group students in Grade 9 and on AP Calculus exam scores between treatment and comparison group students in Grade 12 (ES = 0.57). The study also found that the MCR program met the evaluation threshold for fidelity of implementation for the two out of three key program components (development of redesigned math curriculum and teacher use of math curriculum) in some years. The program did not meet the evaluation threshold for fidelity of implementation for the third key program components (teacher training and professional development to use redesigned math curriculum) in any of the years. Implications:?Because curriculum development and implementation are ongoing and iterative, realizing all of the benefits is not immediate and may take more time to achieve desired results. Continuous improvement of the curriculum and consistent supports to teachers will contribute to continued benefits for teachers and students while moving toward reaching anticipated student outcomes.

The detailed guide's purpose is to assist educators and community leaders in designing and implementing educational programs to serve student and community needs, and to identify the goals and elements of cooperative vocational education. One chapter describes the necessary characteristics of the teacher-coordinator in such programs, and the advantages of cooperative vocational education to the community and to the students. Two other chapters suggest methods for determining employers' and students' needs for cooperative vocational education and suggest plans for meeting these needs. Three chapters deal with implementing plans for: public relations (including a suggested eight point plan and the use of media); instruction in the school (including five teaching methods and the use of youth organizations); and community laboratories (including criteria for selecting, establishing, and evaluating training stations, and guidelines for complying with appropriate laws). Another chapter analyzes essential elements of the cooperative program including staffing; facilities, equipment, and materials; and program development. A final chapter suggests ways of improving cooperative vocational education in its administrative structure, professional development of teacher-coordinators, instructional materials, and program evaluation. A 70-page appendix displays forms appropriate to the planning, implementation, and evaluation of programs. (JR)

An innovative component of the Federally-sponsored Bingham County career education project is the Programed Activities for Career Exploration (PACE) Center, a mobile unit offering programed student activities to assist individual students in career planning. The mobile center visits each high school in the county; the sophomore year is selected as the target grade for the career exploration activities, which are limited in size to groups of 12. A variety of media formats geared to a wide range of academic capabilities (sound filmstrips, taped interviews, microfilm, books, and pamphlet files) are available to students in separate learning stations. The program consists of six components: (1) interest identification (Kuder E General Interest Survey), (2) exploration activities (exploration of 15-20 occupations), (3) self-appraisel activity, (4) decision-making activities (identification of the career that is of most interest to the individual), (5) career planning (in the PACE center or in small groups), and (6) career guidance (continuing contact between student and counselor). The report also discusses administrational details of the program such as scheduling, staff, budget, and physical facilities. More than two-thirds of the document consists of supplementary exhibits within the appendixes--information and worksheets, PACE questionnaire, facility layouts, equipment, and instructional materials. Findings of this study indicate that preservice teachers engaged in student teaching tend to become less humanistic and more authoritarian in their relations with students as the student teaching experience progresses. In addition, inner-city student teachers tend to be more custodial before they begin student teaching than are suburban student teachers after they complete student teaching. The sample for the study consisted of fifty-eight secondary school student teachers in suburban schools and twenty-seven secondary student teachers in inner-city schools. Subjects were administered the Pupil Control Ideology Inventory Questionnaire during prestudent teaching orientation and again during the last week of student teaching. Survey results indicate that student teachers tend to enter student teaching with an idealistic and sometimes erroneous concept of what is involved regarding discipline maintenance in the classroom, thus undergoing a marked change toward more dominant classroom control forms as the experience progresses. The more stringent screening process for student teachers in inner-city schools appears to account in part for the finding that these student teachers are more custodial before they begin student teaching than are suburban student teachers after they complete student teaching. Jobs for the Future (JFF) is developing this state policy framework to outline the steps states can take toward fully adopting each of the Big Blur's four key components and creating a more effective system for grades 11-14. The Big Blur argues for the need to erase the arbitrary boundaries between high school, college, and careers and create one new system for grades 11-14. The model opens the opportunity for all students to start earning a postsecondary credential and preparing for career success in 11th grade. The framework describes a continuum of four types of state policy environments that states currently have or will experience on the road toward a fully reimagined system of education-to-career pathways that work for all students. The four policy environments are: (1) fragmented; (2) coordinated; (3) integrated; and (4) transformed. In the framework, JFF provides examples of how each of the key components of the Big Blur (incentives, alignment, governance, and staffing) evolves from a fragmented to a fully transformed state policy environment.

The Institute of Education Sciences (IES), the research arm of the U.S. Department of Education, is the nation's leading source for rigorous, independent education research, evaluation, and statistics. IES's National Center for Education Research (NCER) supports rigorous research that addresses the nation's most pressing education needs from early childhood to adult education. IES's National Center for Special Education Research (NCSER) supports a comprehensive program of education research designed to expand knowledge and understanding of infants, toddlers, and youth with and at risk for disabilities to improve their developmental, education, transition, and postsecondary outcomes. This paper makes the case that IES Development and Innovation research can support the development of usable, feasible, and affordable approaches (practices, programs, or policies) to help schools meet the mental health needs of their students and staff. The goal of this research is to ensure that school-based interventions are contextually appropriate, implemented with high fidelity, and more likely to produce equitable outcomes than current practice. High-achieving minority students have fewer friends than their majority counterparts. Exploring patterns of friendship formation in the Add Health data, we find strong racial homophily in friendship formations as well as strong achievement homophily within race. However, we find that achievement matters less in cross-racial friendships. As a result, high-achieving Black students lose Black friends as they move away from the mean achievement of their group, but do not gain high-achieving White friends in offsetting fashion. We find that high-achieving Black students have 0.9 fewer friends, mainly attributable to the fact that they are exposed to fewer high-achieving peers within their own race. We find that this could account for as much as 5 to 9 percent of the racial wage gap observed among high achievers.
