1. Incidences d'un rejet thermique en milieu fluvial sur les mouvements des populations ichtyologiques

Abstract

En vue d'évaluer les effets des rejets thermiques sur les populations de poissons, une étude a été réalisée sur la Seine au niveau de la Centrale Thermique de Montereau avec le concours d'E.D.F. Des captures périodiques ont été réalisées dans le canal de rejet de la Centrale au moyen de l'électricité et de nasses. Les opérations de marquage et de recaptures en Seine et le concours des pêcheurs amateurs ont permis de préciser certains déplacements. Les effectifs capturés dans le canal de rejet subissent des fluctuations importantes (maxima au printemps et à l'automne, minima en hiver et en été) ainsi que la structure des populations (augmentation de la proportion de Cyprinidés en période chaude). Le barbeau (Barbus barbus) est éliminé pendant la période chaude tandis que le black-bass (Micropterus salmoïdes) se développe à la faveur du réchauffement. Certains invertébrés (gammaridés) sont également éliminés pendant l'été. Des travaux sont actuellement en cours afin de mieux cerner l'impact écologique global du réchauffement des eaux.

Abstract

Nature-based solutions (NBS) play an important and increasing role in both adaptation and disaster risk management. This is also recognized within several global and European agreements and policies (e.g., UN’s SFDRR, EU Green Deal, the EU Adaptation Strategy) which embed NBS as a means to address climate change adaptation (CCA) and disaster risk reduction (DRR) as well as other societal challenges (e.g., biodiversity loss, climate mitigation). This calls for fit-for-purpose assessments, which critically assess the suitability of NBS for addressing climate change and other hazard impacts and monitor the success of their implementation, to inform (future) policies and actions, as well as evaluate implemented policies. The technical report provides a concise overview of available NBS assessment approaches in the context of adaptation to climate change and disaster risk reduction, based on information from literature and selected European cases. The first theoretical part looks at the reasoning behind and purpose of carrying out NBS assessments and the available methodological approaches matching decision-makers' needs. Here, we present a step-wise framework for designing user-oriented NBS assessments, building on key success factors and limitations identified in the literature. The second part looks at real-world lessons learned from successes and challenges in working with NBS assessments and illustrate a range of different NBS assessment approaches applied in Europe for a wide range of NBS assessment purposes and uses. The report concludes with a reflection on key elements for designing and implementing NBS assessments drawn from the insights gained in this study.

4. final sprint for Europe's rivers : An NGO analysis of 2022-2027 draft River Basin Management plans

Abstract

River Basin Management Plans (RBMPs) are required every six years under the Water Framework Directive (WFD), adopted 20 years ago, to outline how environmental objectives for each river basin will be reached. The 2022-2027 RBMPs are crucial as they are the last ones before the WFD’s 2027 good water health deadline. This report puts forward the results of an assessment carried out by NGOs on the quality and level of commitment of 13 draft RBMPs in eight EU Member States and one international River Basin District published before May 2021. It draws up conclusions and recommendations that will make sure the final sprint towards the 2027 deadline is successful. The assessment is based on a set of 47 indicators, grouped into 11 topics, chosen to reflect the objectives and components of the WFD as well as NGO priorities for implementing the WFD. Despite the intrinsic limitations of this exercise, this assessment indicates how the draft plans perform in addressing the main pressures on water bodies, including restoration measures, and in making use of the instruments provided by the WFD.

Abstract

Cities worldwide are challenged by increasing urban flood risks. Precise and realistic measures are required to reduce flooding impacts. However, currently implemented sewer and topographic models do not provide realistic predictions of local flooding occurrence during heavy rain events. Assessing other factors such as spatially distributed rainfall, socioeconomic characteristics, and social sensing, may help to explain probability and impacts of urban flooding. Several spatial datasets have been recently made available in the Netherlands, including rainfall-related incident reports made by citizens, spatially distributed rain depths, semidistributed socioeconomic information, and buildings age. Inspecting the potential of this data to explain the occurrence of rainfall related incidents has not been done yet. Multivariate analysis tools for describing communities and environmental patterns have been previously developed and used in the field of study of ecology. The objective of this paper is to outline opportunities for these tools to explore urban flooding risks patterns in the mentioned datasets. To that end, a cluster analysis is performed. Results indicate that incidence of rainfall-related impacts is higher in areas characterized by older infrastructure and higher population density.

Abstract

A warming climate is expected to have an impact on the magnitude and timing of river floods; however, no consistent large-scale climate change signal in observed flood magnitudes has been identified so far. We analyzed the timing of river floods in Europe over the past five decades, using a pan-European database from 4262 observational hydrometric stations, and found clear patterns of change in flood timing. Warmer temperatures have led to earlier spring snowmelt floods throughout northeastern Europe; delayed winter storms associated with polar warming have led to later winter floods around the North Sea and some sectors of the Mediterranean coast; and earlier soil moisture maxima have led to earlier winter floods in western Europe. Our results highlight the existence of a clear climate signal in flood observations at the continental scale.

Abstract

International audience; There is growing concern that flooding is becoming more frequent and severe in Europe. A better understanding of flood regime changes and their drivers is therefore needed. The paper reviews the current knowledge on flood regime changes in European rivers that has traditionally been obtained through two alternative research approaches. The first approach is the data-based detection of changes in observed flood events. Current methods are reviewed together with their challenges and opportunities. For example, observation biases, the merging of different data sources and accounting for nonlinear drivers and responses. The second approach consists of modelled scenarios of future floods. Challenges and opportunities associated with flood change scenarios are discussed such as fully accounting for uncertainties in the modelling cascade and feedbacks. To make progress in flood change research, we suggest that a synthesis of these two approaches is needed. This can be achieved by focusing on long duration records and flood-rich and flood-poor periods rather than on short duration flood trends only, by formally attributing causes of observed flood changes, by validating scenarios against observed flood regime dynamics, and by developing low-dimensional models of flood changes and feedbacks. The paper finishes with a call for a joint European flood change research network.; Suite au sentiment d'une aggravation du risque d'inondation en Europe, il devient important de mieux comprendre les mécanismes en jeu. L'article présente une revue bibliographique des connaissances sur cette question, d'abord sur la détection de changements dans le régime des crue, puis dans la simulation du régime futur sous hypothèse de scénarios climatiques. Il est souligné l'importance de travailler sur des longues séries de façon à bien prendre en compte les oscillations climatiques, de rechercher des causes physiques aux changements détectés, et d'introduire dans les simulations une étape de validation sur les données anciennes et de prise en compte de rétro-effets. L'article se termine par le souhait de mise en place d'un réseau de recherche européen sur l'étude des changements dans le régime des crues.

Abstract

The new Scientific Decade 2013–2022 of IAHS, entitled “Panta Rhei—Everything Flows”, is dedicated to research activities on change in hydrology and society. The purpose of Panta Rhei is to reach an improved interpretation of the processes governing the water cycle by focusing on their changing dynamics in connection with rapidly changing human systems. The practical aim is to improve our capability to make predictions of water resources dynamics to support sustainable societal development in a changing environment. The concept implies a focus on hydrological systems as a changing interface between environment and society, whose dynamics are essential to determine water security, human safety and development, and to set priorities for environmental management. The Scientific Decade 2013–2022 will devise innovative theoretical blueprints for the representation of processes including change and will focus on advanced monitoring and data analysis techniques. Interdisciplinarity will be sought by increased efforts to connect with the socio-economic sciences and geosciences in general. This paper presents a summary of the Science Plan of Panta Rhei, its targets, research questions and expected outcomes.

Abstract

The depth-duration envelope curves (DDECs) are regional upper bounds on observed rainfall maxima for several durations. Recently, a probabilistic interpretation has been proposed in the literature in order to associate a recurrence interval T to the DDECs and, consequently, to retrieve point rainfall quantiles for ungauged sites. Alternatively, extreme rainfall quantiles can be retrieved from long synthetic rainfall series obtained with stochastic rainfall generators calibrated to local time series of rainfall events. While DDECs are sensitive to outliers and data errors, the stochastic rainfall generator performance is affected by the limited record lengths used for calibration. The objective of this study is to assess the reliability of the two alternative methods by verifying if they give consistent results for a wide study region in Austria. Relative to previous studies, we propose some generalizations of the DDEC procedure in order to better represent the Austrian data. The comparison of rainfall quantiles estimated with the two methods for large T shows an excellent agreement for intermediate durations (from 1 to 6 h), while the agreement worsen for very short (15 min) and long (24 h) durations. The results are scrupulously analyzed and discussed in light of the exceptionality of rainfall events that set the regional envelopes and the characteristics of the stochastic generator used. Our study points out that the combined use of these regional and local methods can be very useful for estimating reliable point rainfall quantiles associated with large T within regions where many rain gauges are available, but with limited record lengths.

Abstract

The current work addresses one of the key building blocks towards an improved understanding of flood processes and associated changes in flood characteristics and regimes in Europe: the development of a comprehensive, extensive European flood database. The presented work results from ongoing cross-border research collaborations initiated with data collection and joint interpretation in mind. A detailed account of the current state, characteristics and spatial and temporal coverage of the European Flood Database, is presented. At this stage, the hydrological data collection is still growing and consists at this time of annual maximum and daily mean discharge series, from over 7000 hydrometric stations of various data series lengths. Moreover, the database currently comprises data from over 50 different data sources. The time series have been obtained from different national and regional data sources in a collaborative effort of a joint European flood research agreement based on the exchange of data, models and expertise, and from existing international data collections and open source websites. These ongoing efforts are contributing to advancing the understanding of regional flood processes beyond individual country boundaries and to a more coherent flood research in Europe.

The purpose of Panta Rhei is to reach an improved interpretation of the processes governing the water cycle by focusing on their changing dynamics in connection with rapidly changing human systems. The practical aim is to improve our capability to make predictions of water resources dynamics to support sustainable societal development in a changing environment. The concept implies a focus on hydrological systems as a changing interface between environment and society, whose dynamics are essential to determine water security, human safety and development, and to set priorities for environmental management. The Scientific Decade 2013-2022 will devise innovative theoretical blueprints for the representation of processes including change and will focus on advanced monitoring and data analysis techniques. Interdisciplinarity will be sought by increased efforts to connect with the socio-economic sciences and geosciences in general. This paper presents a summary of the Science Plan of Panta Rhei, its targets, research questions and expected outcomes., La décennie scientifique 2013–2022 de l’AISH est intitulée “Panta Rhei—Tout s’écoule” et est dédiée à des activités de recherche concernant la question du changement hydrologique et sociétal. La vocation de “Panta Rhei” est d’atteindre une meilleure compréhension des processus régissant le cycle de l’eau en se concentrant sur leur dynamique de changement, en lien avec les systèmes anthropiques qui changent eux–mêmes rapidement. L’objectif opérationnel est d’améliorer notre capacité à prévoir la dynamique des ressources en eau au service d’un développement sociétal durable dans un environnement changeant. Le concept implique une focalisation sur les systèmes hydrologiques vus comme une interface changeante entre environnement et société, dont les dynamiques sont essentielles à la sécurité hydrique, au développement humain, et au choix de priorités dans la gestion de l’environnement. La décennie scientifique 2013–2022 vise la conception de schémas théoriques innovants pour représenter les processus et leur évolution, et insistera sur les techniques avancées d’observation et d’analyse de données. Abstract

Design floods for a given location at a stream can be estimated by a number of approaches including flood frequency statistics and the design storm method. If applied to the same catchment the two methods often yield quite different results. The aim of this paper is to contribute to understanding the reasons for these differences. A case study is performed for 10 alpine catchments in Tyrol, Austria, where the 100-year floods are estimated by (a) flood frequency statistics and (b) an event based runoff model. To identify the sources of the differences of the two methods, the 100-year floods are also estimated by (c) Monte Carlo simulations using a continuous runoff model. The results show that, in most catchments, the event based model gives larger flood estimates than flood frequency statistics. The reasons for the differences depend on the catchment characteristics and different rainfall inputs that were applied. For catchments with a high storage capacity the Monte Carlo simulations indicate a step change in the flood frequency curve when a storage threshold is exceeded which is not captured by flood frequency statistics. Flood frequency statistics therefore tends to underestimate the floods in these catchments. For catchments with a low storage capacity or significant surface runoff, no step change occurs, but in three catchments the design storms used were larger than those read from the IDF (intensity duration frequency) curve leading to an overestimation of the design floods. Finally, also the correct representation of flood dominating runoff components was shown to influence design flood results. Geologic information on the catchments was essential for identifying the reasons for the mismatch of the flood estimates.

Abstract

Permafrost in high alpine catchments is expected to disappear in future warmer climates, but the hydrological impact of such changes is poorly understood. This paper investigates the flow paths and the hydrological response in a 5 km2 high alpine catchment in the Otztal Alps, Austria, and their changes resulting from a loss of permafrost. Spatial permafrost distribution, depth to the permafrost table and depth to the bedrock were mapped by geophysical methods. Catchment runoff and meteorological variables were monitored from June 2008 to December 2011. These data were used along with field experience to infer conceptual schemes of the dominant flow paths in four types of hillslopes that differ in terms of their unconsolidated sediment characteristics and the presence of permafrost. The four types are: talus fans, rock glaciers, Little Ice Age (LIA) till and Pre-LIA till. Permafrost tends to occur in the first three types, but is absent from Pre-LIA till. Based on these flow path concepts, runoff was simulated for present conditions and for future conditions when permafrost has completely disappeared. The simulations indicate that complete disappearance of permafrost will reduce flood peaks by up to 17% and increase runoff during recession by up to 19%. Abstract

A dramatic increase in the frequency and intensity of floods due to the Niger River in the city of Niamey (Niger) has been observed in the last decade. Previous studies highlighted the role of the land use changes on the flood increase since 1970s. In the last decade, observations have raised the issue of a possible increase in extreme rainfall in the Sahel, which may have caused the recent and extreme floods in Niamey in 2010, 2012 and 2013. The study focuses on the 125 000 km2 basin between Ansongo and Niamey. This is the drainage area of the monsoon rainfall that leads to the rapid flow rise occurring between June and October. To understand the possible role of rainfall in flood intensification, satellite rainfall estimate is attractive in a region where the operational gauge network is sparse. This paper analyses the evolution of the Niger hydrograph in Niamey based on discharge observations, hydrological modelling and the satellite product PERSIANN-CDR, over the 1983–2013 period. PERSIANN-CDR is first compared with four other rainfall products. The salient features of the observed changes, i.e. a marked change in the mean decadal hydrograph, is well mimicked by the simulations, implying that rainfall is the first driver to the observed changes. The increase of flooded years over the period is also well reproduced but with some uncertainties in the exact number of flood days per year.

Abstract

In this paper, a case study on the estimations of extreme floods is described. The watershed chosen for the analysis is the catchment of the Limmernboden dam situated in Switzerland. Statistical methods and the simulation based "Probable Maximum Precipitation – Probable maximum Flood" (PMP-PMF) approach are applied for the estimation of the safety flood according to the Swiss flood directives. The results of both approaches are compared in order to determine the discrepancies between them. It can be outlined that the PMP-PMF method does not always overestimate the flood.

Abstract

Flash floods are often responsible for many deaths and involve many material damages. Regarding Mediterranean karst aquifers, the complexity of connections, between surface and groundwater, as well as weather non-stationarity patterns, increase difficulties in understanding the basins behaviour and thus warning and protecting people. Furthermore, given the recent changes in land use and extreme rainfall events, knowledge of the past floods is no longer sufficient to manage flood risks. Therefore the worst realistic flood that could occur should be considered. Physical and processes-based hydrological models are considered among the best ways to forecast floods under diverse conditions. However, they rarely match with the stakeholders' needs. In fact, the forecasting services, the municipalities, and the civil security have difficulties in running and interpreting data-consuming models in real-time, above all if data are uncertain or non-existent. To face these social and technical difficulties and help stakeholders, this study develops two operational tools derived from these models. These tools aim at planning real-time decisions given little, changing, and uncertain information available, which are: (i) a hydrological graphical tool (abacus) to estimate flood peak discharge from the karst past state and the forecasted but uncertain intense rainfall; (ii) a GIS-based method (MARE) to estimate the potential flooded pathways and areas, accounting for runoff and karst contributions and considering land use changes. Then, outputs of these tools are confronted to past and recent floods and municipalities observations, and the impacts of uncertainties and changes on planning decisions are discussed. The use of these tools on the recent 2014 events demonstrated their reliability and interest for stakeholders. This study was realized on French Mediterranean basins, in close collaboration with the Flood Forecasting Services (SPC Med-Ouest, SCHAPI, municipalities).

Abstract

Losing streams that are influenced by wastewater treatment plant effluents and combined sewer overflows (CSOs) can be a source of groundwater contamination. Released micropollutants such as pharmaceuticals, endocrine disrupters and other ecotoxicologically relevant substances as well as inorganic wastewater constituents can reach the groundwater, where they may deteriorate groundwater quality. This paper presents a method to quantify exfiltration mass flow rates per stream length unit Mex of wastewater constituents from losing streams by the operation of integral pumping tests (IPTs) up- and downstream of a target section. Due to the large sampled water volume during IPTs the results are more reliable than those from conventional point sampling. We applied the method at a test site in Leipzig (Germany). Wastewater constituents K+ and NO3− showed Mex values of 1241 to 4315 and 749 to 924 mg mstream−1 d−1, respectively, while Cl− (16.8 to 47.3 g mstream−1 d−1) and SO42− (20.3 to 32.2 g mstream−1 d−1) revealed the highest observed Mex values at the test site. The micropollutants caffeine and technical-nonylphenol were dominated by elimination processes in the groundwater between upstream and downstream wells. Additional concentration measurements in the stream and a connected sewer at the test site were performed to identify relevant processes that influence the concentrations at the IPT wells. Abstract

The new Scientific Decade 2013-2022 of IAHS, entitled "Panta Rhei-Everything Flows", is dedicated to research activities on change in hydrology and society. The purpose of Panta Rhei is to reach an improved interpretation of the processes governing the water cycle by focusing on their changing dynamics in connection with rapidly changing human systems. The practical aim is to improve our capability to make predictions of water resources dynamics to support sustainable societal development in a changing environment. The concept implies a focus on hydrological systems as a changing interface between environment and society, whose dynamics are essential to determine water security, human safety and development, and to set priorities for environmental management. The Scientific Decade 2013-2022 will devise innovative theoretical blueprints for the representation of processes including change and will focus on advanced monitoring and data analysis techniques. Interdisciplinarity will be sought by increased efforts to connect with the socio-economic sciences and geosciences in general. This paper presents a summary of the Science Plan of Panta Rhei, its targets, research questions and expected outcomes.; La décennie scientifique 2013–2022 de l’AISH est intitulée “Panta Rhei-Tout s’écoule” et est dédiée à des activités de recherche concernant la question du changement hydrologique et sociétal. La vocation de “Panta Rhei” est d’atteindre une meilleure compréhension des processus régissant le cycle de l’eau en se concentrant sur leur dynamique de changement, en lien avec les systèmes anthropiques qui changent eux–mêmes rapidement. L’objectif opérationnel est d’améliorer notre capacité à prévoir la dynamique des ressources en eau au service d’un développement sociétal durable dans un environnement changeant. Le concept implique une focalisation sur les systèmes hydrologiques vus comme une interface changeante entre environnement et société, dont les dynamiques sont essentielles à la sécurité hydrique, au développement humain, et au choix de priorités dans la gestion de l’environnement. La décennie scientifique 2013–2022 vise la conception de schémas théoriques innovants pour représenter les processus et leur évolution, et insistera sur les techniques avancées d’observation et d’analyse de données. On recherchera l’interdisciplinarité avec les sciences socio-économiques et les géosciences en général. Cet article présente une synthèse du programme scientifique “Panta Rhei”, ses objectifs, ses questions de recherche et les résultats que l’on en attend.
