Abstract

We present work on sentiment analysis in Twitter for Macedonian. As this is pioneering work for this combination of language and genre, we created suitable resources for training and evaluating a system for sentiment analysis of Macedonian tweets. In particular, we developed a corpus of tweets annotated with tweet-level sentiment polarity (positive, negative, and neutral), as well as with phrase-level sentiment, which we made freely available for research purposes. We further bootstrapped several large-scale sentiment lexicons for Macedonian, motivated by previous work for English. The impact of several different pre-processing steps as well as of various features is shown in experiments that represent the first attempt to build a system for sentiment analysis in Twitter for the morphologically rich Macedonian language. Overall, our experimental results show an F1-score of 92.16, which is very strong and is on par with the best results for English, which were achieved in recent SemEval competitions., Comment: sentiment analysis, Twitter, Macedonian

Abstract

The paper evaluates the types of e-democracy initiatives on local level in the Republic of Macedonia. E-democracy initiatives were classified by the elements of the democratic process, which they work to enhance: transparency, accountability and active participation. For the purpose of our research we analysed websites of the units of local self-government in the Republic of Macedonia in the period of 2017, with special emphasis on e-democracy initiatives in order to provide a framework for classification. The research discovered many outstanding local e-democracy initiatives. However, there is a little evidence that these initiatives have done much to ameliorate the problems on local level that Republic of Macedonia is facing, such as: weak democratic institutions and low level of citizen participation in democratic processes using ICT as intermediary. The paper also provides some recommendations for improving e-democracy initiatives on local level and their performance in general.

Abstract

The paper evaluates citizens’ participation in e-democracy processes in the Republic of Macedonia i.e. e-participation. It reflects upon the availability of digital tools and availability of online platforms set up by the institutions on their official webpages in order to enable active citizens’ participation. Methodological approach used in this research relies on analysis of the obtained answers from an online questionnaire that explores citizens’ awareness of the possibility to use digital tools in the democratic process, their participation via usage of digital tools and their attitudes towards e-democracy process. The questionnaire was distributed via social networks Facebook and LinkedIn in the period from November 2015 to February 2016. The empirical findings in this study research enhance our understanding of citizens’ awareness of the possibility to use digital tools in the democratic process, their participation via usage of digital tools and their attitudes towards e-democracy process in the Republic of Macedonia. As findings suggest, there is stillroom for improvement of the factors that determine citizens’ participation in digital age.

Abstract

The advance of digital technology in the field of politics in the last 20 years has raised the expectations about enhancing the potentials of the long dominant model of representative democracy. The need to reinvigorate the overall political process was talked about since the first signs of decline in the civic engagement in the second half of the past century. In the meantime, technological gadgets, and, especially the great versatility of Internet applicability have indeed contributed for better communication between the political elites and their people and for sharing the information on the unprecedented level. Yet, the key challenge still seems barely touched: how to provide meaningful participation of the politically awakened individuals in the decision-making processes within the states. In the article we offer a brief survey of the European and USA achievements in the field of e-voting and Internet-voting in order to show how the political, technical and security concerns are still prevailing in the debates thus undermining the trust in the new modes of casting the votes. Also, we present the results of the survey done with 120 students in the Republic of Macedonia and their considerations about the eventual Internet voting in the country. Applying the descriptive and analytical methods we would argue that the immense possibilities for using Internet in politics are far from being exploited, so the initial miscalculation and failures should not discourage the communities from observing new pathways for improving the unavoidable digital component of democracy.&nbsp

6. Viewpoint and Satisfaction of Medical Providers on Introducing E-Appointment System in Primary Health Care.

Abstract

Scheduling e-appointment systems in primary health care (PHC) are a regular practice in other western countries; however, there is no indication of implementing such a system in R.N. Macedonia and other countries in development. The focus is to investigate the satisfaction of medical providers (MP) in PHC in regards to the current set-up first come-first served (FC-FS) principle, and their viewpoints on implementing e-appointment system at primary care physicians (EASPCP) as a combination of services. Additionally, MP shared their views on the significance of using EASPCP in critical times like the global pandemic with Covid-19. Three hundred and sixty-three (363) MP were surveyed to meet the study's goals. Cross-tabulation between variables to look for any significant correlation was done. To test the correlation and to measure the effect size, Chi-Square and Phi and Cramer's V were used, respectively. The majority of participants were dissatisfied with the FC-FS principle in PHC, and were inclined to implement EASPCP. The participants reacted positively to the system's advantages, such as time-saving, reduce crowding and waiting time, assuring free time slots, and eases patient follow-ups. The main worries were the increased number of no-shows and patient lateness. Furthermore, the participants acknowledge the benefits of an e-appointment system in the battle against the spreading of Covid-19. The participants supported the proposal of introducing EASPCP as a combination of services to the currently established FC-FS principle, however further research is required for real-time usage of such a system in PHC.
