2. Borderwork in times of crisis? : control, care and the resource of emotion

This thesis explores an internal EU border in Northern Europe during a 'crisis' scenario. In the aftermath of the Syrian Civil War, during 2015 Sweden received 160,000 applications for asylum, the third highest total number in Europe. Consequently, Sweden introduced three forms of border controls to restrict numbers, marking a significant shift in Swedish asylum policy. This thesis engages with the notion of 'political moments' concerning how occasions of heightened visibilities could be appropriated and brought into the political milieu in Sweden and Denmark during 2015-2016 and subsequently used in the operations of borderwork by state and non-state actors. Borderwork is understood in this thesis in a Rumfordian manner, where state and non-state actors can contribute to actions of bordering and debordering. The thesis analyses Sweden's border controls, grounded in particular contextualities and operating within a specific EU legal framework. This thesis draws on semi-structured interviews with 53 individuals primarily from the state and civil society in both countries. Complexities within and between civil society and the state concerning borderwork are shown as being interpenetrating, and the state's pervasive extension is explored through 'the Snake' and Posthusplatsen. Emotion as a political resource (which can be appealed to, framed and (re)produced to shape discourses) is analysed and seen vis-à-vis the political left and right as a mobilising force in both bordering and debordering. Finally, and as part of this, the notion of mourning is explored concerning the evocative question: Is this Sweden?

The decision of the German Federal Constitutional Court of December 14, 2015 in the Identitätskontrolle case is crucial for understanding the limits of the possibility to protect national fundamental rights in the European Union. FCC de facto carried out a review of compliance with the obligation under European Union law to unconditionally execute the European Arrest Warrant (EAW) with constitutional guarantees to protect the right to dignity, but ultimately concluded that constitutional guarantees essentially coincide with the EU provisions. When issuing its ruling, although it was clearly different from the EU CJ case law on EAW, the FCC stated that there is no need to ask a question for a preliminary ruling. In spite of this, the ruling clearly influenced the subsequent development of the EU CJ case law, above all, the Aranyosi and Căldăraru cases. Moreover, it seems that it has also significantly influenced the further dynamics of relations between national constitutional courts and the EU CJ in the field of protection of fundamental rights. It can even be said that it is crucial for understanding the dynamics of the process of a judicial dialogue within the EU. Orzeczenie niemieckiego Federalnego Trybunału Konstytucyjnego (FSK) z 14 grudnia 2015 r. w sprawie Identitätskontrolle ma kluczowe znaczenie dla rozumienia granic możliwości ochrony krajowych praw podstawowych w Unii Europejskiej. FSK de facto przeprowadził w nim kontrolę zgodności wynikającego z prawa Unii Europejskiej obowiązku bezwarunkowego wykonania Europejskiego Nakazu Aresztowania (ENA) z konstytucyjnymi gwarancjami ochrony prawa do godności, ostatecznie jednak dochodząc do wniosku, że gwarancje konstytucyjne zasadniczo pokrywają się z unijnymi. Wydając swoje orzeczenie, choć było ono ewidentnie różne od dotychczasowego orzecznictwa TSUE na temat ENA, FSK stwierdził brak potrzeby zadania pytania prejudycjalnego. Pomimo to, w ewidentny sposób orzeczenie to wpłynęło na późniejszy rozwój orzecznictwa TSUE, przede wszystkim na wyrok w sprawie Aranyosi i Căldăraru. Ponadto wydaje się, że w znacznym stopniu wpłynęło ono także na dalszą dynamikę relacji pomiędzy krajowymi sądami konstytucyjnymi a TSUE w zakresie ochrony praw podstawowych. Tym samym można nawet posunąć się do stwierdzenia, że ma ono kluczowe znaczenie dla zrozumienia dynamiki procesu dialogu sądowego wewnątrz UE.

Purpose:The purpose of this study is to map and analyse how travellers at an airportand on ferries experience, interpret and define the risk, safety and freedom ofmovement in the northern part of the Baltic Sea region with regard to the borderagencies.Design/Methods/Approach:This qualitative study is based on empirically gathered material such asfield interviews and fieldwork observations on Stockholm’s Arlanda airport inSweden, and a Tallink Silja Line ferry running between Stockholm and Riga inLatvia. The study’s general starting point was an ethno-methodologically inspiredperspective on verbal descriptions along with an interactionist perspective whichconsiders interactions expressed through language and gestures. Apart from thisstarting point, this study focused on the construction of safety as particularlyrelevant components of the collected empirical material.Findings:The study findings suggest that many passengers at the airport and on theferries hold positive views about the idea of the freedom of movement in Europe,but are scared of threats coming from outside Europe. The travellers created andre-created the phenomenon of safety which is maintained in contrast to others, inthis case the threats from outside Europe.Originality/Value:The passengers in this study construct safety by distinguishing against theothers outside Europe but also through interaction with them. The passengersemphasise that the freedom of movement is personally beneficial because it iseasier for EU citizens to travel within Europe but, at the same time, it is regardedas facilitating the entry of potential threats into the European Union. Namen:Namen prispevka je predstaviti raziskavo, v kateri so avtorji analiziraliizkušnje potnikov letalskega in trajektnega prometa severnega predela Baltskegamorja. Cilj je ugotoviti in analizirati, kako potniki z vidika mejnega nadzoradefinirajo in interpretirajo tveganja, varnost ter svobodo gibanja.Metode:Izvedena je bila kvalitativna metoda zbiranja podatkov, in sicer v oblikiterenskega opazovanja in intervjuvanja potnikov na švedskem letališču Arlanda(Stockholm) in trajektni liniji Tallink Silja Line med Stockholmom, Rigo in Latvijo.V interakciji s potniki je bila kot izhodišče uporabljena etnografska metoda, kise osredotoča na proučevanje verbalne in neverbalne komunikacije. Pri analizizbranih podatkov so se avtorji primarno osredotočili na razumevanje zaznavanjpotnikov glede varnosti.Ugotovitve:Rezultati kažejo, da je veliko potnikov v raziskavi naklonjenih evropski idejisvobodnega gibanja, vendar jih je pri tem strah groženj, ki izvirajo iz zunanjegaokolja Evropske unije. Avtorji ugotavljajo, da potniki varnost doživljajo inocenjujejo v razmerju do drugih ljudi, njihova stališča pa so odvisna od dogajanjav zunanjem okolju – v konkretnem primeru so to grožnje, ki se pojavljajo zaevropskimi mejami (npr. terorizem).Izvirnost/pomembnost prispevka:Raziskava v prispevku pojasnjuje, kako potniki dojemajo varnost vpotniškem prometu in kako oblikujejo oz. razvijejo to zaznavanje. Med analizonjihovih stališč se je pokazalo, da druge ljudi ocenjujejo glede na izvorno državoin jih kategorizirajo na “zunanje in notranje”. Stališča glede varnosti oblikujejotudi skozi izkušnje v tujem potniškem prometu. Potniki sicer poročajo, da imajozaradi politike svobodnega gibanja veliko osebnih koristi, vendar pa menijo, dase s tem ustvarjajo nove ranljivosti in povečuje verjetnost varnostnih tveganj za Evropsko unijo. 11. The Current State of Controller Roles : Underlying Social Factors and Identity Control

The aim of this thesis is to gather insights on the underlying social factors behind the current state of controller roles in a multinational enterprise. Additionally, the thesis explores the possibility of managing perceptions and expectations of controller roles, in accordance to corporate business objectives. In order to do this, theoretical concepts of Role Theory, Boundary Spanning and Identity Control were utilized. This paper has a qualitative research design and is based on an embedded single-case study. Due to the exploratory nature of the research, the study is based on the method of „systematic combining‟. The objectives of the company were to establish both local and regional controllers as business partners. Findings indicate that the regional controller could focus on business advisory tasks to a large extent due to a formally appointed role, whereas the local controllers were restricted by their role and expectations to focus more on scorekeeping and managerial duties. The term „business partner‟ was spread throughout the organization. By ascribing this label to controllers, other expectations on the role were induced, which also infers a higher hierarchical positioning. Future research could go more in depth on the process of internalizing values.

- Abstract
Physical separation of students and instructors creates the gap of anonymity. The ability of academic institutions to authenticate students and their academic work at various points during a course is necessary for preserving not only the perceived credibility but also for public safety. This study examines the question of what measures universities with large distance education programs employ to align identity of learners with the academic work they do, as well as examines effectiveness, challenges and barriers to their implementation. The research is undertaken using a multiple case approach and analyzes survey data collected from academic administrators at five officially accredited post secondary institutions in three countries. They are: Athabasca University, Open University UK, Penn State University World Campus, University of Maryland University College and eConcordia– Concordia University's distance learning facility. This study is not an exhaustive attempt to examine all aspect of academic integrity, but rather to create awareness about various learner authentication strategies and also outline challenges and advantages that these measure entail. This study confirms that secure learner authentication in distance education environment is possible. A combination of technology and administrative procedures may facilitate a secure testing environment. Furthermore, with greater pressure to enhance security of learner authentication, the openness of open learning is challenged and may change as we know it., 2013-05

Duisburg, Essen, Univ., Diss., 2005 Pharmaceutical adjuvants or excipients are important ingredients of medicaments. These substances are used as support and for building the matrix for the active ingredients. In this way, the active ingredients will be realised in accurately and defined way at the specific site of action. In this study, the most important pharmaceutical adjuvants are characterised and analysed via near infrared-spectroscopic methods. The powdery samples were measured by means of diffuse reflectance with six NIR-spectrometer. The obtained NIR-spectra were used to build a near infrared spectra library based on SpecInfo systems of the firm Chemical Concepts. Furthermore, discrimination analysis were carried out, while reference spectra were compared with the database for performing an identity control.
