The history of the economic and political co-operation between the 'Oslo states' as they came to be known Norway, Sweden, Denmark, Belgium, Luxembourg, Finland and the Netherlands between 1930 and 1940 is a subject almost ignored in the literature, though not in the files, of the inter-war period.' On closer research, it reveals very different aspects which link up with important themes of this period. Besides, leading politicians of these countries like Spaak, Colijn, Sandler, Munch and Bech were promoters of this alliance. The co-operation began with the signing of a trade agreement in Oslo hence 'Oslo states' in December 1930. The Convention of
