1. A convex programming approach for discrete-time Markov decision processes under the expected total reward criterion

Abstract

In this work, we study discrete-time Markov decision processes (MDPs) under constraints with Borel state and action spaces and where all the performance functions have the same form of the expected total reward (ETR) criterion over the infinite time horizon. One of our objective is to propose a convex programming formulation for this type of MDPs. It will be shown that the values of the constrained control problem and the associated convex program coincide and that if there exists an optimal solution to the convex program then there exists a stationary randomized policy which is optimal for the MDP. It will be also shown that in the framework of constrained control problems, the supremum of the expected total rewards over the set of randomized policies is equal to the supremum of the expected total rewards over the set of stationary randomized policies. We consider standard hypotheses such as the so-called continuity-compactness conditions and a Slater-type condition. Our assumptions are quite weak to deal with cases that have not yet been addressed in the literature. An example is presented to illustrate our results with respect to those of the literature.

Abstract

We report observations using the Swift/XRT, NuSTAR, and Chandra X-ray telescopes of the transient X-ray source CXOGC J174540.0-290005, during its 2013 outburst. Due to its location in the field of multiple observing campaigns targeting Sgr A*, this is one of the best-studied outbursts of a very faint X-ray binary (VFXB; peak $L_X<10^{36}$ erg/s) yet recorded, with detections in 173 ks of X-ray observations over 50 days. VFXBs are of particular interest, due to their unusually low outburst luminosities and time-averaged mass transfer rates, which are hard to explain within standard accretion physics and binary evolution. The 2013 outburst of CXOGC J174540.0-290005 peaked at $L_X$(2-10 keV)=$5.0\times10^{35}$ erg/s, and all data above $10^{34}$ ergs/s were well-fit by an absorbed power-law of photon index $\sim1.7$, extending from 2 keV out to $\sim$70 keV. Abstract

We present the X-ray timing and spectral evolution of the Galactic Center magnetar SGR J1745-2900 for the first ~4 months post-discovery using data obtained with the Nuclear Spectroscopic Telescope Array (NuSTAR)} and Swift observatories. Our timing analysis reveals a large increase in the magnetar spin-down rate by a factor of 2.60 +/- 0.07 over our data span. We further show that the change in spin evolution was likely coincident with a bright X-ray burst observed in 2013 June by Swift, and if so, there was no accompanying discontinuity in the frequency. We find that the source 3-10 keV flux has declined monotonically by a factor of ~2 over an 80-day period post-outburst accompanied by a ~20% decrease in the source's blackbody temperature, although there is evidence for both flux and kT having levelled off. We argue that the torque variations are likely to be magnetospheric in nature and will dominate over any dynamical signatures of orbital motion around Sgr A*., Comment: 26 pre-print pages, 6 figures, Accepted for publication in ApJ

Abstract

We report the first measurement of the neutrino-oxygen neutral-current quasielastic (NCQE) cross section. It is obtained by observing nuclear deexcitation $\gamma$-rays which follow neutrino-oxygen interactions at the Super-Kamiokande water Cherenkov detector. We use T2K data corresponding to $3.01 \times 10^{20}$ protons on target. By selecting only events during the T2K beam window and with well-reconstructed vertices in the fiducial volume, the large background rate from natural radioactivity is dramatically reduced. We observe 43 events in the $4-30$ MeV reconstructed energy window, compared with an expectation of 51.0, which includes an estimated 16.2 background events. The background is primarily nonquasielastic neutral-current interactions and has only 1.2 events from natural radioactivity. The flux-averaged NCQE cross section we measure is $1.55 \times 10^{-38}$ cm$^2$ with a 68\% confidence interval of $(1.22, 2.20) \times 10^{-38}$ cm$^2$ at a median neutrino energy of 630 MeV, compared with the theoretical prediction of $2.01 \times 10^{-38}$ cm$^2$., Comment: 10 pages, 6 figures

Abstract

The T2K experiment has reported the first observation of the appearance of electron neutrinos in a muon neutrino beam. The main and irreducible background to the appearance signal comes from the presence in the neutrino beam of a small intrinsic component of electron neutrinos originating from muon and kaon decays. In T2K, this component is expected to represent 1.2% of the total neutrino flux. A measurement of this component using the near detector (ND280), located 280 m from the target, is presented. The charged current interactions of electron neutrinos are selected by combining the particle identification capabilities of both the time projection chambers and electromagnetic calorimeters of ND280. The measured ratio between the observed electron neutrino beam component and the prediction is 1.01+-0.10 providing a direct confirmation of the neutrino fluxes and neutrino cross section modeling used for T2K neutrino oscillation analyses. Electron neutrinos coming from muons and kaons decay are also separately measured, resulting in a ratio with respect to the prediction of 0.68+-0.30 and 1.10+-0.14, respectively., Comment: 19 pages, 19 figures

Abstract

New data from the T2K neutrino oscillation experiment produce the most precise measurement of the neutrino mixing parameter theta_{23}. Using an off-axis neutrino beam with a peak energy of 0.6 GeV and a data set corresponding to 6.57 x 10^{20} protons on target, T2K has fit the energy-dependent nu_mu oscillation probability to determine oscillation parameters. Marginalizing over the values of other oscillation parameters yields sin^2 (theta_{23}) = 0.514 +0.055/-0.056 (0.511 +- 0.055), assuming normal (inverted) mass hierarchy. The best-fit mass-squared splitting for normal hierarchy is Delta m^2_{32} = (2.51 +- 0.10) x 10^{-3} eV^2/c^4 (inverted hierarchy: Delta m^2_{13} = (2.48 +- 0.10) x 10^{-3} eV^2/c^4). Adding a model of multinucleon interactions that affect neutrino energy reconstruction is found to produce only small biases in neutrino oscillation parameter extraction at current levels of statistical uncertainty., Comment: 8 pages, 4 figures. Abstract

A facility that can deliver beams of electron and muon neutrinos from the decay of a stored muon beam has the potential to unambiguously resolve the issue of the evidence for light sterile neutrinos that arises in short-baseline neutrino oscillation experiments and from estimates of the effective number of neutrino flavors from fits to cosmological data. In this paper, we show that the nuSTORM facility, with stored muons of 3.8 GeV/c $\pm$ 10%, will be able to carry out a conclusive muon neutrino appearance search for sterile neutrinos and test the LSND and MiniBooNE experimental signals with 10$\sigma$ sensitivity, even assuming conservative estimates for the systematic uncertainties. This experiment would add greatly to our knowledge of the contribution of light sterile neutrinos to the number of effective neutrino flavors from the abundance of primordial helium production and from constraints on neutrino energy density from the cosmic microwave background. Abstract

The T2K experiment has observed electron neutrino appearance in a muon neutrino beam produced 295 km from the Super-Kamiokande detector with a peak energy of 0.6 GeV. A total of 28 electron neutrino events were detected with an energy distribution consistent with an appearance signal, corresponding to a significance of 7.3$\sigma$ when compared to 4.92 $\pm$ 0.55 expected background events. In the PMNS mixing model, the electron neutrino appearance signal depends on several parameters including three mixing angles $\theta_{12}$, $\theta_{23}$, $\theta_{13}$, a mass difference $\Delta m^2_{32}$ and a CP violating phase $\delta_{\mathrm{CP}}$. In this neutrino oscillation scenario, assuming $|\Delta m^2_{32}| = 2.4 \times 10^{-3}$ $\rm eV^2$, $\sin^2 \theta_{23} = 0.5$, and $\Delta m^2_{32} >0$ ($\Delta m^2_{32} <0$), a best-fit value of $\sin^2 2 \theta_{13}$ = $0.140^{+0.038}_{-0.032}$ ($0.170^{+0.045}_{-0.037}$) is obtained at $\delta_{\mathrm{CP}}=0$. When combining the result with the current best knowledge of oscillation parameters including the world average value of $\theta_{13}$ from reactor experiments, some values of $\delta_{\mathrm{CP}}$ are disfavored at the 90% CL., Comment: 8 pages, 6 figures

Abstract

A search for neutron-antineutron (n-n¯) oscillation was undertaken in Super-Kamiokande using the 1489 live-day or 2.45×1034 neutron-year exposure data. This process violates both baryon and baryon minus lepton numbers by an absolute value of two units and is predicted by a large class of hypothetical models where the seesaw mechanism is incorporated to explain the observed tiny neutrino masses and the matter-antimatter asymmetry in the Universe. No evidence for n-n¯ oscillation was found; the lower limit of the lifetime for neutrons bound in O16, in an analysis that included all of the significant sources of experimental uncertainties, was determined to be 1.9×1032years at the 90% confidence level. The corresponding lower limit for the oscillation time of free neutrons was calculated to be 2.7×108s using a theoretical value of the nuclear suppression factor of 0.517×1023s-1 and its uncertainty.

No evidence for n-n¯ oscillation was found; the lower limit of the lifetime for neutrons bound in O16, in an analysis that included all of the significant sources of experimental uncertainties, was determined to be 1.9×1032years at the 90% confidence level. The corresponding lower limit for the oscillation time of free neutrons was calculated to be 2.7×108s using a theoretical value of the nuclear suppression factor of 0.517×1023s-1 and its uncertainty.

Abstract

The T2K collaboration reports a precision measurement of muon neutrino disappearance with an off-axis neutrino beam with a peak energy of 0.6 GeV. Near detector measurements are used to constrain the neutrino flux and cross section parameters. The Super-Kamiokande far detector, which is 295 km downstream of the neutrino production target, collected data corresponding to $3.01 \times 10^{20}$ protons on target. In the absence of neutrino oscillations, $205 \pm 17$ (syst.) events are expected to be detected and only 58 muon neutrino event candidates are observed. A fit to the neutrino rate and energy spectrum assuming three neutrino flavors, normal mass hierarchy and $\theta_{23}\leq \pi/4$ yields a best-fit mixing angle $\sin^2(2\theta_{23})=1.000$ and mass splitting $|\Delta m^2_{32}| =2.44 \times 10^{-3}$ eV$^2$/c$^4$. If $\theta_{23}\geq \pi/4$ is assumed, the best-fit mixing angle changes to $\sin^2(2\theta_{23})=0.999$ and the mass splitting remains unchanged., Comment: 8 pages, 4 figures, revised version accepted for publication in Physical Review Letters

Abstract

The nuSTORM facility has been designed to deliver beams of electron neutrinos and muon neutrinos (and their anti-particles) from the decay of a stored muon beam with a central momentum of 3.8 GeV/c and a momentum acceptance of 10%. The facility is unique in that it will: 1. Allow searches for sterile neutrinos of exquisite sensitivity to be carried out; 2. Serve future long- and short-baseline neutrino-oscillation programs by providing definitive measurements of electron neutrino and muon neutrino scattering cross sections off nuclei with percent-level precision; and 3. Constitutes the crucial first step in the development of muon accelerators as a powerful new technique for particle physics. The document describes the facility in detail and demonstrates its physics capabilities. This document was submitted to the Fermilab Physics Advisory Committee in consideration for Stage I approval.

Abstract

The nuSTORM facility has been designed to deliver beams of electron and muon neutrinos from the decay of a stored muon beam with a central momentum of 3.8 GeV/c and a momentum spread of 10%. The facility is unique in that it will: serve the future long- and short-baseline neutrino-oscillation programmes by providing definitive measurements of electron-neutrino- and muon-neutrino-nucleus cross sections with percent-level precision; allow searches for sterile neutrinos of exquisite sensitivity to be carried out; and constitute the essential first step in the incremental development of muon accelerators as a powerful new technique for particle physics. Of the world's proton-accelerator laboratories, only CERN and FNAL have the infrastructure required to mount nuSTORM. Since no siting decision has yet been taken, the purpose of this Expression of Interest (EoI) is to request the resources required to: investigate in detail how nuSTORM could be implemented at CERN; and develop options for decisive European contributions to the nuSTORM facility and experimental programme wherever the facility is sited. Abstract

The T2K collaboration: reports evidence for electron neutrino appearance at the atmospheric mass splitting, |\Delta m_{32}^2|=2.4x10^{-3} eV^2. An excess of electron neutrino interactions over background is observed from a muon neutrino beam with a peak energy of 0.6 GeV at the Super-Kamiokande (SK) detector 295 km from the beam's origin. Signal and background predictions are constrained by data from near detectors located 280 m from the neutrino production target. We observe 11 electron neutrino candidate events at the SK detector when a background of 3.3\pm0.4(syst.) events is expected. The background-only hypothesis is rejected with a p-value of 0.0009 (3.1\sigma), and a fit assuming \nu_{\mu}->\nu_e oscillations with sin^2(2\theta_{23})=1, \delta_{CP}=0 and |\Delta m_{32}^2|=2.4x10^{-3} eV^2 yields sin^2(2\theta_{13})=0.088^{+0.049}_{-0.039}(stat.+syst.)., Comment: 43 pages, 41 figures

Abstract

T2K has performed the first measurement of \nu{\mu} inclusive charged current interactions on carbon at neutrino energies of ~1 GeV where the measurement is reported as a flux-averaged double differential cross section in muon momentum and angle. The flux is predicted by the beam Monte Carlo and external data, including the results from the NA61/SHINE experiment. The data used for this measurement were taken in 2010 and 2011, with a total of 10.8 x 10^{19} protons-on-target. The analysis is performed on 4485 inclusive charged current interaction candidates selected in the most upstream fine-grained scintillator detector of the near detector. The flux-averaged total cross section is <\sigma_CC>_\phi =(6.91 +/- 0.13 (stat) +/- 0.84 (syst)) x10^{-39} cm^2/nucleon for a mean neutrino energy of 0.85 GeV.

Abstract

The Tokai-to-Kamioka (T2K) experiment studies neutrino oscillations using an off-axis muon neutrino beam with a peak energy of about 0.6 GeV that originates at the J-PARC accelerator facility. Interactions of the neutrinos are observed at near detectors placed at 280 m from the production target and at the far detector -- Super-Kamiokande (SK) -- located 295 km away. The flux prediction is an essential part of the successful prediction of neutrino interaction rates at the T2K detectors and is an important input to T2K neutrino oscillation and cross section measurements. A FLUKA and GEANT3 based simulation models the physical processes involved in the neutrino production, from the interaction of primary beam protons in the T2K target, to the decay of hadrons and muons that produce neutrinos. The simulation uses proton beam monitor measurements as inputs. The modeling of hadronic interactions is re-weighted using thin target hadron production data, including recent charged pion and kaon measurements from the NA61/SHINE experiment. For the first T2K analyses the uncertainties on the flux prediction are evaluated to be below 15% near the flux peak. Abstract

Searches for a nucleon decay into a charged anti-lepton (e^+ or {\mu}^+) plus a light meson ({\pi}^0, {\pi}^-, {\eta}, {\rho}^0, {\rho}^-, {\omega}) were performed using the Super-Kamiokande I and II data. Twelve nucleon decay modes were searched for. The total exposure is 140.9 kiloton \cdot years, which includes a 91.7 kiloton \cdot year exposure (1489.2 live days) of Super-Kamiokande-I and a 49.2 kiloton \cdot year exposure (798.6 live days) of Super-Kamiokande-II. The number of candidate events in the data was consistent with the atmospheric neutrino background expectation. No significant evidence for a nucleon decay was observed in the data. Thus, lower limits on the nucleon partial lifetime at 90% confidence level were obtained. The limits range from 3.6 \times 10^31 to 8.2 \times 10^33 years, depending on the decay modes., Comment: 25 pages, 18 figures

Abstract

We report a measurement of muon-neutrino disappearance in the T2K experiment. The 295-km muon-neutrino beam from Tokai to Kamioka is the first implementation of the off-axis technique in a long-baseline neutrino oscillation experiment. With data corresponding to 1.43 10**20 protons on target, we observe 31 fully-contained single muon-like ring events in Super-Kamiokande, compared with an expectation of 104 +- 14 (syst) events without neutrino oscillations. The best-fit point for two-flavor nu_mu -> nu_tau oscillations is sin**2(2 theta_23) = 0.98 and |\Delta m**2_32| = 2.65 10**-3 eV**2. The boundary of the 90 % confidence region includes the points (sin**2(2 theta_23),|\Delta m**2_32|) = (1.0, 3.1 10**-3 eV**2), (0.84, 2.65 10**-3 eV**2) and (1.0, 2.2 10**-3 eV**2)., Comment: 7 pages, 4 figures

Abstract

The International Design Study for the Neutrino Factory (the IDS-NF) was established by the community at the ninth "International Workshop on Neutrino Factories, super-beams, and beta- beams" which was held in Okayama in August 2007. The IDS-NF mandate is to deliver the Reference Design Report (RDR) for the facility on the timescale of 2012/13. In addition, the mandate for the study [3] requires an Interim Design Report to be delivered midway through the project as a step on the way to the RDR. This document, the IDR, has two functions: it marks the point in the IDS-NF at which the emphasis turns to the engineering studies required to deliver the RDR and it documents baseline concepts for the accelerator complex, the neutrino detectors, and the instrumentation systems. The IDS-NF is, in essence, a site-independent study. Example sites, CERN, FNAL, and RAL, have been identified to allow site-specific issues to be addressed in the cost analysis that will be presented in the RDR. The choice of example sites should not be interpreted as implying a preferred choice of site for the facility.

Abstract

Precise measurement of neutrino beam direction and intensity was achieved based on a new concept with modularized neutrino detectors. INGRID (Interactive Neutrino GRID) is an on-axis near detector for the T2K long baseline neutrino oscillation experiment. INGRID consists of 16 identical modules arranged in horizontal and vertical arrays around the beam center. The module has a sandwich structure of iron target plates and scintillator trackers. INGRID directly monitors the muon neutrino beam profile center and intensity using the number of observed neutrino events in each module. The neutrino beam direction is measured with accuracy better than 0.4 mrad from the measured profile center. Abstract

A search for neutron-antineutron ($n-\bar{n}$) oscillation was undertaken in Super-Kamiokande using the 1489 live-day or $2.45 \times 10^{34}$ neutron-year exposure data. This process violates both baryon and baryon minus lepton numbers by an absolute value of two units and is predicted by a large class of hypothetical models where the seesaw mechanism is incorporated to explain the observed tiny neutrino masses and the matter-antimatter asymmetry in the Universe. No evidence for $n-\bar{n}$ oscillation was found, the lower limit of the lifetime for neutrons bound in ${}^{16}$O, in an analysis that included all of the significant sources of experimental uncertainties, was determined to be $1.9 \times 10^{32}$~years at the 90\% confidence level. The corresponding lower limit for the oscillation time of free neutrons was calculated to be $2.7 \times 10^8$~s using a theoretical value of the nuclear suppression factor of $0.517 \times 10^{23}$~s$^{-1}$ and its uncertainty., Comment: 8 pages, 2 figures

Abstract

In this paper we study non-standard neutrino interactions as an example of physics beyond the standard model using atmospheric neutrino data collected during the Super-Kamiokande I(1996-2001) and II(2003-2005) periods. We focus on flavor-changing-neutral-currents (FCNC), which allow neutrino flavor transitions via neutral current interactions, and effects which violate lepton non-universality (NU) and give rise to different neutral-current interaction-amplitudes for different neutrino flavors. We obtain a limit on the FCNC coupling parameter, varepsilon_{mu tau}, |varepsilon_{mu tau}|<1.1 x 10^{-2} at 90%C.L. and various constraints on other FCNC parameters as a function of the NU coupling, varepsilon_{e e}. Abstract

We present a search for differences in the oscillations of antineutrinos and neutrinos in the Super-Kamiokande -I, -II, and -III atmospheric neutrino sample. Under a two-flavor disappearance model with separate mixing parameters between neutrinos and antineutrinos, we find no evidence for a difference in oscillation parameters. Best fit antineutrino mixing is found to be at (dm2bar, sin2 2 thetabar) = (2.0x10^-3 eV^2, 1.0) and is consistent with the overall Super-K measurement., Comment: 6 pages, 4 figures. Figure updated

Abstract

We present the result of an indirect search for high energy neutrinos from WIMP annihilation in the Sun using upward-going muon (upmu) events at Super-Kamiokande. Datasets from SKI-SKIII (3109.6 days) were used for the analysis. We looked for an excess of neutrino signal from the Sun as compared with the expected atmospheric neutrino background in three upmu categories: stopping, non-showering, and showering. No significant excess was observed. The 90% C.L. upper limits of upward-going muon flux induced by WIMPs of 100 GeV/c$^2$ were 6.4$\times10^{-15}$ cm$^{-2}$ sec$^{-1}$ and 4.0$\times10^{-15}$ cm$^{-2}$ sec$^{-1}$ for the soft and hard annihilation channels, respectively. These limits correspond to upper limits of 4.5$\times10^{-39}$ cm$^{-2}$ and 2.7$\times10^{-40}$ cm$^{-2}$ for spin-dependent WIMP-nucleon scattering cross sections in the soft and hard annihilation channels, respectively., Comment: Add journal reference. Abstract

The T2K experiment observes indications of $\nu_\mu\rightarrow \nu_e$ appearance in data accumulated with $1.43\times10^{20}$ protons on target. Six events pass all selection criteria at the far detector. In a three-flavor neutrino oscillation scenario with $|\Delta m_{23}^2|=2.4\times10^{-3}$ eV$^2$, $\sin^2 2\theta_{23}=1$ and $\sin^2 2\theta_{13}=0$, the expected number of such events is 1.5$\pm$0.3(syst.). Under this hypothesis, the probability to observe six or more candidate events is 7$\times10^{-3}$, equivalent to 2.5$\sigma$ significance. At 90% C.L., the data are consistent with 0.03(0.04)$<\sin^2 2\theta_{13}<$ 0.28(0.34) for $\delta_{\rm CP}=0$ and a normal (inverted) hierarchy., Comment: 20 pages, 6 figures, version published in PRL

Abstract

The T2K experiment is a long-baseline neutrino oscillation experiment. Its main goal is to measure the last unknown lepton sector mixing angle {\theta}_{13} by observing {\nu}_e appearance in a {\nu}_{\mu} beam. It also aims to make a precision measurement of the known oscillation parameters, {\Delta}m^{2}_{23} and sin^{2} 2{\theta}_{23}, via {\nu}_{\mu} disappearance studies. Other goals of the experiment include various neutrino cross section measurements and sterile neutrino searches. The experiment uses an intense proton beam generated by the J-PARC accelerator in Tokai, Japan, and is composed of a neutrino beamline, a near detector complex (ND280), and a far detector (Super-Kamiokande) located 295 km away from J-PARC. Abstract

The results of the third phase of the Super-Kamiokande solar neutrino measurement are presented and compared to the first and second phase results. With improved detector calibrations, a full detector simulation, and improved analysis methods, the systematic uncertainty on the total neutrino flux is estimated to be ?2.1%, which is about two thirds of the systematic uncertainty for the first phase of Super-Kamiokande. The observed 8B solar flux in the 5.0 to 20 MeV total electron energy region is 2.32+/-0.04 (stat.)+/-0.05 (sys.) *10^6 cm^-2sec^-1, in agreement with previous measurements. A combined oscillation analysis is carried out using SK-I, II, and III data, and the results are also combined with the results of other solar neutrino experiments. The best-fit oscillation parameters are obtained to be sin^2 {\theta}12 = 0.30+0.02-0.01(tan^2 {\theta}12 = 0.42+0.04 -0.02) and {\Delta}m2_21 = 6.2+1.1-1.9 *10^-5eV^2. Combined with KamLAND results, the best-fit oscillation parameters are found to be sin^2 {\theta}12 = 0.31+/-0.01(tan^2 {\theta}12 = 0.44+/-0.03) and {\Delta}m2_21 = 7.6?0.2*10^-5eV^2 . The 8B neutrino flux obtained from global solar neutrino experiments is 5.3+/-0.2(stat.+sys.)*10^6cm^-2s^-1, while the 8B flux becomes 5.1+/-0.1(stat.+sys.)*10^6cm^-2s^-1 by adding KamLAND result. In a three-flavor analysis combining all solar neutrino experiments, the upper limit of sin^2 {\theta}13 is 0.060 at 95% C.L.. After combination with KamLAND results, the upper limit of sin^2 {\theta}13 is found to be 0.059 at 95% C.L.., Comment: 19 pages, 33 figures in the main text. Abstract

We present a search for non-zero theta_{13} and deviations of sin^2 theta_{23} from 0.5 in the oscillations of atmospheric neutrino data from Super-Kamiokande -I, -II, and -III. No distortions of the neutrino flux consistent with non-zero theta_{13} are found and both neutrino mass hierarchy hypotheses are in agreement with the data. The data are best fit at Delta m^2 = 2.1 x 10^-3 eV^2, sin^2 theta_{13} = 0.0, and sin^2 theta_{23} =0.5. In the normal (inverted) hierarchy theta_{13} and Delta m^2 are constrained at the one-dimensional 90% C.L. to sin^2 theta_{13} < 0.04 (0.09) and 1.9 (1.7) x 10^-3 < Delta m^2 < 2.6 (2.7) x 10^-3 eV^2. Abstract

This paper updates and improves the study of electron neutrino appearance in the framework of two far detectors at different oscillation maxima, specifically, Tokai-To-Kamioka-to-Korea. We used a likelihood based on reconstructed quantities to distinguish charged current $\nu_e$ interactions from neutral current background. We studied the efficiency of the likelihood for a 20% photo-coverage in comparison of a 40% photo-coverage. We used a detailed neutrino event simulation to estimate the neutral current background. With these analysis tools we studied the sensitivity of the proposed experiment to CP violation and mass hierarchy as a function of the off-axis angle., Comment: 7 pages, 6 figures

Abstract

The main goal of this paper is to apply the so-called policy iteration algorithm (PIA) for the long run average continuous control problem of piecewise deterministic Markov processes (PDMP's) taking values in a general Borel space and with compact action space depending on the state variable. In order to do that we first derive some important properties for a pseudo-Poisson equation associated to the problem. In the sequence it is shown that the convergence of the PIA to a solution satisfying the optimality equation holds under some classical hypotheses and that this optimal solution yields to an optimal control strategy for the average control problem for the continuous-time PDMP in a feedback form.

Abstract

The Tokai to Kamioka (T2K) experiment studies neutrino oscillations using a beam of muon neutrinos produced by an accelerator. The neutrinos travel from J-PARC on the east coast of Japan and are detected 295 kilometers further away in the Super-Kamiokande detector. A complex of near detectors located 280 meters away from the neutrino production target is used to better characterize the neutrino beam and reduce systematic uncertainties. The experiment aims at measuring electronic neutrino appearance (νμ→νe oscillation) to measure the neutrino mixing angle θ13, and muon neutrino disappearance to measure the neutrino mixing angle θ23 and mass splitting |δm322|. We report here electron neutrino appearance results using three years of data, recorded until the 2012 summer, as well as muon neutrino disappearance results based on the data coming from the first two years of the experiment. © 2013 Elsevier B.V.

Abstract

This paper deals with the long run average continuous control problem of piecewise deterministic Markov processes (PDMP's) taking values in a general Borel space and with compact action space depending on the state variable. The control variable acts on the jump rate and transition measure of the PDMP, and the running and boundary costs are assumed to be positive but not necessarily bounded. Our first main result is to obtain an optimality equation for the long run average cost in terms of a discrete-time optimality equation related to the embedded Markov chain given by the post-jump location of the PDMP. Our second main result guarantees the existence of a feedback measurable selector for the discrete-time optimality equation by establishing a connection between this equation and an integro-differential equation. Our final main result is to obtain some sufficient conditions for the existence of a solution for a discrete-time optimality inequality and an ordinary optimal feedback control for the long run average cost using the so-called vanishing discount approach., Comment: 34 pages

Abstract

The T2K Collaboration reports a precision measurement of muon neutrino disappearance with an off-axis neutrino beam with a peak energy of 0.6 GeV. Near detector measurements are used to constrain the neutrino flux and cross section parameters. The Super-Kamiokande far detector, which is 295 km downstream of the neutrino production target, collected data corresponding to 3.01×10(20) protons on target. In the absence of neutrino oscillations, 205±17 (syst) events are expected to be detected while only 58 muon neutrino event candidates are observed. A fit to the neutrino rate and energy spectrum, assuming three neutrino flavors and normal mass hierarchy yields a best-fit mixing angle sin2(θ23)=0.514±0.082 and mass splitting |Δm(32)(2)|=2.44(-0.15)(+0.17)×10(-3) eV2/c4. Our result corresponds to the maximal oscillation disappearance probability.

Abstract

This report provides the results of an extensive and important study of the potential for a U.S. scientific program that will extend our knowledge of neutrino oscillations well beyond what can be anticipated from ongoing and planned experiments worldwide. The program examined here has the potential to provide the U.S. particle physics community with world leading experimental capability in this intensely interesting and active field of fundamental research. Furthermore, this capability could be unique compared to anywhere else in the world because of the available beam intensity and baseline distances. The present study was initially commissioned in April 2006 by top research officers of Brookhaven National Laboratory and Fermi National Accelerator Laboratory and, as the study evolved, it also provided responses to questions formulated and addressed to the study group by the Neutrino Scientific Advisory Committee (NuSAG) of the U.S. DOE and NSF. The participants in the study, its Charge and history, plus the study results and conclusions are provided in this report and its appendices. Abstract

The T2K Collaboration reports evidence for electron neutrino appearance at the atmospheric mass splitting, |Δm322|≈2.4×10-3 eV2. An excess of electron neutrino interactions over background is observed from a muon neutrino beam with a peak energy of 0.6 GeV at the Super-Kamiokande (SK) detector 295 km from the beam's origin. Signal and background predictions are constrained by data from near detectors located 280 m from the neutrino production target. We observe 11 electron neutrino candidate events at the SK detector when a background of 3.3±0.4(syst) events is expected. The background-only hypothesis is rejected with a p value of 0.0009 (3.1σ), and a fit assuming νμ→νe oscillations with sinâ¡22θ23=1, δCP=0 and |Δm322|=2.4×10-3 eV2 yields sinâ¡22θ13=0.088-0.039+0. 049(stat+syst). © 2013 American Physical Society.
