Abstract

The Global Alliance for Genomics and Health (GA4GH) aims to accelerate biomedical advances by enabling the responsible sharing of clinical and genomic data through both harmonized data aggregation and federated approaches. The decreasing cost of genomic sequencing (along with other genome-wide molecular assays) and increasing evidence of its clinical utility will soon drive the generation of sequence data from tens of millions of humans, with increasing levels of diversity. In this perspective, we present the GA4GH strategies for addressing the major challenges of this data revolution. We describe the GA4GH organization, which is fueled by the development efforts of eight Work Streams and informed by the needs of 24 Driver Projects and other key stakeholders. We present the GA4GH suite of secure, interoperable technical standards and policy frameworks and review the current status of standards, their relevance to key domains of research and clinical care, and future plans of GA4GH. Broad international participation in building, adopting, and deploying GA4GH standards and frameworks will catalyze an unprecedented effort in data sharing that will be critical to advancing genomic medicine and ensuring that all populations can access its benefits.

La dernière décennie de Michel Foucault a coïncidé avec l’agonie des espoirs de transformation sociale qui avaient marqué l’après-guerre. Face à cette « fin de la révolution », le philosophe a tenté de réinventer la manière dont nous pensons la politique et la résistance, ce que sa génération n’avait, jugeait-il, pas réussi à faire. C’est dans cette perspective qu’il s’est intéressé au néolibéralisme en tant qu’outil permettant de repenser les fondements conceptuels de la gauche et d’imaginer une gouvernementalité plus tolérante aux expérimentations sociales, ouvrant un espace aux pratiques minoritaires et à une plus grande autonomie du sujet vis-à-vis de lui-même. Le moyen, en somme, de réaliser le projet énoncé à la fin de sa vie, celui de n’être « pas tellement gouverné ». Et c’est ainsi que, dans sa quête d’une « gouvernementalité de gauche », Foucault a anticipé et contribué, en quelque sorte, au façonnement de la situation politique contemporaine.

Abstract

State Phobia and Civil Society draws extensively upon the work of Michel Foucault to argue for the necessity of the concept of the state in political and social analysis. In so doing, it takes on not only the dominant view in the human sciences that the concept of the state is outmoded, but also the large interpretative literature on Foucault, which claims that he displaces the state for a de-centered analytics of power. Understanding Foucault means understanding all his interlocutors?whether Marxists, Maoists, neoliberals, or social democrats. It requires turning to Foucault's colleagues, including Deleuze and Guattari, François Ewald, and Blandine Kreigel, in relation to whom he carved out a position. And it entails an examination of his legacy in Hardt and Negri, the theorists of Empire, or in Nikolas Rose, the influential English sociologist. Foucault's own view is highly ambiguous: he claims to be concerned with the exercise of political sovereignty, yet his work cannot make visible the concept of the state. Moving beyond Foucault, the authors outline new ways of conceiving the state's role in establishing social order and in mediating between an inequality-producing capitalist economy and the juridical equality and political rights of individuals. Arguing that states and their cooperation remain of vital importance to resolving contemporary crises, they demonstrate the interdependence of state and civil society and the necessity of social forms of governance.

Abstract

The 2014 release of a new set of purchasing power parity conversion factors (PPPs) for 2011 has prompted a revision of the international poverty line. In order to preserve the integrity of the goalposts for international targets such as the Sustainable Development Goals and the World Bank?s twin goals, the new poverty line was chosen so as to preserve the definition and real purchasing power of the earlier $1.25 line (in 2005 PPPs) in poor countries. Using the new 2011 PPPs, the new line equals $1.90 per person per day. The higher value of the line in US dollars reflects the fact that the new PPPs yield a relatively lower purchasing power of that currency vis-à-vis those of most poor countries. Because the line was designed to preserve real purchasing power in poor countries, the revisions lead to relatively small changes in global poverty incidence: from 14.5 percent in the old method to 14.1 percent in the new method for 2011. In 2012, the new reference year for the global count, we find 12.7 percent of the world?s population, or 897 million people, are living in extreme poverty. There are changes in the regional composition of poverty, but they are also relatively small. This paper documents the detailed methodological decisions taken in the process of updating both the poverty line and the consumption and income distributions at the country level, including issues of inter-temporal and spatial price adjustments. It also describes various caveats, limitations, perils and pitfalls of the approach taken.

Abstract

Poverty estimates based on enumeration from a single point in time form the cornerstone for much of the literature on poverty. Households are typically interviewed once about their consumption or income, and their wellbeing is assessed from their responses. Global estimates of poverty that aggregate poverty counts from all countries implicitly assume that the counts are comparable. This paper illustrates that this assumption of comparability is potentially invalid when households are interviewed multiple times with repeat visits throughout the year. The paper provides an example from Jordan, where the internationally comparable approach of handling the data from repeat visits yields a poverty rate that is 26 percent greater than the rate that is currently reported as the official estimate. The paper also explores alternative definitions of poverty, informed in part by the psychological and biophysical literature on the long-run effects of short-term exposure to poverty or generally adverse environments. This alternative concept of poverty suggests that the prevalence of those who have been affected by poverty in Jordan during 2010 is more than twice as large as the official 2010 estimate of poverty.

Abstract

With the recent release of the 2011 purchasing power parity (PPP) data from the International Comparison Program (ICP), analysts and institutions are confronted with the question of whether and how to use them for global poverty estimation. The previous round of PPP data from 2005 led to a large increase in the estimated number of poor in the world. The 2011 price data suggest that developing countries? incomes in PPP-adjusted dollars are significantly higher than indicated by the 2005 PPP data. This has created the anticipation that the new PPP data will decrease significantly the count of poor people in the world. This paper presents evidence that if the global poverty line is updated with the 2011 PPP data based on the same set of national poverty lines that define the $1.25 line in 2005 PPPs, and if the 2011 PPP conversion factors are used without adjustments to selected countries, the 2011 poverty rate is within half a percentage point of the current global estimate based on 2005 PPPs. The analysis also indicates that the goal of ?ending? extreme poverty by 2030 continues to be an ambitious one.

Abstract

With the recent release of the 2011 purchasing power parity (PPP) data from the International Comparison Program (ICP), analysts and institutions are confronted with the question of whether and how to use them for global poverty estimation. The previous round of PPP data from 2005 led to a large increase in the estimated number of poor in the world. The 2011 price data suggest that developing countries’ incomes in PPP-adjusted dollars are significantly higher than indicated by the 2005 PPP data. This has created the anticipation that the new PPP data will decrease significantly the count of poor people in the world. Este trabajo identifica e investiga lo que se llama el Efecto Malthus desde dos perspectivas: una teórico-genealógica y la otra empírico-diagnóstica. La primera se relaciona con las implicaciones de la genealogía de M. Foucault y su idea del gobierno moderno. La segunda, sugiere que las preocupaciones de Malthus tienen una influencia que está presente en la política reciente y contemporánea. En ellas encontraremos un gobierno de la vida que asocia la cuestión de la pobreza con la población, como un problema tanto nacional como internacional, y relaciona la biopolítica con asuntos de seguridad nacional siendo a la vez una fuente clave en el moderno movimiento ambientalista; el cual permanece presente en áreas como reformas en prestaciones sociales y política de inmigración así como en cuestiones de sostenibilidad y el sistema social de salud. En este caso, toma la forma de genopolítica, una política de la capacidad reproductora de las poblaciones humanas y de la especie humana. Abstract

State Phobia and Civil Society draws extensively upon the work of Michel Foucault to argue for the necessity of the concept of the state in political and social analysis. In so doing, it takes on not only the dominant view in the human sciences that the concept of the state is outmoded, but also the large interpretative literature on Foucault, which claims that he displaces the state for a de-centered analytics of power. Understanding Foucault means understanding all his interlocutors?whether Marxists, Maoists, neoliberals, or social democrats. It requires turning to Foucault's colleagues, including Deleuze and Guattari, François Ewald, and Blandine Kreigel, in relation to whom he carved out a position. And it entails an examination of his legacy in Hardt and Negri, the theorists of Empire, or in Nikolas Rose, the influential English sociologist. Foucault's own view is highly ambiguous: he claims to be concerned with the exercise of political sovereignty, yet his work cannot make visible the concept of the state. Moving beyond Foucault, the authors outline new ways of conceiving the state's role in establishing social order and in mediating between an inequality-producing capitalist economy and the juridical equality and political rights of individuals. Arguing that states and their cooperation remain of vital importance to resolving contemporary crises, they demonstrate the interdependence of state and civil society and the necessity of social forms of governance.

Abstract

Bronchial asthma is characterized by episodic airway obstruction and associated with wheezing, a bronchodilator response, an elevation in total serum IgE, and atopy. To determine whether asthma is more common in subjects with severe alpha 1-antitrypsin deficiency (alpha 1-ATD) and airway obstruction, we compared 38 patients who had this condition (Group 1) with 22 control patients with chronic obstructive pulmonary disease (COPD) (Group 2) and with five subjects with alpha 1-ATD and normal spirometry (Group 3). Subjects were evaluated with a symptom questionnaire, pulmonary function testing, intradermal allergen testing, and serum IgE measurement. Self-reported wheezing was a common symptom in all patient groups, but attacks of wheezing with dyspnea were significantly more common in Group 1. Of those patients with airway obstruction, more than 50% showed a bronchodilator response whether suffering from alpha 1-ATD or not. Atopy was more common in Group 1 than in Group 2 (48% versus 27%). Mean serum IgE for all groups was similar but significantly greater in patients with atopy. We estimated the prevalence of asthma in the study groups on the basis of the criteria of attacks of wheezing, reversible airway obstruction, atopy, and that increased IgE. The proportion of patients with asthma in Group 1 was significantly greater than that in Group 2 (22% versus 5%, p0.05). Our study shows that with control for the degree of airway obstruction, asthma, as defined, is more common in patients with alpha 1-ATD than in those without it. We suggest that a lack of alpha 1-AT in airways increases the propensity to develop asthma.
