1. Development of the text of the Ramsar Convention: 1965-1971

Abstract

The ‘Ramsar’ Convention on Wetlands was the first of the modern era global biodiversity conventions and remains the only multilateral environmental agreement focused on a single group of ecosystem types. At the time of initial discussions within the wetland conservation science community in the late 1960s, its ambition was unprecedented, with no successful models to draw upon, especially with regard to novel concepts such as the modus for an ‘internationally protected site’. Drawing on previously unpublished draft texts, we track the Convention’s textual development to its ultimate agreement in 1971. During this period its geographic scope changed from an initial European to global focus, whereas core obligations related to the designation of internationally important wetlands and the provision of secretariat coordination functions were substantively developed. We present (as supplementary material) all draft texts, from 1965 to 1971, previously unavailable online.

Abstract

The proposed Universal Declaration of the Rights of Wetlands is consistent with the principles of the rights of Nature, and reframes the human–wetlands paradigm away from one of degradation and loss to one of ecological sustainability that supports the Web of Life and continued delivery of Nature’s contributions to people. Given the significance of the role of wetlands in reversing climate destabilisation and biodiversity degradation and loss, the paradigm shift engendered by a Declaration opens new possibilities to align wetlands, climate, and biodiversity policy, consistent with the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services and Intergovernmental Panel on Climate Change (2021) proposals, to guide effective governmental and non-governmental mechanisms. Widening the acceptance of the concepts presented in the Declaration is part of a process to reframe human–wetlands relationships, and is ongoing and iterative.

Abstract

Drawing on the experience and lessons of wetland researchers and managers in Australia and New Zealand, we examined the implications of climate change for wetland policy and management, and identified potential adaptation responses and the information needed to support these. First, we considered wetland vulnerability to climate change, focusing on wetland exposure and sensitivity. We then outlined the existing policy context for dealing with climate change, with an emphasis on the Ramsar Convention on Wetlands. We then considered how the objectives and targets for wetland management can be set in the face of climate change, how management can be adapted to climate change given the uncertainties involved, and how we can monitor and evaluate wetland condition in the face of climate change. We concluded with a set of principles to guide adaptation of wetland conservation and management policy to climate change.

Abstract

We examined changes in body composition of Red Knots (Calidris canutus islandica) following arrival on their High Arctic breeding grounds at Alert, Ellesmere Island, Canada. Knots arrived in late May and early June with large fat and muscle stores. In the next two weeks, fat and protein stores (pectoral muscles) declined, while increases occurred in gizzard, proventriculus, gut length, heart, liver, and possibly gonads. Most stores were used before egg laying occurred and were therefore not available for egg formation. Early development of ova in some females suggests that body stores may be incorporated into the earliest eggs. While stores may be used for survival when conditions are difficult after arrival, their rapid loss and the concomitant increase in other organs suggests that a major function may be to facilitate a transformation from a physiological state suitable for mi gration to one suitable, and possibly required, for successful breeding.

Abstract

Effective treatment of recurrent drug-refractory ventricular tachycardia is difficult, and conventional pharmacological and interventional approaches are often ineffective. We present a novel case report illustrating the potential use of omega-3 fatty acid supplementation in such patients.

Abstract

Approximately 50% of the forearm vasodilatation to intra-arterial infusions of acetylcholine is mediated by endothelium-derived nitric oxide. These conclusions have been derived from venous occlusion plethysmographic measurements of total forearm blood flow during co-infusions of acetylcholine and NG-monomethyl-L-arginine (L-NMMA), an inhibitor of nitric oxide synthase. Since venous occlusion plethysmography measures total limb blood flow, the relative proportion of the measurement from skin cannot be determined precisely. To determine the effects of acetylcholine on skin specifically, we have used laser Doppler flowmetry to measure vascular responses to local iontophoresis of acetylcholine in the forearm of normal male volunteers. To elucidate the possible mechanisms of cutaneous vasodilatation to acetylcholine, vascular responses were measured before and after systemic inhibition of prostanoid production and nitric oxide synthesis by oral aspirin (600 mg daily for 3 days) and intravenous L-NMMA (3 mg/kg for 60 min), respectively. After aspirin administration, dose-dependent vascular responses to acetylcholine were reduced significantly by approximately 53% (p < 0.005, ANOVA). In contrast, intravenous L-NMMA appeared to have no significant effect on cutaneous vascular responses to acetylcholine. While the role of nitric oxide is uncertain, vasodilatation to acetylcholine in the forearm skin is mediated largely by a prostanoid-dependent mechanism. Assessment of cutaneous vascular responses to iontophoresis of acetylcholine may, therefore, be useful in diseases where abnormal endothelium-dependent prostanoid function has been implicated.

Abstract

Background: Atrial and B-type natriuretic peptide are both known to be antagonists of the renin-angiotensin system. C-type natriuretic peptide (CNP) is a new member of this family except that its principal source is the vascular endothelium. This study tested the hypothesis that CNP is a local inhibitor of vascular angiotensin-converting enzyme (ACE) activity., Methods and Results: Vascular ACE activity was assessed by the differential vascular response to angiotensin I and angiotensin II. Healthy male volunteers were studied with the use of brachial artery infusions of angiotensin I and angiotensin II at two doses, with and without coinfusion of CNP at 500 pmol/min (n=8) and hydralazine at 10 microgram/min (n=8) (as a nonspecific vasodilator control). CNP alone and hydralazine alone caused similar increases in forearm blood flow (CNP+, 93.0+/-14.8%; hydralazine+, 84.2+/-22.6%). CNP inhibited the vasoconstrictive effect of angiotensin I (reduction in overall effect with CNP, 56.8+/-12.9%, P<.001) but not that of angiotensin II. Hydralazine did not significantly inhibit the effect of either angiotensin I or angiotensin II., Conclusions: This evidence of a differential effect of CNP on the vascular response to angiotensin I but not to angiotensin II suggest that CNP acts as a local endogenous regulator of vascular ACE activity in the human forearm resistance vessels.
