Abstract: Because it is not possible to identify species with echosounders alone, trawling is widely used as a method for collecting species and size composition data for allocating acoustic fish density estimates to species or size groups. In the Laurentian Great Lakes, data from midwater trawls are commonly used for such allocations. However, there are no rules for how much midwater trawling effort is required to adequately describe species and size composition of the pelagic fish communities in these lakes, so the balance between acoustic sampling effort and trawling effort has been unguided. We used midwater trawl data collected between 1986 and 2008 in lakes Michigan and Huron and a variety of analytical techniques to develop guidance for appropriate levels of trawl effort. We used multivariate regression trees and re-sampling techniques to i. identify factors that influence species and size composition of the pelagic fish communities in these lakes, ii. identify stratification schemes for the two lakes, iii. determine if there was a relationship between uncertainty in catch composition and the number of tows made, and iv. predict the number of tows required to reach desired uncertainty targets. We found that depth occupied by fish below the surface was the most influential explanatory variable. Catch composition varied between lakes at depths <38.5m below the surface, but not at depths ≥38.5m below the surface. Year, latitude, and bottom depth influenced catch composition in the near-surface waters of Lake Michigan, while only year was important for Lake Huron surface waters. There was an inverse relationship between RSE [relative standard error=100×(SE/mean)] and the number of tows made for the proportions of the different size and species groups. We found for the fifth (Lake Huron) and sixth (Lake Michigan) largest lakes in the world, 15–35 tows were adequate to achieve target RSEs (15% and 30%) for ubiquitous species, but rarer species required much higher, and at times, impractical effort levels to reach these targets. Excessive mortality from spawning through the first year of life is likely responsible for recruitment failures in many lake trout (Salvelinus namaycush) populations. We evaluated relationships between interstitial predator species and lake trout egg deposition in three regions of the Great Lakes. The introduced crayfish Orconectes rusticus dominated the nearshore zone in northern Lake Michigan, whereas other sites in Lake Michigan and Parry Sound were dominated by native Orconectes propinquus. In Lake Champlain, sculpin (Cottus spp.) were the most common interstitial predator, yet densities were comparable with those in Lake Michigan. Predator densities in Lake Michigan (mean ± standard error = 15.5 ± 0.4 predators·m–2) were twice those in Lake Champlain or Parry Sound (6 ± 1 predators·m–2). Densities of eggs were higher in Lake Champlain (2994.1 ± 398.3 eggs·m–2) and Parry Sound (454.7 ± 36.3) than in Lake Michigan (7.5 ± 1.3; Kruskal-Wallis, P ≤ 0.05). Ratios of eggs to predator provide simple measures of the effectiveness of lake trout rehabilitation efforts. The average ratio calculated from 10 successful spawning locations is 190 eggs·predator–1·m–2. After reading the article by Dettmers et al. in the November 2012 issue ofFisheries(“Management of Alewife Using Pacific Salmon in the Great Lakes: Whether to Manage for Economics or the Ecosystem?”), we feel compelled to respond and to present a different perspective on this important management issue. Despite the generally positive contribution to Great Lakes literature made by this article, it contains several inaccuracies concerning the past and current state of Great Lakes ecosystems. Dettmers et al. present an oversimplification of options currently available to Great Lakes fisheries managers; a false dichotomy describing only two future options for management of these fisheries. We submit that managers could strive to “… maintain a diverse salmonid community, [while proceeding] (to the extent possible) with native species rehabilitation” and we conclude that, “… on each of the Great Lakes, managers are pursuing appropriate goals, managing the aquatic resources of the lakes for the greatest public good, given the variability in conditions and likelihood for success specific to each lake.” [ABSTRACT FROM AUTHOR]

Similar to many freshwater ecosystems, the Laurentian Great Lakes of North America have undergone numerous anthropogenic stressors resulting in considerable loss of biodiversity and habitat. Among Great Lakes fishes, the coregonine sub-family has endured the most extensive declines, including extinction of several species (Coregonus johannae, C. alpenae, and C. kiyi orientalis) and at least 10 instances of local extirpations of other species (C. nigripinnis, C. reighardi, C. zenithicus, C. hoyi, and C. artedi) across all 5 lakes, much of which occurred prior to the 1960s owing to overfishing, interactions with non-indigenous species, and habitat loss. Despite these declines, no federal-, provincial-, or state-mandated actions were ever implemented to conserve coregonine diversity, potentially because so much of the coregonine declines occurred prior to the enactment of federal conservation legislation. Possible explanations for inaction since enactment of that legislation include insufficient data on biological vulnerability or threats, unresolved taxonomy, and limited support from the fishery management agencies and their stakeholders prior to the 2000s. In recent decades, however, several fishery management agencies have undertaken efforts to re-introduce coregonine diversity. These efforts helped lead to development of a science-based framework to restore coregonines that was universally endorsed by fishery managers representing eight U.S. states, four U.S. tribal organizations, and the province of ON, Canada, in May 2018. The basin-wide framework is based on principles of conservation biology and adaptive management. We describe details of its key steps, including planning, restoring, and evaluating, while also describing recent implementation efforts to develop methods, improve available resources, and enhance coordination across the basin. Although our paper describes a regional effort to restore native coregonines, our adaptive-management approach could be used by other multi-agency stakeholders seeking to conserve or restore native fishes. We used our long-term annual bottom trawl survey (1973–2004) in Lake Michigan to reveal the response of the native fish community to the biological control of a dominant exotic fish, alewife (Alosa pseudoharengus), as well as to changes in total phosphorus and salmonine biomass. Through nonmetric multidimensional scaling, we documented a 1970s community largely dominated by alewife, and then a shift to a community dominated by several native species during the 1980s through 1990s, when alewife remained at relatively low levels. We argue that the recovery of burbot (Lota lota), deepwater sculpin (Myoxocephalus thompsonii), and yellow perch (Perca flavescens) was partially or fully aided by the alewife reduction. We argue that changes in phosphorus or salmonines were not directly related to abundance increases of native species. An additional community shift occurred during 1999–2004, which coincided with a reduction in species richness and total fish biomass in our trawl. The mechanisms underlying this latest shift may be related to reductions in nutrients, but further research is required. The restoration of the native fish community has been incomplete, however, as emerald shiner (Notropis atherinioides), cisco (Coregonus artedii), and lake trout (Salvelinus namaycush) have yet to demonstrate recovery. To inform lake trout (Salvelinus namaycush) fishery management in Lake Huron that has undergone rapid ecosystem changes, we quantified lake trout production dynamics by coupling age-structured stock assessment and fish bioenergetics models. Our approach revealed the connection between piscivore production and prey consumption, included growth compensation to reproduction losses, and allowed comparisons between long-term dynamics of fishery harvests and fish production. We found that, despite the collapse of alewives, a major non-native pelagic prey fish, lake trout production appeared to be sustainable. To a certain degree, the effect of recent recruitment declines on lake trout production was offset by the release of harvest pressure from subadult lake trout and reduction in fishing and sea lamprey-induced mortality on adult lake trout. Evidence for sustainability also included the finding that no changes in average ratios of annual production to beginning-of-the-year biomass. Juvenile P:B ratio remained as high as 2.1. The effect of growth declines on adult and subadult production was offset by reduction in population mortality. Body growth and condition did not continue to decline when lake trout became more and more reliant on round goby as food, and the dynamics of total consumption of prey fish continued to be recipient controlled. We examined the spatial scale of recruitment variability for disparate cisco ( Coregonus artedi ) populations in the Great Lakes ( n = 8) and Minnesota inland lakes ( n = 4). We found that the scale of synchrony was approximately 400 km when all available data were utilized; much greater than the 50-km scale suggested for freshwater fish populations in an earlier global analysis. The presence of recruitment synchrony between Great Lakes and inland lake cisco populations supports the hypothesis that synchronicity is driven by climate and not dispersal. We also found synchrony in larval densities among three Lake Superior populations separated by 25–275 km, which further supports the hypothesis that broad-scale climatic factors are the cause of spatial synchrony. Among several candidate climate variables measured during the period of larval cisco emergence, maximum wind speeds exhibited the most similar spatial scale of synchrony to that observed for cisco. Other factors, such as average water temperatures, exhibited synchrony on broader spatial scales, which suggests they could also be contributing to recruitment synchrony. Our results provide evidence that abiotic factors can induce synchronous patterns of recruitment for populations of cisco inhabiting waters across a broad geographic range, and show that broad-scale synchrony of recruitment can occur in freshwater fish populations as well as those from marine systems. Proper data management (applying coordinated standards and structures to data collection, maintenance, retrieval, and documentation) is essential for complex projects to ensure data accuracy and accessibility. In this article, we used a recent project evaluating changes in Lake Whitefish (Coregonus clupeaformis) growth, condition, and recruitment in the Great Lakes as a case study to illustrate how thoughtful data management approaches can enhance and improve research. Data management best practices described include dedicating personnel to data curation, setting data standards, building a relational database, managing data updates, checking for and trapping errors, extracting data, documenting data sets, and coordinating with project collaborators. The data management actions taken ultimately resulted in a rich body of scientific publication and a robust database available for future studies. Investing in data management allowed this project to serve as a model for taking the first steps toward a common goal of sharing, documenting, and preserving data that are collected and reported during the scientific research process. RESUMEN: en proyectos complejos, un manejo apropiado de datos (aplicación coordinada de estándares y estructuras a recolección, mantenimiento, recuperación y documentación) resulta esencial para asegurar la precisión y accesibilidad de los mismos. En la presente contribución se utiliza un proyecto de evaluación de los cambios en el crecimiento, condición y reclutamiento del coregono en los Grandes Lagos, como caso de estudio para ilustrar cómo un manejo adecuado de datos puede incrementar y mejorar la investigación. Las mejores prácticas en cuanto a manejo de datos incluyen: dedicar personal a la curación de datos, fijar estándares en los datos, construcción de una base de datos relacional, manejo de actualización de datos, revisión y filtro de errores en los datos, extracción de datos, documentación de bases de datos y coordinación con colaboradores del proyecto. Las acciones de manejo de datos que se tomaron resultaron en la producción de un cuerpo importante de publicaciones y en una base de datos robusta, disponible para investigaciones futuras. Los recursos invertidos en el manejo de datos permitieron que este proyecto sirviera de modelo para tomar los primeros pasos hacia el objetivo común de compartir, documentar y preservar datos que son recolectados y reportados durante el proceso de una investigación científica.
