Both the ecological and social dimensions of fisheries are being affected by climate change. As a result, policymakers, managers, scientists and fishing communities are seeking guidance on how to holistically build resilience to climate change. Numerous studies have highlighted key attributes of resilience in fisheries, yet concrete examples that explicitly link these attributes to social‐ecological outcomes are lacking. To better understand climate resilience, we assembled 18 case studies spanning ecological, socio‐economic, governance and geographic contexts. Using a novel framework for evaluating 38 resilience attributes, the case studies were systematically assessed to understand how attributes enable or inhibit resilience to a given climate stressor. We found population abundance, learning capacity, and responsive governance were the most important attributes for conferring resilience, with ecosystem connectivity, place attachment, and accountable governance scoring the strongest across the climate‐resilient fisheries. We used these responses to develop an attribute typology that describes robust sources of resilience, actionable priority attributes and attributes that are case specific or require research. We identified five fishery archetypes to guide stakeholders as they set long‐term goals and prioritize actions to improve resilience. Lastly, we found evidence for two pathways to resilience: (1) building ecological assets and strengthening communities, which we observed in rural and small‐scale fisheries, and (2) building economic assets and improving effective governance, which was demonstrated in urban and wealthy fisheries. Our synthesis presents a novel framework that can be directly applied to identify approaches, pathways and actionable levers for improving climate resilience in fishery systems.

With a focus on oceans, we collaborated across ecological, social and legal disciplines to respond to the United Nations call for transformation in the ‘2030 Agenda for Sustainable Development’. We developed a set of 13 principles that strategically and critically connect transformative ocean research to transformative ocean governance (complementing the UN Decade for Ocean Science). We used a rigorous, iterative and transparent consensus-building approach to define the principles, which can interact in supporting, neutral or sometimes conflicting ways. We recommend that the principles could be applied as a comprehensive set and discuss how to learn from their interactions, particularly those that reveal hidden tensions. The principles can bring and keep together partnerships for innovative ocean action. This action must respond to the many calls to reform current ocean-use practices which are based on economic growth models that have perpetuated inequities and fuelled conflict and environmental decline.

Blue foods, sourced in aquatic environments, are important for the economies, livelihoods, nutritional security and cultures of people in many nations. They are often nutrient rich1, generate lower emissions and impacts on land and water than many terrestrial meats2, and contribute to the health3, wellbeing and livelihoods of many rural communities4. The Blue Food Assessment recently evaluated nutritional, environmental, economic and justice dimensions of blue foods globally. Here we integrate these findings and translate them into four policy objectives to help realize the contributions that blue foods can make to national food systems around the world: ensuring supplies of critical nutrients, providing healthy alternatives to terrestrial meat, reducing dietary environmental footprints and safeguarding blue food contributions to nutrition, just economies and livelihoods under a changing climate. To account for how context-specific environmental, socio-economic and cultural aspects affect this contribution, we assess the relevance of each policy objective for individual countries, and examine associated co-benefits and trade-offs at national and international scales. We find that in many African and South American nations, facilitating consumption of culturally relevant blue food, especially among nutritionally vulnerable population segments, could address vitamin B12 and omega-3 deficiencies. Meanwhile, in many global North nations, cardiovascular disease rates and large greenhouse gas footprints from ruminant meat intake could be lowered through moderate consumption of seafood with low environmental impact. The analytical framework we provide also identifies countries with high future risk, for whom climate adaptation of blue food systems will be particularly important. Blue foods are extraordinarily diverse, are often rich in essential micronutrients and fatty acids, and can be produced in ways that are more environmentally sustainable than terrestrial animal-source foods. Yet, despite their unique value, blue foods have often been left out of food system analyses, discussions and solutions. Here, we focus on three imperatives for realizing the potential of blue foods: (1) Bring blue foods into the heart of food system decision-making; (2) Protect and develop the potential of blue foods to help end malnutrition; and (3) Support the central role of small-scale actors in fisheries and aquaculture.

Aquatic foods are rich in micronutrients essential to human health, and fisheries and aquaculture are increasingly recognized for their capacity to contribute to reducing global micronutrient deficiencies and diet-based health risks. Whether fisheries and aquaculture sector and public health nutrition policies align to meet this goal, however, is unclear. Do fisheries and aquaculture policies have explicit nutrition and public health objectives? Do public health nutrition policies recognize the contribution of aquatic foods? Using content analysis, we assessed the alignment of objectives in national fisheries and public health nutrition policies. We further determined conditions associated with varying levels of cohesion among policies in these sectors or domains. We found that 77 of 158 national fisheries policies identified nutrition as a key objective in the sector, and 68 of 165 public health nutrition policies identified the importance of fish and shellfish consumption as key objectives. More recent policies were associated with improved coherence among sectors. International organization presence in policy development was also associated with greater coherence. Countries with higher overweight prevalence had fisheries and public health nutrition policies that were not aligned. There has been a promising recent trend for improved alignment of objectives between fisheries and public health nutrition policies, but more targeted and systematic policy approaches are needed to realize the potential contribution of nutrient-rich fish and shellfish to healthier food systems.

Wild‐caught fish are a bioavailable source of nutritious food that, if managed strategically, could enhance diet quality for billions of people. However, optimising nutrient production from the sea has not been a priority, hindering development of nutrition‐sensitive policies. With fisheries management increasingly effective at rebuilding stocks and regulating sustainable fishing, we can now begin to integrate nutritional outcomes within existing management frameworks. Here, we develop a conceptual foundation for managing fisheries for multispecies Maximum Nutrient Yield (mMNY). We empirically test our approach using size‐based models of North Sea and Baltic Sea fisheries and show that mMNY is predicted by the relative contribution of nutritious species to total catch and their vulnerability to fishing, leading to trade‐offs between catch and specific nutrients. Simulated nutrient yield curves suggest that vitamin D, which is deficient in Northern European diets, was underfished at fishing levels that returned maximum catch weights. Analysis of global catch data shows there is scope for nutrient yields from most of the world's marine fisheries to be enhanced through nutrient‐sensitive fisheries management. With nutrient composition data now widely available, we expect our mMNY framework to motivate development of nutrient‐based reference points in specific contexts, such as data‐limited fisheries. Managing for mMNY alongside policies that promote access to fish could help close nutrient gaps for coastal populations, maximising the contribution of wild‐caught fish to global food and nutrition security.

Injustices are prevalent in food systems, where the accumulation of vast wealth is possible for a few, yet one in ten people remain hungry. Here, for 194 countries we combine aquatic food production, distribution and consumption data with corresponding national policy documents and, drawing on theories of social justice, explore whether barriers to participation explain unequal distributions of benefits. Using Bayesian models, we find economic and political barriers are associated with lower wealth-based benefits; countries produce and consume less when wealth, formal education and voice and accountability are lacking. In contrast, social barriers are associated with lower welfare-based benefits; aquatic foods are less affordable where gender inequality is greater. Our analyses of policy documents reveal a frequent failure to address political and gender-based barriers. However, policies linked to more just food system outcomes centre principles of human rights, specify inclusive decision-making processes and identify and challenge drivers of injustice.

Capture fisheries constitute the largest wild-food resource for human extraction that would be challenging to replace. Yet, despite their unique value, blue foods have often been left out of food system analyses, policies, and investments. Here, we focus on three imperatives for realizing the potential of blue foods: (1) Bring blue foods into the heart of food system decision-making; (2) Protect and develop the potential of blue foods to help end malnutrition; and (3) Support the central role of small-scale actors in fisheries and aquaculture. Recognition of the importance of blue foods for food and nutrition security constitutes a critical justification to preserve the integrity and diversity of aquatic species and ecosystems.

In a changing climate, there is an imperative to build coupled social-ecological systems—including fisheries—that can withstand or adapt to climate stressors. Although resilience theory identifies system attributes that supposedly confer resilience, these attributes have rarely been clearly defined, mechanistically explained, nor tested and applied to inform fisheries governance. Here, we develop and apply a comprehensive resilience framework to examine fishery systems across (a) ecological, (b) socio-economic and (c) governance dimensions using five resilience domains: assets, flexibility, organization, learning and agency. We distil and define 38 attributes that confer climate resilience from a coupled literature- and expert-driven approach, describe how they apply to fisheries and provide illustrative examples of resilience attributes in action. Our synthesis highlights that the directionality and mechanism of these attributes depend on the specific context, capacities, and scale of the focal fishery system and associated stressors, and we find evidence of interdependencies among attributes. Overall, however, we find few studies that test resilience attributes in fisheries across all parts of the system, with most examples focussing on the ecological dimension. As such, meaningful quantification of the attributes’ contributions to resilience remains a challenge. Our synthesis and holistic framework represent a starting point for critical application of resilience concepts to fisheries social-ecological systems.
