要約 現在フィンランドで進行中の社会福祉・医療保健および救急サービス改革は、ヘルシンキを除外することが決まっている。これは、グローバル化、都市間競争が進行する中、ヘルシンキをフィンランドの国家生き残りの要として、特別な位置を与える動き、メトロポリス国家を目指す動きの一環としてとらえられる。農業国として戦後スタートしたフィンラドでは、1960年代に国家の統合をはかりながら、国の主導により、北部、東部地域にも産業化を推し進め、次に、子ども手当、サービスの整備をはかった。1980年代には北欧型の福祉国家の水準に至ったが、1990年代以降、EU 加盟、度重なる不況を経て、国の主導による計画、福祉国家諸制度は批判の対象となっている。2000年代以降は、ヘルシンキを念頭に、メトロポリス国家を目指す動きが、専門家、政治家により進められている。

研究成果の概要 (和文) : 本研究の目的は、両大戦間期、とくに1874年に設立されて約半世紀の間、中心的存在であった「女性労働組合連盟（WTUL)」の歴史に焦点をあてて、当時のジェンダー平等思想と公私の狭間におかれた女性労働者の姿を描き出すことである。筆者は、リバプール大学におけるラスボーン文書や、ロンドン大学Women's LibraryにおけるWTUL関連の文書に着目した。そこで明らかになったのは、19世紀末から20世紀初頭にかけて、低賃金と苦汗労働に直面していた女性労働者と女性労働運動は、一方で男女平等賃金を要求しながらも、他方では「家族手当」の実現による母性の維持を主張したことである。, 研究成果の概要 (英文) : The purpose of the study is to investigate the origin of the welfare state in the history of the Women's Trade Union League(WTUL), which was founded 1874 and known as a central organization promoting trade union for women until 1920s. The question is whether an appeal for equal pay for men and women by women's labourer's organisation is consistent with the movement of Family Allowance by the Family Endownment Comittee set up by Rathbone in 1917. I would like to clarify here is that the women's labourers in face of low pay and sweated work were situated in the dilemma of public/ private dichotomy. I use the public to refer a realization of equal pay in the labour market and the private to refer an introduction of Family Allowance into the family sphere.

フィンランドでは、2015年から地方自治制度および保健医療・社会福祉サービス改革が行われた。今後ますます増大が予測される保健医療・社会福祉関係経費に対して、増税 ではなく、制度改革により経費の伸びを抑制することが試みられた。同時に改革では、現在、問題とされている福祉格差、受診までにかかる時間の短縮等の解消が目標とされた。 地方制度に関する改革としては、現行の、国と基礎自治体による二層式の地方自治制度に、広域自治体を加えて三層式とし、基礎自治体がこれまで担ってきた、住民に対する保健医 療・社会福祉サービスの組織責任を広域自治体に委ねることとされた。また、これまでにも非営利団体および民間事業者の提供するサービスが利用されていた社会福祉分野のみな らず、一次医療の分野においても、民間事業者に道が開かれた。この改革は、制度、経費の流れを整理し、全国にマークンタを中心とする同じしくみを敷設しようとした点、また、 一次医療の分野においても、民間事業者の活用により、選択の自由を保障しようとした点に特徴がある。前者については中央集権化の進行が、後者については民間事業者に対する 公のコントロールの不備、民間事業者の活用による経費節減の可能性が疑問視された。最終的にこの改革は、政権期間の4 年で完成せず、頓挫に終わったが、改革の必要性は変わ らず、2019年4 月の総選挙の結果を受けて始動した新政権が、これまでの準備を踏まえ、これに取り組んでいる。

G．エスピン＝アンデルセンは、各国の福祉国家を脱商品化と社会的階層化という視点から、自由主義レジーム、保守主義レジーム、社会民主主義レジームに分類した。そして、彼の理論において、K．ポランニーのスピーナムランド制度に関する議論を取り上げている。そこで、本稿では、エスピン＝アンデルセンの理論とポランニーの理論の特徴を明らかにするために、スピーナムランド制度における彼らの理論について検討を行った。 エスピン＝アンデルセンは、ポランニーの議論を踏まえて、社会権、労働力の商品化と脱商品化、古典的な自由主義国家の役割について述べた。そしてポランニーは、スピーナムランド制度が賃金扶助による最低所得の保証によって、労働市場の創出を妨げて、労働者を貧民の状態にした結果、それを撤廃することによって、市場経済に駆け込んでいったと指摘した。

研究成果の概要 (和文) : 本研究の目的は、両大戦間期イギリスにおけるエレノア・ラスボーンによる家族手当構想（家族手当法は1945年に制定）に焦点をあてて、その構想が福祉国家の起源であることを明らかにすることである。筆者はとくに、リヴァプール大学やロンドン大学Women's Libraryにおけるラスボーン文書など(Rathbone 1913、1917など）を調査することによって、ラスボーンによる当時の貧困地域（リヴァプールの港湾地区）におけるひとり親世帯（とくにシングルマザー）の研究に着目した。そこで明らかになったのは、ラスボーンは、母性主義の視点を超えて無償労働であるケア（育児）の意味を解明しようとしたことである。, 研究成果の概要 (英文) : In this study author's principal aim is to investigate the making of Family Allowance and the origins of the welfare state in Britain. Particularly I focus on Rathbone's two papers. First paper is the research of the widows and their children in Liverpool under the Poor Law, which was implemented and presented at the Liverpool Industrial Council by Rathbone on Dec., 11th 1913. Second one is the paper on the Remuneration of Women's Services by Rathbone in 1917.It was found through examination of these papers that the insufficiency of out-relief under Poor Law is the cause of children's poverty and Family Allowance, which came into force in 1945, is the appraisal of women's unpaid work at home.

本稿の目的は、「男性稼ぎ主モデル」脱却に関する理論的知見を整理することである。1990年代の重要なジェンダー福祉国家研究を「規範論」「政策論」「動態論」の3つの視点から比較分析した結果，目指すべき規範的モデルに基づき政策分析を精緻化した「ジェンダー・ポリシー・レジーム」論が一つの到達点であることが明らかになった。しかしながら，「動態論」に関してはセインズベリの指摘する以外にも別の「経路」がある可能性を検討し，今後の研究展開の方向性を提示した。, This paper critically assesses the developments of theories on the shift away from the male breadwinner model, with a view to pursuing the normative alternative model and routes towards it. For this purpose, the paper compares the three most important literature that were published in the 1990s. As a result, it was found that Sainsbury's 'gender policy regime' successfully moved the policy analysis forward, based on a normative vision of the gender relationship. In this paper, we report the every day lives of the studentes and the educational practices of the teachers in Vourrela School Home (corectional education facility) which located near the Helsinki . It is the purpose of this report to offer a Finish actual situation about correctional education in order to consider juvenile problems, correctional education, and school education in Japan. Finland does not have the Juvenile Act, and there is not the concept of “the fear criminal”, too. In Finland, on the law, an adult is defined as from the age of 20. Between Japan and Finland, there is a difference in the way of division of adolescence. It is the basic philosophy of correctional education that by education rather than punishment, the teachers encourage children to regain healthy lives of them. Students do the day-to-day activities at the facility in order to obtain a vivid and normal everyday lives. They take classes at school, work together, and live together in a dormitory, every day.The dormitory of home is completely equipped with a private room while being based on communal living. The school home respects human rights and independence of each student. It is common not only in a correction educational facility to make much of the human rights of the child and do small individual guidance, but also in an elementary school, in a junior high school, and in the high school in Finland. Furthermore, the respect for human rights is the base of education which is common to North European welfar state. There seem to be the fact that most children were housed in the facility because of their having committed delinquency. Although Finland is a country of the welfare, problem of the youth is an important social problem. Though there are juvenile problems, there is much less number of the people of confinement of Finland than that of Europe and America. Until the end of World War II , a confinement rate in Finland was approximately 4 times of the one in other Nordic countries, and there was not a difference in a confinement rate between Finland and European countries. After having joined the Nordic Council in 1956, the confinement rate of Finland (to a population of 100,000 the confinement number of people) decreased throughout.The confinement rate is not proportional to the number of the outbreak of the crime of the country simply. It is strongly related with a confinement rate of the country to guarantee democracy, economic equality, cultural equality and enough social welfare services. There is no difference between confinement rate in Japan and those in Scandinavian countries , but after the early 1990s, the confinement rate in Japan have continued to increase till today. When we think about correctional education in Japan, it is necessary that we pay more attention to factors about respect for human rights, reduction of the economic disparity, improvement of the social welfare and the expansion of the gender equality. Both of the correctional education and school education in Finland offer useful viewpoints to us.

わが国における障がい者数は今後も増加傾向にある中で、昨今障害者権利条約の批准、障害者基本法の改正、障害者差別解消法の制定など各種法整備が進んでいる。本稿では、障がい者に対する理解や社会的障壁の除去が進展することによって期待される障がい者の社会参加について、当事者の意識の面からの考察を行った。個々の障がい者は、社会の様々な場面への参加意向はあるのか、さらには社会関係資本を増加していくことや自らの生にポジティブであるのかなどの点から見ると、すでに当事者間で大きな差が存在しており、法制度の整備やサービス給付だけで直ちにこの差は埋まらず、今後意識面での格差が広がっていくことも懸念されるのではないかということを指摘した。, Following the increase in the number of disabled persons in Japan, legislative and procedural changes have been made, including the ratification of the Convention on the Rights of Persons with Disabilities, the amendment to the Fundamental Law of Persons with Disabilities, and the enactment of the Anti-Disability Discrimination Law. This study considers the social participation of disabled persons from the standpoint of consciousness, which is expected to proceed via the progress of citizen's understanding of disabled persons and the removal of social barriers. This study goes on to show that there already exist significant gaps amongst disabled persons in terms of their interests for participating in various sectors and poses the question as to whether these are indeed a positive means for increasing their own social capital or for their own life. The study also claims that these gaps cannot be covered immediately solely by new legislative and procedural changes or benefits.

家族政策の定義は、一様ではない。児童家庭支援策としてのそれは、理念的な観点から追究すれば人口のだけでなくをめぐる問いに到達することになる。その社会の量質的組立に影響を与える政策をめぐる日本における源流を訪ねて、「戦前日本における人口問題と社会政策」研究における課題と展望を描き出すことが本稿の目的である。2010年に刊行した研究成果に対していただいた批評を整理し、それに出来る限り応える作業を通じて、本テーマをめぐるさらなる研究の可能性を、(1)「人口問題と社会政策」というテーマに関わる政策領域の広がり、(2)福祉国家の国際比較における日本の位置づけをめぐる議論への寄与、(3)「人口現象と社会問題の関係性」や「人口政策と社会政策の概念規定をめぐる問い」につなげる点に求める。, 研究ノート・資料(Note)

本稿は、「人間の権利」をめぐるエドマンド・バークとトマス・ペインとの論争を、2つの新しい観点から考察することを試みる。1つには、バークが批判しペインが擁護に努めた人権（人間の権利）としての「生存権」、および、それによって基礎づけられている「福祉国家」の構想を、経済思想史および共和主義思想史の文脈上に位置づけたい。経済思想史研究と共和主義思想史研究は「貧困問題の解決」という論点を介して密接な関係を有していることを、近年の研究は強調しつつある。こうした関係を強く意識しながら、改めてこの有名な論争を振り返りたい。もう1つは現代的な観点である。 バークとペインとの論争は、近年の議論を先取りするかのように、人間と国民（市民）、人権とシティズンシップ、現世代と未来世代、自由市場と福祉国家との緊張関係をあぶり出しており、人権という思想の偉大さと困難を見事に浮き彫りにしている。今日の日 本において人権保障のあり方が直面している問題を考える際の有益なヒントが、この論争には数多く含まれているように思われる。本稿ではそのヒントをできるだけ広範に掘り起こしたい。

日本の高度成長において，1960年前後は大きな転換点であった。本論文では，1960年以前を「開発の時代」，60年以降を「成長の時代」と名づけ，２つの時期を比較しながら，60年頃に起きた変化の歴史的意味を考察する。戦争からの復興の途上にあった1950年代日本の経済・社会には，開発途上国と類似した特徴が見られ，また，政府は途上国的な「開発政策」を推進した。それは，農業をはじめとする国内開発に力点が置かれたこと，膨大な潜在的失業者が存在したこと，貧困が最大の社会問題であったこと，資本蓄積が少なく，資本不足の状態にあったこと，などの点に現れている。経済政策面では，膨大な潜在失業者が存在したため，完全雇用目標の導入は，先進諸国と較べて約10年も遅れた。しかし，その後，経済が急成長した結果，1960年代初頭には完全雇用を達成し，先進諸国とほぼ足並みを揃えて「経済成長」自体を国家目標に掲げるに至った（1960年「国民所得倍増計画」）。また，1950年代の経済成長は経済格差の拡大をもたらしたため，50年代末には格差の是正が大きな社会問題となった。そこで，「所得倍増計画」には，50年代に拡大した格差を是正するという，もう１つの目標が盛り込まれた。60年前後には，所得再分配のための政策として３つの方向が存在した。第１は社会保障の充実，第２は公共事業の推進，第３は減税政策である。社会保障面では，61年に国民皆保険・国民皆年金が実現した。公共事業は，50年代後半の「隘路問題」をきっかけに急速に推進された。所得減税の規模は，経済成長が持続するに連れ拡大しつつあった。政府は，60年に，公共事業，減税，社会保障という順位を付け，この順位はその後の日本の経済・社会を規定することになった。, In Japan's high-growth stage, there was a significant turning point around 1960. In this article, the years before 1960 are termed the “era of development” and the years after 1960, the “era of growth,” and the historical significance of the changes around 1960 is considered with comparison between the two periods.The Japanese economy and society in the 1950s, when Japan was on a course of reconstruction from the War, had characteristics similar to those of developing countries. The government promoted a similar “development policy” to those promoted by developing countries, indicated by the emphasis placed on domestic development in agriculture, etc., high potential unemployment, poverty being the largest social problem, capital accumulation being low, and the existence of a capital shortage.From the perspective of economic policy, due to high potential unemployment, the objective of full employment was introduced with about a ten-year delay compared with that by advanced countries. After that, as a result of the rapid growth of the economy, full employment was achieved at the beginning of the 1960s, and Japan generally kept step with advanced countries to set the national objective of “economic growth” itself (the “Doubling National Income Plan” of 1960).In addition, economic growth in the 1950s resulted in the widening of economic disparity, and at the end of the '50s, this disparity became a big social issue. Therefore, another objective, that of reducing disparity, which widened in the '50s, was incorporated into the “Doubling National Income Plan.” Around 1960, there were three directions of the policy for income redistribution. The first direction was enrichment of social security, the second was promotion of public works, and the third was a tax reduction policy. Regarding social security, a universal health care and universal pension coverage system were realized in 1961. Public works were rapidly promoted with the “bottleneck problem” as a trigger in the latter half of the '50s. The scale of income tax reduction was expanding as economic growth progressed. The government put in place procedures for public works, tax reduction, and social security in descending order of importance in the '60s. This order defined subsequent Japanese economy and society.

この論文の目的は、「パターナリズム」概念の積極的な側面を取り出し、ワークフェア政策の正当性について考察し、必ずしも不正なものではないと主張することである。そのために、社会変動論の視点を活用する。まずは、「新しいパターナリズム」概念が登場し、従来の用法とは違った意味合いが込められるようになったことを、デブリン・ハート論争の検討を通して確認する。その後、いくつかの留保を付けた後、パターナリズムには負の側面ばかりではないという提案を行いたい。次に、社会変動論の視点から、現代におけるパターナリズム概念の置かれた状況を考察する。パターナリズムは、時代状況によって批判の対象となったり、積極的に評価されたりする。規律訓練型社会から排除型社会へと移行した現代では、パターナリズムが積極的に評価される社会状況になったと考えられると提案し たい。その後、現代福祉国家において最もパターナリズムが活用されている事例としてワークフェア政策を取り上げる。この政策への批判に応えることで、現代社会におけるパターナリズムの正当性を論証したいと思う。, his paper aims to focus on the positive aspect of "Paternalism", and justify workfare policy on the ground of it. For that purpose, I make use of the standpoint of Social Change Theory. Firstly, I confirm that Devlin-Hart debate made "New Paternalism" concept and gave concept new meanings. With some reservation, paternalism have another side meaning besides a negative one. Secondly, from the standpoint of Social Change Theory, I examine how we take up paternalism in modern age. In some ages, Paternalism had been criticized but in other ages, it had been appreciated positively. In modern age, which shifted from a Disciplinary Society to a Exclusive Society, it comes to be appreciated under the new condition. Finally, I examine "Workfare" for an example that paternalism is made use of in modern welfare state. Then, I justify it through the refutation of criticisms for it.

Since the 199Os, many developed countries, confronted with the globalization of their economies and aging populations, are facing big problems which require reorganization of the welfare state. These days, pension reforms have been carried out to raise the sustainability of the pension policy in European countries. Japan will become serious aging society in the near future. In Japan, a public pension reform was carried out in 2004. However, a lot of problems that have not been solved still linger. Therefore, it is important to confirm and compare the improved point of pension reform in other countries. Yet, it is also important to analyze not only the comparison but also international statistics. This paper aim is to clarify the differences of public pension systems between England, Sweden and Japan.

従来, ドイツ型労使関係は産業レベルの労使決定を中心としていると考えられてきた. これに企業レベルの決定が付随するという意味で, デュアル・システムと呼ばれることも多い. 近年, このデュアル・システムをめぐって議論が巻き起こっている. たとえば, ビスピンクやシュレーダーなどは企業決定の優位へと変化していると主張しており, その一方でシュトレーク&レーダーなどは産業労働協約が企業拘束力を保っていると論じている. これらの議論の問題点は, 主として産業労働協約の影響力に焦点を当てていることである. 産別労使決定の影響力を把握するためには, 労使交渉のプロセスにおける決定も分析しなくてはならない. 本稿では, ドイツの産業の中心である金属産業を事例として取り上げ, 労使交渉の経過として労使紛争に着目し, そこでの労使決定を取り扱った. ……

This paper, which traces and arranges studies of Swedish social welfare in Japan, aims to find trends in the studies and place my study in them. Through tracing and arranging studies of Swedish social welfare in Japan from 1960s to the present, I find a trend in which macrostudies and microstudies have been developing. Macrostudies try to grasp social welfare policy and social institution in social whole system, and microstudies try to grasp social welfare policy and social institution in each life structure of family, facility and community. I think these studies should be advanced all the more.

「福祉」という言葉について、身近な場面での使用例から、新聞やテレビのマス・メディアでの使用例を取り上げ、その「福祉」という言葉の示していると思われる意味内容を考える。

福祉国家批判のイデオロギーとされる新自由主義が多くの国で支持を広げた80年代以降も、世論調査は福祉国家に対する世論の支持は引き続き高いとする結果を示してきた。本稿では、その間の欧米を中心とした福祉と世論についての研究をサーベイし、福祉国家と世論をめぐる研究が何を問題にしてきたかを考察するとともに、近年の日本についても既存の世論調査を参照しながら、「給付と負担」をめぐる世論の動きを検討する。日本の世論は、給付水準維持のための「負担」の必要を学習してきたようにも見受けられるが、同時に強い「現状維持」への志向も読み取ることができる。

日本社会の近代化と脱近代化の過程を、われわれは観察できる。何が社会政策の発展に影響を与えたのか?その結果として、どのように福祉国家が発展していったのか?本稿では、これらの疑問に答えるために、日本の福祉国家の歴史を3つの時代に区切って考察している。第1の区分は、1920年代まで:"福祉国家前史"である。第2の区分は、1930年代から1950年代:"第2次世界大戦と福祉国家"である。第3の区分は、1960年代から1980年代:"福祉国家の進展と再編成"である。考察を進めるにつれ、工業化、社会の民主化、人口の高齢化、福祉多元主義(福祉国家から福祉社会への移行)といった社会政策の形成過程への影響が明らかになった。これら4つ観点から社会政策の形成過程への影響を、次のものに見ることができる。それらは、家族の多様化(世帯の縮小が社会保障を増大させる)、仕事の多様化(脱工業化は労働力の柔軟化を必要とする)、共同体の多様化(個人化)、ライフコースの多様化(晩婚・晩産は少子高齢化を招いた)である。これらの社会的な変化の結果、個人はそれまで所属していた集団から離脱し、家父長制から解放される。しかし、集団による保護を失い、社会的に排除される可能性もある。現代社会に生きるわれわれは、これらの社会変動にとても弱い。こうした社会変動は、既存の福祉国家に新しい課題を突きつける。新しい社会政策における21世紀型の福祉国家は、これらの新たな課題に応えていかなければならない。本稿は、社会政策の歴史から新しい課題を紐解くための社会学的考察である。, We can observe the process of modernization and post modernization in Japanese society. What kind of influences does it exert upon social policies? How did Japanese welfare state grow to date? This paper intends to solve these questions dividing Japanese welfare state history into three periods. The first period is 1920's from 1868(the first year of Meiji period): "before the dawn of welfare state history". The second period is 1950's from 1930's: "World War II and welfare state". And The third period is 1980's from 1960,S: "development and reorganization of the welfare state". I study a historical sociology about these periods. Further work consideration will make clear the effects of social policies formation process that goes through the industrialization, democratization, aging of population of the society, and welfare pluralism (transformation to welfare state from welfare society). We can distinguish four aspects of these fluctuations that effect on social policies^ diversification of, l) families (reduction of a family size increases needs for social security), 2) works and jobs (post industrialization needs labor flexibility), 3) communities (individualization) and life courses (late marriages and late childbirths induce reduction of population and aging society). Under these processes of modernization people became independent of their groups and left of patriarchy. However we may bear the risk of being socially excluded by losing protections. We live in the contemporary society, where we are very weak in these social fluctuations. These social fluctuations have given rise to new problems to the Keynesian welfare state. The post-Keynesian welfare state of new social policies of 21st century will have to solve new problems. This paper is addresses sociological study of new problems in the history of social policies.

福祉の基本理念には、人間の尊厳としての人権が存する。人権としての福祉、すなわち福祉の諸権利を考えるに際して、T.H.マーシャルが提唱したシティズンシップに基づく社会的権利としての福祉という視点が欠かせない。シティズンシップとは市民としての資格を意味し、その資格に基づいて市民としての諸権利が付与される。そのなかでも生存権などの社会的権利が重要であり、今日の福祉国家の理論的基礎ともなっている。現在、シティズンシップについて多くの議論がされているが、わが国の議論ではその前提としての市民、市民社会、国家との関連が必ずしも明確ではない。近代社会の生成の過程で、その担い手としての個人が生まれ、市民社会と国家を形成し今日にいたる歴史過程は、人々の人権と具体的な諸権利、および福祉諸制度の獲得をめぐる、市民社会を媒介とした個人と国家との対抗の歴史でもあった。その意味で特殊欧米的な過程であった。わが国は遅れて近代化の道を歩み今日にいたり、なお多くの伝統的なものを残し、近代的な個人や市民社会の不在あるいは未成熟が指摘されている。したがってシティズンシップとしての福祉という面もきわめて脆弱である。今日、ネオ・リベラリズムの潮流は権利主体としての個人と権利保障の主体としての国家の双方を弱体化させてきている。シティズンシップの視点からすべての人々の自由で平等な参加を目指す福祉の実現のために、広範な人々の連帯による市民社会の構築が求められている。, The fundamental value of "welfare" lies in human rights. When we think of the welfare as human rights, we have to rely on the idea of social rights of citizenship, the concept of which was developed by T.H. Marshall. According to Marshall, citizenship is a status bestowed on those who are full members of a community. All who possess the status are equal with respect to the rights and duties which the status is endowed. Of those rights, social rights including the right to the guaranteed minimum consist the basic idea of welfare state. After the second world war, welfare states were constructed based on this idea of citizenship. Now in the aftermarth of the decline of welfare states, there grew many arguments concerning the idea of citizenship again. However, those in Japan tend to overlook important relationships between citizens, civil societies and nation states, from which the concept of citizenship was formulated. In the process of the modernization, there appeared individuals, who made up civil societies and nation states, and in the same process human rights as well as welfare rights were got to win through struggles by individuals against nation states fought in civil societies as arenas. Modernization process was European uniquely and peculiar historically. As for Japan this process started rather late, so that many traditional relationships and systems still remain nowadays. Accordingly, it is said that there appeared only a small number of "individuals", and that there exists civil society or not is problematic now in Japan. Consequently, welfare rights as social rights of citizenship are only limited ones. Contemporary neo-liberalists are attacking and opressing individual as subject of uman rights and nation state as agent that guarantee rights. To overcome these attacks and opressions, and to get win the human rights and welfare rights as social rights of citizenship, we must build up civil society, where, at the same time, all the people can enjoy free and equal participation as the object of today's welfare. It will be achieved by way of joint actions and solidarities among all the population.

本稿では、レギュラシオン理論を参照しつつ、先進諸国の一般的状況と比較しながら、日本におけるポスト工業社会の移行とその特質を考察した。その結果は以下の3点に要約できる。第1に、日本でも先進諸国と同様に、戦後から1960年代までは「フォーディズム」に特徴づけられた社会経済構造をもつ工業社会であった。第2に、日本では「フォーディズム」的な社会経済構造が1990年代初めまで基本的には持続し、他の先進諸国とは異なる独自性がみられた。第3に、日本のポスト工業社会への本格的な移行は1990年代初めのバブル経済崩壊以降であり、社会経済構造における急速な「市場原理の広まり」がみられた。

日本社会の近代化と脱近代化の過程を、われわれは観察できる。何が社会政策の発展に影響を与えたのか?その結果として、どのように福祉国家が発展していったのか?本稿では、これらの疑問に答えるために、日本の福祉国家の歴史を3つの時代に区切って考察している。第1の区分は、1920年代まで:"福祉国家前史"である。第2の区分は、1930年代から1950年代:"第2次世界大戦と福祉国家"である。第3の区分は、1960年代から1980年代:"福祉国家の進展と再編成"である。考察を進めるにつれ、工業化、社会の民主化、人口の高齢化、福祉多元主義(福祉国家から福祉社会への移行)といった社会政策の形成過程への影響が明らかになった。これら4つ観点から社会政策の形成過程への影響を、次のものに見ることができる。それらは、家族の多様化(世帯の縮小が社会保障を増大させる)、仕事の多様化(脱工業化は労働力の柔軟化を必要とする)、共同体の多様化(個人化)、ライフコースの多様化(晩婚・晩産は少子高齢化を招いた)である。これらの社会的な変化の結果、個人はそれまで所属していた集団から離脱し、家父長制から解放される。しかし、集団による保護を失い、社会的に排除される可能性もある。現代社会に生きるわれわれは、これらの社会変動にとても弱い。こうした社会変動は、既存の福祉国家に新しい課題を突きつける。新しい社会政策における21世紀型の福祉国家は、これらの新たな課題に応えていかなければならない。本稿は、社会政策の歴史から新しい課題を紐解くための社会学的考察である。, We can observe the process of modernization and post modernization in Japanese society. What kind of influences does it exert upon social policies? How did Japanese welfare state grow to date? This paper intends to solve these questions by the study dividing Japanese welfare state history into three periods. The first period is 1920's from 1868(the first year of Meiji period): "before the dawn of welfare state history". The second period is 1960's from 1930's: "World War H and welfare state". And the third period is 1980's from 1970's: "development and reorganization of the welfare state". The study is based on a historical sociology about these periods. Further consideration will make clear the effects of social policies formation process that goes through the industrialization, democratization, aging of population of the society, and welfare pluralism (transformation to welfare state from welfare society). スウエーデンは福祉国家として世界的に有名である。福祉国家・スウエーデンの建設は、1930年代の世界恐慌時に政治的・経済的に賢明な政策、とくにケインズ以前に「ケインズ的な積極財政政策」を導入、不況をいち早く克服し、豊かな福祉国家への道を開いた。その後も、国・公的部門主導型の福祉国家路線を歩んできた。しかし、1980年代以降、経済の構造問題が深刻化し、1980-90年初期には深刻な経済危機に陥った。構造問題とは、政府・公的部門主導型,つまり福祉国家路線の限界に直面、社会・経済を支える「民間の経済部門」が競争力を低下させたためであった。その後、スウエーデン経済の構造問題は「過大な」政府部門:政府の肥大化が主因であることに気づき、「政府部門の縮小:構造問題の克服」を断行、新しい「多元的な福祉社会の構築」へと軌道を修正、経済は急速に快復した。, Sweden could overcome recessions to expand public sectors' expenditure to increase employments and public investment, particularly in the local government in the recession periods after the oil crises in the 1970s and 80s. However, the imbalances in the Swedish economy such sectors as labor market, government financial balance and current account on international trade in the 1980s. In 1980s, two approaches about economic policy had become "policy debate" in Sweden. One followed by the Swedish traditional way of governmental policy, another economists emphasized introducing new classical economics theory. Swedish people were shocked, when deep economic crisis with higher unemployment hit Sweden in 1990-92. Swedish Government appointed a commission of independent expert members (chairman is Assert Lindbeck :Institute for International Economic Studies, Stockholm University) suggest ways to solve it. The Commission suggests that economic crises in the 1980s and 90s result from the expanding public sector. So fiscal policy measure limits against unemployment should be pursued with the smallest possible effects on the budget deficits. This requires re-allocation of the big government expenditures -and inexpensive forms of public works, particularly for repair and renovation. In the latter half of 1990s Swedish public sector has reduced by 50 % of GDP, and economy recovered and growth rate of GDP improved dramatically.
