カナダ国アルバータ州の州都エドモントン市は世界で初めてLRT を導入した公共交通先進地として有名である。本稿では山下(2022)に引き続き、2021 年秋にエドモントン都市圏の公共交通に新たに導入された運賃収受システムである「Arc」を概観し、特徴と問題点を整理した。その結果、山下(2022)で指摘した「Arc card を利用した方が得である」ような運賃制度が具現化され、Arc card の普及を促す誘因となることが明らかになった。なお、現時点でArc の導入は途中段階であるため、今後の導入経過を注視していきたい。

In local cities, public transportation systems are not profitable, so local governments make up the deficit. To evaluate the value of public transportation systems, it is ecessary to use not only quantitative indicators such as the number of users and revenues, but also non -quantifiable indicators such as residents' satisfaction and social benefits. Therefore, this study compares the current expenditures with the amount of increase in social burdens by sector that would be required by eliminating the public transportation system. Furthermore, we aim to establish a new public transportation ystem evaluation method by calculating the cross-sector effects of a regional public transportation system for Iiyama City, Nagano Prefecture.

カナダ国アルバータ州の州都エドモントン市は世界で初めてLRT を導入した公共交通先進地として有名である。本稿では、2021 年秋にエドモントン都市圏の公共交通に新たに導入された運賃収受システムである「Arc」を概観し、カナダの他都市圏および日本との比較を行った。 その結果、カナダの他都市圏では従来の紙乗車券や磁気乗車券の置き換えとしてIC カード乗車券が導入されているのに対して、エドモントンではArc の導入を機に運賃上限制度(fare caps)を採り入れたことが特徴であることが明らかになった。 エドモントンでArc が普及するためには「Arc を利用した方が得である」ような運賃制度の設計が必要不可欠である。その点において、fare caps は一定の効果が見込めるが、利便性が高い乗車券をArc 上でいかに代替するかがETS にとっての課題となる。

本稿は近江鉄道と地域活性化に関する調査研究の事例と実践をもとに、地方鉄道はどこまで沿線の地域活性化の鍵となりうるか、鉄学連携における大学の役割について考察、検討するものである。そのために大学が担うべき役割とは、学生たちが参加だけに止まらず、多くの人を巻き込む「しかけ」づくりを図式化して戦略的に考え、自由な発想で行動し、地域のアクターと自主的に協働できるような役割や空間を与えていくことにある。, This paper, based on the case studies and practices of research on the Omi Railway and regional revitalization, considers and examines to what extent local railroads can be the key to regional revitalization along their lines, and the role of universities in Industry-Academia Collaboration. In depopulated mountainous areas, population decline and declining birthrate and aging population are progressing rapidly. The purpose of this study was to find out how elderly people who do not actually have transportation live. We conducted a hearing survey of 17 elderly people in Hikimi-cho, Masuda City, Shimane Prefecture. As a result, it was found that most of the subjects lived in this area from birth to the present and have no intention of moving to other areas with a good living environment. They need a lot of help to stay in their current location and lead their daily lives in a poor quality of life. In this study, we attempted to group the subjects according to the type of assistance they received. However, due to the circumstances surrounding the region, these three types of assistance cannot be said to be sustainable. In this paper, we conclude that it is the mutual assistance of the community management organization of each community center that can complement this situation.

In recent years, the high rate of population decline has become a problem in the mountainous areas of Nagano City. In the mountainous areas, small settlements are sparsely spread and the provision of living services is inefficient. Along with this, the number of public transportation users is decreasing, causing problems such as abolition and reduction. The government manages public transportation by compensating for the deficit, but it is difficult to secure financial resources. From this, we will consider the value and necessity of public transportation from the perspective of cross-sector benefits, with examines society as a whole.

公共交通機関における利便性は利用者の利用意欲に直接的な影響を与えている．利便性を向上させる方法の1つとして，利用者への到着時刻予測の提供が挙げられる．特に路線バスにおいては，天候，乗降者数，交通状況など様々な要素が複雑に関係しており，正確な予測を行うことは難しい．路線バスにおける到着時刻予測の既存研究の中で，現状，Convolutional LSTMをベースにバス路線の過去の運行データを特徴量として用いた手法が最も有効である．しかしながら，この手法には大きく2つの問題点がある．まず時刻表が存在せず，一定間隔の頻度で走行する路線を対象に評価を行っているため早着によるバス停での意図的な停車など，時刻表ベース特有の特徴が考慮されていない点，次に雨などの天候の影響によって運行が乱れた際に予測精度が大きく低下する点である．本研究ではこれらの問題点を解決するために気象データと過去の運行データをConvolutional LSTMを用いて同時に畳み込み，走行時間と停車時間を別々のモデルで予測する手法を提案する．兵庫県神戸市内のバス路線の9ヶ月間の実運行データを利用し，評価実験を行った．データセットの最後の1週間を対象にConvolutional LSTMを用いた既存研究との予測精度の比較を行った結果，1週間全体で見ると，1.36%の平均絶対パーセント誤差の減少が見られた．特に夕方の時間帯や，雨天時に運行が大きく乱れた場合には，約3%と1週間全体と比べて平均絶対パーセント誤差を大きく減少できた．

人口の減少が続く中山間地域等の地方において地域課題の解決を目指したシェアリングエコノミーの導入は、一部自治体において政策レベルで始まっている。公共交通の維持が困難となり「地域の足の確保」が重要な課題となっている中山間地域でシェアリングエコノミーの導入に取り組んでいる地域の事例調査を通じて、シェアリングエコノミー以外の事業との組合せによる「多角化」によって事業を継続する可能性と同時に連携する他の公共交通サービスの事業の維持にもつながっていく可能性と課題を明らかにした。, The purpose of this research is to examine the possibility of sustainable development of the sharing economy, regarding the problem of public transportation using the sharing economy and its problems in mountainous areas where the population is decreasing and it is difficult to maintain public transportation.

自由にクルマを使うことができない人たちが公共交通サービスの不十分な地域にいると、通院や買物など生活を支える上で不可欠な活動は実施される。一方、友人との交流や外食などの生活に潤いをもたらす「愉しみの活動」については潜在化する場合がある。本研究では、先ずこうした「愉しみの活動」の現状を把握する。次いで、人々の移動を支援する「バス」と憩いの場となる「せせらぎ（水路）」など身近な「都市の装置」との関係を分析する。さらに、多様な愉しみの活動と会話人数・会話時間との関係を把握することで、愉しみの活動の実態を会話人数や会話時間を通して評価する。その結果、複数種類の愉しみの活動を行うことや、自宅外で行う愉しみの活動の数が多いことが、生きがいの向上につながる可能性が確認できた。それらの愉しみの活動の中でも、「食事（外食）」「地域活動」「知人との交流」などで会話が増加することが確認できた。また、高台ではバスがあることで愉しみの活動が顕在化することや、せせらぎがあることでまちづくりへの参加意向が高くなり、生きがいにつながっている実態などが確認できた。, Even though those who are not able to be free to utilize a vehicle live their life in insufficient regions in terms of public transport services, it is necessary for them to fulfill activities to support their lives such as seeing a doctor regularly and going shopping. However, it is tended to be hidden for “pleasurable activities” such as interacting and eating out with friends, which enrich their lives. In this study, it is clarified the current situation of “pleasurable activities”. It is analyzed the relation to the equipment of urban functions, which include not only bus services for supporting people as their mobility but also artificial streams and waterfront for creating better amenity for people. Then, it is confirmed the relation between various pleasurable activities and an amount of interactions and time for conversation. Moreover, it is evaluated the nature of pleasurable activities throughout an amount of interactions and time for conversation. As a result, it is clarified a possibility to lead to improvement of living purpose because of not only having a various kind of pleasurable activities but also having a large quantity of pleasurable activities out of home. In particular, several pleasurable activities such as “eating out”, “community activities”, and “interacting with friends” encourage people to increase an amount of interactions and time for conversation. In addition, it is also clarified facts as followed. One is to reveal pleasurable activities because of bus services on hilltop residential areas. Another is to motivate people to participate community activities which lead to improvement of living purpose because of artificial streams and waterfront.

本研究では世界中で導入されているサイクルシェアを対象とし、まず日本の事例について、利用料金、利用方法、ポートの形状等のサービス展開の現状を整理した。さらに中国の各都市で爆発的な人気となったステーションフリー型のサイクルシェアについて、その特徴から様々な課題を整理した。さらに自転車を保有することとシェアすることの比較検討対象として大学生を取り上げ、シェア生活を行っていくために必要な方策を提示した。

移動時間の短縮により多くの都市間で日帰り旅行が可能になっているが、現地滞在できる最長時間（現地滞在可能時間）の長さが出発地と目的地の組み合わせにより大きく異なる。本研究は47都道府県庁所在地間の日帰り旅行に注目し、47×46=2162経路の現地滞在可能時間を分析した。その結果、那覇発→鳥取行きの1経路を除く2161経路で日帰り旅行が可能であること、早朝に羽田空港アクセスできる関東の都県庁所在地を出発地とする現地滞在可能時間が長くなること、そして航空路線に依存する札幌市や那覇市を発着する現地滞在可能時間が短くなることを明らかにした。

本研究では高速大量輸送、乗務員削減による運行効率の向上などが期待される連節バスを取り上げ、まず日本での事例について、運用形態、道路形状、バス停等の運行状況を整理し、連節バスの運行に適した諸条件を明らかにした。さらに、北九州市での運行が想定される幹線軸において、現状の運行形態、乗り継ぎ路線、バス停や道路等の都市空間、交通規制などの状況を分析し、北九州市における新たなバス路線再編案を提示した。

application/pdf, わが国ではモータリゼーションの進展や沿線人口の減少により，鉄道や路線バスをはじめとする公共交通の衰退が危惧されている。このようななかで，将来にわたってサービスを維持するにあたっては地方自治体の関与のもと適正な便益評価をベースに，路線維持の妥当性や事業としての有効性を検証し，対策の目標を組み立てることが望ましい。本論文は，北陸鉄道バス木の浦線東山中ルート沿線住民に対するアンケート調査に基づいてオプション価値の計測を試み，オプションに対する支払い意思が生じる要因について分析を行った。そして，本分析結果が市の政策に与える示唆について検討を行った。

The increasing population pressure and urbanization in Nepal constitute a higher demand for energy. This has led a huge challenge to support energy demand of larger population while limiting their impact on energy and environment. Energy consumed in Nepal is mostly derived from the non-renewable energy source. In order to pursue a sustainable development and the energy efficient planning in cities, it is important to get an understanding of inhabitants' energy consumption behavior. Therefore, this research aims to study energy use perspective at the household level and community level in towns of Kathmandu city. The study is conducted through 250 household field questionnaire survey of Ward No. 13, Kathmandu. The study shows that poor quality of urban services and energy intensive behavior has led the higher demand for energy. It is realized that awareness has a significant role in achieving energy efficiency both in domestic and community level. At the end, solutions have been drawn for reducing energy consumption in Kathmandu based on survey data analysis.

第二次大戦後、世界的に急激なモータリゼーションが見られ、公共交通は衰退した。このため、交通渋滞、環境の悪化、交通事故の増加、化石燃料（C・炭素）消費量の著しい増大など由々しい問題が生じてきた。そのような状況を改善すべく、世界各国で「公共交通の保険」が策動されてきている。この動きのカギとなるのは公共交通の「経営」へのテコ入れである。 当論文では、この公共交通の「経営」をめぐっての取り組みの実態の比較を検討し、日本における公共交通の意経営のあり方について考察した。

地方においては高齢化率が30％を大きく超えている都市も多くある。都市中心部を離れると住宅は散在し、高齢者世帯、一人暮らし世帯も多くある。そういった地区から、都市施設が整備されている都市中心部に転居する世帯もみられる。しかし、一方で転居することなく、限られた地区内での行動を余儀なくされている住民も存在する。こういった現状を都市の中での人口動態および高齢化率の指標を用いて考察する。

当論文は「公共交通」を軸にして都市問題を解決し、住み良い空間に変革する試みについて富山市を事例を取り上げた。富山市は1970年代から急速に進んだモータリゼーションによる都心部での交通渋滞、とりわけ豪雪時の交通渋滞はゆゆしいものであった。また、1980年代から郊外部への大型店の進出は都心部の中心商店街の空洞化・疲弊を加速していた。この課題を解決するために、著者は公共交通政策を基軸にした街づくりを提言した。2007年のLRTのトラム導入を契機として富山の「コンパクトシティ」を目指した街づくりが開始された。今後の課題と合わせ論述した。

西欧の多くの都市で,交通問題解決,都市の再生と環境保全を目的として,自動車依存の体系から,徒歩とLRT(Light Rail Transit)等の公共交通中心の都市構造への転換が進んでいる。本論は,フランスを対象として,代表的な3都市について現地調査,政策担当者ヒアリングを行った結果について述べる。中心的な課題は,LRT整備が都市に与えた影響および事業化に伴う利害調整の取組状況の分析である。これらに基づいて,日本のLRT整備に関わる課題について考察する。

The arguments on the privatization of Osaka Municipal Transportation Bureau are continued now. However, discussions of urban policy and transport policy are insufficient decisively. In addition, merits and demerits are accompanied by privatization. The increase in efficiency of management is required, however judging public works only by enterprise profits has too many problems. For example reduction of bus transit has serious influence for persons with disabilities and elderly people who cannot drive a car. Civil authority, transportation operators and users must discuss about social role of public transport enough. In order to stir up further discussions, we will report the results of the discussions by the members of the NPO KOALA to advocate urban planning by public transport.

地域貢献を意図したアクティブ・ラーニングのテーマとして、「公共交通を活用した中弘南黒地域の活性化の研究」を選択した。自家用車を有しない交通弱者にとって公共交通の充実は不可欠である。マンパワーと時間を考慮して、弘南鉄道大鰐線、弘南線、タクシーの3 班に分け、実務家への聞き取り調査、アンケート調査を実施した。シンポジウムでの発表と報告書作成で成果を問う予定である。利用者の満足（顧客満足の追求）を軸に展開した。, 21世紀教育フォーラム, 9, 2014, p.19-26

本研究ではドイツ国内でのカーシェアサービスの展開状況や利用環境について比較・考察を行った。フリーフロート型のカーシェアは返却場所の自由度という面で利便性が高いが、事前予約が不可能な点等のデメリットも指摘した。また自家用車保有やレンタカー利用との比較ではカーシェアの優位性を示した一方で、料金の安い公共交通チケットの存在がカーシェアの選択にも影響を与えていることを指摘した。

This paper is the outcome of a survey about the everyday life situation for residents in depopulating communities located in the northern part of Suzu city in Ishikawa prefecture. The findings of the survey are summarized in the following points: 1. In comparison to surveys conducted in 1989 and 1999, the increased number of elderly people and the effect of depopulation has led to the creation of so-called `marginal villages` (or communities). A higher number of elderly single-person households have also resulted in a greater demand and necessity for caretaking and assistance. On the other hand, the survey discovered a number of cases where elderly people benefitted from their children returning from urban centers to live with them. There were also cases where adult children benefitted from inheriting a family business. 2. In terms of the population of the surveyed areas, the advanced age of farmers and fishermen, and the reduction in the population size was evident in general. While the conversion to self-consumption centered agriculture is proceeding, the areas of abandoned farmland have increased due to a lack of manpower. In terms of the fishermen, smaller fishermen tend to go fishing to collect shellfish and seaweed. In some cases, fishing catches are processed into dried fish. As such, the use of satoyama/satoumi for subsistence purposes as well as profits from the sale of related products has been a necessary condition for the maintenance of community life in this area. 3. In terms of local communities, the survey recognized the importance, and pluralistic role, of neighborhood associations and a variety of other organizations that are present throughout the community. These groups` activities are carried out by a certain number of people in each community. The leaders of the neighborhood associations in particular have become key persons in understanding and appreciating the various activities and needs within their communities.4. It was also found that access to essential facilities and resources outside the community is problematic. Prominent examples include securing transportation for shopping and for going to hospital. A reliance on private cars has increased since previous surveys. This suggests that the need for public transport is very significant, due to the fact that elderly people find it difficult to drive.

本研究は、中心商業地と郊外店舗の競合関係および中心商業地における店舗・駐車場の空間配分を考慮した、交通と住居・商業立地に関する都市モデルを構築した。その上で、30万人程度の人口を有する地方都市を想定した仮想都市を対象に、数値シミュレーションを行うことで、公共交通の利便性や郊外大型店舗の規模が都市構造や都市の商業活動に及ぼす影響を定量的に分析した。その結果、鉄道運行頻度の向上が都市構造のコンパクト化および中心商業地の活性化につながり、運行頻度を削減したとしても鉄道事業者の利潤は必ずしも増加しない可能性があることを明らかにした。また、鉄道事業者と商業立地者が適切に連携し、鉄道運行頻度を高めることで、両者とも便益を増加させる可能性があることを示した。さらに、郊外店舗の売場面積を拡大した場合、都市郊外化の進展やそれに伴う公共交通や中心商業地の衰退をもたらす可能性があることを明らかにした。, In recent years, various urban problems have appeared due to the development of motorization, and as a result the idea of compact city is receiving greater exposure. In discussing compact cities, it is necessary to consider the convenience of public transport and space allocation for stores and parking lots in the central district. In this study, we construct an urban model about transportation and location of housing and commerce considering the space allocation for stores and parking lots in the central district. Additionally we aim to clarify quantitatively the effect of the convenience of public transport, the construction of parking lots and the scale of suburban store on the urban structure and the commercial activity by numeral simulation.

「奈良エコプロジェクト」は2年前（2009年度）に本校第3学年「卒業研究」で行った「佐保川プロジェクト」に引き続き、中学生が出来るＥＳＤの立場に立った地域デザインを構想するプロジェクトの第2弾である。卒業研究は基本的に個人で行うものであるが、このプロジェクトはフラグシップで行われている。今回の「奈良エコプロジェクト」は、世界遺産都市奈良の景観に配慮した公共交通を考えるということで、「社会的共通資本の学びとしてのＥＳＤ」を意識した取り組みである。また卒業研究の取り組みを、人間を豊かに成長させる学習システムとして、生徒・教師・専門家が相互自立的なパートナーシップを構築しあいながら世界・他者・自己の意味を絶えず生成していける学び合いと捉え、「物語共同体」に位置づけていく。

本研究は、兵庫県阪神地域において、県が中心となり平成16年度から継続実施してきた「阪神都市圏広域バスマップ」制作の過程と成果を検証し、行政、事業者と地域のNPOが連携した取り組みを継続するための企画段階、実施段階、継続段階における戦略と工夫について明らかにするとともに、継続の意義について考察することにより、今後他の都市圏において、地域の利用者ニーズに対応したバスマップを通じて公共交通の利用促進を推進するための有益な知見を提供することを目的とするものである。, In this paper, we verify for the Hanshin area in Hyogo Prefecture about the process and result of work of "Hanshin-Area Wide Area Bus Map" which Hyogo Prefectural Government and stakeholders worked continuously from 2004. And then in order that the local governments may continue a measure with some bus companies and local NPO, we reveal the strategy and devices in the stage of plan, the stage of enforcement, and the stage of continuation, and consider the meaning of continuation. Finally, in the near future, we show the useful knowledge to perform the measure of the promotion of utilization of public transport in other city areas through the bus map which we consider that the user of the area is required.

Whilst the compact cityis one of the key issues in the city planning of depopulation society in Japan, the visionary plan and goal of making the neighborhood compact are still indefinite. The study aims to establish the method and indicators for evaluating the compactness of railway-station-centered district, which have the potentiality to be developed as transit-oriented neighborhoods. First, the study establishes a set of the indicators evaluating the compactness of district based on the review of the theorems on urban density. Secondary, through it applies the constructed evaluation method with the indicators to Fukuoka City as case study， and clarify the advantages of the constructed method.

持続可能な発展というヴィジョンは、社会的公正、経済的発展および環境保護という3つの基本的な目標を束ねたものである。フランスの都市計画においては、過去30年の一連の法律が、こうした持続可能な発展にかかわる目標に取り組んできている。もっとも重要なのは、2000年のSRU法（都市連帯再生法）である。この法律は、大都市における公共交通や自転車が果たす役割を拡大しようとするものである。またそれは、大気汚染と闘い、廉価な社会住宅の建設に20％の最低基準を課し、さらに多くの地域計画の一貫性を確保するために包括的な枠組み（SCOT：広域統合スキーム）を創設した。しかしながら主要な問題は、国家（中央政府）と大都市圏とのあいだで、依然、利害の衝突があることである。すなわち、一方で、国家が国富のほぼ半分を租税というかたちで徴収し、遠隔の生産性の低い農村地域にその大部分を移譲し、他方で、国富のほとんどを生産している大都市圏では、その地域が必要とする都市施設整備のための財源が不足しているということである。, Sustainable development combines three basic goals social justice, economic development and environmental protection. A series of laws has tried and introduced sustainable goals in French urban planning since 30 years. The most important, by far, is the SRU Law (2000). It tries and increases the role of public transportation and of the bicycle in big cities. It fights air pollution, imposes a 20% threshold of cheap Social Housing and creates a global Scheme (SCOT) in order to insure the coherence of the many local plans. The main problem, however, remains the conflicts of interest between the national State, on one side, which perceives, through taxes, almost half of the national wealth and transfers a large portion of it to remote rural regions with low productivity and, on the other side, the big urban agglomerations, which produce most of the national wealth but lack resources for their necessary equipments.

現在、日本の交通は多くの自動車に支えられている。産業と個人生活でも、大都市また地方においても自動車は社会の必需品となっている。自動車に過度に依存した結果、都市においては自動車による渋滞、それによって排出される排気ガスなどによる環境汚染が深刻な社会問題となってきた。自動車による大量の排気ガスにより生じる都市の大気汚染と地球温暖化が急速に進行し、異常気象を起こす要因とされている、このような状況により水害など自然災害の大規模化、干ばつなど地球の環境破壊などの危機が危惧されている。 一方、日本においては高齢社会への移行に伴い、バリアフリー化社会の実現が叫ばれ、交通などにおいてバリアフリー化が進み始めた。このような環境・バリアフリー両面から路面電車（LRT）が公共交通として再注目される。本論文では公共交通における路面電車の現状と課題を考察し、環境・バリアフリー・都市再生という視点から再評価する。, In motorization society, many motor cars are making the traffic jam and the air pollution by the exhaust gas.
