Most municipal bond dealers in the country believe that the stock market will not improve unless the U.S. Federal Reserve Board decided to change its reserve requirements. The competition between commercial paper dealers and major finance companies caused the decline in the rates of commercial paper slip. The reduction in the requirements for stock margin does not enhance borrowing by the member companies of the New York Stock Exchange (NYSE).
