Background: Indigenous populations in Canada and the United States (US) have maintained reciprocal relationships with nature, grounded in respect for and stewardship of the environment; however, disconnection from traditional food systems has generated a plethora of physical and mental health challenges for communities. Indigenous food sovereignty including control of lands were found to be factors contributing to these concerns. Therefore, our aim was to conduct a scoping review of the peer-reviewed literature to describe Indigenous disconnection from Indigenous food systems (IFS) in Canada and the US. Methods: Following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses for Scoping Reviews (PRISMA-SR) and Joanna Briggs Institute guidelines, we searched MEDLINE, SCOPUS, International Bibliography of the Social Sciences, Sociological Abstracts, and Bibliography of Native North Americans. Data was extracted from 41 studies and a narrative review completed based on study themes. Results: The overarching theme identified in the included studies was the impact of colonization on IFS. Four sub-themes emerged as causes for Indigenous disconnection from traditional food systems, including: climate change; capitalism; legal change; and socio-cultural change. These sub-themes highlight the multiple ways in which colonization has impacted Indigenous food systems in Canada and the US and important areas for transformation. Conclusions: Efforts to reconnect Indigenous knowledge and values systems with future food systems are essential for planetary health and sustainable development. Traditional knowledge sharing must foreground authentic Indigenous inclusion within policymaking. The building sector is responsible for nearly 40% of the total global direct and indirect CO2 emissions. Urban green infrastructure, which includes features such as urban trees, vegetation, green roofs, and green facades, are examples of nature-based solutions often employed as municipal climate mitigation and adaptation strategies. This approach offers a range of cost-effective strategies for reducing municipal CO2 emissions and presents compelling public policy co-benefits such as improved urban livability and enhanced environmental conditions. For municipalities to confidently deploy these solutions at a scale necessary to achieve climate benefits, acquiring knowledge of quantifiable and demonstrated outcomes is an essential requirement. The objectives of this paper are to (1) provide a comprehensive analysis of the advantages and limitations of nature-based solutions (NBS) to address the challenge of reducing CO2 emissions; (2) evaluate existing design guidelines and policies as may be available across Canada, and that that support the of implementation of NBS in urban agglomerations; (3) identify knowledge gaps and research needs to address challenges to the implementation of NBS. In this review, suggestions and requirements as presented in these documents are examined while giving due consideration to the scientific evidence available in research papers. It was found that the adoption of NBS can contribute to carbon neutral communities through reduced building energy consumption and carbon sequestration. Supportive guidelines and policies have been developed, or are in development, to promote the implementation of NBS at the city scale, despite challenges in assessing, quantitatively, their impact due to uncertainties in data, methods, and scale. The Canadian Prairies are associated with high natural hydroclimatic variability including the frequent periodic occurrence of droughts and pluvials. These extremes carry various risks including significant damage to the economy, environment and society. The well-documented level of damage necessitates further risk assessment and planned reductions to vulnerability, particularly in light of a warming climate. A logical starting point involves awareness and information about the changing characteristics of such climate extremes. We focus on the compound occurrence of droughts and pluvials as the risks from this type of event are magnified compared to the hydroclimatic extremes in isolation. Compound droughts and pluvials (CDP) are drought and pluvial events that occur in close succession in time or in close proximity in area. Also, research on CDP is limited even for the worldwide literature. Therefore, the purposes of this paper are to synthesize recent literature concerning the risks of CDP, and to provide examples of past occurrences, with a focus on the Canadian Prairies. Since literature from the Prairies is limited, global work is also reviewed. That literature indicates increasing concern and interest in CDP. Relationships between drought and pluvials are also characterized using the SPEI Global Monitor for the Prairies, emphasizing the recent past. Research mostly considers drought and pluvials as separate events in the Prairies, but is integrated here to characterize the relationships of these extremes. The spatiotemporal patterns showed that several of the extreme to record pluvials were found to be closely associated with extreme droughts in the Prairies. The intensities of the extremes and their dry to wet boundaries were described. This is the first research to explore the concept of and to provide examples of CDP for the Prairies and for Canada. Examples of CDP provide insights into the regional hydroclimatic variability. Furthermore, most literature on future projections strongly suggests that this variability is likely to increase, mainly driven by anthropogenic climate change. Therefore, improved methods to characterize and to quantify CDP are required. These findings suggest means of decreasing vulnerability and associated damages. Although the study area is the Canadian Prairies, the work is relevant to other regions that are becoming more vulnerable to increasing risks of and vulnerabilities to such compound extremes. The fate of dissolved organic matter (DOM) in lakes and streams is significantly affected by photochemical transformation of DOM. A series of laboratory photochemical experiments was conducted to describe long-term changes in photochemical properties of DOM. The stream samples used in this study originated from three different catchments on the southern-most part of the Boreal ecozone near Dorset, Ontario, Canada. A first-order kinetics equation was used to model photochemical degradation of DOM and the kinetic rate constant, K, was used as an indicator of photochemical properties of DOM. Highest K was observed in samples from the catchment dominated by coniferous forest while the lowest K was measured in the deciduous catchment. Kinetic rate constants from all three catchments showed a sinusoidal pattern during the hydrological year. K increased steadily during autumn and winter and decreased during spring and summer. The highest values were observed during spring melt events when DOM was flushed from terrestrial sources by high flows. The minimum rate constants were found in summer when discharge was lowest. DOM molecular weight and specific absorbance at 254nm also exhibited annual cycles corresponding to the seasonal cycles of terrestrial organic matter but the relationships between these properties and K was probably affected by previous exposure to solar radiation during transit from the catchment as well as pH and iron. The Canadian Terrestrial Ecosystem Model (CTEM) is the interactive vegetation component in the Earth system model of the Canadian Centre for Climate Modelling and Analysis. CTEM models land-atmosphere exchange of CO2 through the response of carbon in living vegetation, and dead litter and soil pools, to changes in weather and climate at timescales of days to centuries. Version 1.0 of CTEM uses prescribed fractional coverage of plant functional types (PFTs) although, in reality, vegetation cover continually adapts to changes in climate, atmospheric composition, and anthropogenic forcing. Changes in the spatial distribution of vegetation occur on timescales of years to centuries as vegetation distributions inherently have inertia. Here, we present version 2.0 of CTEM which includes a representation of competition between PFTs based on a modified version of the Lotka-Volterra (L-V) predator-prey equations. Our approach is used to dynamically simulate the fractional coverage of CTEM's seven natural, non-crop PFTs which are then compared with available observation-based estimates. Results from CTEM v. 2.0 show the model is able to represent the broad spatial distributions of its seven PFTs at the global scale. However, differences remain between modelled and observation-based fractional coverages of PFTs since representing the multitude of plant species globally, with just seven non-crop PFTs, only captures the large scale climatic controls on PFT distributions. As expected, PFTs that exist in climate niches are difficult to represent either due to the coarse spatial resolution of the model, and the corresponding driving climate, or the limited number of PFTs used. We also simulate the fractional coverages of PFTs using unmodified L-V equations to illustrate its limitations. The geographic and zonal distributions of primary terrestrial carbon pools and fluxes from the versions of CTEM that use prescribed and dynamically simulated fractional coverage of PFTs compare reasonably well with each other and observation-based estimates. The parametrization of competition between PFTs in CTEM v. 2.0 based on the modified L-V equations behaves in a reasonably realistic manner and yields a tool with which to investigate the changes in spatial distribution of vegetation in response to future changes in climate. Landslides are common across Canada and they pose hazards to human safety, economic activities, and the environment. Robust risk management strategies are necessary for sustainable development. A slope risk management framework has been adopted by the geotechnical community for approximately four decades allowing a systematic, consistent and transparent framework for managing risks. Implementing this framework is associated with uncertainties embedded in our estimates of risk. This paper presents a brief summary of the sources and categories of uncertainty in geotechnical slope engineering and focuses on two topics: (1) estimates of uncertainty in risk calculations and (2) temporal changes in landslide likelihood as a function of weather and steps towards estimating landslide risk changes with climate change. The paper argues that a quantitative risk assessment should not focus on the final risk calculation, but the overall knowledge gained. This allows comprehensive documentation of sources of uncertainty and how they impact geotechnical and risk assessments. Furthermore, the paper outlines approaches to define quantitative correlations between rock fall occurrences and weather, which can be leveraged to estimate changes in rock fall risk with climate change. Forestry offsets, recognized for their diverse environmental and social co-benefits, are gaining a growing interest as nature-based solutions to combat climate change. Despite Canada's extensive forest resources, its potential for carbon credit remains largely untapped. This study aims to unveil the prevailing challenges in developing forestry offsets in Canada and propose potential solutions, drawing on insights from in-depth semi-structured interviews (SSIs) with 23 experts in the field. A qualitative thematic analysis highlighted 14 challenges under four major frequently discussed themes: methodological (37%), social (29%), economic (22%), and implementation challenges (12%). Our findings highlighted the urgency of addressing key obstacles, including the impermanent nature of forestry carbon offsets, substantial public knowledge gaps, uncertainties in the cost-effectiveness impacting financial viability, and the need for enhanced capacity for project implementation. Building on the discussions on the identified challenges, this study further presented a comprehensive analysis of the future directions for Canada, emphasizing the importance of addressing key methodological issues, enhancing public and Indigenous education and engagement, and leveraging advanced technologies and innovative approaches like ton-year accounting for economic viability. Vineyards are agroecosystems of great importance in the Niagara Region, Ontario (Canada). Due to its microclimate, this region is projected to be impacted by climate change with temperature increases, changes in precipitation patterns in all seasons, and greater frequency of extreme weather events. The aim of this review paper is to summarize which seasonal changes are expected to occur in the Niagara Region and assess how such changes are likely to affect the main components of the vineyard ecosystem (i.e., soil, vines, invertebrates, and pathogens). It is expected that by 2080 the region will experience an increase in temperature in all four seasons; an increase in precipitation during the fall, winter, and spring; and a decrease in precipitation during summer months. Impacts of the projected changes will likely lead to vine water stress, yield loss, increases in incidents of diseases, increases in the spread of new pests, and changes in grape quality ultimately resulting in lower wine quality and/or production. Current management practices will need to be better understood and adaptive strategies introduced to enhance grape growers' ability to minimize these impacts. [ABSTRACT FROM AUTHOR]

In this paper, we explore how the power wielded by regional incumbents has impacted subnational innovation agendas. Our findings suggest that the design of mission-oriented innovation policies should be more attentive to regional innovation policies and their relationship to how innovation may serve to bolster incumbents and not undermine them. We use a case-study of innovation in fossil fuels. Recently, innovation policy literature has explored innovation policy and global climate as a major topic. On the one hand, carbon lock-in has been used to explain why there has been such difficulty in reducing carbon emissions, in many cases, despite an increasing emphasis of mission-innovation policies. On the other hand, mission-innovation policies are believed to be a key to the development of disruptive innovations that could break this carbon intensive path dependency. Although the two literatures explore the same problem, there could be more integration. While carbon lock-in is being considered in the mission-innovation literature, it nevertheless has been largely overlooked at the mission-setting stage. On the other hand, the lock-in literature has tended to overlook the findings of mission-oriented innovation literature in offering solutions, which suggests that there is a more productive role for mission-oriented innovations in breaking free of previous constraints to serve in the low-carbon energy transition. To make our case, we argue it is important to distinguish among the various impacts disruptive innovations have on the market shares of incumbents'. We propose the following three schema: new market, market rewarding and market destroying. By variegating the potential impact of innovations, we suggest that mission-oriented innovation polices may be designed to only support certain types of innovations that do not directly undermine the market share of incumbents. Using a detailed case study of the Province of Alberta, Canada, we then explore the role of the province's mission-oriented policy in the development of technology to produce the Canadian oil sands. The case study illustrates how incumbents influenced the establishment and direction of the mission's goal. Shifts in incumbency opposition toward the province's mission-oriented innovation policy coincided with the changing impact of the innovation from being market destroying to market rewarding. We suggest that future research should be more attentive to the role of incumbents in influencing mission-oriented innovation policy and the importance of their influence at the mission-setting stage. Furthermore, we suggest that to meet the grand challenge of addressing climate change through mission-oriented innovation policies, these policies must be designed to break free of these institutional constraints. Climate changes are happening at an unprecedented rate, as identified in the 2021 Intergovernmental Panel on Climate Change. Environmental philanthropy, those acts of contributions toward the conservation and preservation of the environment, need to be better understood, as research suggests there is insufficient literature in this area. For Muslims living in Canada, the concept of charity, khalifa (a sacred entrustment whereby Muslims strive to support and preserve all of the Earth and what is in it), and worship take root and have developed within a context of immigration, identity formation, and broader Canadian contexts. The Muslim Canadian identity is informed by the social, political, economic, and historical elements of the Muslim Canadian experience. In turn, this informs the Muslim Canadian environmental philanthropy narrative. This paper explores the relationship between Islam, eco-consciousness, and its manifestations in environmental philanthropy in Canada and how this is informing the climate change crisis. Centered on the narratives of ten Muslim Canadians currently leading and involved with environmental philanthropy, the paper also offers insight on future considerations for environmental philanthropy within the Muslim Canadian context. This paper provides an outlook on the effects of climate change and the severity and frequency of extreme weather events on the performance of flexible pavements across North America. Now more than ever, the climate is changing at a rapid pace, which will alter long-term environmental loading parameters and extreme weather events. Such alterations will pose implications for the design, maintenance, and rehabilitation of flexible pavements, especially in terms of their serviceability, safety, and functionality. In northern Canada, roads are founded on various terrain types, including thaw-sensitive ice-rich permafrost underlying terrains. Such roads have experienced signs of embankment and pavement damage, which are usually induced by the degradation of the underlying permafrost due to climate change. Therefore, the development and implementation of new permafrost thaw mitigation techniques for vulnerable roads are essential and will be discussed in this paper. Resilient flexible roads should be designed to withstand the conditions that are likely to occur during their design life, taking into account the impact of the climate change on pavement performance in response to daily and seasonal changes in heat, precipitation, freeze–thaw cycles, and extreme weather events. Fire activity in 288 areas (2.5° N × 10° E) in the Arctic region (50°–70° N, 0°–360° E) was analyzed using about 4.4 million satellite hotspot (HS) data from 2002 to 2021. A total of 21 high fire density areas from eastern Europe to western Canada were selected, and their fire–weather conditions during each active fire period were analyzed using about 1820 various weather maps at the upper and the lower air level. Analysis results showed that the active fires in the Arctic region occurred under the fire–weather conditions associated with the northward movement of cut-off high (COH) and warm air masses detached from the south caused by large westerly meandering (LWM). LWM is a sign of the beginning of an active fire period. Very active fires on HS peak days occurred several days after the start of the northward movement of COHs and under mainly high-pressure conditions in the upper air and strong wind conditions in the lower air. The time lag of these several days suggests that we may be prepared for very active fires. The fire–weather analysis approach described in this paper has shown that future large-scale fire outbreaks are predictable. [ABSTRACT FROM AUTHOR]

Research has historically exploited Indigenous communities, particularly in the medical and health sciences, due to the dominance of discriminatory colonial systems. In many regions across Canada and worldwide, historical and continued injustices have worsened health among Indigenous Peoples. Global health crises such as climate change are most adversely impacting Indigenous communities, as their strong connection to the land means that even subtle changes in the environment can disproportionately affect local food and health systems. As we explore strategies for climate change preparedness and adaptation, Indigenous Peoples have a wealth of Traditional Knowledge to tackle specific climate and related health issues. If combined with digital citizen science, data collection by citizens within a community could provide relevant and timely information about specific jurisdictions. Digital devices such as smartphones, which have widespread ownership, can enable equitable participation in citizen science projects to obtain big data for mitigating and managing climate change impacts. Informed by a Two-Eyed Seeing approach, a decolonized lens to digital citizen science can advance climate change adaptation and preparedness efforts. The number of nuisance and negligence tort claims in the US against “Big Oil” companies have grown significantly in the last five years. The Netherlands case of Milieudefensie et al v Royal Dutch Shell represents the first major success of such a claim internationally. While the US cases and Milieudefensie demonstrate starkly different approaches as to how to seek accountability from Big Oil for climate change harms, the increasing judicial engagement on these issues may mean the time is right for similar lawsuits in Canada. Three Canadian common law causes of action are examined: nuisance, negligence, and unjust enrichment. Defences and arguments which stem from society’s (and any potential plaintiff’s) acquiescence and authorization to allow the defendants’ conduct may present difficult barriers to success. This paper focuses on these types of defences, and argues that the responsibility of Big Oil for climate change harms should not be completely vitiated even if governments and plaintiffs have acquiesced, authorized, and arguably contributed to our climate crisis. Climate change impacts on Indigenous peoples in remote regions pose unique institutional challenges and opportunities for governments. Reducing vulnerability and enabling collaborative knowledge creation through the inclusive consideration of Indigenous peoples' perspectives in government and institutional efforts can help to advance adaptation to environmental change. In Northern Canada, Indigenous communities and multiple levels of the Canadian government and its institutions, including the Canadian Armed Forces, share the commensurate task and responsibility of responding to, tracking, monitoring and adapting to rapid climatic changes and impacts associated with climate change in the Arctic. In this review paper, we explore how Canadian governments may effectively work as partners and catalysts for advancing mutually beneficial climate change adaptation efforts with Indigenous peoples and communities affected by climate change in remote Arctic regions of Northern Canada. We review knowledge and concepts related to Indigenous traditional ecological knowledge in the context of institutional adaptation planning and policy approaches in remote regions. First, we provide a geographical and contextual background that informs the efforts of institutional partners and Indigenous communities seeking to mutually address long-term challenges associated with adapting to climate change, specifically in the remote Canadian Arctic. Second, we unpack knowledge for advancing collaborative adaptation efforts between Indigenous peoples and institutions in the Arctic. We identify relevant gaps and opportunities for enhancing institutional approaches to climate change adaptation involving Indigenous peoples in remote regions like the Arctic. In the context of sub-global participation in greenhouse gas mitigation efforts, this paper investigates the effectiveness of a Canada-U.S. emissions bubble under their existing regional trade agreement. It also explores the potential economic impact of carbon tariff harmonization through the implementation of a common Canada-U.S. external border tariff adjustment as a mean to address competitiveness issues. Using a multi-region, multi-sector computable general equilibrium model the paper finds that the creation of an emission bubble between the two countries could improve efficiency. The findings also suggest that a carbon tariff harmonization policy could give rise to distributional issues among Annex I regions and could fail to mitigate the negative competitiveness impacts of carbon abatement policies. griculture-related discussions in climate change research have been largely focused on the effects of a changing environment on agriculture and the possible consequences for global and regional food security. However, from a policy standpoint, it is also essential to address the impact of agriculture and related activities on environmental change. Over the last 50 years, most of the world’s agriculture has transitioned into industrial agriculture that requires greater inputs of fossil-fuel energy, water, synthetic pesticides and fertilizers, which have created substantial harmful effects on air, soil, water and biodiversity. Sustainable farming that uses less chemicals and fossil-fuel energy and emphasizes localized production and consumption has come to be viewed as an eco-friendly alternative to modern agriculture. This paper will examine the concept of sustainable agriculture and compare and contrast its practice in Canada and Cuba. Throughout his tenure as Prime Minster of Canada (2006-2015), Stephen Harper had a particular fascination with the Canadian North, illustrated in part by his annual tours of the Canadian Arctic and Subarctic region. Using these tours as a case study, this paper argues that state discourses of sovereignty, resource development, and climate change are intertwined with the simultaneous production of a tourist landscape. This tourist landscape is established in part through the circulation of affect within state discourses, like those engaged by Harper on his northern tours. The affective economies of tourism in the Canadian Arctic are heavily intertwined with both market-focused policy objectives and the moral imperative established by climate change. The result is a discourse of northern Canada that puts it within the purview of southern Canada. In particular, the affective, economic, and ecological dynamics in northern Canada produce an image of the North as both a playground for southern desires and a place in danger that is in need of saving. Climate change is widely recognized as one of the most challenging, urgent and complex problem facing humanity. There are rising interests in understanding and quantifying climate changing. We analyze the climate trend in Canada using Canadian monthly surface air temperature, which is longitudinal data in nature with long time span. Analysis of such data is challenging due to the complexity of modeling and associated computation burdens. In this paper, we divide this type of longitudinal data into time blocks, conduct multivariate regression and utilize a vine copula model to account for the dependence among the multivariate error terms. This vine copula model allows separate specification of within-block and between-block dependence structure and has great flexibility of modeling complex association structures. To release the computational burden and concentrate on the structure of interest, we construct composite likelihood functions, which leave the connecting structure between time blocks unspecified. We discuss different estimation procedures and issues regarding model selection and prediction. We explore the prediction performance of our vine copula model by extensive simulation studies. In this paper we present the results from a systematic literature review of subsistence research that was conducted in northern Canada between 1950 and 2019. Our analysis identified trends in subsistence research, including the breadth of research topics, influential scholars and scholarship, and the emergence of research networks. Our results identified 245 publications authored by a multidisciplinary network of 365 scholars. Research conducted through ArcticNet and the International Polar Year is responsible for 75% (n = 183 of 245) of all subsistence-related publications during this period. Subsistence publications cover a wide range of topics, including climate change, nutrition, and wildlife management, but Indigenous food culture and the roles of women in subsistence have received comparatively less scholarly attention. Given the profound changes occurring in northern Canada, whether a result of anthropogenic or non-anthropogenic disturbances, greater attention to the cultural and gendered dimensions of subsistence will be particularly valuable to northern scholarship and the public policies it can inform. There is growing recognition that gender diversity within research organizations can result in innovative research outcomes. It has also been recognized that gender homogeneity can undermine the quality and breadth of the research and may allow some to cast doubt on the legitimacy of scientific findings. In this paper, we present the results of a gender-based analysis of Canada's ArcticNet Networks Centers of Excellence. Representing Canada's single largest commitment to climate change science, ArcticNet has involved 761 researchers who have published >2400 peer-reviewed publications on the impacts of climate change in the Canadian Arctic. Our results indicate that, despite outnumbering their male peers at the graduate levels, the representation of women within ArcticNet exhibits a marked decline to only 21% (N = 51) of all ArcticNet investigators (N = 246). In addition to being numerically under-represented, female investigators in ArcticNet have fewer research collaborators and are generally less integrated into the network as compared to their male colleagues. Male investigators tend to form homophilious ties—publishing predominately with other males, whereas female investigators have heterophilious collaborations, with fewer peer-reviewed journal articles. Given the complexities of climate change research, particularly in the Arctic where the impacts of climate change are projected to be most extreme, the equitable inclusion of female scientists and other under-represented groups is crucial if sustainable solutions are to be found. Cold region hydrology is very sensitive to the impacts of climate warming. Impacts of warming over recent decades in western Canada include glacier retreat, permafrost thaw, and changing patterns of precipitation, with an increased proportion of winter precipitation falling as rainfall and shorter durations of snow cover, as well as consequent changes in flow regimes. Future warming is expected to continue along these lines. Physically realistic and sophisticated hydrological models driven by reliable climate forcing can provide the capability to assess hydrological responses to climate change. However, the provision of reliable forcing data remains problematic, particularly in data-sparse regions. Hydrological processes in cold regions involve complex phase changes and so are very sensitive to small biases in the driving meteorology, particularly in temperature and precipitation, including precipitation phase. Cold regions often have sparse surface observations, particularly at high elevations that generate a large amount of runoff. This paper aims to provide an improved set of forcing data for large-scale hydrological models for climate change impact assessment. The best available gridded data in Canada are from the high-resolution forecasts of the Global Environmental Multiscale (GEM) atmospheric model and outputs of the Canadian Precipitation Analysis (CaPA), but these datasets have a short historical record. The EU WATCH ERA-Interim reanalysis (WFDEI) has a longer historical record but has often been found to be biased relative to observations over Canada. The aim of this study, therefore, is to blend the strengths of both datasets (GEM-CaPA and WFDEI) to produce a less-biased long-record product (WFDEI-GEM-CaPA) for hydrological modelling and climate change impact assessment over the Mackenzie River Basin. First, a multivariate generalization of the quantile mapping technique was implemented to bias-correct WFDEI against GEM-CaPA at 3 h ×0.125∘ resolution during the 2005–2016 overlap period, followed by a hindcast of WFDEI-GEM-CaPA from 1979. The derived WFDEI-GEM-CaPA data are validated against station observations as a preliminary step to assess their added value. This product is then used to bias-correct climate projections from the Canadian Centre for Climate Modelling and Analysis Canadian Regional Climate Model (CanRCM4) between 1950 and 2100 under RCP8.5, and an analysis of the datasets shows that the biases in the original WFDEI product have been removed and the climate change signals in CanRCM4 are preserved. The resulting bias-corrected datasets are a consistent set of historical and climate projection data suitable for large-scale modelling and future climate scenario analysis. A wealth of pre-Confederation weather and climate observations were recorded in Canada by individuals and institutions during both the French and British empires. This scientific heritage came about for a number of reasons. For instance, the Hudson's Bay Company wanted to reduce operating costs by having their posts in Canada's north-west become self-sufficient in agriculture. Others wished to save lives from cholera or shipwrecks, or to satisfy curiosity about the ever-present debate concerning anthropogenic climate change. Today, historical climate observations can be found in many diverse locations. Despite our rich scientific heritage, turning archival paper and ink observations into scientific data remains an enormous technical challenge. This challenge falls to our generation, both to use this heritage to investigate the historical context of current climate change and variability, and to use the digital resources in development today to safeguard our scientific heritage for future generations. This paper examines the consideration of climate change in environmental assessment (EA) in the liquefied natural gas (LNG) sector, British Columbia, Canada. Based on an analysis of recent EA applications, results show that climate change is considered, to some extent, in all phases of EA for most LNG projects. However, stakeholders indicate a dissatisfaction with practice – often based on expectations about EA that exceed what it can deliver as a project-based tool, and sometimes based on an incomplete understanding of existing climate change legislation and targets. Results also indicate inconsistent application of existing climate change requirements across project EAs. Notwithstanding proponents often addressing climate change in their EA applications, climate change tends to receive little attention in project decision and approval conditions. The paper concludes with recommendations for better practice climate change consideration in EA that is commensurate with the scope and scale of project-level issues, complemented by more strategic EA and economic instruments. Arctic shelf seas are highly heterogeneous, making it difficult to accurately account for their role in regional and global air‐sea CO2 exchange budgets. Here we estimate the CO2 sink in the Canadian Arctic Archipelago (CAA) based on empirical relationships that account for spatiotemporal variations in the sea surface partial pressure of CO2 (pCO2sw) as a function of seasonal sea ice cycles. During the open water season from 2010 to 2016, the CAA acted as a net oceanic sink with an average CO2 flux of −7.7 ± 4 Tg C/year. This sink is significantly smaller than previous estimates for the CAA, emphasizing the importance of properly accounting for seasonal and spatial variability on Arctic shelves. Applying our analysis to a 37‐year record of sea ice conditions, we calculate an increase in the open water CO2 sink by ~150% (a trend of ~ −1.3 Tg C/decade), associated with sea ice loss and higher wind speeds. Plain Language Summary: Much of the carbon dioxide (CO2) humans put into the air ends up in the oceans. This is good because it slows down climate change but also bad because some creatures could be hurt by extra CO2. In the Arctic, it is hard to know how much CO2 is absorbed by the ocean, because the ocean is frozen for much of the year. In this paper, we try to figure out how much CO2 is going into the Canadian Arctic Archipelago—a shallow sea in northern Canada that is home to the famous Northwest Passage. We found that the amount of CO2 going into this sea is much lower than scientists thought before because they did not fully account for the ice. However, the amount of CO2 going into the sea each year is increasing, because sea ice is melting due to climate change. Central Asia is among the most heavily affected regions worldwide by climate change and water shortages. Impacts include changes in precipitation patterns, more frequent temperature extremes and increased aridity causing a negative impact on agricultural production, food availability, and environmental security. To combat this threat, it is important to enhance information literacy among all water users. This can be done through awareness campaigns, blended learning by providing the proper Technical and Vocational Education and Training (TVET) programs and utilizing all available facilities. This will address relevant issues, such as miscommunication, complexities of transboundary water sharing issues, overexploitation of water resources, and poor flood-drought mitigation techniques. Proper and user-friendly lifelong blended learning for scientific information dissemination focusing water issues can provide stronger support to increase awareness among water users and decision policy makers. Worldwide, especially in North America and Australia, information literacy campaigns have proven successful. This strategy can be replicated in the Mountainous Kyrgyz-Kazakh Chu-Talas transboundary river basin. The issues concerning the Mountainous KyrgyzKazakh Chu-Talas transboundary river basin is elaborated and compared with Australian, Canadian, and US river basin management programs. The foresight analysis is presented, as to what would be a rationale to improve water resources more sustainably in Central Asia. Methodologies, programs, technologies, communities-based river basin committees, snow-water collection with agroforestry, and basin-based water market opportunities were analyzed to assess potential applications in Central Asia region. The Climate Change and Health Adaptation Program (CCHAP) is a program within the First Nations Inuit Health Branch of Indigenous Services Canada (which was previously under the responsibility of Health Canada). The CCHAP supports Inuit and First Nation communities in mitigating and adapting to the health impacts of climate change. The impacts of climate change on Indigenous health can be observed in multiple areas including, but not limited to, food security, cultural medicines, mental health and landbased practices. This program seeks to address the needs of climate change and health in First Nation and Inuit communities to support resiliency and adaptation to a changing climate both now and in the future through its emphasis on youth and capacity building. The commentary is based on the Program's eleven years of experience working with and for Indigenous communities and provides an overview of the CCHAP model and the work it has and continues to support. This paper demonstrates three examples of community-based projects to mitigate and adapt to the health impacts of climate change to demonstrate climate change resiliency within Indigenous communities. Whether it's a big city or a small town, all Canadian municipalities have core issues that their elected politicians are concerned about. Regardless of size, the daily business of a municipality must be managed and policies determined about such bread-and-butter issues as garbage collection, snow removal, wastewater and sewage, fire protection, economic development and fixing potholes. However, when size increases, so do the layers of issues that engage municipal politicians. This paper examines the results of a cross-Canada survey of more than 1,000 mayors and councillors from communities ranging in population size from 5,000 to more than two million. With an increase in population size, the numbers and complexity of issues creep up as well. Tiny municipalities typically aren't concerned with issues such as immigrant settlement, homelessness and public transit. Those issues are much more pressing for larger municipalities. A focus on some types of issues, such as public transit, grows right alongside population growth. The physical size of large municipalities means they contain a population whose needs are naturally more diverse than they are in smaller cities, towns and villages, thus shifting politicians' concerns to such things as homelessness and climate change. However, issues such as relations with Indigenous people and climate change also tend to hold regional, not just municipal, importance. They may be extremely important to a small municipality because of its geographic location and less important in a larger municipality located elsewhere. For example, municipal politicians in British Columbia reflect regional concerns with their emphasis in the survey on the importance of tackling homelessness, affordable housing, climate change and Indigenous relations. Yet, next door in Alberta, Indigenous relations and climate change ranked in the survey as being of low importance, along with climate change, despite the presence of two cities in the province with populations hovering around the million mark. The number one issue for municipalities regardless of size is economic development, since job creation and attracting investment are key for a healthy municipality regardless of its location or size. And nearly every politician surveyed listed planning, water supply and transportation infrastructure (roads, highways and bridges) as being of deep importance to their communities. Of almost equal importance in the survey were a second slate of issues including emergency planning, parks and recreation, public health, solid waste removal and policing. The results of this survey are intended to lay the groundwork for future researchers who want to focus on specific problems in the area of urban policy-making. Those who want to study the bread-and-butter issues can do so among a wide range and size of municipalities, knowing that these issues are vital to all. Those with an interest in homelessness and immigrant populations can focus on the big cities while being assured they are not missing out on key points among smaller communities. This paper focuses on findings from an analysis of data submitted through the Sustainability Tracking, Assessment and Rating System (STARS). STARS has addressed the demand for standard metrics to measure sustainability progress at US and Canadian colleges and universities, with expanding access to institutions in other countries gained through the launch of an International Pilot and release of STARS 2.0. Since its release in 2009, STARS has emerged as a reputable source of data that can provide a broad overview of the state of campus sustainability. The release of STARS Version 2.0 in 2013 improved upon the original reporting framework and also expanded accessibility of STARS to all higher education institutions worldwide. The findings in this paper tell the story of a campus sustainability movement that is quite young. As STARS matures along with this movement, STARS data will hopefully show a trend of continuous improvement at participating institutions. By participating in STARS and learning from examples set by other institutions, colleges and universities from across the world can be on the leading edge of moving toward a more just and sustainable world. Aim: The rapidly changing Arctic is ideal for investigating uncertainties in climate projections. Despite the challenges of collecting data in this region, an unprecedented large‐scale survey of shorebirds has been conducted over the last 30 years. Our study aimed to (1) develop probabilistic estimates for the change in suitable habitat for 10 Arctic shorebird species in Canada by 2075 and (2) assess the contribution of modelling decisions to the uncertainty in these estimates. Location: Arctic Canada. Methods: To evaluate uncertainty, we considered six classes of modelling decisions, yielding 216 unique projections for each species. We tested three decisions that are less commonly explored − the pool of candidate variables, a method for selecting variables, and the maximum distance of tree line dispersal, as well as the modelling algorithm, carbon emissions scenario, and global circulation model. We used a bootstrapping approach, creating a probability distribution for the proportional change in suitable habitat for each species. Results: Our findings indicated a substantial risk for 8/10 species to lose over half of their suitable breeding habitat, but this projection is much less certain than has been described previously. While much uncertainty is unexplained, we were surprised that the largest source of uncertainty among our modelling decisions was from our choice of methods for variable selection, that the other modelling decisions were relatively small sources of uncertainty, overshadowing other modelling decisions. Main Conclusions: While most scenarios predict a northward shift and significant habitat loss for Arctic‐breeding shorebirds, the Arctic Archipelago of Canada will remain an important refuge because in many other Arctic regions, there is no land farther north for these species to shift into. Algal bioindicators, such as diatoms, often show subdued responses to eutrophication in Arctic lakes because climate‐related changes (e.g., ice cover) tend to be the overriding factors influencing assemblage composition. Here, we examined how sub‐Arctic ponds historically receiving high nutrient inputs from nesting seabirds have responded to recent climate change. We present diatom data obtained from 12 sediment cores in seaduck‐affected ponds located on islands through Hudson Strait, Canada. All study cores show consistently elevated values of sedimentary ẟ15N, an established proxy for tracking marine‐derived nutrients, indicating seabirds have been present on these islands for at least the duration of the sediment records (~100 to 400 years). We document diverse epiphytic diatom assemblages to the base of all sediment cores, which is in marked contrast to seabird‐free Arctic ponds—these oligotrophic sites typically record epilithic diatom flora prior to recent warming. Diatoms are likely responding indirectly to seabird nutrients via habitat as nutrients promote the growth of mosses supporting epiphytic diatom communities. This masks the typical diatom response to increased warming in the Arctic, which also results in habitat changes and the growth of mosses around the pond edges. Changes in sedimentary chlorophyll a were not consistently synchronous with large changes in ẟ15N values, suggesting that primary production in ponds is not responding linearly to changes in seabird‐derived nitrogen. Across all ponds, we recorded shifts in diatom epiphytic assemblages (e.g., increases in % relative abundance of many Nitzschia species) that often align with increases in chlorophyll a. The changes in diatoms and chlorophyll a, although variable, are most likely driven by climate change as they are generally consistent with longer ice‐free conditions and growing seasons. Together, our results show that to effectively use diatoms in animal population reconstructions across the sub‐Arctic and Arctic, a strong understanding of eutrophication and climate change, based on supplementary proxies, is also required. Because they are rare, extreme weather events have critical impacts on societies and ecosystems and attract public and scientific attention. The most unusual events are regularly documented as part of routine climate monitoring by meteorological services. A growing number of attribution studies also aim at quantifying how their probability has evolved under human-induced climate change. However, it is often recognized that (i) the selection of studied events is geographically uneven, and (ii) the definition of a given event, in particular, its spatiotemporal scale, is subjective, which may impact attribution statements. Here we present an original method that objectively selects, defines, and compares extreme events that have occurred worldwide in the recent years. Building on previous work, the event definition consists of automatically selecting the spatiotemporal scale that maximizes the event rarity, accounting for the nonstationary context of climate change. We then explore all years, seasons, and regions and search for the most extreme events. We demonstrate how our searching procedure can be both useful for climate monitoring over a given territory, and resolve the geographical selection bias of attribution studies. Ultimately, we provide a selection of the most exceptional hot and cold events in the recent past, among which are iconic heatwaves such as those seen in 2021 in Canada and in 2003 in Europe. Background: The growth of urban dwelling populations globally has led to rapid increases of research and policy initiatives addressing associations between the built environment and physical activity (PA). Given this rapid proliferation, it is important to identify priority areas and research questions for moving the field forward. The objective of this study was to identify and compare research priorities on the built environment and PA among researchers and knowledge users (e.g., policy makers, practitioners). Methods: Between September 2022 and April 2023, a three-round, modified Delphi survey was conducted among two independent panels of international researchers (n = 38) and knowledge users (n = 23) to identify similarities and differences in perceived research priorities on the built environment and PA and generate twin 'top 10' lists of the most important research needs. Results: From a broad range of self-identified issues, both panels ranked in common the most pressing research priorities including stronger study designs such as natural experiments, research that examines inequalities and inequities, establishing the cost effectiveness of interventions, safety and injuries related to engagement in active transportation (AT), and considerations for climate change and climate adaptation. Additional priorities identified by researchers included: implementation science, research that incorporates Indigenous perspectives, land-use policies, built environments that support active aging, and participatory research. Additional priorities identified by knowledge users included: built environments and PA among people living with disabilities and a need for national data on trip chaining, multi-modal travel, and non-work or school-related AT. Conclusions: Five common research priorities between the two groups emerged, including (1) to better understand causality, (2) interactions with the natural environment, (3) economic evaluations, (4) social disparities, and (5) preventable AT-related injuries. Today’s global energy agenda focuses especially on the fields of increasing energy demand, security of supply and climate change. This situation causes the energy efficiency phenomenon to be considered by policymakers seriously, and additionally to be developed strategies by determining targets in this field. In this sense, it is thought that developments in the field of energy efficiency will increase energy savings and reduce emissions caused by high consumption. On the other hand, the expected improvements in energy saving based on consumer behavior are less than anticipated. In measuring the mentioned dimension, one of the important parameters is defined as the rebound effect. This effect is considered as a dilemma that is frequently emphasized, especially in developed countries since there is a prevailing opinion that the developments in energy efficiency may not cause the expected results in savings. Therefore, it is extremely important to accurately measure the dimensions of the said effect in terms of both guiding policymakers in their strategies on energy efficiency and preventing waste of resources. This study tests the validity of the rebound effect for Canada using annual data from 1972 to 2019. In the study, the Fourier Engle-Granger Cointegration Test, which is one of the current econometric methods, was used, and then FMOLS, CCR and DOLS methods were utilized for the estimation of the short- and long-term coefficients. Empirical findings suggest that increases in energy efficiency in Canada increase energy consumption. Thus, it can be said that the rebound effect is valid for Canada. [ABSTRACT FROM AUTHOR]

Considerable attention has been devoted to the possible effects of global climate change on the environment of the circumpolar world. With regard to the Inuit, the aboriginal culture of Arctic Canada, research interest has focused principally on the vulnerability of the hunting and harvesting component of the traditional food system, otherwise frequently referred to as the subsistence system, if wild terrestrial and marine resources become less available. Although also concerned with the traditional Inuit food economy, this paper concentrates on the customary institutional mechanisms by which the Inuit distribute and share the products obtained from hunting. After analysing this social economy, a review of the data on recent climate-related range changes of a number of Arctic animal populations is carried out, in terms of how projected environmental changes may affect this other aspect of Inuit subsistence. After tentatively concluding that some species substitution and/or replacement will occur, the final aspect of the paper considers the potential for the possible exclusion of these “replacements” as a result of the political aspect of climate change. Background: Climate change has a significant impact on population health. Population vulnerabilities depend on several determinants of different types, including biological, psychological, environmental, social and economic ones. Surveillance of climate-related health vulnerabilities must take into account these different factors, their interdependence, as well as their inherent spatial and temporal aspects on several scales, for informed analyses. Currently used technology includes commercial off-the-shelf Geographic Information Systems (GIS) and Database Management Systems with spatial extensions. It has been widely recognized that such OLTP (On-Line Transaction Processing) systems were not designed to support complex, multi-temporal and multiscale analysis as required above. On-Line Analytical Processing (OLAP) is central to the field known as BI (Business Intelligence), a key field for such decision-support systems. In the last few years, we have seen a few projects that combine OLAP and GIS to improve spatio-temporal analysis and geographic knowledge discovery. This has given rise to SOLAP (Spatial OLAP) and a new research area. This paper presents how SOLAP and climate-related health vulnerability data were investigated and combined to facilitate surveillance. Results: Based on recent spatial decision-support technologies, this paper presents a spatiotemporal web-based application that goes beyond GIS applications with regard to speed, ease of use, and interactive analysis capabilities. It supports the multi-scale exploration and analysis of integrated socio-economic, health and environmental geospatial data over several periods. This project was meant to validate the potential of recent technologies to contribute to a better understanding of the interactions between public health and climate change, and to facilitate future decision-making by public health agencies and municipalities in Canada and elsewhere. The project also aimed at integrating an initial collection of geo-referenced multi-scale indicators that were identified by Canadian specialists and end-users as relevant for the surveillance of the public health impacts of climate change. This system was developed in a multidisciplinary context involving researchers, policy makers and practitioners, using BI and web-mapping concepts (more particularly SOLAP technologies), while exploring new solutions for frequent automatic updating of data and for providing contextual warnings for users (to minimize the risk of data misinterpretation). According to the project participants, the final system succeeds in facilitating surveillance activities in a way not achievable with today's GIS. Subarctic ecosystems are experiencing rapid changes as a result of climate warming and more frequent and severe disturbances. There is considerable uncertainty regarding ecological trajectories following disturbance in forested ecosystems underlain by permafrost because their structure and function is controlled by feedbacks among soil conditions, vegetation, and ground thermal regime. In this paper, we studied post-disturbance ecosystem recovery in an area of discontinuous permafrost 32 years after construction and abandonment of a winter access road in Nahanni National Park Reserve (NNPR). Ecosystem recovery was examined by comparing disturbed (road) and undisturbed (adjacent to the road) sites in the following terrain types: spruce peatland, black spruce parkland, deciduous forest, and alpine treeline terrain. Our field data show that disturbances to discontinuous permafrost terrain can lead to large and persistent changes to ecosystem composition and structure. Our findings indicate that the ecological response of discontinuous permafrost to disturbance and climate warming will depend on interactions between soil conditions and vegetation communities. In instances where disturbance to discontinuous permafrost fundamentally disrupts stabilizing interactions between soil conditions and vegetation communities, we should expect lasting changes to ecosystem structure and function. The identification of homogeneous precipitation regions is essential in the planning, design and management of water resources systems. Regions are identified using a technique that partitions climate sites into groups based on the similarity of their attributes; the procedure is known as regionalization. In this paper the ability of four attribute sets to form large, coherent precipitation zones is assessed in terms of the regional homogeneity of precipitation statistics and computational efficiency. The outcomes provide guidance for effective attribute selection for future studies in Canada. The attributes under consideration include location parameters (latitude, longitude), distance to major water bodies, site elevation and atmospheric variables modelled at different pressure levels. The analysis is conducted in two diverse climate regions within Canada including the Prairie and the Great Lakes–St Lawrence lowlands regions. The method consists of four main steps: (i) formation of the attribute sets; (ii) determination of the preferred number of regions (selection of thec-value) into which the sites are partitioned; (iii) regionalization of climate sites using the fuzzyc-means clustering algorithm; and (iv) validation of regional homogeneity usingL-moment statistics. The results of the attribute formation,c-value selection, regionalization and validation processes are presented and discussed in a comparative analysis. Based on the results it is recommended for both regions to use location parameters including latitude, longitude and distance to water bodies (in the Great Lakes region) to form precipitation regions and to consider atmospheric variables for future (climate change) applications of the regionalization procedure. While climate scientists have developed high resolution data sets on the distribution of climate risks, we still lack comparable data on the local distribution of public climate change opinions. This paper provides the first effort to estimate local climate and energy opinion variability outside the United States. Using a multi-level regression and post-stratification (MRP) approach, we estimate opinion in federal electoral districts and provinces. We demonstrate that a majority of the Canadian public consistently believes that climate change is happening. Belief in climate change’s causes varies geographically, with more people attributing it to human activity in urban as opposed to rural areas. Most prominently, we find majority support for carbon cap and trade policy in every province and district. By contrast, support for carbon taxation is more heterogeneous. Compared to the distribution of US climate opinions, Canadians believe climate change is happening at higher levels. This special issue of Canadian Journal of Sociology on 'Contentious Mobilities' showcases Canadian scholarship that investigates mobilities in the context of unequal power relations. Mobilities become contentious when they confront the systematic exclusion of others, advance unconventional mobile practices and defy or destabilize existing power relations. Increasingly, mobilities are contentious in relation to rapidly changing economies, societies and environments. This special issue stages an overdue encounter between the mobilities paradigm and research on sociopolitical contention. Simultaneously, this special issue addresses an empirical gap, featuring Canada as a prolific and influential site for leading-edge research. Five key themes emerge amongst the diverse papers in this issue: life and death, employment-related mobility, intersectionality/ in(visibility), governance, and automobility. The Canadian Earth System Model version 5 (CanESM5) developed at Environment and Climate Change Canada's Canadian Centre for Climate Modelling and Analysis (CCCma) is participating in phase 6 of the Coupled Model Intercomparison Project (CMIP6). A 40-member ensemble of CanESM5 historical decadal forecasts (or hindcasts) is integrated for ten years from realistic initial states during 1961 to present using prescribed external forcing. The results are part of CCCma's contribution to the Decadal Climate Prediction Project (DCPP) component of CMIP6. This paper evaluates CanESM5 large ensemble decadal hindcasts against observational benchmarks and against historical climate simulations initialized from preindustrial control run states. The focus is on the evaluation of the potential predictability and actual skill of annual and multi-year averages of key oceanic and atmospheric fields at regional and global scales. The impact of initialization on prediction skill is quantified from the hindcasts decomposition into uninitialized and initialized components. The dependence of potential and actual skill on ensemble size is examined. CanESM5 decadal hindcasts skilfully predict upper-ocean states and surface climate with a significant impact from initialization that depend on climate variable, forecast range, and geographic location. Deficiencies in the skill of North Atlantic surface climate are identified and potential causes discussed. The inclusion of biogeochemical modules in CanESM5 enables the prediction of carbon cycle variables which are shown to be skilful on decadal time scales, with a strong long-lasting impact from initialization on skill in the ocean and a moderate short-lived impact on land. Climate change has severe and sweeping impacts on mental health. Although research is burgeoning on mental health impacts following climate and weather extremes, less is known about how common these impacts are outside of extreme events. Existing research exploring the prevalence of psychosocial responses to climate change primarily examines university students and uses non-random sampling methods. Herein, our protocol outlines an approach to data collection, processing, and analysis to estimate the population prevalence, magnitude, and distribution of mental health responses to climate change in Canada. A cross-sectional survey of youth and adults aged 13 years and older in Canada will be administered over the course of one year. The questionnaire will take approximately 10 minutes to complete orally and will be administered in English, French, and Inuktitut. The survey will consist of six sections: (1) self-reported past experiences of climate change; (2) self-reported climate-related emotions; (3) self-reported past and current impacts, anticipatory impacts, and vicarious experiences; (4) self-reported subclinical outcomes; (5) self-reported behavioural responses; and (6) demographics. A multi-stage, multi-stratified random probability sampling method will be used to obtain a sample representative of the Canadian population. We will use two different modes of recruitment: an addressed letter sent by postal mail or a telephone call (landlines and cellular). Population-weighted descriptive statistics, principal component analysis, and weighted multivariable regression will be used to analyse the data. The results of this survey will provide the first national prevalence estimates of subclinical mental health responses to climate change outcomes of people living in Canada. [ABSTRACT FROM AUTHOR]
