The article presents a history of the American Association of Engineers which became popular from 1919 to 1923. In 1921, the association became the largest organization with more than 20,000 members. Engineering became a prestigious course but the apprenticeship that follows after graduation makes the students less proud of their chosen field. Worse, there was an oversupply of manpower in this field due to many graduates. Membership in the association was limited to established engineers. Frustratingly for young engineers, they could not ask for assistance from this kind of organization.

The organization of technical, professional, and other white-collar employees is among the most difficult problems currently confronting the labor movement, and also poses intriguing questions for students of industrial relations. The present study describes recent experiences of unions of engineers and analyzes the particular problems encountered by them. It is hypothesized that the tension among engineers between a professional and an employee orientation is reflected in their union organizations, and is a principal source, of the hardships these have encountered. In many countries, engineers are legally required to register to a "licensure" system, which is founded on education and experience criteria and administered by a government body, to use the "engineer" title and offer professional services to the public. In today's globalized world, international alliances such as FEANI, APEC and EMF award engineers with European, APEC and International Professional engineer titles within a framework of mutual recognition of qualifications enabling them to practice outside their own country. This article examines such international licensure systems, particularly their administration processes and registration criteria, and discusses how current licensure procedures in Turkey should be revamped in case of joining an international alliance such as European Union. Against a wider background of rationales for deregulation within a modern economy, and as an exercise of subjecting a theory to the hard discipline of a particular case, a detailed analysis is given of a recent proposal for a form of deregulation (the industrial exemption) for engineering in Ontario. The proposal of the Staff Study of the Professional Organizations Committee set up by the Ontario Government is analyzed in terms of its Posnerian foundations, and is critized theoretically, empirically and normatively. Attention is drawn to two wider issues: the protection by self-regulating professionals of third parties against negative externalities, and the adverse effects of the proletarianization of professionals in large organizations. Last year's Science and Engineering Indicators 2002, the U.S. National Science Board's biennial report about science, technology and engineering in the U.S., stated, "It is generally conceded that scientists and engineers have somewhat of an image problem." Without doubt, science has put on a new face in the past century. It has come to occupy a central role in society and now enjoys a privileged position among the knowledge-producing disciplines. As a consequence, the resources devoted to science have increased hugely.

The article presents the report of the President presented at the annual business meeting of the American Economic Association. It presents the critical examination of the inadequacies to train physical scientists and engineers and there is quite general agreement on the need for a substantial strengthening of this aspect of our educational system. However various people who have pressed for such a strengthening have been careful to insist that it ought not to be accomplished at the expense of work in the social sciences and the humanities. It seems desirable to use the competition to encourage the balanced type of contribution that combines the deductive and empirical approach. Both the entries in the competition and the responses to the informal survey indicate a situation which is cause for grave concern. There is something wrong with the incentives under which economists work in the early stages of their careers. A systematic canvass needs to be undertaken to determine what steps should be taken these incentives so as to made studies that are both theoretical and factual more attractive than mere a priori model analysis inquiries.

The article focuses on the goal and organizational structure of the Society for Social Responsibility in Science in Pennsylvania. The society was formed by a group of scientists and engineers in the country. The article presents information about Zakhar L'vovich Baskin, a professor. He was born on March 11, 1933 in Leningrad and studies there. He graduated from the Leningrad Electrotechnical Institute in 1955. He started his work as an engineer at Kirovo-Chepetsk chemical plant. In 1966, at the plant, Baskin organized a developmental bureau on measuring and controlling devices and automatics.

The article addresses the various changes in science and engineering. The author expects that by the time the U.S. National Academy of Engineering's Engineer of 2020 project has been completed and documented, female engineers will not only be more numerous in the field, but will more likely be members of two-income households. Many people believe that a greater percentage of women in engineering will have a beneficial effect on how engineers think about their work and that it will broaden men's awareness. The many changes in science and engineering are doing several things such as blurring the boundary between basic and applied research. The problem of ethics concerning engineering and engineers is also addressed.

The article profiles the forty-first Terzaghi Lecturer awardee, Delwyn Fredlund, a senior principal geotechnical engineer who conducts research on the behavior of unsaturated and expansive soil. As a native of Saskatchewan, Canada, he organized the Unsaturated Soils Group for research into unsaturated soil behavior at the University of Saskatchewan. He is a member of various organizations such as the American Society of Civil Engineering, the Canadian Geotechnical Society, and the Engineering Institute of Canada. In addition to the recognition, Fredlund will be given a certificate and a cash prize by the award-giving body, Geo-Institute in the U.S.

This article presents information on a joint symposium related to consumer communications in Israel. A symposium on Personal Area Communications and the Smart Home was held in Tel-Aviv, Israel, on June 1-2, 2005 with more than 120 participants. This Symposium was the first event in a series of Consumer Communications and Networking Symposia, Israel planned to be held yearly in conjunction with the Sister Societies agreement signed between the Society of Electrical and Electronics Engineers in Israel and ComSoc in 2004. The Symposium was organized by the Society of Electrical and Electronics Engineers in Communications Chapter, and received technical co-sponsorship of the Communications Society. The idea of holding a series of joint Symposia was brought up during the signing ceremony of the Sister Societies agreement renewal, held during the IEEE Israel 50th Anniversary Convention in 2004. Lecturers from Israel academic institutions and industrial companies presented visions and applications for the smart home and smart car via wireless and power lines as well as control systems for buildings and highways. In general, it was felt that this was a good result of the Sister Societies program.

The article presents IEEE Communications Society's president's views on the society and its magazine. When people consider Society accomplishments, it's natural to think in terms of member services, membership development, society relations, and technical activities. These vice presidential areas are of interest to the 115,000 or more transnational professionals who read "IEEE Communications Magazine," and are especially significant for the large community of member and non-member engineers who avail themselves of Society's many and varied products and programs. Last year Society's President put in place several committees whose work will ensure Society's smooth, efficient operation going forward. "Governance Committee" carefully examines internal governance structure and the associated delegation of responsibilities. Since this initiative will impact the very structure of the Board of Governors, this committee will have ongoing responsibilities, as their recommendations are first approved and then phased in.
