Typologies of government–voluntary sector relations mostly categorize nation-level situations, and omit consideration of intra-national differences. They are also rarely subject to empirical testing and subsequent theoretical development. This paper reports on research to apply Kuhnle and Selle's (2002) relational typology, which characterizes the experience of “Britain,” to a study of Scottish and English voluntary organizations' relations with government. Contrary to Kuhnle and Selle, the paper demonstrates — through survey data — a divergence between Scotland and England, within the “British” context, and advances the case for further testing of such conceptual typologies. The methodological challenges in moving from a theoretical framework to a research design capable of field application, using survey methods, are illustrated and discussed. The article discusses the highlights of the summer meeting on freshwater ecology at Exeter held by the British Ecological Society on July 3-7, 1964. It was held at the University of Exeter in Devon, England, by invitation of Professor L. A. Harvey and the university authorities. H. Gruffydd's paper entitled "The Population Biology of Chaetogaster limnaei" pointed out there were morphological and behavioral differences between a form of Chaetogaster limnaei living in the kidney of Lymnaea pereger and a form living on the outer surface of this snail.

The importance of encouraging small and medium-sized enterprises (SMEs) to improve their environmental performance is now well recognised. This paper evaluates the contribution of the business-support network to the delivery of a range of services designed to encourage SMEs to adopt more environmentally sound practices by examining the work of an environmental non-governmental organisation working in the North West of England: Sustainability Northwest (SNW). SNW has attempted to catalogue, promote and co-ordinate the services provided by the business-support network in its area. The focus of this development has been the establishment of the Environmental Initiatives Database (ENID). This has provided further evidence that the bespoke, solution-driven services required by SMEs are not readily available. Furthermore, the increase in mutual awareness among members of the business support network, facilitated by ENID, appears to have done little to foster an atmosphere of greater cooperation and integration of services. In conclusion, the paper discusses possible reasons for this apparent impasse by outlining the rationale for a new initiative to enhance co-ordination among members of the business-support network: the Green Competitive Edge for the North West. Background: To increase the uptake of research evidence in practice, responsive research services have been developed within universities that broker access to academic expertise for practitioners and decision-makers. However, there has been little examination of the process of knowledge brokering within these services. This paper reflects on this process within the AskFuse service, which was launched in June 2013 by Fuse, the Centre for Translational Research in Public Health, in North East England. The paper outlines the challenges and opportunities faced by both academics and health practitioners collaborating through the service.Methods: The authors reflected on conversations between the AskFuse Research Manager and policy and practice partners accessing the service between June 2013 and March 2017. Summary notes of these conversations, including emails and documents relating to over 240 enquiries, have been analysed using an auto-ethnographic approach.Findings: We identified five challenges to knowledge brokering in an institutional service, namely length of brokerage time required, limits to collaboration, lack of resources, brokering research in a changing system, and multiple types of knowledge.Conclusions: To understand and overcome some of the identified challenges, we employ Goffman's dramaturgical perspective and argue for making better use of the distinction between front and back stages in the knowledge brokering process. Adults accessing community mental health services are required to have a care plan, developed in collaboration with the person accessing the service. The variation in care plan templates in use in England and Wales, and their impact on care planning, is unknown. This study evaluates the community mental health care plan templates in use across England and Wales. Data were obtained from a Freedom of Information request to 50 NHS Mental Health Trusts. An evaluation tool was designed and used to extract data. Data were rated red, amber, or green against clinical and design standards. Forty-seven care plan templates were obtained. The clinical aspect of the care plan template had 60% adherence to the national standards, and the design aspects had 87% adherence. A 'high/low' typology is proposed against the design/clinical standards. The study identifies priority areas for improvement in the care plan templates as space to record the actions that service users and carers will take to contribute to their care plan, space to record the name and contact details for their care coordinator or lead professional, plus others involved in the person's care. The article assess the accomplishments of seven International Congresses of Accountants held to date. The first congress held in 1904 in St. Louis, Missouri sponsored by the Federation of Societies of Public Accountants in the U.S., must be attributed to George Wilkinson, an Illinois certified professional accountant (CPA) who was born in England, but spent his professional life in the U.S. The 1904 Congress was an ambitious event for the American accounting profession. It was held when The American Association of Public Accountants had a membership of only 140 scattered over 15 states, of whom 81 held CPA certificates. The Third International Congress was held in New York City in September 1929. Joseph E. Sterrett and F. van Dien, presidents of the earlier congress, served as Honorary Presidents, while Robert H. Montgomery held the role of President of the 1929 sessions. The 1952 Congress, convened in London, England, included about 80 CPAs from the United States. It exercised a constructive influence on international finance and commerce, and stimulated avid discussion and subsequent research on fluctuating price levels in relation to accounts, accounting requirements for issues of capital, the accountant in industry, the accountant in practice and in public service, and the incidence of taxation.

Background: National Health Service (NHS) trusts, which provide the majority of hospital and community health services to the English NHS, are increasingly adopting a 'public firm' model with a board consisting of executive directors who are trust employees and external non-executives chosen for their experience in a range of areas such as finance, health care and management. In this paper we compare the non-executive directors' roles and interests in, and contributions to, NHS trust boards' governance activities with those of executive directors; and examine non-executive directors' approach to their role in board meetings.Methods: Non-participant observations of three successive trust board meetings in eight NHS trusts (primary care trusts, foundation trusts and self-governing (non-foundation) trusts) in England in 2008-9. The observational data were analysed inductively to yield categories of behaviour reflecting the perlocutionary types of intervention which non-executive directors made in trust meetings.Results: The observational data revealed six main perlocutionary types of questioning tactic used by non-executive directors to executive directors: supportive; lesson-seeking; diagnostic; options assessment; strategy seeking; and requesting further work. Non-executive board members' behaviours in holding the executive team to account at board meetings were variable. Non-executive directors were likely to contribute to finance-related discussions which suggests that they did see financial challenge as a key component of their role.Conclusions: The pattern of behaviours was more indicative of an active, strategic approach to governance than of passive monitoring or 'rubber-stamping'. Background: The Public Health Responsibility Deal (RD) in England is a public-private partnership involving voluntary pledges between government, industry, and other organisations to improve public health by addressing alcohol, food, health at work, and physical activity. This paper analyses the RD physical activity (PA) pledges in terms of the evidence of their potential effectiveness, and the likelihood that they have motivated actions among organisations that would not otherwise have taken place. Methods: We systematically reviewed evidence of the effectiveness of interventions proposed in four PA pledges of the RD, namely, those on physical activity in the community; physical activity guidelines; active travel; and physical activity in the workplace. We then analysed publically available data on RD signatory organisations' plans and progress towards achieving the physical activity pledges, and assessed the extent to which activities among organisations could be attributed to the RD. Results: Where combined with environmental approaches, interventions such as mass media campaigns to communicate the benefits of physical activity, active travel in children and adults, and workplace-related interventions could in principle be effective, if fully implemented. However, most activities proposed by each PA pledge involved providing information or enabling choice, which has limited effectiveness. Moreover, it was difficult to establish the extent of implementation of pledges within organisations, given that progress reports were mostly unavailable, and, where provided, it was difficult to ascertain their relevance to the RD pledges. Finally, 15 % of interventions listed in organisations' delivery plans were judged to be the result of participation in the RD, meaning that most actions taken by organisations were likely already under way, regardless of the RD. Conclusions: Irrespective of the nature of a public health policy to encourage physical activity, targets need to be evidence-based, well-defined, measurable and encourage organisations to go beyond business as usual. This article provides information on the biennial conference of the British Sociological Association at Queen Elizabeth College in London, England on March 22 to 24, 1957. The theme Sociology in Retrospect and Prospect was an appropriate one in view of the increasingly felt need to undertake a systematic re-assessment and clarification of the main issues involved in sociological theory and practice. A large theme of this nature could not be pursued in exhaustive detail, but the papers in both the plenary and the group sessions were such as to stimulate much thought, and the degree of interest shown in the conference was such as to suggest that this theme was one of central concern to all. The attendance was greater than had been anticipated. Although not central to the theme of the conference, perhaps one of the most significant facts about it was that it became the basis for a consciously contrived effort to begin and foster co-operative relations between the British Association and the American Sociological Society. Another encouraging feature was that 39 students were sufficiently interested to become student members of the association. The executive officers were very helpful throughout, and finally it proved possible to send over a small delegation.

The article reports on the highlights of the 22nd Annual Conference of the European Society for Population Economics (ESPE) that was held on June 19-21, 2008 at the University College London in Great Britain. The general assembly for the convention was chaired by Christian Dustmann, president of ESPE. Plenary lectures have been given by Daren Acemoglou and Pierre-André Chiappori. One highlight of the event was a report of the elections that ESPE held in 2007.

The article provides information on the fourth ordinary meeting of the 116th session of the British Astronomical Association held at the New Hunts House, Guys Hospital in London, England. Papers secretary Nick James announced that six papers had been approved for publication in the journal. Hazel Collett, Meetings Secretary was invited to read the minutes of the previous meeting, which had taken place at the seventh Observers' Workshop in Milton Keynes.

Hampshire LEA has carried out two longitudinal studies: from reception intake to the end of Year 2, and from the end of Year 2 to the end of Year 6. A total, respectively, of 161 and 114 schools and about 6400 and 4700 pupil records have been analysed. Test scores at baseline (entry to reception), Key Stage 1 and Key Stage 2 have been used, together with pupil and school level variables. Multilevel models have been fitted and show that schools differ along several dimensions, both by curriculum subject and by prior attainment of pupil. The research sought ways of communicating the results to head teachers in ways which were meaningful without destroying the underlying complexity of the relationships uncovered. This article highlights the first conference of the British Sociological Association held in London, England on March 27-29, 1953. The conference was attended by 233 persons of whom 125 were members of the Association. The theme was Social Policy and the Social Sciences. The conference opened with a plenary session which was addressed by Myrdal on the Relation Between Social Theory and Social Policy. For the second day the conference divided into three groups, each of which devoted its attention to a topic chosen to illustrate the general theme. Most of the papers in this symposium were presented at a conference on the economics of information held at Stanford in April 1975, under the auspices of the National Science Foundation—National Bureau of Economic Research (four of the papers, those by Heal, Salop, Spence and Stiglitz, had been submitted to the Review earlier, but because of the similarity of topic, are published with the conference papers). The papers, though all related to the problems arising from costly information, are diverse both with respect to the question addressed, the techniques of analysis employed and the particular markets investigated. A basic theme running through most of the papers is that imperfect information alters, in a fundamental way, the conventional notion of a market, with buyers and sellers coming together to trade; in a full information equilibrium there is a single price, markets clear and all individuals and firms view themselves as price takers. The price charged is independent of the quantity purchased. Although the notion of the market-place is often thought of as an idealization, even when there is not a single market-place at which all transactions occur, the economy behaves as if there were a single market-place; this will be true so long as there are some arbitrageurs to make sure that the "law of single price" prevails. Finally, conventional theory has shown that under fairly weak conditions such a competitive equilibrium exists and is Pareto Optimal. Recent developments in the economics of information, including the papers presented here, have shown that ail of these statements are questionable. In the papers presented here, there is not a single price in equilibrium; firms do not act as price takers; prices do more than just clear markets—they convey information; prices charged may depend on the quantity purchased; competitive equilibrium may not exist and may not be Pareto Optimal. This article presents information about the proceedings of the annual meeting of the Standing Conference on Studies in Education, held on January 5, 1954, in the Council Room at King's College, London, England. College's Principal Peter Noble had welcomed the Conference members. Conference secretary J.W. Tibble had presented a report on the work of the Conference Committee during the year. After that, executive editor of the "British Journal of Educational Studies" A.C.F. Beales reported on the journal. He recalled the policy which had decided the form and make-up of the journal originally, and also the suggestions made during discussion at the previous annual meeting. The Editorial Board felt that the spread of the main articles in this year's issue was better balanced than in the past, and that the contents of the journal were still avoiding successfully any overlap into the fields for which other specialist journals already existed. In the course of discussion on the report several positive suggestions for future contents were offered for the Editorial Board's consideration. A revised draft of the Standing Conference, previously circulated, was then considered in conference, amended, and adopted.

Mergers among housing associations have become a frequent phenomenon in both the Netherlands and England. The general literature on mergers highlights the need for research to consider the wider political and business environment, managerial motives and strategic choices, to adopt a process perspective and to evaluate outcomes in relation to competing definitions of goals and success criteria. This article applies these perspectives to consider drivers for and experience of housing association mergers in the Netherlands and England, competing motivations such as efficiency savings in relation to borrowing and procurement costs, improved professionalism and organisational capacity and external influence. We discuss the pace and motivations of mergers, the expected positive and negative effects, and actual outcomes. We focus on the impact of mergers on stakeholder satisfaction, housing production and operational costs. Based on our findings we discuss the implications for policies and practice in both countries. Our main conclusion is that the relationship between the size of housing associations and their performance is not straightforward. This is partly because large and small associations are generally trying to do different things in different ways and have contrasting strengths and weaknesses; thus judgements about whether mergers and concentration of ownership in third sector housing is a change for the better are dependent upon considerations of underlying purposes and success criteria. This article reports on the receipt of University of Cambridge, Cambridge, England Professor of Applied Economics David Newbery of the Outstanding Contributions to the Profession of Energy Economics Award in 2002 from the International Association for Energy Economics (IAEE). The Award was presented to Newbery at the IAEE Prague Conference in 2003. University of Cambridge has been the locus of his academic career, but he has spent time at other academic institutions, with organizations such as the World Bank, and has served on several commissions. His publication and research record is indeed prodigious, much of it relating to taxation, regulation, transportation, commodity pricing, cost-benefit analysis, resources, and especially of late, electricity. Here he has been spearheading research on electricity markets, dealing with the thorny problems of market liberalization, regulation, restructuring and privatization. His contributed paper on energy tax policy is indicative of his long term interest in this topic, an interest that dates back at least to the mid-1980s.

The Sixth National Education Congress will be held at the University of Madrid in Spain from October 30, 1976, to November 2, 1976. The 11th annual conference of the British Section of the CESE will be held at the University of Leeds from September 17, 1976, to September 20, 1976.

This article provides information on the British Universities Industrial Relations Association Conference held at St. Peter's College in Oxford, England in 1984. The evening session on the first day was given to Michael Bett, personnel director of British Telecom. He provided participants with insights about national figures he has encountered over his career. A paper on the impact of microprocessors on the National Graphical Association (NGA) was discussed. It stated that methods of communications based on computers, lasers and satellites appear daily with the result that communications based on paper and ink which the NGA dominates through apprenticeship controls, is in decline. The theme of the technology was retained for the second paper entitled Management and the Introduction of New Technology. Two case studies were presented; one on the introduction of a computer information system for controlling freight operations at British Rail, and the other on the introduction of electronic news gathering in television. It focused on the strategies developed to manage the implementation process. The final paper examined influences on wage determination, drawing evidence from the CBI databank. Since 1979 the CBI has been monitoring pay settlements at the level of the bargaining group as the basic building block of wage determination in Great Britain.
