This paper investigates the use of stance linguistic features in accounting Ph.D. theses in a Nigerian university. We adopted a mixed-methods approach by combining a textual analysis of the theses and explored the context of writing of the participants similar to Swale's textography approach. We compiled three corpora: Bayero University corpus of six accounting Ph.D. theses (BUK corpus); a United Kingdom corpus of six accounting PhD theses (UK corpus) and a corpus of eleven journal articles of accounting (JAA corpus). The results of textual analysis indicate that there is a higher frequency of hedges in all the three corpora than other stance features, followed by boosters, then attitudinal markers, and explicit self-mention features. One striking finding from the BUK corpus is that the authors are rarely used self-mention features compared to authors from other two corpora. However, the result of the chi-square indicates that the differences among the three corpora's use of stance features are insignificant. The contextual data suggests that non-teaching of English for specific purposes and the traditional practices of Bayero University might be some of the possible factors that constrained authors' use of stance linguistic features. We recommend introduction of teaching English for specific purposes on postgraduate programmes in Nigerian universities.

This paper discusses the noticeable nervousness of many US-based financial statement issuers in adopting IFRS. For contextual purposes, the paper provides an overview of the FASB/IFRS convergence so far and its probable future. A detailed review of convergence in accounting standards is explained through the respective standards for "Pensions and Other Post-Employment Benefits". The paper concludes by suggesting that, while one set of global steps is a noble goal, it might not achieve the desired goal of comparability.

When new students arrive at university to commence their undergraduate training they bring with them a host of prior experiences, expectations and beliefs. For students whose course of study includes mathematics these experiences, expectations and beliefs can be very strongly held and somewhat negative towards mathematics. In such cases they can become a barrier to further learning in mathematics. This paper reports on a small pilot study exploring the mathematical experiences, expectations and beliefs of accounting students with a view to improving their engagement with mathematics. The results of a student survey allow the identification of students whose self-assessments and expectations are not congruent with their observed performance with a consequent risk of disengagement from mathematics.

This paper discusses the findings on factors perceived to mitigate educators from incorporating IT skills in their taught unit(s). The factors are discussed under three main categories, which are academic staff-based barriers, environmental-based barriers and student-based barriers. These barriers should be considered in order to encourage the integration initiatives and its successful implementation. These findings make significant contribution towards enhancing IT skills development and innovation in accounting education.

Although the theoretical benefits of feedback are generally well established, in practice those benefits can be less than clear. This is particularly the case on shorter courses, where students have limited scope to integrate feedback into future assessment performance. If we accept that one of the key purposes of feedback is to encourage students to reflect on--and subsequently change--their performance, there is a strong argument for feedforward in such cases. This paper analyses the performance of 137 students on an MBA module in financial decision-making. An assignment was delivered to two groups, one of which was involved in a structured feedforward exercise. At the end of the module all students completed an evaluative questionnaire. In addition, a focus group was held with a group of students who had been involved with the feedforward exercise. The study found that increased support and guidance through the feedforward process had no significant impact on student performance, but that student satisfaction increased. The question of performance was found to be intertwined with complex issues of strategic approaches to learning, satisficing behaviour, "spoon-feeding" reactions and workload management. The study points to a need for more qualitative research into students' strategies for assessment.

This paper conducts a comprehensive sources‐of‐growth analysis for the UK market sector, 2000–19, using the latest ONS data, including new estimates of intangible investment, double deflated value‐added, and updated price indices, all constructed bottom‐up from data for 40 industries. The decomposition incorporates contributions from intangible assets, both capitalized and uncapitalized, in national accounts. Our main findings are that first, slowdowns in labour productivity are largest in more intangible‐, knowledge‐, technology‐ and digital‐intensive industries, using numerous definitions. Second, the labour productivity slowdown can be accounted for largely by a slowdown in 'innovation', where innovation is shorthand for contributions of intangible capital deepening and TFP growth. We show that: (a) the level of labour productivity in 2019 was 27 log points (31 percentage points) less than had it continued to grow at its 2000–7 rate; (b) reallocation of labour did not contribute to the slowdown; (c) capitalization of the full range of intangibles accounts for 5% of the slowdown; (d) 35% is accounted for by a slowdown in capital deepening (25% tangible, 10% intangible), and 78% by a slowdown in TFP growth; and (e) less than one‐tenth of the TFP slowdown can be accounted for by exceptionally fast growth pre‐crisis. Purpose: This paper considers the accounting and accountability practices of the UK government's response to COVID-19 for England, focussing on the first wave of the pandemic in 2020. Design/methodology/approach: Based on a close reading of the news media and official reports from government departments, Parliament select committees and the National Audit Office, among others, this paper frames the UK government's uses of accounting and accountability in its response to COVID-19. This is by using the categories of "apparatuses of security", Foucault's schematic of government for economising on the uses of state power. Findings: The paper shows that an important role for accounting is in the process of enabling the government to gauge the extent of the crisis and produce calculations to underpin its response, what Foucault called "normalisation". This role was unlike statistics and economics. The government relied most on monthly statistical reporting and budgeting flexibilities. By contrast, the multi-year Spending Review and financial reporting were not timely enough. That said, financial reporting fed into financial sustainability projections and enabled audit that could provide potential accountability regarding regularity, probity, value for money and fairness. The authors' findings suggest that, conceptually, accountability should be added to the object–subject element of Foucault's apparatuses of security because of its significance for governments' ability to pursue crisis objectives that require popular assent. Practical implications: In view of the ongoing uncertainty, with the crisis extending over longer budget and financial reporting periods, a Spending Review is becoming ever more necessary for better planning, without limiting, however, the budget flexibilities that have proven so useful for rapid government responses. Moreover, the government should continue its accounting reforms post COVID-19 so that improved accountability and audit can contribute to enhanced future financial resilience. In 1765, the British Parliament imposed stamp duties on the American colonies, setting in motion the chain of events which ultimately led to the American Revolution. This paper analyzes the practicalities of the Stamp Act to provide insights into the way in which a tax instrument that was successful in one setting failed to achieve similar success in another. The reasons for choosing stamp duties as an appropriate fiscal measure, the colonial reaction to the tax, and the way in which the tax was accounted for by the British government bureaucracy are examined. Purpose – The starting point for the paper is an assessment of the impact of a 1993 special issue of Accounting, Auditing & Accountability Journal, which provided an interdisciplinary analysis of the pursuit of accountable management reforms in the UK public sector. From this assessment, the paper offers a set of reflections on the development over the last two decades of "new" public management practice and research, and also indicates some of the obligations and responsibilities of academic researchers and managers alike in the context of a continuing appetite for such reforms. Design/methodology/approach – The paper is written in a reflective fashion, including assessments of: our role as guest editors of the special issue; the continuing pertinence of key messages emanating from the special issue; and broader considerations drawn from our own working experience in managerial roles in universities and personal reflections on the state of the public management literature. Findings – The paper highlights the long-standing litany of failure attached to such public management reform movements, as well as the limited degree of cross-disciplinary learning within the field. The paper emphasises that we need to rethink the parameters of "public sector" (accounting) research, and avoid the partitioning of (accounting) research into ever smaller and self-referential sub-areas. We need more cross-national studies. We need to know more about which management practices travel readily, and which travel less easily, and what happens when implementation is problematic. We need also to reinforce the importance of historical analyses, if we are to derive the most benefit from studies of the interrelations among accounting and public management reforms and wider transformations in ways of governing economic and social life. Finally, we need to retain or reinstate curiosity at the heart of our concerns, in order to dispel the self-evidence or taken-for-grantedness of so much of our present. Research limitations/implications – Personal reflections, while being beneficially close to the subject under consideration, inevitably suffer from claims of bias and a lack of independence. We have sought to control for such risks by drawing on a variety of sources of information with respect to impact, including (albeit ironically) citation counts and an analysis of the writings of individual authors contributing to the special issue. Originality/value – The paper is novel in that it seeks to combine an analysis of the literature on public sector accounting and management reforms over several decades with our own, multi-faceted, engagement with public management research and practice. The U.K. Whole of Government Account (WGA) has been conceived by the Treasury as having a macro-fiscal role. This WGA is about fiscal transparency at the aggregate level, rather than at a more disaggregated level with regard to public sector decision makers at tiers of government, each with their own chain of accountability. This paper analyses the U.K. conception of the WGA, examining its theoretical background and evolution since the 1995 decision to convert central government accounting from cash to accruals. The definition of the area of consolidation is governed by statute, the declared intention being to align as far as possible with the national accounts definitions that provide the basis for fiscal aggregates, thereby overriding IAS 27. Net liabilities per WGA is mapped in this paper to macro-fiscal aggregates, including public sector net debt (the U.K. preferred measure), general government gross debt (the EU preferred measure) and public sector net worth (national accounts). Conceptually, the WGA measure is situated between net debt (against which only liquid assets are netted) and the long-term cash projections developed by the Treasury. Insights are provided into the damage inflicted on U.K. public finances by a period of over-optimism about fiscal performance and the economy's heavy exposure to the global financial crisis. Fiscal retrenchment in all countries can have a substantial illusory component, as proposals may reduce some measures of deficit and debt at the expense of the public sector balance sheet, to which the WGA draws attention. These measures may include: privatizing state assets; neglecting existing public sector assets; cutting public sector capital expenditure; substituting public-private partnerships for conventional procurement; and posting bills to the future. The U.K. WGA may also institutionalize some protection against accounting arbitrage that distorts policy choices and fiscal reporting. Well-documented reconciliations between figures derived from national accounts and from IFRS-based financial reporting are therefore imperative for fiscal transparency. [ABSTRACT FROM AUTHOR]

Purpose -- The purpose of this paper is to examine risk disclosures by UK companies within their annual reports. Tests are performed to measure the level of the readability of the risk disclosures and to assess whether directors are deliberately obscuring bad risk news. Design/methodology/approach -- The paper draws upon methodologies developed in prior empirical studies of annual report readability. Thus it uses the Flesch Reading Ease formula to measure the readability of the risk disclosures and coefficients of variation are used to measure obfuscation. A content analysis approach is adopted to identify risk disclosures. Findings -- The paper finds that the mean Flesch reading ease ratings for the sample companies are all below 50 indicating that the level of readability of the risk disclosures is difficult or very difficult and this supports prior research examining the readability of sample passages in annual reports. No evidence is found to suggest that directors are deliberately obfuscating or concealing bad risk news through their writing style. Research limitations/implications -- The paper also finds that the Flesch reading ease ratings measure the readability, not the understandability, of disclosures and whilst actions can be taken to minimise problems associated with reliability when performing content analysis they cannot be wholly eliminated. Practical implications -- The paper shows that there have been calls for improved risk disclosures to enable stakeholders to better understand a company's risk position. Requiring directors to issue extra risk information will not, however, lead to enhanced risk communication unless the readability of the risk disclosures is also improved. Originality/value -- In this paper it is shown that there have been no prior studies that focus upon testing for readability and obfuscation in risk disclosures. It is important that transparent risk information is provided to the marketplace and therefore this study is valuable in its examination of the clarity of communication of published risk information. Background: Accounting-that is, standardized measurement, public reporting, performance evaluation and managerial control-is commonly seen to provide the core infrastructure for quality improvement in healthcare. Yet, accounting successfully for quality has been a problematic endeavor, often producing dysfunctional effects. This has raised questions about the appropriate role for accounting in achieving quality improvement. This paper contributes to this debate by contrasting the specific way in which accounting is understood and operationalized for quality improvement in the UK National Health Service (NHS) with findings from the broadly defined 'social studies of accounting' literature and illustrative examples. Discussion: This paper highlights three significant differences between the way that accounting is understood to operate in the dominant health policy discourse and recent healthcare reforms, and in the social studies of accounting literature. It shows that accounting does not just find things out, but makes them up. It shows that accounting is not simply a matter of substance, but of style. And it shows that accounting does not just facilitate, but displaces, control. Summary: The illumination of these differences in the way that accounting is conceptualized helps to diagnose why accounting interventions often fail to produce the quality improvements that were envisioned. This paper concludes that accounting is not necessarily incompatible with the ambition of quality improvement, but that it would need to be understood and operationalized in new ways in order to contribute to this end. Proposals for this new way of advancing accounting are discussed. They include the cultivation of overlapping and even conflicting measures of quality, the evaluation of accounting regimes in terms of what they do to practice, and the development of distinctively skeptical calculative cultures. In this paper we exploit the complementarities between agency theory and resource dependence theory to investigate the influence of regulatory monitoring on financial reporting quality in the higher education sector. Our setting is U.K. universities. Using 14 years of data over the period 2002–2015, we find that financial reporting quality, (proxied by discretionary accruals), improves with the intensity of monitoring and resource dependence (proxied by the proportion of funding from regulators/funding bodies). However, this positive influence is mitigated in the presence of a pre‐discretionary deficit, a proxy for the threat of regulatory intervention. A net benefit from monitoring remains for those universities with low levels of regulated funding but in those where there is high dependence the monitoring benefit is reversed and a pre‐discretionary deficit is converted to a small reported surplus. Both agency and resource dependence theories offer explanations for these findings. Agency theory predicts increased financial reporting quality with increased monitoring and also a reduction in financial reporting quality to avoid costly regulatory intervention. Resource dependence theory predicts that both these effects will increase with increased dependence on resources from a key provider. These findings extend our theoretical understanding of financial reporting quality of universities, contribute to the limited literature on financial reporting quality in the not‐for‐profit and public sectors, and contribute to the exploration of the use of alternative theoretical frameworks in the domain of public sector accounting. Purpose – The paper aims to extend research which has sought to explain Britain's early success as an industrial power by identifying the influence of religious doctrine of the Dissenting Protestant churches on the development of accounting practices in the factory. The concern is not with specific accounting practices but with the social and moral environment which provided the incentives and permissions that encouraged late eighteenth century English industrialists to develop the practices that they used. Design/methodology/approach – The paper draws on the highly influential writings of social theorists such Weber, Sombart and Tawney to identify the religious doctrines that both motivated and justified the rational, ideological business practices of prominent businessmen. Findings – The rise of accounting as a powerful tool of control and discipline was significantly assisted by the teaching of the Dissenting Protestant churches on “calling”. Religious beliefs provided permissions, justifications and incentives which underpinned the entrepreneurial energies, opportunities and successes of the early industrialists. Accounting could be seen to assume almost the aura and nascent legitimacy of a religious practice, a means of sanctifying practices which were otherwise reviled by social elites. Originality/value – Despite encouragement from accounting researchers for histories of accounting which give greater credence to the reflexivity between accounting and society, this has yet to find a significant presence amongst the searches for beginnings in cost accounting where economic and management factors remain the overwhelming focus. Religious beliefs are shown to have been especially influential in the adoption of accounting practices by early industrialists who were frequently members of the Dissenting Protestant churches. Purpose – Concomitant with the trend towards specialisation in UK accountancy and the rise of relatively separate formal spheres of professional work along formal specialisms such as tax, audit and management consultancy, women entered the profession in unprecedented numbers, but not evenly distributed across those specialisms. This paper aims to draw on the sociology of accountancy and feminist studies of the professions to show that specialisms have emerged through and, in turn, have been shaped and recreated by gender as well as other processes. Design/methodology/approach – The paper's research approach combines the sociology of professions with critical gender studies. It draws on interviews, brochures, web pages, and results from a questionnaire survey to investigate professional identities within UK accountancy. Findings – Accountants' self-articulated notions of professionalism in the different specialisms are gendered and ordered hierarchically. Gender is an encompassing conceptual frame for ordering discursive attributes of the different specialisms. Working long and unpredictable hours was central to accountants' understandings of their professional life. Socialising with clients was seen as functional in bringing new opportunities to the firm. Socialising with peers also was deemed important, especially in solving internal frictions and in controlling new entrants' behaviour in firms. The more "public" the ideology of a specialism, the more masculine it was perceived to be. Originality/value – This study challenges the uniform representations of professional identities offered by previous studies. It suggests that gender offers a discursive and ideological frame of reference for accountancy whose relevance extends beyond the working practices of men and women to the very constitution of the profession. The purpose of this article is to investigate the effect of the Brexit on the IFRS and GAAP UK in the post-Brexit period. The article considers three possible options for such development: 1) continued application of IFRS (EU) by the UK listed companies; 2) creation of a national mechanism for approval of IFRS, similar to the EU; 3) adoption of IFRS without any intervention by the British authorities. As a result, each of the possible development of IFRS and GAAP UK was observed with an estimation of advantages and disadvantages. The research methods based on the quantitative collection of primary data, positivism research philosophy, deductive research approach with elements of descriptive content analysis are considered as important contributions to the research methodology of the Brexit impact investigation. As a result, it was obtained that the British government will choose the path of approval of IFRS in the UK after Brexit similar to the Australian scenario. This study is a novelty that covers not only the current state of development of accounting, auditing, financial reporting in the transition period Brexit, but also reveals the forecasts and expectations for further changes after the post-Brexit period. Purpose The purpose of this paper is to consider how Big Four and mid-tier accountancy firms in the UK are responding to political concerns about social mobility and Fair Access to the accountancy profession.Design/methodology/approach Interviews were undertaken with 18 public accountancy firms, ranked in the Top 30 by fee income, operating in the UK to identify how they are recruiting staff in the light of the Fair Access to the Professions’ agenda. Bourdieusian sociology is used to inform the findings.Findings The Big Four firms employ a discourse of hiring “the brightest and the best” to satisfy perceived client demand, where symbolic capital is instantiated by reputational capital, reflecting prestige and specialisation, supported by a workforce with elite credentials. For mid-tier firms, reputational capital is interpreted as the need for individuals to service a diverse client portfolio. In general, most interviewees demonstrated relatively limited awareness of the issues surrounding the Fair Access agenda.Research limitations/implications The interviews with accountancy firms are both exploratory and cross-sectional. Furthermore, the study was undertaken at an embryonic point (2010) in the emerging Fair Access discourse. Future work considering the accountancy profession could usefully examine if, and how, matters have progressed.Social implications The investigation finds that accountancy firms remain relatively socially exclusive, largely due to the requirement for high educational entry standards, and interviewees’ responses generally indicate only limited attempts at engagement with political agendas of promoting Fair Access to the profession.Originality/value This paper is the first to empirically evaluate how the accountancy profession is responding to the Fair Access agenda; documents changing patterns of recruitment in accountancy employment, including the hiring of non-graduates to undertake professional work; and augments the literature considering social class and accounting. Motivated by the debate about the economic consequences of mandatory adoption of International Financial Reporting Standards (IFRS), this study investigates the effect of hedge accounting under IFRS on corporate risk management. Using a sample of large UK nonfinancial firms from 2003 to 2008, we show that the implementation of the new standards reduces the level of asymmetric information faced by derivative users. For firms that hedge under IFRS we find that analysts’ forecast error and dispersion are significantly lower. Hedge accounting influences the predictability of earnings similarly in the year of the IFRS adoption and in the following years. Moreover, we provide weak evidence that forecast accuracy is lower for firms that hold derivative positions that do not fully qualify for hedge accounting treatment under IFRS. Our results are robust to controlling for self-selection. Finally, our results continue to apply when we use bid-ask spread as an alternative proxy for information asymmetry. Purpose – The paper aims to investigate accounting's role as a mediating instrument between the tensions of creativity and control within the price competitive world of the fashion chain store. Design/methodology/approach – The paper employs a case study approach, gathering interview data from key members within a UK fashion chain, and uses Goffman's work on impression management to inform its theoretical argumentation. Findings – Drawing on Goffman, the paper considers the roles adopted by organizational actors within fashion retailing and the actions they pursue in order to maintain a team performance. The authors suggest that accounting, as a form of stage prop, helps to sustain this team impression by mediating between the creativity and control concerns inherent in fashion design. In the process, they also gain some understanding of the use of accounting by actors beyond the confines of an organization's finance function. Originality/value – Despite the magnitude of the fashion industry and its dominance in the identity construction of both individual and streetscape, the role of accounting within this domain of popular culture has remained remarkably unexplored. This paper attempts to redress such scholarly neglect. Collaborative working between public sector bodies in the UK, sometimes involving partnerships with private sector and not-for-profit organisations, was promoted heavily by the Labour Government (1997-2010) under what is sometimes labelled 'Joined-Up Government'. The Conservative - Liberal Democrat Coalition Government, elected in 2010, appears likely to continue to promote such policies. The objective of this paper is to raise awareness of what may be seen as an important and developing agenda in public services in which accounting and accountability researchers are barely visible. The paper reviews the meanings and motivations of joined-up government and its development in the UK. A number of challenges are presented, including the need to refocus research from an entity to a network perspective; to assess whether joined-up government delivers value-for-money services; to join the debate on the development of related accounting techniques; to seek precision in specifying accountability mechanisms and to adapt our research methods. Purpose - Since its emergence in the early twentieth century, cinema has acquired a cultural identity. As purveyor of light entertainment, the local movie palace sold escapism at a cheap price. It also acted as an important social apparatus that regulated everyday mannerisms and appearance. The purpose of this paper is to investigate the box office ledger of a UK picture house and to consider the role of the accounting document as a medium through which both local and broader social and historical norms can be reflected. Design/methodology/approach - The paper primarily employs archival sources. It examines the box office ledger of the Edinburgh Playhouse cinema for the period 1929-1973. This ledger is held within the National Archive of Scotland. Secondary sources are also drawn upon to provide a social and historical context to the study. Findings - The analysis of the box office ledger illustrates the potential value of an accounting document as a source of social history. Not only does this single ledger mirror the defining moments in British cinema history, it also helps inform the conception of what constitutes accounting, shapes the perception of contemporary strategic management accounting rhetoric, and further an appreciation of the relationship between accounting and everyday life. Originality/value - The entertainment industry has been largely ignored within accounting scholarship. Such neglect is lamentable given both the scale of the industry and its impact on contemporary culture. This paper estimates UK capital adjustment costs, using manufacturing and service industry data for 1970–2000. There is evidence of significant adjustment costs, with a 1% increase in investment reducing value added by 0.05%. This implies an elasticity of investment with respect to Tobin's q of 2.5, and a convergence time for capital of 12 years. The results suggest that adjustment costs may have caused half of the slowdown in UK total factor productivity (TFP) growth during the second half of the 1990s. The impact is larger than that reported for the United States, reflecting larger adjustment costs and higher investment growth. [ABSTRACT FROM AUTHOR]

Purpose -- To ascertain the principal benefits and drawbacks that have been experienced in implementing accruals-based resource accounting in the UK public sector. Design/methodology/approach -- In a unique study, which presents case research of the Northern Ireland experience within the wider UK context, semi-structured interviews were held with key actors involved in the implementation, maintenance or oversight of resource accounting in Northern Ireland. This paper looks at the operation of a newly introduced system through the eyes of those who are in a position to understand and evaluate the impacts (accountants). Findings -- It finds that the actual implementation of accruals accounting is very different, in effect, in cost and in terms of timing, to that presented in pre-implementation government publications. The result is a complex, expensive system that has provided few benefits to date. What is found is a story of overoptimistic claims and obfuscation of costs. The very best that could be suggested from this research is that a lengthy continuum of accounting change is underway. Research limitations/implications -- This research is a case study within the wider UK public sector and therefore any generalizing of the conclusions beyond the Northern Ireland context should be undertaken with care. However, although Northern Ireland departments are relatively small compared with Westminster departments, there are significant similarities between the modes of operation of all departments within the UK (whether in Westminster, Scotland or Wales). Furthermore, both the implementation of resource accounting and the challenges that it presents are common to all public sector bodies in the UK. Purpose - This paper aims to explore environmental accounting in terms of long-term societal transition towards "sustainable development". Design/methodology/approach - Accordingly, the paper uses an abstracted and generic framework of antecedents to "deinstitutionalisation" (the erosion or discontinuity of institutionalized organisational activities or practices) to analyse a case study of how a UK local government council is responding to an environmental agenda in the context of an array of gradual political, functional and social pressures to change its activities. Findings - The findings of the study indicate how, in different ways, environmental accounting is pressed into use to promote such change. Originality/value - Contrary to other frameworks which emphasise how environmental accounting is potentially constructive/empowering or captured/colonized, drawing on this case study the paper argues that environmental accounting may in contrast be mobilised to contribute to a process of deinstitutionalisation, even when attempts to develop such accounting are not entirely successful. This paper describes a study of doctors and the education of doctors in Germany, Italy and the UK and the changing location of accounting practices and expertise. In these countries there have been coercive reform attempts to get doctors to accept increased financial responsibility and pay greater attention to costs and budgets.suggested that Finnish doctors have willingly adopted accounting practices as part of their legitimated competencies and have become a hybrid profession. This paper address the question of whether that is a valid generalisation in Germany, Italy or the UK. The key focus of the paper is on the education and training of doctors, which should have altered if hybridisation has occurred. The finding is that there is no evidence from the countries studied that accounting has become incorporated into the formal education of doctors. While there were management and accounting training courses for doctors these were only available for those in or aiming for clinico-managerial positions. This does not support the argument that medicine has become a hybridised profession, but it does support the case for polarisation. Blockchain technology became widely known with the emergence of Bitcoin in 2009 and has since gotten a lot of hype as a technology to disrupt the field of financial services. Blockchain was even suggested as a possible solution to UK's border issues after Brexit. While many praise blockchain's promise to enhance the speed and security of transactions, there are some who question the real-world applicability of blockchain. Is blockchain the internet of our time, a disruptive technology or just an overhyped phenomenon?. The article reports on the effects of accounting diversity on the financial ratios and stock market valuation of the accounting data given by companies in France, Germany, and Great Britain. Also, the effectiveness of the European Union's efforts to lower diversity in accounting standards is looked at. Using a capital markets strategy and creating capital-markets-based measures for diversity in the accounting measurement practices the effects of measurement differences are discussed. The EU directives include minimizing the choices in accounting measurement principles, requirement of a specified set of annual report disclosures, and emphasis of the true and fair view in comparability and transparency.

This section comments on the study "A Comparison of the Stock Price Response to Earnings Disclosures in the United States and the United Kingdom," by Carol Frost and Grace Pownall which examines comparative stock price responses to interim and annual earnings announcements (EA) by a set of U.S., British, and non-U.S., non-British companies whose shares are cross-listed in the U.S. and Great Britain. The author explains that the study can be viewed as another capital markets study on the usefulness of accounting earnings as part of the literature library. The author states that this study differs from its predecessors by comparing reactions to earnings disclosures in the stock markets in two different countries.

One of the tasks of this paper is to draw attention to Fritz Schmidt and his pioneering work in current value accounting which anticipated essential features of both Edwards and Bell's (1961) work by 40 years, and the current cost legislations and standards of the United Kingdom, the United States, and Canada by roughly six decades. Above all, I am trying to relate Schmidt's work to that of Edwards and Bell, thereby clarifying some misunderstandings that still surround this relationship. Schmidt needs a champion on the North American continent, and I have tried to assume this often misunderstood task. By direct reference to and translations from Schmidt's magnum opus, I attempt to demonstrate that Schmidt's theory possesses the following qualities: (1) It distinguishes clearly between general purchasing power adjustments and current value adjustments. (2) It does eliminate realized holding gains (cost savings) from the operating section, and presents an income concept equivalent to the "Current Operating Profit" of Edwards and Bell. (3) It clearly separates operating gains from holding gains (though rarely endeavors to separate real from fictional holding gains, since it favors the physical capital maintenance basis of income measurement). (4) It applies current costs also to manufacturing operations. (5) It does not fail to deal with the current costs of other inputs, and generally abandons the historical cost basis. Purpose – This paper seeks to extend the development of the historical accounting research agenda further into the area of popular culture. The work examines the discourses that surrounded the drinking of alcohol in nineteenth century Britain and explores how an accounting failure disrupted the tension between the two established competing discourses, leading to a significant impact on UK drinking culture at the end of the nineteenth century. Design/methodology/approach – The paper employs both primary and secondary sources. Secondary sources are used to develop the main themes of the discourses deployed by the temperance societies and the whisky companies. Primary sources derived from the contemporary press are employed, as necessary, in support. Findings – The paper demonstrates that accounting, although it may not be central to a discourse or other social structure, can still have a profound impact upon cultural practices. The potential for research into culture and accounting should not therefore be dismissed if no immediate or concrete relationship between culture and accounting can be determined. Further support is provided for studies that seek to expand the accounting research agenda into new territories. Originality/value – The study of popular culture is relatively novel in accounting research. The agricultural revolution has been portrayed as the time when landowners began to display a capitalist mentality. This paper seeks to add to our knowledge of the use of accounting for managerial purposes during this period by exploring the content of treatises advocating different ways of accounting on landed estates. Two research questions are addressed. The first is the degree of inter-relationship between accounting methods - charge-and-discharge accounting (CDA) and double-entry bookkeeping - that have been presented in the literature as distinct in terms of their objectives and operation. The second objective is to assess the extent to which CDA could be used by management and landowners for performance assessment purposes and, following on from that, to reflect on whether the demise of CDA was an inevitable consequence of demands for more useful management information. This paper provides an overview of the students' approaches to learning (SAL) literature, including a review of the models, theories, and research instruments. SAL research has developed largely in the United Kingdom and Australasia, where its concepts are widely understood by academics. Yet little research using these ideas has been done in North America. To encourage American accounting educators to redress this imbalance, the paper describes the motivations for undertaking SAL research, describes conceptions of learning, and reviews a number of inventories developed by SAL scholars for applied research in the field. In addition, this paper traces the development of SAL research in the discipline of accounting education. Finally, the paper reviews 19 extant articles to offer suggestions for future research. Purpose - The purpose of the paper is to outline the development of academic research in the discipline of accounting, paying particular attention to the important contribution made by qualitative research projects. Design/methodology/approach - Provision of a historical trajectory based on a review of developments in academic journals, the size and breadth of the academic community and other dimensions of the academic discipline of accounting. Findings - The review indicates that accounting has developed into a pluralist discipline in the UK. Qualitative research features in many sub-disciplinary areas of accounting. Practical implications - The paper identifies the sibling discipline of finance as an area where qualitative research has not developed fully. It makes some suggestions and provides some indicators of how qualitative research in the areas of accounting and finance may develop in the future. Despite its size and economic importance, accounting in UK local government is still relatively under-researched. Two important developments which have emerged in recent years across the whole public sector are governance and New Public Management. It is timely to study the contribution which local government accounting makes in this changing context. Governance has proved a particularly contentious concept to define. This study has attempted to understand governance from the participants’ perspective and consequently a grounded theory methodology has been used. The empirical research comprised four UK local authority case studies over a twelve month period. The grounded theory developed makes two important contributions to our knowledge of accounting and NPM in relation to governance and accountability in local government. These are the relative importance of accountability rather than governance per se to participants, and the more significant contribution to accountability made by budgeting practices rather than NPM practices such as performance indicators, contracting out of services and Best Value studies. Company law harmonisation is considered to be necessary for the achievement of the European Union's (EU) aim of a single market and the free movement of goods and services throughout member states. This paper aims to contribute to understanding of both business and accounting history by considering whether UK legal his tory can offer any insight into the process of harmonisation. First, approaches to company law in the United Kingdom and the remainder of the EU are outlined in order to identify key differences and to explain why harmonisation is desired. Secondly, the UK position is considered and historical attempts to lessen legal differences between Scots and English mercantile laws are then examined, focusing on harmonisation attempts. There is a long-standing concern in the literature about the potential importance of non-observable forms of lobbying that may be used by corporate managers to influence accounting standard setting bodies. To date, however, no study has documented their nature or their volume. This study provides such evidence in the context of the U.K.'s Accounting Standards Board (ASB) standard setting process for the period 1991–96. It also provides evidence with respect to the timing at which lobbying activity takes place and its perceived effectiveness by corporate managers. The findings suggest that companies use a variety of lobbying methods, including appeals to their auditors and private meetings with ASB members and staff. Importantly, however, the use of these methods is significantly associated with the use of comment letters; companies which submit comment letters are much more likely to use other methods than companies which do not. Other findings suggest that more companies lobby during the stages of the ASB process at which public consultation takes place (e.g., exposure period of a discussion paper) than at the earlier stages of the process (e.g., agenda formation) which are considered in the literature as the stages at which lobbying can be most effective. Accounting for intellectual capital is increasingly recognised to be one of the most fascinating and potentially far-reaching challenges facing the accountancy profession. A growing literature, encompassing theoretical, empirical and practical elements, is currently emerging as researchers and practitioners endeavour to account for the hidden value that the intellectual capital concept denotes, and its pivotal role in the value creation process. To date, many of the most instructive advances have emanated from Scandinavia, reflecting these societies' sustained interest in necessity of accounting for the worth of employees, arguably the principal progenitor of intellectual capital accounting. Reports from a number of Australian, Canadian and European enquiries have added to the momentum of the intellectual capital accounting project, whilst affirming its links with contemporary debates about the information society, intangibles, knowledge management and business reporting. This paper reports and discusses some of the findings of a recently completed field study of intellectual capital accounting developments in the UK, funded by one of the professional accountancy bodies. Drawing on a series of semi-structured interviews, it documents how senior managers in six knowledge-based organisations view intellectual capital and related developments, their evolving attempts to respond to the challenges these present, and their progress in measuring and reporting their performance in these areas. This paper explores accounting change in the product development department of a small UK chemicals manufacturer. An institutional framework of accounting and a framework of power mobilisation help tease out the dynamics of the processes of change. The case highlights power over resources, decision making and meanings as being key facilitators to the implementation of accounting change. It also demonstrates barriers to change and conflict which emerge as new accounting routines fail to impinge on existing laboratory ways of thinking Focusing on the processes of accounting change within a specific organisational setting illuminates aspects of the change process which more conventional "static" approaches would likely ignore. Professions enjoy privileged positions and expend efforts to sustain these in public and interprofessional domains. This research investigates a previously vacant and largely uncontested jurisdiction in the UK charity sector that was claimed, maintained and subsequently expanded by the accountancy profession. We find that the dominant involvement of the accountancy profession leads to a charity regulatory framework that centralises the giving of an account. Over time, the accountancy profession advances highly specialised charity accounting and novel disclosures in annual reports. The study contributes to a deeper understanding of professions expanding jurisdiction in the absence of competition. In our conclusions, we scrutinise implications for trust and legitimacy in the UK charity sector, balancing increased information demand on charities with accessibility to users. Purpose – The purpose of this paper is to discuss the rhetorical framings that can be discerned by applying discourse analysis to a publicly available transcript of a Public Accounts Committee (PAC) inquiry in the UK. Design/methodology/approach – In particular, the authors examine the discursive tactics used during the 2013 investigation by the House of Commons PAC, “Tax Avoidance: The Role of Large Accountancy Firms”. Findings – Two opposing rhetorical framings of “tax avoidance” are analysed which the authors see developing incrementally and directly opposing each other. Metaphors are used by the PAC to exemplify the dark side of professions, including potentially transgressing the boundaries of what constitutes “tax avoidance”. This is counteracted by the Big Four portraying an alternative market-oriented/neo-liberal view of professions pursuing a societal good through dedication to promoting market competition. Originality/value – Whilst one rhetorical framing is predicated on being able to draw a clear distinction between tax evasion and tax avoidance, the alternative rhetorical framing contests this distinction and contributes to an existing cultural account that paints the dark side of some of the professions. Extending the work of Creed et al. (2002) and Alexander (2011), the authors demonstrate the bridging between micro-level discursive acts and broader cultural accounts, at the macro level. Using a sample of UK firms for the period 1996-98, we provide empirical evidence on the relation between nonaudit services (NAS) purchase and three proxies for earnings management: (1) the likelihood that client firm accounting practices during the sample period were publicly criticized or subject to regulatory investigation; (2) the likelihood that client firms were required to restate prior financial statements or adjust current year results upon adoption of Financial Reporting Standard (FRS) No. 12, which was intended to curb opportunistic use of provisions; and (3) the mean absolute value of client discretionary working capital accruals over the sample period. The level of NAS purchase is measured, alternatively, as (1) the ratio of nonaudit to total auditor fees, (2) the natural log of NAS fees, and (3) the decile rank of a particular client's NAS fees given all NAS fees received by the audit firm practice office. With one exception, we find that all three measures of earnings management are positively and significantly associated with the three measures of NAS purchase. [ABSTRACT FROM AUTHOR]

This paper investigates the effects on audit quality and audit fees of requiring the engagement partner to sign the audit report in the United Kingdom (U.K.). The effect of requiring the engagement partner to sign the audit report is timely since the Public Company Accounting Oversight Board (PCAOB) is considering mandating a similar requirement in the United States (U.S.). In the first year after the introduction of the signature requirement, we find a significant decline in abnormal accruals and the propensity to meet an earnings threshold, and we find a significant increase in the incidence of qualified audit reports and in earnings informativeness. In addition, audit fees are significantly higher in the post-signature period than in the pre-signature period. Moreover, we compare U.K. firms with a matched sample of U.S. firms and firms in other European countries in periods both before and after the U.K. adopted a signature requirement. Our results are generally consistent with the argument of improved audit quality in U.K. firms after the signature requirement is adopted. [ABSTRACT FROM AUTHOR]
