Orphan works are works that are still protected by copyright and whose owners cannot be identified or located by prospective users for copyright clearance. Many countries have addressed this issue since the emergence of the problem, and it remains a legitimate subject of inquiry in this present day. However, Malaysia is yet to initiate public consultations and formulate legislative and non-legislative solutions to the orphan work problem. Hence, this paper aspires to underline the challenges and obstacles in exploiting the orphan works in Malaysia. It starts with a brief introduction to the orphan works problem and its causes. It further highlights the legal and policy uncertainties about the orphan work phenomenon in Malaysia and its implication to higher learning education. Besides, this paper also examines the current practices in the United Kingdom and Canada. Finally, this paper proposes some suggestions into what Parliament and policymakers have to do and avoid when solving Malaysia's orphan work phenomenon. It is hoped that the access to the orphan works in Malaysia would not be problematised, thereby liberating them from the copyright orphanage.

Advocates of digital education have increasingly recognized the need for young people to acquire digital media literacy. However, this idea is often seen in instrumental terms, and is rarely implemented in any coherent or comprehensive way. This paper suggests that we need to move beyond a binary view of digital media as offering risks and opportunities for young people, and the narrow ideas of digital skills and internet safety to which it gives rise. The article proposes that we should take a broader and more critical approach to the rise of 'digital capitalism', and to the ubiquity of digital media in everyday life. In this sense, the paper argues that the well-established conceptual framework and pedagogical strategies of media education can and should be extended to meet the new challenges posed by digital and social media. This article presents some reflections as an epigraph of the special issue "Digital learning: distraction or default for the future", whose final result has allowed us to group a set of critical research and analysis on the inclusion of digital technologies in educational contexts. The points of view presented in this epigraph are also developed in more detail in the book "The Media Education Manifesto" (Buckingham, 2019).

This paper provides a critical analysis of the United Kingdom's higher education Key Information Set (KIS), which was implemented following the 2011 UK White Paper 'Students at the Heart of the System'. It argues that one of the central tenets of the KIS -- providing information that students within a free market can make an informed choice and, through this process of consumer choice improve the quality of teaching, is untenable because a central component of the KIS, the National Student Survey (NSS), is unreliable when used for comparing university courses. Further, it argues that the KIS reified a neoliberal perspective about the worth and value of higher education qualification, positioning it as a commodity of value only to the paying individual rather than being something of value to society as a whole. It will be of particular interest to academics and policy makers from outside of the United Kingdom, where governmental and regulatory agencies may be implementing similar policies.

Contemporary North-South research collaborations are fraught with power relations originating in colonialism. Debates about research ethics have tended to turn around the "procedural ethics" formal model and the "everyday ethics" practical model. We build on that to suggest a second debate that scrutinises ethics and power relations not only in the researcher-researched relationship but also in the relationships within research teams and ethics review boards. The research asked: how can we shift power in research to decolonise research and build more equitable partnerships? We explored this with data obtained through collaborative autoethnography in a multi-country development research programme, Evidence and Collaboration for Inclusive Development (ECID). This included regular self-reflective meetings, visual methods, a self-evaluation survey, and blogs addressing power issues. Coordinated from London, the research had all the cards to adopt a 'colonial' gaze in which the North would 'research' the South. The case narrates the journey of the research team to decentralise power in the programme, which included sharing control over the selection of research topics, and the research design, budget, and publications. Drawing from the lessons learned from the research approach that was adopted in ECID, this paper offers an 8-step model towards decolonising research ethics.

Introduction: Open access to digital research output is increasing, but academic library policies can place restrictions on public access to libraries. This paper reports on a preliminary study to investigate the correlation between academic library access policies and institutional positions of openness to knowledge. Method: This primarily qualitative study used document and data analysis to examine the content of library access or use policies of twelve academic institutions in eight countries. The outcomes were statistically correlated with institutional open access publication policies and practices. Analysis: We used an automated search tool together with manual searching to retrieve Web-based library access policies, then categorised and counted the levels and conditions of public access. We compared scores for institutional library access feature with open access features and percentages of open access publications. Results: Academic library policies may suggest open public access but multi-layered user categories, privileges and fees charged can inhibit such access, with disparities in openness emerging between library policies and institutional open access policies. Conclusion: As open access publishing options and mandates expand, physical entry and access to print and electronic resources in academic libraries is contracting. This conflicts with global library and information commitments to open access to knowledge.

Introduction: This paper reports on a study undertaken for the UK Joint Information Systems Committee (JISC), which explored the economic implications of alternative scholarly publishing models. Rather than simply summarising the study's findings, this paper focuses on the approach and presents a step-by-step account of the research process, highlighting the combination of process mapping, activity costing and macro modelling. Method: The analysis relies primarily on existing sources, collating activity cost information from the wide-ranging literature on scholarly communication. Where necessary, these sources were supplemented by targeted informal consultation with experts. Analysis: We examine the costs and potential benefits of the major alternative models for scholarly publishing, including subscription publishing, open access publishing and self-archiving. Adopting a formal approach to modelling the scholarly communication process and identifying activity costs, this paper presents activity and system-wide costs for each of the alternative publishing models. It then explores the potential impacts of enhanced access on returns to R&D. Results: We find that different scholarly publishing models could make a material difference to the costs faced by various parties and to the returns on investment in R&D that might be realised. Conclusion: It seems likely that more open access could have substantial benefits in the longer term. While the benefits may be lower during a transitional period they would be likely to be positive for both open access publishing and self-archiving alternatives. This literature review aims to examine the approach given to open science policy in the different studies. The main findings are that the approach given to open science has different aspects: policy framing and its geopolitical aspects are described as an asymmetries replication and epistemic governance tool. The main geopolitical aspects of open science policies described in the literature are the relations between international, regional, and national policies. There are also different components of open science covered in the literature: open data seems much discussed in the works in the English language, while open access is the main component discussed in the Portuguese and Spanish speaking papers. Finally, the relationship between open science policies and the science policy is framed by highlighting the innovation and transparency that open science can bring into it.

The Confidentiality Advisory Group (CAG) is a specialised body that advises the Health Research Authority (HRA) and the Secretary of State for Health on requests for access to confidential information, in the absence of informed consent from its owners. Its primary role is to oversee the safe use of such information and to counsel the governing bodies mentioned above as to whether such use is appropriate or inappropriate. Researchers who seek access to England or Wales-based confidential data, for medical purposes that are in the interest of the public, are typically required to submit an application to this body. However, it is not always clear to researchers whether requests for access to patient data fit within the remit of the CAG or a Trust's local information governance team. This commentary will, therefore, explore the role of the CAG and reflect on how best to support researchers with this question.

Open educational resources (OER) have been promoted as a path to universal education, supporting economic development and intercultural dialogue. However, to realise these benefits requires greater understanding of the factors that influence both OER supply and use. This paper examines an aspect of the supply side of the OER lifecycle--the motives prompting release--and the resultant tensions in the release process. It draws evidence from a major program of OER release projects (UKOER) funded by the UK government. The paper sets the UKOER program within the global context of OER initiatives. It uses grounded theory to identify five candidate motive types. Then, by mapping the actions evident in the UKOER program against an organisational framework derived from an activity system, it examines tensions or contradictions encountered by the projects, revealing unstated motives. The findings will be of interest to funders, institutions and educators releasing OER as they reveal potential limitations and barriers to realising the benefits of OER.

Recent reports on xMOOCs indicate that underprivileged learners in need of higher education have minimally been reached by these courses. While the "open access" agenda is needed to reach such learners, most MOOCs have been developed in societies that have shifted toward the "lifelong learning" agenda. In this paper, xMOOCs are positioned in both the "open access" and the "lifelong learning" agendas in a developing country context. Findings from ten xMOOCs are presented and discussed. The findings suggest that two of the ten xMOOCs may be adapted for direct use in opening up higher education within the open access agenda, and two xMOOCs may contribute indirectly to the same agenda. Nine xMOOCs were found to have the potential to contribute to the lifelong learning agenda. These findings may inform policies and practices that underpin opening up higher education and open education in general.

This paper reports on the findings from a study undertaken to explore students' perceptions of the timeliness, accessibility, consistency, and quality of feedback and grading received electronically. The system used was GradeMark®, an electronic tool available through the plagiarism software provider, Turnitin®. 296 students from the Schools of Nursing and Midwifery, Medicine, and Dentistry at Cardiff University were included in the study. Data collection included an online survey and a focus group for each discipline. Findings revealed that the use of GradeMark® improved the timeliness and accessibility of feedback due to its immediate availability via any personal computer with internet access. The use of annotation was proven to be valuable; however consistency and quality of feedback were affected by markers' individual comments, issues which GradeMark® may not necessarily address. Findings provide insight into what quality feed-back could look like from the students' perspective, which can help improve academic practice. Overall the study outcomes suggest there are benefits to using innovative technology such as GradeMark® to enhance learning. The paper provides valuable lessons that could assist others in adopting a pragmatic and planned approach to the introduction of electronic feedback using a system such as GradeMark®.

Background: Women's pelvic health is a globally important subject, included in international and United Kingdom health policies, emphasising the importance of improving information and access to pelvic health services. Consequences of pelvic symptoms are intimate, personal, and varied, often causing embarrassment and shame, affecting women's quality of life and wellbeing. AIM: To understand the experience of seeking healthcare for stigmatised pelvic health symptoms by synthesising all types of published primary research and mapping the results to behavioural theory, to identify potential targets for intervention. Methods: Systematic search of MEDLINE, CINAHL, PsycINFO, SocINDEX, PubMED databases, CDSR and CENTRAL registers, from inception to May 2023 for all types of research capturing women's views and experiences of seeking help with stigmatised urogenital and bowel symptoms. Studies only reporting prevalence, predictors of help-seeking, non-health related help-seeking, or written in languages other than English, German, French, Spanish and Swedish were excluded. Reference checking and forward citation searching for all included studies was performed. A results-based synthesis approach was used to integrate quantitative and qualitative data. Themes were mapped to the Common-Sense model and Candidacy framework. The Mixed Methods Appraisal Tool was used for critical appraisal. Grading of Recommendations Assessment, Development and Evaluation - Confidence in Evidence from Reviews of Qualitative research for assessing certainty of review findings. Results: 86 studies representing over 20,000 women from 24 high income countries were included. Confidence was high that barriers to help-seeking were similar across all study types and pelvic symptoms: stigma, lack of knowledge, women's perception that clinicians dismissed their symptoms, and associated normalising and deprioritising of low bother symptoms. Supportive clinicians and increased knowledge were key facilitators. Conclusions: Using the Common-Sense Model to explore women's help-seeking behaviour with stigmatised pelvic symptoms reveals problems with cognitive representation of symptom identity, emotional representations of embarrassment and shame, and a subjective norm that women believe their symptoms will be trivialised by clinicians. Together these barriers frustrate women's identification of their candidacy for healthcare. Addressing these issues through behavioural change interventions for women and clinicians, will help to achieve universal access to pelvic healthcare services (United Nations Sustainable Development Goal 3.7). This research project investigated how openness and sharing of knowledge are manifested through scholarly blogging. We aimed to identify the academics' and researchers' motivations for starting a blog; the contribution of blogging to their personal and professional development; and any challenges. Twenty-six participants were recruited. A pre-interview questionnaire was first emailed to the participants to collect background information. An initial unstructured interview was conducted by email, followed by a synchronous semi-structured interview. Textual and visual extracts of blog content were also collected. The datasets were analysed using different techniques. The findings revealed varied reasons for blogging. Some academics/researchers began a blog for its accessibility to self and others. Blogging aided the academics' and researchers' personal and professional development in several ways. Bloggers can quickly reach a wider audience compared to other forms of academic publishing. Among the challenges, there were concerns over validity of online content. Based on previous scholarship models and on our findings, we have derived an empirically grounded framework of blog use in academia and research. The framework describes how characteristics of digital scholarship such as openness and sharing are manifested through blogging. The framework can be used to guide academics and researchers who are interested in taking up blogging as a scholarly practice. (Contains 4 tables and 1 figure.) With the rapid development of wireless networks and mobile technologies and the increasing adoption of mobile learning, the need for "anywhere, anytime and any device" access to information becomes more evident. This has influenced the design of learning objects. The small but developing literature on vodcasting indicates its potential as an effective learning resource for use in education. This paper explores the use of vodcasting in terms of accessibility and, through a specific use case, investigates the adaptations required for existing learning objects delivered as vodcasts (videos downloaded to an MP3 player). The case study is examined in the context of a larger research initiative which aims to contribute to the requirements specification for the development of an adaptable learning object authoring tool, and suggests a learning object adaptation service which allows for flexibility and personalisation to learners' needs and preferences. Detailing the theoretical aims, design, implementation and evaluation of the project, the paper supports the argument for the educational use and value of vodcasting, but also highlights potential limitations and problem areas. Several movements have emerged related to the general idea of promoting "openness" in science. Research councils are key institutions in bringing about changes proposed by these movements, as sponsors and facilitators of research. In this paper we identify the approaches used in Canada, the US and the UK to advance open science, as a step towards understanding how policy in this area is evolving. The findings highlight three broad patterns across the countries, showing that open science is supported not only be the activities of individual research councils, but also through government mandates and inter-council cooperation. These patterns involve efforts to create a digital infrastructure for open science, to foster open access, and to support open data initiatives.

Background The proliferation of 'accessible information' for people with intellectual disabilities in UK health care has accelerated in recent years, underpinned by policy guidance alongside the recent introduction of mandatory standards. However, questions have been raised as to the impact of such resources as a means of enhancing involvement in health care and addressing health inequalities. Objective To review and synthesize the evidence from different approaches used to evaluate the impact of accessible information for people with intellectual disabilities using a meta-narrative approach. Search strategy Literature searches were iterative and incorporated formal databases, grey literature and hand searches alongside more intuitive and opportunistic methods. Inclusion criteria Included English language papers published before December 2015 described the design and evaluation of written information adapted for adults with intellectual disabilities. Data extraction and synthesis We organized the papers into five groups according to similarity in authors' writing styles and presentation, epistemology and theoretical foundations, aims and methodologies, professional and organizational identities. Main results The 42 included papers in the five groupings occupied diverse positions on (i) public communication vs individualized materials, (ii) literacy as decontextualized skills vs social practices and (iii) the expertise of patients vs professionals. There was limited evidence for the impact of accessible health information, notwithstanding the potential benefits associated with their creation. Conclusions Individually tailored information is more likely to meet personalized health information needs for people with intellectual disabilities. The emergence of different social formations in the creation of accessible information has potential for advancing engagement of diverse groups. [ABSTRACT FROM AUTHOR]

Patient education (PE) has a crucial role in the function of a healthcare organisation. For the care process of a patient, it is essential to get the right information at the right moment and in the right form. This paper analyses PE as the primary mode of interaction between a patient and a healthcare organisation. The approach is illustrated with a study among nurses based on their conceptions about PE. Practical implications and the potential of ICT in PE in particular are discussed.

Purpose: The need to establish more flexible and adaptable university curricula has been recognised as a strategic priority in recent years and has been supported by a number of initiatives including the Curriculum Design and Delivery programme funded by the Joint Information System Committee (JISC) in the UK. The challenges of addressing flexibility of curriculum design are both technical and pedagogical. Manchester Metropolitan University has been developing an integrated, institution-wide virtual learning environment (VLE) since 2006 and this paper seeks to consider the impact of this system. Design/methodology/approach: A case study is used to illustrate how one institution has developed and integrated a curriculum design system. Findings: By adopting a streamlined technology strategy the university can provide learners with personalized and flexible access to the university's resources from the range of different devices and contexts (whether mobile, VLE, or social software) in which learners may find themselves as they engage with their education. Originality/value: A need to establish more flexible and adaptable university curricula is a strategic priority for academic institutions. Skin cancer is an increasing problem in Europe, America and Australasia, although largely preventable by avoiding excessive ultraviolet (UV) exposure. This paper presents the findings of a systematic review of qualitative research about the prevention of skin cancer attributable to UV exposure. The aim is to understand elements that may contribute to the successful or unsuccessful conveyance of skin cancer prevention messages and their uptake by the public. A systematic review was undertaken using evidence identified through searching electronic bibliographic databases and Web sites and reference list checks. Predefined inclusion and exclusion criteria were used. Sixteen study reports (relating to 15 separate studies) were included from the United Kingdom, United States, Australia, Canada and New Zealand. Each included study was quality appraised, and the findings were extracted into an evidence table. A coding scheme, framed by the Health Belief Model, was developed by the reviewers and informed analysis and synthesis. This showed that most people perceived their susceptibility to skin cancer, and its severity, as low. While benefits of adopting changed behaviour were acknowledged, there were substantial barriers to this, including positive perceptions of a tan as healthy and attractive and the hassle of covering up or using sunscreen. Peers, parents and media may offer "cues to action" that encourage adoption of preventative behaviour and finally self-efficacy or the perceived ability to make such changes. Effective health education messages will need to address the barriers to adopting protective behaviours identified through this review.

In the United Kingdom over the past few years there has been a dramatic growth of national and regional repositories to collect and disseminate resources related to teaching and learning. Most notable of these are the Joint Information Systems Committee's Online Repository for [Learning and Teaching] Materials as well as the Higher Education Academy's subject specific resource databases. Repositories in general can hold a range of materials not only related to teaching and learning, but more recently the term "institutional repository" is being used to describe a repository that has been established to support open access to a university's research output. This paper reports on a survey conducted to gather the views of academics, support staff and managers on their past experiences and future expectations of the use of repositories for teaching and learning. The survey explored the rights and rewards associated with the deposit of materials into such repositories. The findings suggest what could be considered to be an "ideal" repository from the contributors' perspective and also outlines many of the concerns expressed by respondents in the survey. Complementary feeding is the process of introducing solid foods to milk‐fed infants (also known as weaning). Current UK guidance states that complementary feeding should occur around 6 months but not before 4 months. This systematic review explores how parents in the UK, with an infant under 24 months of age, engage with sources of information and advice about complementary feeding. Engaging with sources of information can influence parents' feeding choices and so a better understanding of parents' information behaviours can improve service provisions. Six databases were searched, identifying 15 relevant qualitative studies with the predefined criteria. Data from each study were coded line by line allowing for a synthesis of higher analytical themes. Using thematic synthesis, four main themes were observed: (1) trust and rapport—parents valued information from a trusted source (2), accessibility—information needs were often time sensitive, and parents showed varying levels of understanding, (3) adapting feeding plans—often influenced by practicalities (4), being a good parent—feeding plans were changed to comply with societal ideas of 'good parenting'. The review concluded that parents receive information and advice about complementary feeding from multiple sources and are highly motivated to seek further information. The scope of this novel review explored the parental experience of finding, receiving and engaging with information sources and how this may or may not have influenced their feeding behaviours. The review has provided a new perspective to add to the growing body of literature that focuses on the experience of feeding an infant. Key messages: This review found that parents held the NHS services in high regard but did not always seek information from healthcare providers due to accessibility issues, preferring the instant nature of online sources.Parents were more likely to accept information or advice if a rapport was built and non‐judgemental approach was adopted as it protected the parental identity while providing information about complementary feeding.Accessibility of information was important as sources were not always convenient for parents to access or in an understandable format which may reduce adherence to complementary feeding guidelines. In this paper we describe the evolution and development of the police.uk and data.police.uk sites, which publish open data about crime and justice in the UK, and make it accessible and comprehensible to the public. Police.uk has received over 64 million visits (754 million hits) since launching in January 2011. Open crime and justice data represents a key sector in the UK open data landscape, and citizens are keen to engage with the criminal justice system to become more informed about local levels of crime and other policing information. This paper sets out the policing context in the UK, discusses the journey in providing such open data, the processes involved and challenges encountered, and explores possible future developments.
