There has been a change in international politics since the 2008 financial crisis, thanks to a greater spread of economic resources and military capabilities. For many, it is a radical transformation that could spell the end of US hegemony in Latin America. This paper examines the proposition, beginning with a review of the concept of hegemony, which rather than being viewed as a structural characteristic is conceived of here as a "nuanced hegemony", in other words a network of asymmetric and hierarchical relations. We can observe not just one transformation then, but the emergence of a hemispheric context that could be described as "differentiated hegemony". The United States still occupies a central position, but its foreign policy is marked by subregional fragmentation and the externalisation of electoral priorities. The paper explores the effects at subregional level, focusing on the opportunities and challenges it presents to Latin American countries. [ABSTRACT FROM AUTHOR]

In view of these new global challenges in Latin America and the EU, this paper uses a qualitative and comparative approach to explore foreign policy discourses on autonomy in both regions. 6. An Exploratory Holistic Analysis of Digital Gamification in Mathematics Education

- Abstract
This paper presents an explorative holistic analysis of digitally-constructed gamification processes in mathematics education. The main aim of this study is to identify the key issues, intentions and trends by examining peer-reviewed publications using a combination of social network analysis (SNA), computerized lexical analysis and content analysis. Research findings indicate that there is a growing trend in gamification in mathematics education (GIME) research. GIME is mostly employed in primary school level. It was also found that, numbers is the most gamified math topic. Another research finding reveals that the researchers mostly use gamification to improve mathematical problem-solving, math achievement and math performance apart from the motivation and engagement. According to SNA findings, the most strategic terms in GIME research are as follows; geometry, fractions, mobile-learning, gender-studies, human-computer interaction, intelligent tutoring systems and tangible user-interfaces. GIME research is mostly influenced by USA and Brazil hence, the developing countries have an increasing interest in GIME research. Finally, findings on general research discourse implies that the general discourse among the sampled papers is positive. The findings obtained in this study may be useful to improve mathematics education by mapping a research agenda for researchers and educators with the exploration of potentials of GIME research.

7. How do Latin American migrants in the USA stand on schooling premium? What does it reveal about education quality in their home countries?

Purpose Indicators for quality of schooling are not only relatively new in the world but also unavailable for a sizable share of the world’s population. In their absence, some proxy measures have been devised. One simple but powerful idea has been to use the schooling premium for migrant workers in the USA (Bratsberg and Terrell, 2002). The purpose of this paper is to extend this idea and compute measures for the schooling premium of immigrant workers in the USA over a span of five decades.Design/methodology/approach In this paper, the authors focus on the schooling premia for the Latin American and the Caribbean region and compare them to those of migrants from other regions, particularly from East Asia and Pacific, India, Northern Europe and Southern Europe, all relative to immigrants from former Soviet Republics. The available data allow us to measure such premia for workers who graduated from school, either at the secondary or tertiary levels, in their home countries between 1940 and 2010.Findings The results show that the schooling premia in Latin America have been steadily low throughout the whole period of analysis. The results stand after controlling for selective migration in different ways. This contradicts the popular belief in policy circles that the education quality of the region has deteriorated in recent years. In contrast, schooling premium in India shows an impressive improvement in recent decades, especially at the tertiary level.Originality/value In this paper, the authors extend the idea of computing schooling premium for migrant workers in the USA (Bratsberg and Terrell, 2002) and present comparative estimates of the evolution of schooling premia in 17 Latin American countries for both secondary and tertiary schooling levels. The recent electoral successes of right-wing and far-right actors in different parts of the world have prompted discussion on various topics: the causes of their rise, their characteristics and strategies, the motivations of electorates and the depth of the right-wing shifts in a range of societies. This paper proposes key themes for systematising this debate and some clues to understanding the rise of the right in such diverse and heterogeneous national realities. It also suggests recovering a constructivist conceptualisation of "authoritarian traditions" in order to analyse the mobilisation strategies, behaviour and coordination of right-wing groups from a perspective that highlights their dynamic and innovative nature. This paper discusses recent migration to North America with reference to the 1962 and 1967 Canadian immigration regulations and the 1965 United States Immigration and Nationality Act. Despite the similar emphasis on manpower and kinship criteria as the basis for the admission of immigrants, differences between Canada and the United States exist with respect to the importance of immigration for the respective economies, the organization of immigration, the formal regulations, and the size and composition of migrant streams. After an examination of the volume, origin, and occupational composition of immigration to Canada and the United States, flows between the two countries are studied. Because of several policy distortions, including import-substitution industrialization, widespread government intervention, and both domestic and international competitive barriers, there has been a general presumption that Latin America has been much less productive than the leading economies in the last decades. In this paper we show, however, that until the late 1970s Latin American countries had high productivity levels relative to the United States. It is only after the late 1970s that we observe a fast decrease of relative total factor productivity (TFP) in Latin America. We also show that the inclusion of human capital in the production function makes a crucial difference in the TFP calculations for Latin America. [ABSTRACT FROM AUTHOR]

The RELAP/SCDAPSIM code, designed to predict the behaviour of reactor systems during normal and accident conditions, is being developed as part of the international SCDAP Development and Training Program (SDTP). SDTP consists of nearly 60 organizations in 28 countries supporting the development of technology, software, and training materials for the nuclear industry. The program members and licensed software users include universities, research organizations, regulatory organizations, vendors, and utilities located in Europe, Asia, Latin America, and the United States. Innovative Systems Software (ISS) is the administrator for the program. RELAP/SCDAPSIM is used by program members and licensed users to support a variety of activities. The paper provides a brief review of some of the more important activities including the analysis of research reactors and Nuclear Power Plants, design and analysis of experiments, and training. This paper examines financial integration, interdependence and exogeneity within and between Latin American banking and Eurobanking systems during a period of relative stability after the oil and debt crises of the 1980s. Significant evidence of cointegration in both long- and short-term relationships is reported. Within Latin America, exogeneity lies mainly with the Brazilian system. Within Eurobanking, the U.S. system is the dominant influence. Between Eurobanking and Latin American banking systems, the U.S. system is the major driving force. This paper has two principal aims: (1) to analyze and measure how the demographic variables-mortality, fertility, and immigration- affect the cost of education; (2) to evaluate what possibilities developing countries, such as those of Latin America, have for a rapid educational improvement. The paper relates demographic and educational variables of three different populations: Sweden, 1840-1965; the United States, 1850-1960; and Latin America, 1930-2000. Three educational variables are also cone sidered: (a) school attendance rates by sex and age; (b) distribution of students of same age by grade; and (c) cost of student by grade. Demographic changes in countries such as Sweden and the United States were favorable for the development of education. For the future, unless an increase of fertility occurs, mortality and fertility changes will not have a significant effect on the cost of education in these countries. In current less developed countries the demographic changes during the past were less favorable to educational development. This paper offers an empirical analysis of how US unconventional monetary policy has affected Latin American countries. First, we estimate the effects of US monetary policy announcements on sovereign bond interest rates, exchange rates, and stock market indices for a set of emerging countries, including five Latin American economies. We found that QE announcements in 2008/2009 and the tapering talk in 2013 generated sizable sovereign yield and exchange rate fluctuations. We further find, just in a few cases, some excessive response of asset prices in Latin American countries. In the second part of the paper, we estimate a simple model that measures the influence of country-specific macroeconomic fundamentals on the transmission of US financial disturbances. An estimated model including the inflation rate, the CDS spread, the ratio of official reserves and market capitalization explains some of the observed cross-country heterogeneity of spillovers from US monetary policy announcements. Under this model, a greater impact from the normalization of US monetary policy can be expected in Latin America relative to other emerging economies. [ABSTRACT FROM AUTHOR]

It is a limitation that has hampered debates on the emergence of transnational business elites in the region. This paper identifies the owners of the largest companies in Latin America and analyses the networks they form. The results reveal the formation of an interlocking ownership network between a small number of transnational owners, most of whom are financial corporations in the United States and Europe. In this small volume the distinguished professor of sociology and director of the Department of Cultural Interchange at the University of Havana summarizes succinctly the program of Mexico's Sixth National Sociological Congress and appraises with keen insight most of the major papers presented at it. "El hombre y Ia tierra en Boyacd: Bases socio-históricas para una ref orma agraria," by Orlando Fals Borda. This volume contains an intensive study of the institutionalized relations between man and the land in the Department of Boyacá, Colombia. The study was done with the aid of a fellowship from the John Simon Guggenheim Memorial Foundation, and the English version was presented as a Ph.D. dissertation at the University of Florida. "Migraciones internas en Costa Rica," by Wilburg Jimenez Castro. Based largely upon materials gathered in the 1950 census of population, this volume contains the results of one of the most thorough going studies of rural-urban and interregional migration ever done in Latin America.

31. Contagion Risks in Emerging Stock Markets: New Evidence from Asia and Latin America.

The purpose of this study is to investigate whether contagion actually occurred during three well-known financial crises in 1990s and 2000s: Mexican "Tequila" crisis in 1994, Asian "flu" crisis in 1997 and US subprime crisis in 2007. We apply dynamic conditional correlation models (DCC-GARCH(1,1)) to daily stock-index returns of eight Asian stock markets, six Latin American stock markets and US stock market. Defining contagion as a significant increase of dynamic conditional correlations, we test for contagion by using a difference test for DCC means. The results obtained shows that there is a pure contagion from crisis-originating markets to other emerging stock markets during these three crisis. However, the contagion effects are different from one crisis to the other. Firstly, during the Mexican crisis, contagion is detected in only the Latin American region. Secondly, during the Asian crisis, we find evidence of contagion in some markets in both the Asian and Latin American regions. Finally, contagion is proved to be present in all stock markets with the only exception for Brazil during US subprime crisis. [ABSTRACT FROM AUTHOR]

This paper studies the spillover effects of economic fluctuations in the United States on economic activity in Latin America and the Caribbean. Fluctuations in U.S. GDP growth have spillover effects that stimulate real growth and accelerate price inflation across many countries. Underlying these spillover effects are significant movements in private consumption, and to a larger extent, private investment. Openness to the United States has significant effects that accelerate growth of exports and/or imports across many countries. The net effects on the trade and current account balances vary across countries. Overall, the evidence supports concerns about adverse spillover effects of a slowdown in the U.S. economy on neighboring countries, necessitating careful mobilization of countercyclical domestic tools to hedge against potential risk and mitigate the severity of economic downturns. This paper explores the commitment to corporate citizenship on the part of the largest U.S.-based multinationals in the emerging market region of Latin America. The websites of the largest U.S.-based firms – according to the 2007 Fortune 500 list – are reviewed and their CSR efforts in Latin America are noted. The firms’ positions on corporate citizenship in Latin America are mapped onto a three-by-three matrix in which firms’ commitment to corporate citizenship ranges from profit-making motivations to a more holistic approach where support for non-profit causes is embraced by the entire firm and implemented at all levels (Marsden, Business and Society Review 105(1), 9–26, 2000). The largest U.S.-based multinationals were selected for this study because of their leadership role and the fact that other firms within their respective industries may seek to emulate the firms’ level of commitment to corporate citizenship. While the matrix can be used to evaluate corporate citizenship efforts in any market – or globally – the emphasis in this study is on Latin America, a region of interest for two reasons: because of the paucity of research on this particular emerging market region as it relates to CSR, and because there is some evidence to suggest that philanthropic initiatives by the region’s wealthy individuals lag behind individual philanthropic efforts in other world regions (Oppenheimer, Latin America’s Rich Should Donate More. This paper tested cultivation approach in Monterrey, Mexico. Specifically, the research question asks for the relationship between television exposure in the Monterrey metropolitan area and the social constructions about the women social distribution, vulnerability and stereotypes. The independents variables are quantity, type of program and origin of program on television exposure. Cultivation studies have been consistently supported in the USA, but they lack of evidence in Latin America. Trying to build alliances that span the divide between trade unions and NGOs as well as the divide between the North and the South might seem a utopian task. But this is exactly what an imaginative new generation of organisers from the Western hemisphere's labour movements and NGOs are trying to do. This paper analyses two very different efforts working to bridge this 'double divide'. The first is a combination of organisations, including unions and NGOs in both North and South, that are focusing on blatant violations of the dignity of workers in apparel export processing zones in the South. This 'basic rights complex' has resulted in important victories. A second complex of organisations, also involving unions and NGOs in both North and South, has raised broad macro issues of governance focusing particularly on the anti-democratic character of current proposals for a free trade area of the Americas. Neither of these complexes is without its weaknesses, but each makes it clear that bridging the double divide should be thought of not as a utopian dream but as work in progress. The authors discuss articles that focus on the discipline of the balance of payments as it may operate in Western Europe, Latin America and the United States. The authors explain that the balance-of-payments discipline does not arise from the actions and interactions of the economic processes themselves but rather from the ability of public policy to exercise greater or lesser self-restraint, depending on the trends of the balance of payments and the causes of the imbalance. It is suggested that the true meaning of the balance-of-payments discipline relates largely to the question of how far a country could or should deflate or inflate in order to maintain external balance at given exchange rates.

39. Digital Transformation in the Education Sector Due to the Impact of COVID-19

- Abstract
A documentary review was conducted on the production and publication of research papers on studying the variable Digital Transformation, Education and COVID-19. The bibliometric analysis proposed in this document aims to know the main characteristics of the volume of publications registered in the Scopus database from 2020 to 2022, achieving the identification of 464 publications in total. The information provided by this platform was organized using tables and figures, categorizing the information by Year of Publication, Country of Origin, Area of Knowledge and Type of Publication. Once these characteristics were described, the position of different authors regarding the proposed topic was referenced through qualitative analysis. Among the main findings of this research, it is found that Spain, with 49 publications, was the country with the highest global production. The area of knowledge that made the most significant contribution to the construction of bibliographic material related to the study of Digital Transformation, Education and COVID-19 was the area of Social Sciences with 253 published documents, and the type of publication that was most used during the period mentioned above was the journal article, representing 54% of the total scientific production.

40. The Implementation of Dual Language Programme for Mathematics Education in Secondary Schools: A Systematic Literature Review

The study discussed in this paper is a systematic literature review related to the role of dual language programme (DLP) in mathematics education which has been published within the last 5 years. This study was conducted to identify the distribution of DLP studies in terms of year of publication, the study context covered in previous studies, the context of study areas used, focus and trends of past studies, research methods used in previous studies and the role of language in school mathematics education. This review study followed the guidelines of Preferred Reporting Items for Systematic Reviews and Meta-Analyzes (PRISMA) to analyze articles from Scopus and Web of Science. The findings of the study indicate that research trends in the implementation of the DLP on mathematics education for secondary school students showed an increase from 2017 to 2019. Most DLP-related articles are widely developed in the United States and Germany. The findings indicate that previous studies are more interested in studying the implementation of DLP in rural areas. Past studies have also preferred to use the design of either a qualitative study or a quantitative study to be implemented. Questionnaires, tests and interviews are among the research instruments that are often used for a study.

Argentina made such an arrangement with the U.S. Most of the Latin American nations including Brazil showed a low level of exchange rate during the war than the levels of pre-war years.

Several recent studies have described in some detail the factors limiting development in major countries.[3] Each shows the external sector to have been a critical element in explaining past difficulties and in determining future prospects. In addition, each points to a number of internal limitations and gives some analysis of the interaction between the two sets of factors. The present paper will utilize some of the insights from these studies to develop an aggregative model that brings out the relations between the internal and external factors in economic development. The model will be used for three purposes: (1) to interpret recent development performance, (2) to indicate in quantitative terms some of the requirements of accelerated growth, and (3) to provide a framework for the discussion of alternatives facing the United States and the Latin American countries. The mental health burden associated with anti-immigrant rhetoric and ever-changing immigration policies is undeniable, though the psychological and emotional sequalae may remain invisible for years to come. Exclusionary immigration policies, as a form of structural racism, have also led to an epidemic of stress-related health within the Latinx community, particularly the Latinx immigrant community, across the United States. Recent examples of anti-Latinx and anti-immigrant rhetoric and policies include the 45th President's implementation of the Zero Tolerance policy, Migrant Protection Protocols, and Title 42. The recognition of previous and existing anti-immigrant policies, and the impact on Latinx immigrants, is critical in understanding the manifestation of psychological stress to prevent it from becoming chronic. For mental health providers, attention to existing policies that can be detrimental to the Latinx immigrant community is essential to understanding their mental health trajectory and applying frameworks that honor an individual's psychological stress to prevent pathologizing the immigrant experience and negative health outcomes. The objective of the present brief review is to shed light on recent research and offer recommendations for practice (eg, educating the Latinx community about the link between the immigrant experience and psychological stress) and policy (eg, drafting of legislation aimed at rescinding harmful immigration policies) regarding the relation between aggressive anti-immigration rhetoric and psychological stress among Latinx immigrants in the United States. 47. Use of Information and Communication Technologies in Education: Effectively Integrating Technology in Under-Resourced Education Systems

- Abstract
Education systems in under-resourced environments face several challenges, some of them exacerbated by the COVID-19 pandemic. A possible way to address some of the challenges is to apply information and communication technologies. However, effectively integrating technology into education systems is a complex task. In this paper, factors contributing to successful integration of technology in education are explored, with a focus on under-resourced contexts. Case studies of successful technology implementation in education systems are discussed and analyzed to identify the factors that drive success. The analysis is framed using the reform strategy offered by The World Development Report 2018 ("Learning to Realize Education's Promise"). This is expected to provide policymakers and practitioners a way to align their education technology initiatives and strategies with the larger education reform agenda. Key lessons identified from the analysis are as follows. First, it is necessary to articulate "what" precisely does the technology intervention change/enable. Second, it is important to better understand the context to develop technologies and implementation strategies that fit the operating context. Third, it is essential to regularly monitor and evaluate programs and to feed that information into continuously improving design and implementation. Fourth, through the entire cycle of technology implementation, stakeholders must be consulted, understood, and empowered. However small the intervention, realizing the potential of technology tools in education requires keeping in mind the big picture offered by these lessons. Much research has debated whether immigrants’ health advantages over natives decline with their duration at destination. Most such research has relied on (pooled) cross-sectional data and used years since immigration as a proxy for the duration of residence, leading to the challenge of distilling the duration effect from the confounding cohort-of-arrival and age-of-arrival effects. Because longitudinal studies tend to use self-rated health as the outcome, the changes they observed may reflect shifts in immigrants’ awareness of health problems. We illuminate the debate by examining how immigrants’ mortality risk—a relatively unambiguous measure tied to poor health—changes over time compared to natives’ mortality risk. Our analysis uses the National Health Interview Survey (1992–2009) with linked mortality data through 2011 (n=875,306). We find a survival advantage for U.S. immigrants over the native-born that persisted or amplified during the 20-year period. Moreover, this advantage persisted for all immigrants, regardless of their race/ethnicity and gender or when they began their U.S. residence. This study provides unequivocal evidence that immigrant status’ health protection as reflected in mortality is stable and long-lasting. [ABSTRACT FROM AUTHOR]
