Education has been considered a cornerstone for human and economic development. Although there is a national educational strategy in most countries, various implementations are at the state level. This paper studies academic efficiency at the primary and secondary levels and the human development dimensions -- long and healthy life, being knowledgeable, and enjoying a decent standard of life -- at the state level. For this purpose, a network data envelopment analysis (NDEA) with two stages was proposed. The first stage studies the educational process efficiency, while the second evaluates its impact in the form of the human development index. The study found significant differences between the evaluated states in the education stage, where the lowest efficiencies are mainly in the southwest of Mexico. The results also indicate that better education quality leads to greater regional, economic, and social development at the state level. This study contributes to the NDEA applications on the understanding of the impact that education has in improving the development of the regions holistically.

This paper examines the relationship between skills prices (wage premiums) and inequality in migrant sending countries (mainly from Latin America) and explores the implications for education policies. Most of the evidence is based on the case of Mexico, a Latin American country that is also an Organisation for Economic Co-operation and Development (OECD) member. Despite the belief that Latin American countries tend to pay less for their skilled workers than developed countries, they invest a considerable amount of their Gross Domestic Product (GDP) in education and sometimes in scholarships abroad. Therefore, our main question is: Are skill prices really so proportionately low in Latin America? Likewise, what are the impacts of skills prices on migration in Latin America, and Mexico in particular? And, what is the importance of "brain drain" in terms of the relationship between migration and education? We find that despite the enormous inequality in the region, skills prices are not low. Furthermore, high expenditures on education combined with low skills prices do not necessarily result in brain drain. Other factors, such as perceptions of insecurity and corruption, have a stronger effect on the migration of Mexican professionals. Likewise, although high skills prices may lead to economic development, they may also increase social inequality, leading to greater brain drain. Therefore, the expansion of higher education is recommendable even if it reduces salaries and wage premiums in the short term.

This paper uses case studies to focus on distance learning in developing countries as an enabler for economic development and poverty reduction. To provide perspective, we first review the history of telecottages, local technology-equipped facilities to foster community-based learning, which have evolved into "telecenters" or "Community Learning Centers" (CLCs). Second, we describe extensive site visits to CLCs in impoverished portions of China and Mexico, the centers operated by premier universities in each respective country. These CLCs constitute the core of new emerging systems of distance education, and their newness poses challenges and opportunities, which are discussed. Finally, we offer 12 points to develop further the concept and reality of distance learning in support of economic development.

This paper compares men's career opportunities and intra-generational class mobility across periods with markedly different development strategies in Mexico. Despite its significance for social stratification and inequality in Mexico, research on mobility has been relatively scant in recent decades. Using data from the National Retrospective Demographic Survey, my analysis connects development strategies to individual career opportunities by comparing intra-generational class mobility across three cohorts of Mexican men. Results show that occupational opportunities failed to keep pace with rising human capital in Mexico under the neoliberal regime. Instead, entry and mobility into good jobs became more difficult to achieve and downward mobility more prevalent even among highly educated workers.

Worldwide, it is widely recognized that violent conflicts constrain economic growth and development. Thus, it is necessary to research and analyse the main causes of violence and their relationship with development. This paper analyses how violence has affected economic development in the Mexican context during the 2000–2015 period. It takes into account that in the last decade, this country has had increased levels of violence, especially since the 'war on drugs' against drug trafficking was promulgated in 2006. This study uses different econometric models that apply the assessments of the panel unit root and cointegration tests and panel cointegration estimation. The results indicate that the tests used to validate the data allow the panel data cointegration relationships to be calculated. They demonstrate the existence of a long-run relationship between violence and economic development. Specifically, the results take into account that gross domestic product per capita and public investments have inverse relationships with the homicide rate, whereas poverty, unemployment, illiteracy and the Gini index have direct relationships with the homicide rate. Moreover, violence is strongly related to the deterrence variables. The findings of this study demonstrate that drug trafficking explains the increased violence in Mexico. Thus, it is important to develop and formulate adequate policies to control this situation, take measures to control violence starting with its root causes and promote social and economic development with a strategy to strengthen legal activities in society. The paper estimates equations for the Mexican/US manufacturing relative unit labor cost (RULC), and finds significant effects from asset market variables like interest rate differentials, foreign reserve accumulation, and international capital flows. The equations are motivated by a simple decomposition that reveals the roles played by relative manufacturing prices and real product wages-and hence the nominal exchange rate-in the upward trend of RULC. The paper follows to estimate equations for aggregate private investment in Mexico, finding a negative RULC effect that agrees with the recent literature on the real exchange rate's profitability (or development) channel. All the estimations focus on long-run effects, applying the bounds testing approach to quarterly data from 1988 to 2013. The results imply that both the repeated surges in capital inflows and the disinflationary stance of monetary policy in Mexico contributed to the upward trend in RULC, which affected the country's economic growth negatively by its depressing effect on investment. Win—win outcomes between biodiversity conservation and local economic development are now a goal of many governments and conservation organizations but can be difficult to achieve. Where they occur, reductions in poverty from protected areas are often thought to be driven by economic gains from tourism that are sufficient to outweigh losses due to restrictions on land‐use or resource extraction. However, evidence about this channel is scarce. In this paper, we explore the potential compensatory effect of tourism by comparing poverty alleviation outcomes for cultural heritage sites in Mexico across two decades from 1990 to 2010. These sites are similar to protected areas in terms of attracting tourists, but they do not impose substantial restrictions on local land or resource use, allowing us to isolate tourism as a possible channel for economic development. Overall, we find mixed evidence that proximity to cultural heritage sites is associated with poverty reduction. During the first study period (1990–2000), localities close to cultural heritage sites saw reduced poverty of 0.034 standard deviations for each additional site. However, during the second period (2000–2010), localities close to heritage sites saw less poverty reduction than the comparison group (−0.014 standard deviations for each additional site). In both periods, poverty alleviation effects were not consistently correlated with the total number of visitors, but were larger further from cities, where baseline poverty was higher, and in the Yucatán Peninsula. This heterogeneity indicates that variability in the ability of local communities to capture benefits from tourism depends on a particular combination of institutional and geographic factors—as was the case in the Yucatan peninsula, where cultural heritage sites had consistent poverty alleviation effects over two decades. The paper studies the decline of the labor income share (LIS) in Mexico during the 1990-2015 period. The decline is mostly explained by reductions within the economy's major sectors (including manufacturing, tradables, and non-tradables), rather than by a recomposition of value added towards sectors with low labor shares. In contrast to agriculture --where LIS fell due to a shift of labor force from self-employment to wage-employment-- in other major areas of the economy the fall in LIS is explained by reductions within the wage-employment sector. Econometric estimations indicate that parallel declines in the wage share and relative productivity of non-tradables and in the US manufacturing labor share all played a large role in the reduction of the manufacturing wage share in Mexico. More generally, the analysis suggests that the lagging productivity of the economy's informal non-tradable sector --itself a reflection of the country's low aggregate rate of economic growth-- is a crucial factor in the fall of LIS in the formal sectors. Facing the global economic crisis, in October 2008 the Mexican government announced the ‘Programme to Promote Growth and Employment’ consisting of five steps. One of them resulted in an ambitious unilateral effort to reduce most-favoured nation tariffs. The unilateral liberalization decision emerged as a measure to encourage growth, at a time of global economic crisis. This policy is based on the wide margin of action that the government of Mexico has in improving its foreign trade regulation. This paper reviews the logic of the implementation of tariff dismantling by a developing economy such as Mexico. It analyses the Mexican trade liberalization phases and explains the negative impact on the Mexican economy’s competitiveness of high import tariffs with non-preferential trade partners. Finally, this paper presents preliminary estimates of the impact that the phase-out of Mexican tariffs had on imports during its first year of implementation. [ABSTRACT FROM PUBLISHER]

Purpose: Middle and lower-level managers play a significant role in the strategic management process, primarily in the execution stage. However, strategic diffusion - the extent to which a strategy is effectively executed and becomes an integral part of the organization - varies across organizations. This paper aims to examine the strategic diffusion process in two emerging economies, Mexico and Peru. Design/methodology/approach: Parnell's strategic diffusion scale (SDS) was adopted for this study. Respondents also completed Cook and Wall's nine-item organizational commitment instrument and a three-item scale measuring satisfaction with firm performance. Surveys were translated into Spanish and completed by 218 Mexican and 270 Peruvian managers. Findings: Strategic diffusion was linked to performance satisfaction among both Mexican and Peruvian managers. Overall, Mexican managers produced higher scores on the strategic diffusion scale (SDS) than did their Peruvian counterparts. The link between strategic diffusion and organizational commitment among middle and lower-level managers remains unclear. Research limitations/implications: This study supports the strategic diffusion construct and the SDS. Three items in the scale were problematic in certain instances, however. The present study linked strategic diffusion to performance satisfaction in both Mexico and Peru. As expected, Mexican managers exhibited higher SDS scores than did their Peruvian counterparts. The link between strategic diffusion and organizational commitment was not strong, however. Additional research is needed in this area. Practical implications: Middle and lower level managers in different countries have different views on the process of strategic diffusion. These distinctions are cause by a number of factors, including stages in the economic development cycle, organizational culture, and widely accepted management practices. Executives seeking to implement strategies should recognize the three key components of strategic diffusion - understanding, involvement, and commitment - and how they are influenced by national contexts. Originality/value: There is a dearth of research assessing management behaviors in emerging nations. It is also important to learn more about processes associated with strategy execution in different organizations. This paper addresses both needs by assessing strategic diffusion in Mexico and Peru. The aim of this paper is to examine the effects of crime on regional economic growth in Mexico. We estimate a growth model using a spatial panel data model and test for the presence and type of spatial interaction, as proposed by Elhorst. Our results suggest that a two-way spatial Durbin model best fits the data, crime exerts a negative total effect on economic growth across Mexican states, particularly homicides and robbery, and significant spillover effects seem to reinforce the negative impact on regional growth. This paper aims to determine the effects of economic growth on inequality and poverty in the municipalities of the state of Nayarit, Mexico, in the period 1990-2010. The municipal evolution of each one of the variables is analyzed using inferential statistics, and the type of relationship between them is determined. Through linear regressions, its intercausality is established. The conclusion is that there is an inverse relationship between economic growth and the three types of income poverty, and a direct relationexpansion rates of gross domestic product per capita) and income inequality. The relationship between poverty and economic growth has been widely discussed in the economic development literature during the past few decades. However, most of this research has been based on cross-sectional studies and very few studies have used time-series techniques to analyze this important issue. At the same time, there are also only a few studies analyzing this issue for the case of Mexico. Therefore, the objective of this paper was to analyze the relationship between poverty and economic growth in Mexico, using a cointegration analysis with structural change for the period 1960–2016. The Gregory-Hansen cointegration test confirmed the existence of a long-term equilibrium relationship between poverty reduction and economic growth, both in the short run and in the long run. Using a Vector Error Correction Model (VECM), we find that, in the long run, a 1% increase in economic growth leads to a 2.4% increase in per capita consumption (and therefore poverty reduction). This estimate is similar to those obtained in other studies for the case of Mexico and for other developing countries. Also, using the Granger causality test, it was found that there is a bidirectional causality relationship between poverty reduction and economic growth in Mexico. [ABSTRACT FROM AUTHOR]

The paper discusses an alternative macroeconomic strategy proposal for Mexico. The author argues that, in the short-run the primary task should be to put to work idle resources, and that a competitive and stable real exchange rate, coupled with supply-side measures that benefit domestic producers, can contribute to make higher domestic production competitive. Speeding-up growth in the near future would make it easier to achieve a high growth rate in the medium- and long run. However, a medium- and long-run growth strategy entails also a careful investment strategy. This paper discusses the growth slowdown of the Mexican economy during the reform and post reform periods. It addresses four possible factors behind the growth deceleration. First, the role of international trade integration, showing that the trade policy reforms of the 1980s and 1990s were in fact very successful in enhancing export growth and trade openness but not in promoting a dynamic pattern of trade specialization. Second, the productivity growth slowdown, arguing that this should be seen as a consequence rather than a cause of the growth deceleration as the evolution of productivity growth is closely associated with the expansion of tertiary underemployment. Third, the discussion of the role of human capital formation suggests that educational and health indicators have been improving during the recent period, partly as a consequence of the demographic bonus, and cannot be held responsible for the fall in output per worker that has taken place since the early 1980s. This paper summarizes the findings of research in Bogotá, Colombia and Mexico City on the use of financial services by the urban population. The focus is on the majority of persons who have no relation whatever with a formal bank, cooperative or credit union. The paper identifies the characteristics of those who are "unbanked" and the range of reasons for their exclusion. It also discusses the multiple and considerable costs that this exclusion imposes on the unbanked population, as well as the loss in income that results for formal sector financial institutions. The paper concludes by describing some measures taken to extend financial services to the low-income population, and proposes the importance of linking "financial inclusion" to programmes of urban development and upgrading focused on the poor in developing countries. After much debate, many academic circles have concluded that under the right circumstances, infrastructure stocks may be a promoter for growth. This paper benchmarks Mexico's infrastructure quantity stocks and identifies Mexico's infrastructure bottlenecks in regard to 94 countries. With a sample of annual data from 1960 to 2014, the analysis focuses on three economic sectors-telecommunications, energy and transport-by three exercises: (1) reviewing trends (simple and conditional) from an international perspective, (2) estimating infrastructure's effect on growth with the generalized method of moments methodology, and finally, (3) calculating Mexico's infrastructure gap compared to region leaders. The main findings indicate that Mexico's infrastructure stocks were the lowest compared to similar countries in 1990. In 2010, Mexico improved its infrastructure stock provision, but still lags from the world mean. With 6-year average periods, there is statistically significant evidence of a positive effect of infrastructure on growth. This paper sets out to characterize the business dynamics of the software industries located in Mexico City, Monterrey, and Tijuana, beginning with a survey administered by the authors to 175 companies located in the aforementioned cities in 2014. The literature about this industry in Mexico has tended to favor theoretical approaches to innovation and learning and their subsequent application to local cases. This work relies on the logic of clusters (Porter, 1998) and therefore analyzes relationships with the local market in terms of sales and usage of human, financial, and informational resources, revealing regional differences in business dynamics. While much attention has been given to the effects of migration and remittances on agricultural activities in the communities of origin, the relationship between remittances and rural households' use of natural resources remains understudied. This paper contributes in filling this gap by using a Mexican data set that contains detailed information on both remittances and use of natural resources at the household level. The data set is representative of the rural population of Mexico at the national level, which allows us to move beyond case studies overcoming one of the main challenges for understanding the relationship between livelihoods and the environment. Results show that remittances have significant effects on the use of natural resources by the receiving households. We find that a) remittances decrease the likelihood that a household will participate in natural resource extraction, and b) households that receive remittances and extract natural resources have lower environmental income and lower environmental reliance than households not receiving remittances. By reducing participation in extraction as well as reliance on natural resources, remittances reduce the pressure that local populations put on the natural resource base that surrounds them. This could mean good news for the conservation of natural resources. However, it also shows the vulnerability of Mexico's natural resource to periods of low or negative economic growth in the United States inasmuch as they affect the amount of remittances that migrants send back home. This topic should be viewed in the context of a few theoretical considerations on local and territorial development. This work will then look at the conclusions of some recent specialized contributions to the study of instability and disparities in Mexico and apply these to the focus of this paper. Studying Yucatan sheds light on the enormous limits and extreme inequalities of development in Mexico and its winding road to growth. Yucatan reflects how Mexico is lagging in employment and education, as well as the extent to which people are leaving rural areas, leading to greater urban concentration. In addition, it provides evidence of an increase in outsourcing, the decline of the maquiladora industry and the departure of local capital from its weak manufacturing sector.
