At present, the circular economy is emerging as a strategy for sustainable development. What is important in promoting the circular economy is to assess its current level and take measures for assessment. This paper discusses some methodological issues in comparing and assessing the efforts for the circular economy at the international level. To this end, the authors explain the theoretical premise related to the assessment of efforts for the circular economy, establish an indicator system for assessing the efforts for the circular economy, and suggest a method for comprehensively assessing the efforts for the circular economy by country. The conclusions are that (a) the comparative evaluation of activities related to the circular economy by country requires a unified standard or category that can cover these activities, including all factors that meet sustainable development; the outcome, process, and guarantee of the circular economy, and this can be the circular economy effort and (b) the circular economy effort of a given country must synthetically be assessed by using the indicators capable of showing all aspects. These conclusions may contribute to establishing a new theoretical foundation that can include various aspects of the circular economy activities and to setting a practical and methodological foundation for evaluating each country's various activities related to the circular economy at the international level and can serve as a policy basis for identifying the weak and strong aspects of circular economy activities at the domestic or international level and establishing technological and economic measures to strengthen the weak aspects. Purpose - The main purpose of this paper is to provide an overview of the main institutional and governance issues facing the Pacific Island countries (PlC) and to point out how they affect their economic performance. The paper also provides a description of the key characteristics of the PlC and points out why these characteristics may present special challenges to achieving sustainable levels of growth. Design/methodology/approach - This paper discusses the issues of governance, institutions and economic growth in the PICs. Findings The main conclusion of the paper is that PICs would have to align their policies so that appropriate and better economic integration is achieved not only regionally but also globally. Practical implications - This paper allows policy makers to take note of the main issues in governance and institution building. In this paper, both direct material input (DMI) and domestic processed output (DPO) of Jilin Province in 1990–2006 were calculated and then based on these two indexes, a dematerialization model was established. The main results are summarized as follows: (1) both direct material input and domestic processed output increase at a steady rate during 1990–2006, with average annual growth rates of 4.19% and 2.77%, respectively. (2) The average contribution rate of material input to economic growth is 44%, indicating that the economic growth is visibly extensive. (3) During the studied period, accumulative quantity of material input dematerialization is 11,543 × 104 t and quantity of waste dematerialization is 5,987 ×104 t. Moreover, dematerialization gaps are positive, suggesting that the potential of dematerialization has been well fulfilled. (4) In most years of the analyzed period, especially 2003–2006, the economic system of Jilin Province represents an unsustainable state. In order to systematize and organize the information needed to analyze sustainable development problems and also to select the most suggestive indicators, there were developed several model-frameworks, on which to overlay systems of statistical indicators for quantifying sustainability. This article analyzes in a comparative manner four frameworks based on causeeffect relationships, reflecting their advantages and disadvantages: PSR, DSR, DPSIR and DPSEEA. The models are already used by international organizations with responsibilities in official statistics, as well as by numerous national statistical offices of European and Non-European countries. The paper indicates the strengths and weaknesses of each framework, focusing on aspects that can be taken from each modelframework to be combined into a new hybrid model-framework, able to provide a quantitative characterization of sustainability aspects. The regenerative capacity of ecosystems provides a regulatory basis for sustainable economic growth and development. A natural valuation of an ecosystem's services will arise in a market for developmental rights in the ecosystem using a unit of tradable `right': E-Scrip. The amount of e-scrip needed for a development may be set by Environmental Assessment. The capacity of the ecosystem to regenerate with developmental pressure may be represented by an independent trader or Factor Proxy for the Environment who provides e-scrip to the market.
